Exam Results Coming 20 December
Hey media types? Why is it taking the testing company almost two full months to grade a 100 question Scantron test? That's the information thousands received in an e-mail Thursday:
- Results of the written exam will be sent to all candidates on or about December 20, 2013. Only those candidates that receive a passing score on the written exam will be invited to the assessment exercise on Saturday January 11, 2014.
No word on what the passing score is, but two months?
So if you like, you can spend another few hundred (thousand) dollars on one of the study groups, and then find out that you didn't even pass part one? That's going to be a great motivator if you have any sort of question as to how good or bad you did.
In other news, someone posted that although almost 5,000 people signed up, only 2,700 showed up. While that improves our odds, it speaks to the morale death spiral gripping the Department that so many don't even want to try out for a promotion. Can anyone confirm?

I was not there. I did not take the test, but I find it a little hard to believe 1300 people did not attend (especially at $25/ea). That number seems a little high for no-shows.
An answer key is floating around. It seems that sharp guys/gals that also studied got between 15-20 wrong.
Sorry, but I don't believe that only 2700 people showed up. I saw a few empty seats, but no way almost 50% were empty. The dec 20th date is bs. If I study all this time and don't pass the first part I'll be pissed.
Get promoted Sgt and either get sent to midnights in an absolute shit hole or get sent to afternoons, in an abosolute shit hole and be the ppo foot patrol sgt and be an fto to 15 newbies everyday.

Stay on days or 3rd watch in a nice district that took a decade to get to.

The best was in the part 2 study guide. The part 2 exam will not be sourced based (questions and answers will not be coming directly from orders). The answers are going to be what the CPD subject matter experts deem to be appropriate. Enter the chosen ones with connections to these so called subject experts. What a fiasco and joke of a test this will be. 60 days to grade a scantron, 60 months to grade a written?

I took only one Scantron test in my entire career. After the Saturday exam at Lane Tech, you walked out the door with your score. The very next Monday, the CPD posted the rankings. Totally legit! Read the preface after scrolling down to page 3 of the November, 1969 Chicago Police Star magazine below:

And then on to the January SUBJECTIVE "assessment center". And who will do the "assessing"? Clouted exempts of course.
WHY? It's "the Chicago Way!"
Nope, not true . Only 270 no showed. The car count alone in lot A was almost 2700. there was 1100 cars that parked in the remote lot.
I hear they're just going to pass everyone in part I.
But if you do well on part II you have to be careful. You might pass.
I didn't see very many empty seats. From my view of the sections around me, 95 percent of the people were at the exam.
Does anyone know if passing a power test for a promotion is required in 2014?

You guys are lucky. The last fire lieutenants test took 4 YEARS for the city to grade. And in that entire time our union President Tom Ryan never once went on the record once to ask why.
Will it be like the K-9 test, where too many people passed the first part so they changed the rules right in the middle and made the passing threshold higher? Will the "special" officers be told to show up in their dress blues while the rest of us follow the rules and show up in our field uniform of the day?
This is a naive question but can we somehow challenge the Dec 20th date for results. It is outrageous that it will take that long and that they are going to make thousands of us study to find out we are not moving on! And what the hell is the passing grade?
The fact that the score you need to pass part one was never stated is a huge red flag that this process has already been corrupted. How do you give a test and not have a grading scale before it is given? Simple, you don't, it is unheard of. What is happening is that they will look at the break down of ethic groups and look at the percentages of who passed and failed. Then they will lower the score needed to pass in order to race norm the test. This way no stanard lawsuit claiming test is racist and the politicians can claim how fair the test was for all the people in the melting pot.
Two months is fair
After all, they have to get a large group of alderthieves, play reverends and Madigans people together to "grade" the test scores.
It's legit, really
Because it'll take that long to train the ex-cons to use the machine or for them to learn 1st grade counting.

