For example brevet promote a lieutenant to captain. He assumes a captains responsibilities, rank insignia and title, but continues to draw a lieutenant's pay. Also, the brevet rank is temporary. At anytime the promoted one can go back to their original rank.

OMG! Just when I went out and bought a new tactical knife to assist me in my dangerous tours to show my support for my top bosses decision to bring in a new XO my life has taken a tumble! You see I was finished 6-Marying my number two Parker that I held myself down on I was utilizing our CLEAR system to check interdepartmental memos and I see that our new XO is no longer an XO! Does this mean that that steroided man pouch XO MR returning? Just when I thought we in 019 were rid of his powerstache I need to check behind my shoulders! I mean it has been a living hell being on constant guard looking for inspector expressway just in case my shoes weren't shined enough but this is worse! I even went so far as to try to grow a mustache to balance out the loss of having his around. It's an ok mustache it kind of reminds me of when my cousin Milo returned from Afghanistan and had his. Now I look like a veteran GI but I may have to shave it if he returns to us.
I drove to the local 7-11 and met with a few of my closest comrades to discuss this news and most were totally concerned. One of my brothers was so upset he couldn't even finish his coffee. The City violated their agreement with the Captains Union by not allowing for open bids when the new Captains were sent back to their respective unit of assignments...THATS ALL.
They have to do things like this to clear any lingering beliefs you hold that they might know what in the hell they're doing.

You can spell the past tense of "Cancel" either "Cancelled" or "Canceled". Google it. I was surprised when I also thought I corrected someone and they schooled me on it.
With that said I once applied to be the police in Vegas. Well met my now ex-wife and here I still am. But when I was there at the interview the recruiter asked why I was leaving CPD. I told her for warmer weather and I was tired of the constant politics and of Chicago. She literally laughed and her exact words were, "Mike, your department really is the laughing stock in the law enforcement community. It's well known how your department constant blunders things."

Capt. Ryan is still an inspector since he was already a capt. The newly appointed captains, I think we're just 2 not including the ones in waiting are now no longer captains. Remember the rank of captain can be given and taken but the supt. Personally I could give a f**k about them making it or not but this is great comedy and tragedy depending on what side of the fence your watching it from. Ryan was reassigned as a captain to a captains spot, Inspector. Commander EV wanted him gone and it happened good for 019, maybe not so good for everyone else. However he was put in a spot where he could do the least harm. After all getting written up for a uniform infraction or congregating can be handled at the district level. Remember an inspector writes up"observations" so I wouldn't get to worried about Ryan he has been totally marginalized in this move. As the commercial said " An army of one" well Mikey you are an army of one, let's see how long it takes for him to f**k this up. We will be watching.....

JS 017 1st watch who was anxiously awaiting the arrival of an inspector any day now..this is a lt. who never wears a uniform to roll call but wears sandals, shorts and the free tshirts he gets from all his tactical training seminars...it was only after being busted out by the Commander, who appeared 1 night at rollcall unannouced and who got to witness Judo Joe in his finest tourist apparel, along with the annoucement that inspectors were being resurrected, that Joe strained to button up his dingy uniform shirt and had to go out and get new police pants to fit his fat ass so he could be legit and not catch a beef....now we are back to normal, with Joe in his tactical barbie tshirts replete with sandals...now we can go back to listening to his kung fu fighting tactical training stories and how he sparred 1,000 guys during his days at TRU! Oh happy days are here again!

The last few years have been particularly bad being led by a mean drunken womanizer, orders being given and rescinded, no cars, no computers, no help and having a majority of our officers detailed to the ghetto to keep Pookie from shooting Junebug.

Good point. I know there are a lot of you out there who sneer and say "So what?" because a word is misspelled, and it seems like small potatoes; however, it testifies to the sloppiness, carelessness and sheer ignorance dominating our "leadership." If someone cannot spell simple words and they are too lazy or stupid to proofread what they sign their names to, they have no business writing reports, rules, regulations and general orders.
To the new Captains: Call your local politician and put your request of where you want to go. You had to call your alderman (i.e. Burke) to be promoted in the first place. McGoof "I won't be influenced by city politics," won't back from a politician. That is how half of you got promoted in the first place, isn't it. To the merit Sgt & LT candidates: Do the same. Call your local Aldercreater.

