Part II Study Material Problems

Like many of you, some of our number have started studying for Part II of the Sergeant Exam, even though scores won't be issued for another five weeks or so.

It has been brought to the attention of the group here that the study materials appear to be rife with bad data - incorrect info, partial answers, errors in construction and grammatical mistakes that would make Sister Mary Margaret rap our knuckles with a ruler if we ever turned in a paper like this.

All of this makes us and others question the credibility of the test anew and wonder at the possibility of invalidation again. Is anyone else, either in the study groups or on their own, discovering what had been brought to our notice?

Funny how A/North considers this a petty theft (misdemeanor again). What are the chances this guy has a felony conviction for a theft related offense which would have made the petty theft upgradable to a felony. Typical A/North bullshit blowing everything off they can.

Oh my god yes! I have zero confidence in the testing company and I went in optimistic . I fear I'll know the answer and get it wrong by their standard.

Could this tie in with the complaints about part 1 being rife with errors?

Damn...
What if both components of the test were intentionally set up to where there really are no "correct" answers, only the "best" answers?

That means that the results can be tabulated and interpreted any way the powers that be see fit...

Rahm & Co. have no use for Policemen who can actually lead or are able to read, interpret or apply the law.

Such men are dangerous "free thinkers" who might get funny ideas...

I love the crybabies here saying how hard the test was and how the used confusing wording... It was a test. If your going to be promoted then you need to know the order front to back and should be able to answer the question however it was answered. That's the cpd way though, u think everything should be easy because you deserve it because your a "worker" in 011... Please, studying will get you farther on this test than talking about your dope pinch the other day on Madison and Pulaski. If you get more than 30 wrong you don't deserve to be a sgt just for the fact that you can't even study properly when given 9 months advanced warning that a test was being given. Cry all you want, this is a profession not a free ride. You don't make sgt because your a good guy or a worker.. It's because you know what to do according to dept directives. At the end of the day following the general orders keeps you safe from cr numbers, not the tuff guy f em all tuff guy sgt attituide. So cry all u want, blame yourselves, not the test

Tons of grammatical errors, not to mention spelling errors on part 1 of the actual exam. Yet, we're being told that points may be deducted from our scores on the written exam for spelling/grammatical errors. Pot calling the kettle black?

I'm not really concerned. My 63 in part one is good enough to get me in on merit. That said, I would be pissed if I had to study and was given bad data. I hope it gets straightened out for you guys.

I O Solutions prepared this exam on the cheap. They trusted that the Dept directives were accurate and properly written, without any validation. They claimed to have worked with subject matter experts - CPD members - but clearly did a poor job. I suspect Ladner had undue influence in their selection.

The main concern should be the following. According to the I/O Solutions study guide; "while this is not a source based exam, we have presented a list of written sources that will help you prepare for the exam". Huh? Try figuring out that double talk. So where do the answers come from? Once again in the I/O Solutions study guide, they state that in part A of the exam, the correct answer is one deemed correct by a group of subject matter experts. That is going to be very subjective part of the test. In part B of the test, it will be fill in the blanks, multiple choice, scenarios, etc. Part C they will ask you to list reports and correct reports.

So one third to one half of the exam will be subjective. I am studying hard for the exam. "See you at the top" as Zig Ziglar would say.

Here's an idea. Save the money spent on administering a "fair and legitimate" test. Use that money to hire new police,stop wasting everyone's valuable time, and just promote those with the heaviest phone calls because that is what will happen anyway.

I was talking to a couple of the test proctors last month while we walked row by row looking for my seat, and they happen to mention that they get paid minimum wage and also help write up the exams for extra pay.

FYI, rumors about swat test are true. Work out and practice your shooting. There is no fudging the test, if you don't pass the standards, you fail. Can't say much about oral interview though but pass with great numbers there is not much they can do.

Marine test in march too. Looking to fill 14 spots in the unit that is extremely depleted. Get those water wings out and get swimming. Must pass standards test with no fudging like swat. Oral interview another thing

That's the cpd way though, u think everything should be easy because you deserve it because your a "worker" in 011... Please, studying will get you farther on this test than talking about your dope pinch the other day on Madison and Pulaski. If you get more than 30 wrong you don't deserve to be a sgt just for the fact that you can't even study properly when given 9 months advanced warning that a test was being given. Cry all you want, this is a profession not a free ride. You don't make sgt because your a good guy or a worker.. It's because you know what to do according to dept directives. At the end of the day following the general orders keeps you safe from cr numbers, not the tuff guy f em all tuff guy sgt attituide. So cry all u want, blame yourselves, not the test

Would somebody please teach this jackass the difference between YOUR and YOU'RE. Never mind all of the other grammatical errors in this future sergeant's idiotic paragraph. YOU'RE just going to have to get him to understand that one little difference so he can at the very least approve the second grade level reports that are going to come his way from some of the coppers that couldn't pass the first part of the sergeant exam.

Sergeants must write their initials on the bottom right of an ANOV. There is no designated place for a signature, but they do "sign off" on them.