Maybe part two of the sergeant exam could be held in one of the county prisons and the inmates could proctor and give the actual assessment. It would save the city even more money by utilizing the inmates who have nothing else to do anyway.
The proctors are grading the exam so "more time" is needed.
The overwhelming majority will pass. Passing score will be one point below the stupidest guy with clout. That way, when a moron gets promoted, the City can say, "Hey, they passed a test!"
They need time to tweak the results for the Chosen Ones.
As soon as the new sergeant's contract is signed you will be able to move more often because District Bid spots have to be opened up city wide. It is true that most of the "Good" districts will fill up with senior sergeants.
When I made sergeant we had no union and I was put on midnights in a shit district. The first two years I didn't even work in my assigned district most nights and I was sent all over the south and west sides. It sucked but I wanted to be a sergeant and I knew I had to put in my time just like I did when I was a new officer. New sergeant's now come in and get pissed off because they don't get the watch or furlough they want. Don't become a sergeant if you are not willing to put your time in, someday you will be top dog and can get what you want.
Unreal as usual. Back when I took the FTO test once you finished with your test you sat and waited for the proctor to come and get you and about 5 others and you all walked downstairs together and each of you handed your test sheet to the proctor at the Scantron machine and you watched it grade your test in front you. The results were posted at the end of the test and you saw your score rank and everyone knew who was getting promoted before they went home. It was simple. Like it was in college. Actually even simpler because it was the same day. No African Americans were complaining, no women were complaining and no Hispanics were complaining when the results were posted. All of us thought the process was completely fair (from what I recall others saying) and it was what I considered to be legit. I am not sure why they can't do the SGT test the same way. I don't think it says too much if they have to factor in race, demographics, gender, sexual orientation, shoe size, etc. to make you a boss. Either you know the information and are qualified to the job or you are not. What does your ethnic background have to do with knowing the general orders and how to do your job? Like a black boss can't handle a white domestic or vice versa? I don't care if my supervisor is a lesbian, short, overweight black female as long as she can do the job and is competent. Guys and gals let me ask one thing; would you want an EEOC/Clout person doing your open heart surgery? Flying your plane? Someone not qualified but got it because of affirmative action-type programs or because they know so and so? Promotions should be based on your knowledge of your job and work performance. I did not test nor did I study for it. I don't feel I would deserve the position as I don't feel qualified at this point to do the job. I wish others felt the same and got promoted on their knowledge/performance of the job. Best wishes to those of you who actually studied, know the job and get promoted. To the rest of you merit hacks? Well you know what you can do with your promotion and stripes.

over 4000 by counting sections
There were empty seats, but not that many. And that is so unprofessional and down right dirty to take that long to provide the results. So some time during Christmas week you get to find out that either you failed... or you passed and you have a few weeks over the holidays to study the 'orders' for part 2. Either way it will be putting a damper on the holidays...
There were 150 seats per section. I'm not sure how many sections there were but it was somewhere around 30. There weren't more than a couple empty seats in each section, so probably between 4,000-5,000 showed up.
Also with this answer key that's floating around, the highest score I've heard so far is in the mid 80s (unofficial). These scores are including several people who studied their asses off and took prep classes. Just shows you how poorly written the test was, I'm sure part two will be just as messed up.
Holy shit, I sure hope you didn't show and if you did I'd shoot myself if you passed.

2.54am.....at roughly $20 a car that's over $75,000 for the parking.

Put a test in a place that is pretty much unreachable by public transit when there isn't a show is pretty much just being an asshole.

If it took 2-3 months to count the ballots that elected Rahm, Obama or Daley maybe the results would have be better...or not. But with adequate manpower, we don't need anymore police, we're doing fine.
In the academy they took a week to score 30 scantrons . Even those results were fudged . Tried to make everyone look even .

2 months is a short wait. the CFD had a LT. test in april 2009.
the oral interviewers were finished in june 2009. letters with your score/ranking were mailed in feb. 2011. official list out in feb 2013. everything is on the square.
Scantron, and it is taking two months to grade? Race and Clout Norming?
Anyone who cannot pass part one of a Chicago police promotion exam must be a real Neanderthal since it usually has a 40% cutoff score. If every exam that I took in school gave me a passing score if I had at least 40% I would have been a honor graduate with a scholarship to Harvard along with Obama.