Phil Cline, Jody Weis, Mike Masters. Ray Hamiliton, Tracy Ladner, and now McCarthy. From morale to uniform this department sucks. Our squad cars are pieces of shit. Stupid vest covers, stupid baseball caps. Never seen so many sloppy, grumpy, frumpy police officers. But the hair looks good. Decisions made by the above have destroyed our once great CPD. Why the hell would anyone agree to move up a rank with all of the additional responsibilities but no pay to show for it? Only kiss asses and power trippers would go for that, and those are the two groups that have no business being bosses in the first place.
McCarthy realizes that he screwed up the process by not having the merit selection board convened to give a thumbs up by 2/3 vote of the Lts packages to be sent for interviews. The interviews and subsequently promotions were hand picked by Maniotis and Tracey without ever even reading the content of the applications. It was based on who made the calls to the Chiefs.
Now Mc carthy of trying to un-f$&k the process. Bottom line is he will re-interview all of the 73 Lts and then STILL promote the same idiots. It's the old " I don't want no one that no one sent" philosophy.
Oh yea, add another m/1 since Watson was promoted to Commander so "they" are owed one.

The comment about the rank of captain being given and taken by the superintendent is only partly true. Yes, he can appoint you captain and he can demote any captain as it is an exempt rank. The exempt rank status was recognized by the pension board when dulay sued the pension board for exempt pension status and used his captain time to fit the state law. However, don't forget that the captains have a contract that gives the captains grievance process.
What happen to best man for the job? Fuck that black and white shit. Who gives a fuck if not enough black, yellow or green get promoted. I want a man or woman that can do the job. ..so you say you want a black boss just cuz he's black? It should be like in sports, if you suck you don't get picked. Regardless of color. Learn from that fucking alderman.

Captain (now retired) in 019 used to come in late, wear shorts or sweats and sandals, not even comb her hair, then go downstairs to 'work out' for the first hour, refusing to sign reports, approve arrests or do much of anything unless it had to do with her private teaching gig or booking her frequent tourism online.
Nothing ever changes.

McCarthy got verbally bitch slapped at that meeting and everybody saw it. It is clear he is not to make choices, he will be told who to promote. He learned very publicly the "Chicago way." Now, he has two choices: 1. FYI captains are a sort of exempt rank. Unlike a regular exempt, a captain who has completed the six month probation period can only be reduced in rank for cause.
Also, a captain cannot collect a pension utilizing captain time unless he/she served at least three years in grade. Except new hires, pensions are based on the best four consecutive years out of their last ten. Say a lieutenant served two years as captain and retired. The LT would get a lieutenants pension. Or say he/she served three years as a captain. Then the pension would be one year as LT and three as captain averaged out.
Finally, an exempt member also must serve three years in grade to be allowed to use those years for pension. Say a two year captain was a commander for one year then retired. That pension would be one year LT, two years captain and one year commander averaged out.
How about YOU stop shooting off YOUR mouth about that which you know nothing!

Captains are in the City's Senior Executive Service like the "exempt" ranks. Do you know why there's been no mention of a Lieutenant's exam? Because the City will be making them SES also, and it'll be an appointed rank like captains. Sergeant will be the only tested rank, that's why merit Sgts have to take both parts of the sgt's exam this time. Right under our eyes the City is eliminating civil service (career service) and going back to political appointments, all under the guise of "diversity".

Captains are Not Exempt, they are considered Executive Management personnel. Unlike Exempt Ranks, who can be summarily demoted at the discretion of the Superintendent, Captains, after 6 months probation have some protection against arbitrary demotion. There is a process in place for demotions. It may not be the greatest, but it is there.
Once one has attained the age and time on the job, currently 50 and 20 pension amounts are determined simply and strictly by averaging your highest 48 month's pay over the last 10 years. That average is what determines the base pay for pension purposes, it is a percentage of that figure. Rank has nothing to do with it. You could look it up, it is online.
I hope Ryan comes back to 019.......better than this POS now that thinks he knows everything.