WRONG. ANOV's are "supposed" to be turned into check off Sgt. Who is supposed to review for any errors. Then the Sgt is supposed to initial in lower right hand corner at bottom of the ANOV.
Classic example of how stuff actually works on a daily basis and what the G.O. says we are supposed to do.
Dont go by what is done on a daily basis. Go by what the order says.
READ THE ANOV ORDER AGAIN.

The bigger and much more important aspect to this whole testing process are the so-called "Subject Matter Experts" (SMEs) that worked with I.O. Solutions to develop the test. Who are these people? How much time do they have on the job? Where have they worked their whole career? What kind of educational backgrounds do they have? Have they ever held any type of management position before CPD? What's their disciplinary and complimentary background look like? WHAT QUALIFIES THEM TO BE "SUBJECT MATTER EXPERTS"?

Seeing that thirty percent of sergeants are merit promotions, it's safe to assume that AT LEAST 30% of the sergeants contributing their "knowledge, expertise and experience" to IOS were merit pukes. Per a confidante who is close to this process, most sergeants that responded to IOS's request for SMEs had little time on the job, which equates to very little time in grade.

Unless you're fresh off probation or in a coma, you should be keenly aware that the majority of - not all - sergeants (both merit-made and rank order) are pretty much useless and inexperienced. Particularly ignorant of the day-to-day patrol sergeant's responsibilities are the ones that have been salted away in hidden, 'specialized' units for years and years. And for some peculiar reason, these folks seem to be the ones that dominate any given list of people notified to report to 'Sergeant School'.

THESE are the caliber of slugs submitting scenarios, decision-making processes and policies to the test developer. The poster at 229 AM referenced the ANOV scenario; whatever nitwit constructed the answer to the "Errors" portion of that practice response is dead wrong with his/her explanation that the "court date is too soon - must have 14 days b/w issuance & court appearance" (reference SO 04-22, Section VI-C for the CORRECT response, Sergeant SME).

I propose that every supervisor that assumed the role of SME in the development of this test be identified. Their name, rank and unit of assignment should be provided to everyone taking the test when the results are mailed out. Maybe they can take it a step further and break-down which SME(s) contributed their "expertise" to which question(s).

This way, those of us with intimate knowledge of any given SME's qualifications (or lack thereof) would be able to share them with the masses when we're collectively scratching our heads and discussing obscure and asinine assessment exercises post-test.

More interestingly, we'd be able to draw the lines between the most interesting kind of "Two Degrees of Association" - that of SMEs and the front runners on the rank order list. The "Confidentiality Agreement" signed by the SMEs is more worthless than Chicago's bond rating.

It also says that answers will be based on how the SMEs answered, not on the orders. Then why did they give us a reading list? Just because a majority of the SMEs answered a certain way doesn't mean they're right, it just means in their opinion that's what their response would be.

I/O solutions is not a minority/woman owned contractor, however like every city contract they need a certain percentage of work done by minority/woman owned business. I/O solutions did not administer test that was a company subcontracted by I/O solutions so that they met their minority/women owned business requirements.
Also contracts have requirement for minority/women employee participation as well as Chicago resident requirements that is why most of the proctors were women/minorities.
Usually the fraud committed is that the minority company is just a company created by an employee of the contractor. Such as female employee of I/O solutions creating a test administering company and I/O solutions knows what their getting so they subcontract the woman owned company created by one of their employees.

Why? Would you prefer white felons over black felons proctoring? Don't matter who the contractor is in your case because if you had any juice you wouldn't be commenting here. Here's a thought...no matter who gets the contract, black, white, woman, gay, alien..instead of whining about the contractor you'd be better off eyeing the elected officials who are actually responsible. The contractor owes you nothing...they owe the aldercreatures who pick them.

OT Do you need 60 semester hours as a requirement to be a sgt or a 4 year degree and do you have to have that requirement prior to taking the test or prior to being promoted? Saw on the comments conflicting comments about the requirements and time of meeting the requirements. Thanks

Oh, by the way...SGTs do have to review and sign off on the ANOVs. It was a BOP order several years ago by Eugene Williams...guess you got that one wrong.

Yes they do, they check them for accuracy and sign them before they go to the citation clerk.

OT -
It wasn't enough that the Admin. Mgr. of Academy had 3 days off she needed to take an additional day off today.
There isn't a week that goes by that she works a full week.

And for those that say grow a pair and contact someone; the IG says its an IAD problem.

IAD ignores or doesn't have the manpower to follow this one around.

She is very close to a certain Sgt. that works directly for the Supt.

Is someone there killing an investigation, who knows.

What is known is that she is a ghostpayroller that continues to steal from the city!

The study materials are a mess and it does not bode well for the actual part 2 exam.

Here is one example of a few on what they actually think is right but wrong.

Looking at the shooting dog example. For the answer on what the supervising sgt should do, they have this as No. 7, "Assign an officer to be the reporting officer."