True, and now with management accountability look at the newer sgt in 010 who is taking a 15 day no pay suspension for some bulshit a copper did and sgt takes the hit! Yep being a sgt anymore sucks! You get 12,000 more a year in pension, but load overtime which last year I made 45,000 saved it all so in the long run the 12k more not worth a shit district, shit watch!
Only 2700 showed up? Sorry but I think whoever did that count counted the wrong line. That was the line to go to the bathroom!
I took the test. But I don't think 2700 people showed up. The parking garage has 2000 spaces and that was completely full. Some people car pooled. Further, a lot of people found free parking on S. King Drive south of the McCormick Place. But in reality it doesn't matter. Part two of the test study guide states that the exam won't come from the source material but the source material can help. Go figure that one out!
Official number of test attendees is 4872. Total applications to take the test was 5261. So the 2700 number is very wrong
Could be that if there is a question that a high percentage of people that answered the same but were wrong. The question will be looked at and possibly thrown out. As to avoid another lawsuit about it being too difficult, etc.

Maybe 270 people didn't show but no way 2700...but yay number could've come from one of our new brainchild bosses that don't have a clue.
In the study guide it is in black and white. The exam won't be a source based exam. But they feel that the below listed general orders, special orders, training bulletins, legal bulletins, forms and reports will be of help. My heart sank when I read that. In other words, the exam questions can come out of left field and only a select few will know how to answer them.

My kid took a scantron test yesterday morning at school. There were 76 questions. He had his grade after lunch. Doesn't take a brain surgeon to feed sheets into a scan-tron reader.

The city has to check voting records to make sure all that advance actually voted Democrat and have to make sure the donation checks to alderman clear. Thats why it takes so long.
LOL.. I went to a major university… in a lecture hall that had about 500 students we would hand our scantrons in as we walked out. If you wanted to hang around a bit at the end of the line, they could tell you your score before you left. Of course, none of the proctors were blind or busy stealing PO's guns...
I heard the promotional process is fair and balanced.

35 sections times 150 seats in each section. 5250 total. I think less than 10 sears empty I'm my section.
Test was packed, atleast 4500 officers. After the 1-5 bad questions are thrown out you will need a 55% to pass!
more than 24 sections....I saw sections in the 30's
I asked the lodge if they were inquiring about the delay. Simply put, they said no.
They have to have time for the challenged questions. Anyway whats the difference part 2 is Jan 11th regardless of when part 1 get graded...

Doesnt concern me. I live south anyways (beverly) so you can send me anywhere 005, 006, 007, 003, 002, 022, 009, 010, 011 whatever. Ive worked all of those districts before either in patrol or units in my past. If I got to work midnights im not too concerned about that either. I have a family and midnights works out perfectly. sleep while the kids are off at school. Get up when school is over and spend the day with them. The wife gets home from work at 4pm and we can have a normal dinner everynight. Christmas morning I can be home for present opening and sleep till football and appetizers come out. Kids go to bed christmas night and I can rest a little and to go work... So midnights in a shithold southside district... big deal. You work for a police dept in a major city, there are alot of crap neighborhoods.. Are you terrified you might have to leave 020, 017,016, 014 to come south and deal with the animal?? big deal. BUT, I do see your point if you live in 016 and get sent to 003 or 005.. the commute would suck. But midnights in a crap district isnt that bad... afterall, its about who you work with. there are good and bad in every district. Its what you make of it. If I get assigned to 005 or 003 for the rest of my career thats ok with me. Not to far of a drive and its do able with my schedule and life right now. complainers always gonna complain. Its excuse after excuse.