JS 017 1st watch who was anxiously awaiting the arrival of an inspector any day now..this is a lt. who never wears a uniform to roll call but wears sandals, shorts and the free tshirts he gets from all his tactical training seminars...it was only after being busted out by the Commander, who appeared 1 night at rollcall unannouced and who got to witness Judo Joe in his finest tourist apparel, along with the annoucement that inspectors were being resurrected, that Joe strained to button up his dingy uniform shirt and had to go out and get new police pants to fit his fat ass so he could be legit and not catch a beef....now we are back to normal, with Joe in his tactical barbie tshirts replete with sandals...now we can go back to listening to his kung fu fighting tactical training stories and how he sparred 1,000 guys during his days at TRU! Oh happy days are here again!

Sergeants are capable of writing up Police Officers for leaving work early , arriving late to assignments , roll call or court , uniform infractions , unshaven .

Capt. Ryan is still an inspector since he was already a capt. The newly appointed captains, I think we're just 2 not including the ones in waiting are now no longer captains. Remember the rank of captain can be given and taken but the supt. Personally I could give a f**k about them making it or not but this is great comedy and tragedy depending on what side of the fence your watching it from. Ryan was reassigned as a captain to a captains spot, Inspector. Commander EV wanted him gone and it happened good for 019, maybe not so good for everyone else. However he was put in a spot where he could do the least harm. After all getting written up for a uniform infraction or congregating can be handled at the district level. Remember an inspector writes up"observations" so I wouldn't get to worried about Ryan he has been totally marginalized in this move. I believe you meant given and taken BY the Superintendent. Not exactly true. The Superintendent can recommend that a captain be demoted; however, it must first go to to a board who hears evidence why the captain should be demoted and then makes it's recommendation to the Supt. Happened some years ago when Captain M.B. who was in 025 at that time supposedly refused to let the media into a secured part of the building (which he was 100% right to do). A deputy superintendent hit the ceiling and buzzed in Cline's ear and Cline moved to have the captain demoted. It went in front of a panel of captains and exempts who unanimously recommended that the captain keep his rank which he has to this day. Was an easy way to keep Cline off the hook but in all fairness to the captain, he was right and it should have never happened. BTW, that deputy superintendent is now in charge of garbage trucks for the city.

They (The City-Wide Team) are afraid of retirees. 5 or 6 years ago they tried to purge the union of them citing the cost to the lodge of the per capita for State and National FOP membership and the cost of the calendar books. Tte membership at the meeting would not go for it when they proposed a reduced benefit for less money. No book, no voting rights, and no National or State membership. Only a couple of window stickers. The guys at the meeting would not go for it because most people at meetings have 20 or more years. Also when the CWT beat the Nolan Team more than 50% of the retirees voted for the Nolan team. That’s way they are afraid of them.
Mark Donohue’s neighbor, Steve Robbins, was slated to run for the pension board. Steve was elected with the City-Wide team’s blessing. After one term Mike Shields beat Steve Robbins. Steve Robbins was the one that proposed the by-law change that would have taken all voting rights away from the retirees. That was defeated something like 598-2. But it should have been killed at the By-Law committee. The National board has a retiree on it. And The state Lodge also said it was an illegal by-law. "Exempt" is simple means that they are salaried employees, basically they do not get overtime. They also may work 7 days a week and 14 hours a day. An "exempt" member is simply exempt from many of the work related rules that Captains and below have. Captains are not exempt.

How about the pronunciation of harassment as HARRIS-ment. That drives me nuts. An "a" followed by double consonants is NEVER pronounced as a short "I."

Assign Sergeants as Inspectors ,
Sergeants are capable of writing up Police Officers for leaving work early , arriving late to assignments , roll call or court , uniform infractions , unshaven .
Why pay a Captain to do the duties of a sergeant or dss , most violations should be handled at district level but are ignored by district commanders , xo , lt and sgts .

well said, but, when there's an officer who simply refuses to comply (shaving, uniforms, etc.), then what?......a spar every day?, multiple CR's?.....you think the city, who can't fire anyone for anything, will fire an officer for refusing to shave?.....this is Chicago, the most corrupt city in the United States