In Special Order S03-02-02, it states that the member who shoots the dog does the Miscellaneous Incident Exception Report. There is no need to assign anyone to do it when shooting an animal. But I/O solutions looks at the wrong special order in regards to shooting and pulls their answer from Special Order S03-02-01 (FIREARM DISCHARGE IN INCIDENTS OTHER THAN THE DESTRUCTION OF ANIMALS), which states under sgt. duties, to assign "an officer other than the involved member has been assigned to conduct the preliminary investigation, prepare the original case report"

That order is what you do when you shoot anything but a dog. Come on I/O solutions and Subject matter experts. If they can't get the answers right on questions everyone sees, how do you think the test answers will look, that nobody can ever see?

Oh, and I know what an IL Traffic Crash Report is, but according to I/O Solutions there's also a "Traffic Crash Report" This instills so much confidence in the company.

Also a new Canine officer exam will be coming next year.

The department just got 4 new dogs and 4 officers will be made off this old list soon.

Last Friday, a meeting was held with Mc-Drunko.
He states he wants new exams for these spots.

Perhaps because more minorities "need to be made" for these spots.

Bottom line..
he wants officers promoted after the exams were given when he is boss..
WHY? Because as we know - his ego is so damn big.

I'll believe it when I see it. For the last test we turned the paperwork in and nothing happened. That was years ago.

If you had half a brain, you'd know that they did in fact post the listings of Subject Matter Experts as BOP orders in CLEAR - Document Management System. All of your questions regarding their ability to consult on a test will he answered once you look at the list. Maybe since you are so smart, you can take the SME list and see if it holds true to the 30 percent merit rule or if it was actually a majority merit.

Muzzicrappa you are not really a cop because you were not aware of your surroundings when you were running your mouth. What has Shields done for retiree's? Under his watch our health care has gone up anywhere from $200-$600 a month.

Well just found out they are using the "Bell Curve" grading for the first part of the Sgt Test but it will be done a little differently......it will be done by RACE. Honestly not that far fetched and was confirmed by a upper echelon in the Department. So they seperate all the tests by race.....then use the curve by race. So a m/1 officer could score a 50 and actually "pass" and a white officer could have scored a 70 but if the majority scored higher he might not make it. And worst of all of this you can't prove anything. Welcome to Chicago people, and if your white.....your all ready at a disadvantage. Good luck.

I'm I missing something? Do the orders state anywhere that you have to establish a crime scene for the destruction of an animal? It also says that the sergeant cites the man for he unleashed dog, why would the sergeant cite him?
A. Member Responsibilities
When a member discharges a firearm to destroy an animal, the member will:
1. notify OEMC, his or her supervisor, and the station supervisor in the district of occurrence.
2. complete a TRR and a Miscellaneous Incident Exception Report (CPD-11.419), Animal Bite Information report, or other appropriate report.
3. submit all reports to their supervisor for review and approval.
4. comply with all applicable provisions of the Department directive entitled "Incidents Involving Animals."
B. The OEMC will assign a supervisor from the district of occurrence to the scene of the incident and notify CPIC.
C. The assigned supervisor will:
1. determine if there is any related personal injury or property damage other than the destruction of the animal and, if necessary, ensure that the required report is completed.

Yes you are missing something. Read the go and so for firearm discharge incident and go so for crime scenes. Don't limit one scenario to one order.. That is how u will pass part two. One scenario may play off five different orders and you have to take a little something from each order and apply it to that scenario and solution. Yes there is a order of what to do about shooting an animal but there are other things to do per other orders eg crime scene and firearm discharge incidents that scenario also plays into the orders regarding oemc and park districts... Hope it helps, study harder.

Marine test in march too. Looking to fill 14 spots in the unit that is extremely depleted. Get those water wings out and get swimming. Must pass standards test with no fudging like swat. Oral interview another thing

Don't wear a diamond earring in each ear until after you get in. Who knows, maybe the Marine Unit officer wearing them on duty feels they provide him with more buoyancy or allow him to signal back when responding to vessels in distress.

I understand that a Miscellaneous Incident Exception Report is called for in the orders, but that's not the real world. Good luck trying to do a TRR without an RD#.

Their name, rank and unit of assignment should be provided to everyone taking the test when the results are mailed out. Maybe they can take it a step further and break-down which SME(s) contributed their "expertise" to which question(s).

You can easily do a TRR without an rd.

Also ACC does not handle dog removals. Streets and Sans does. It's in the order. Sgts's also need to obtain a log number from IPRA( or cpic on 1st watch). They also need to call IAD in order to conduct alcohol and drug screening for the officer immediately.

Civilians do get sick time and they also get v-time. Check the A&As and see what they code her, however they can see who logs in and looks at A&As. They probably already know your doing this and are tracking it. No big deal I guess.

This has been bothering me since I read it and because I KNEW I saw it somewhere. THE INCIDENT REPORTING GUIDE. For certain jobs, in the report column, it says 'Miscellaneous incident procedure', which as WE know, basically means BS your way thru the job, no report necessary.

But the wizards at I/O solutions saw 'miscellaneous incident procedure' and figured there MUST be a REPORT that went with it, since it was mentioned so many times. So much for the SME's.

Kind of like asking who is officer "DOWN" on those beat cars that are't be manned.