Since both posts are by the same person, I'll just answer both here.
No, you can't challenge it. It has often taken a year to get grades for promotional exam segments and you're getting yours much faster, whether you think it's outrageous or not. They may be doing you a favor by eliminating a few questions everybody got wrong. Yeah, they 'may' be doing other things, but you'll have to prove it. Two months is almost record-time to get results. You must be new to this test-taking stuff.
You're going to have to study for part two without knowing if you passed part one? You'd be a better, sharper, more effective police officer, regardless. Where's the downside? You never know when that order you 'had to' study will be the one that gets you out of a CR#.
How can it be you're not told the 'passing score' number in advance? Use the rule of thumb that the lowest ten percent is going to get axed. Can't score in the top 90%? Then you're pitiful. Understand up front that only the top ten percent are likely to get promoted and aim for that. Not for 'passing'.
As for having to study over the holidays, yeah, it's inconvenient, but lots of us had to do it and it didn't kill us or even debilitate us for life. If you want it, you'll work for it. If you don't, not studying over the holidays will weed out those who don't have the drive to work for that promotion they claim to want.
Oh, and stop whining.
So, on the same day that alderman tell McNutty to promote officers based on their skin color, we find out it will take almost two months to grade our promotional exam? I'm done.
The city has always had a way to promote the people that they want promoted. In the past it was the oral boards and now it is the meritorious promotions.
I got a 100...ah, I mean I'm hoping to get a 100...it's all legit...really, nothing to see here.

...which, of course, TOTALLY excuses inaccuracies. (There's a whole generation that'll use this as an excuse in court from now on.)
Now that there is a mostly reliable answer sheet floating around from the 2013 CPD SGT EXAM REVIEW SESSION everyone is able to get a rough estimate of their raw score before CPD manipulates the final cut off score ; so now we can stop with all the nonsense!
It is obvious why the Dept did not post what the passing score on the sgt exam was prior to giving the test. They have not released the score because CPD is wating to see what minorities , their sons and daughters, and suck ups scored on the exam prior to releasing the cut off score.
However , the better question for all of u that feel No one should be given help ( aka, a hand out as some may say) on a variety of issues is:
If I got a score below 65 WILL I or WILL I NOT accept a hand-out from the Dept when they grade this test on a curve and determine the cut off score to be below 65?
Now for those of you who WILL ACCEPT THE HANDOUT , Guess what ? Your No better than the people who get promoted on merit without EARNING IT for you know very well you should not be passing on to the next level with such an unacceptable score cause you DID NOT EARN IT!
Also, you can never again knock a guy for accepting help cause no matter how you cut it , it's a HANDOUT!

Yes, I can confirm. I just went through the motions. Studied the bare minimum. Although test-taking is one of my strengths, I just didn't have the drive to study very hard.
I'm sure I passed, that's not an issue. The issue is do I want that position?
Weighing the pros and cons, I would have to say "no" at this point. But who knows, maybe something will change down the road
Took the test. Parked on the street for free. Walked two blocks. Waited in line for an hour. Once they opened the doors the line moved fast. Check-in was easy finding your seat was easy. Proctors were another story. No doubt many had IR numbers pathetic. Seriously where did they get them from, I'm assuming some bullshit city college. And a blind proctor? Nothing against blind people but what's the point? Test was very ambiguous in my opinion "Best answer BS." Questions were not clearly stated. Didn't study one minute and got 61 correct answers according to the answer sheet floating around. Figure that's a "D" in Public shool so hopefully will pass. Will have to study to do well on second half. Asked a older lady in black/proctor. She said they had 5,012 seats for expected test takers. Maybe 1,000 didn't show up. So that's 4,000. Top 10% is 400. Gonna have to do better then that to make it. Oh yeah waiting in line for the bathroom was a joke as well.

this is not about chosen ones ...it is most likely about race.
Whoever posted the 80% rule is probably right.
The probably is .... if the test is legit (and predicts success as a Sgt) then the city can and should fight for the results no matter what the racial breakdown. The city won't fight because they have no sense of justice. They are moral cowards. They will adjust the pass/fail score so that the less successful race will have passed at a rate 80% of that of the more successful race.

5012 signed and paid for the , 4376 showed up to test. I call bullshit on 2700.. 35th street is looking into the violation for using the bathroom while in the test area, PRIOR to the exam.. numerous coppers were ORDERED back to their seats. I know for a fact, IM THE ONE WHO ORDERED THEM..TOTAL EMBARASSMENT>>> you want to be SGT,s and cannot follow simple instructions...

Doesnt concern me. I live south anyways (beverly) so you can send me anywhere 005, 006, 007, 003, 002, 022, 009, 010, 011 whatever. Ive worked all of those districts before either in patrol or units in my past. If I got to work midnights im not too concerned about that either. I have a family and midnights works out perfectly. sleep while the kids are off at school. Get up when school is over and spend the day with them. The wife gets home from work at 4pm and we can have a normal dinner everynight. Christmas morning I can be home for present opening and sleep till football and appetizers come out. Kids go to bed christmas night and I can rest a little and to go work... So midnights in a shithold southside district... big deal. You work for a police dept in a major city, there are alot of crap neighborhoods.. Are you terrified you might have to leave 020, 017,016, 014 to come south and deal with the animal?? big deal. BUT, I do see your point if you live in 016 and get sent to 003 or 005.. the commute would suck. But midnights in a crap district isnt that bad... afterall, its about who you work with. there are good and bad in every district. Its what you make of it. If I get assigned to 005 or 003 for the rest of my career thats ok with me. Not to far of a drive and its do able with my schedule and life right now. complainers always gonna complain. Its excuse after excuse.

Finally someone who gets it.
You decided to become a police officer in Chicago. What made you think that you were entitled to work in a "good" district. When you read the qualifications, duties and work rules didn't you see the part that said, work nights, weekends and holidays? Was there an offer of a soft spot? No. You were told that if hired you will do what the fuck you are told, go where sent, get a check, decent benefits, and vacations. No one is making anyone take a promotion test. If you take the test and get promoted you go to the bottom of seniority. That means that again, you go where you are told to go and work the shift you are told to work. Eventually you will move up the seniority list and make a move. Yea I know, the clouted get all the good spots, it's not fair etc etc. true enough, but whining isn't going to fix that situation. Make the best of what you have, make it work and go home safe.

" I will now accept a Hand out guy " your worse than a SOS or a suck ass, because at least most of them don't hide the fact that if given the opportunity they will take a promotion without earning it. You my friend on the other hand talk crap about them, but then you turn around and do the same exact thing and accept a handout from the city without Earning it in the same manner a SOS accepts a handout from his dad or a suck balls accepts it from his or her Master. So bring your walking chain too part two of the exam to remind you how you earned your spot on the exam. I may work in 18, but I have not accepted anything I have not earned nor am I a SGT.

Oh boy, these comments are interesting.
There were 4560 at the test + military accommodations (required by USERRA law) bringing this total to 4560+ some small number.
Pass points are not always determined beforehand folks! In some ways, it can be irresponsible to set a cut in advance. Each and every test differs. The test differs, the study material differs, the people taking the test differ, etc. The top score was in the mid 90's, with the lowest score in the 30's. The average test was in the low 60's. You have to evaluate this data when setting a cut score along with data collected before the test. It doesn't always happen this way, but it is the most appropriate method and most defensible.
Two months to scores? You have a week of appeals, two weeks for the company to review and respond to appeals and then likely a review with a someone from DHR or CPD to review the appeal responses. Scores are then finalized and adjusted (i.e., you get credit for an appealed item you originally missed, etc.). Then the data is analyzed and a cut score is recommended. The scores are then sent to DHR and the other company involved in this process. That company merges id numbers, test data, etc. to your names. They send out. Can you now see why it takes some time. That said, it is reasonable for us to receive quick feedback on raw scores. At least you'd know.
A comment about the test being poor because of how someone did? The test developer doesn't control how well you prepare! Ridiculous. What was not relevant on that test (or highly relevant).
