Letter From Bill
Early yesterday morning, we received this - as we don't check e-mail except once a day and never from a Department computer, it sat for a while, but we thought we'd share it:
- Hi SCC,
I'm asking you to remove the letter that you placed up today. I have done nothing but go out of my way to help this officer. I have been working with him for months to help him. Rules are being bent in order to help him and this being up could very well keep that from happening. My part is done in this. It is clear that the people who sent you this letter are more concerned with damaging me then with this officer being taken care of. I assure you that there was no threat on my part to this officer and that I again have done nothing but help him.

The address indicates that it came from the FOP mailing server, so we conclude it's genuine. We reply thus:
- Bill,
It may be that you helped this officer up to a certain point. Even the officer admits it. But what he alleges happened afterward is what concerns us. We notice that you don't deny the veracity of the letter, that any of the extraneous actions occurred, nor do you deny that the FOP attorney was present. We also notice that you are attempting to "guilt" us into removing the posting by implying we have any sort of power to influence a decision by the Department and political powers-that-be. We don't, and we also recognize you are attempting to cushion your own possible failing by having a scapegoat handy. How very political of you.
We, and our readership, would appreciate a full accounting of your conversation with the concerned Officer. We'd also like to have a full accounting by the lawyer as we doubt this falls anywhere near attorney-client privilege territory. We don't expect to get any satisfaction from either because we're us and you're you.
In closing, the post isn't coming down. You have no standing here. The Officer's words indict you and the attorney's behavior as unacceptable. Refute it or don't. We don't intend to chase you for an answer. The election is coming and the rank-and-file will make a decision shortly.

In the end the officer seeking reinstatement to full duty will probably end up not being reinstated, something that was in the works and he will never know the real reason why, but his best friend who is running for fop election will gain all kinds of political points at the expense of the brother he claimed he was trying to help. Or maybe the officer was informed he wasn't getting reinstated so they decided not to let a good crisis go to waste and get some political mileage out of it. If it was my brother I would have told him put your feelings aside, keep your mouth shut and hope for the best. If you get reinstated it would be worth getting your feelings hurt. Sometimes you have to look at the greater good and let the small stuff roll off your shoulders. Thanks for your service but I'm glad I don't have your friends.

The advice and consent of the board applies only to who the President chooses to replace the office holder with.
Ie; McCarthy and DelRivera replacing Sid Davis and Caparelli in this term and Caparelli being replaced by Bill's guy Jim Bailey last term. No special BOARD meetings circumventing our by-laws with a convenient reading of Roberts Rules of Order. Sorry Bill but you brought this on yourself now SUCK it up.

It clears a lot of things up and it also forces people to do some hard analysis on the effectiveness of FOP and the people running for office - ALL of them.
If FOP is not effective, you have the ability to change it. VOTE.
You cannot do that with the leadership of the CPD, but you can change out the leadership of the FOP.
It sounds like neither group is totally viable for taking office. What about nominating other people? What about the guy who originally wrote the letter?
Clean house - that seems like the first order of business. Find some people who are not so politically connected and get them to run.
A strong - AND FAIR - FOP is what you are going to need in the next couple of years.

Part Two Sergeant's Exam
This is directly from the IO Solutions part two sergeant's study guide.
By its very nature, an assessment differs from a written job-knowledge test (the qualifying examination). This written assessment is akin to a structured interview or an assessment center, except that it must be administered as a written assessment given the substantial applicant pool seeking promotion to the rank of sergeant. The goal of the assessment is to evaluate skills, abilities and the application of job knowledge. Thus, this is not a “source-based” assessment. That said, we do believe that one can prepare for this assessment and that part of your preparation should consist of reviewing the source material deemed as relevant for this assessment (and the written qualifying examination). To this end, there is a suggested written assessment preparation material list included as Appendix D.
In other words, the part two exam is not source based, but they will give you sources to study. I am willing to bet that some questions will be so arcane and so out from left field that only a few will even know what they are talking about. In other words, the ones who went to invitation only study groups.
I find it laughable that some people are spending their hard earned money on not one but two study groups. In my district, I know of four officers who are taking both the Brad Woods and the Bernstein study sessions.

as a practical matter once you post something it can't really be taken down. various internet archives latch onto it and it is available forever once that happens.
Do you really think that this FOP turmoil at this time is just per chance? Just around the time Chicago is hurting financially, contract is up for negotiation and this spring the legislature will have some pension legislation. Rahm, Madigan, Cullerton and all of them will have an easier time doing what they want to do.

I'm sure this will bring on some smartass comments, but I don't give a shit. I've always treated people how they've treated me when I had to have any contact with them, including the streets! I don't jump on a "hater bandwagon".
While I definitely agree that there is a LOT wrong with our lodge, I can say that (at least in my situations) Bill Dougherty has always been professional and courteous to me. AND NO, I am not friends with him or even know him outside the lodge.
Whenever I had an issue that I needed his assistance with, he has always tried his best to help and has always returned my calls. There is no 100% satisfaction on this job!
There is NO bigger supporter of our service men and women on this job and I wish nothing but the best for the officer involved. If BD did in fact do what was alleged, then he fkd up and has to deal with the consequences. But I bet that at least half of the comm enters crucifying BD on here have never even been to a meeting!

Does anybody read or know the by-laws and rules of the FOP?
To run for any office, you must be a member in good standing AND have attended at least 6 of the last 12 meetings! (that means physically been there and signed into the book, and don't forget, no meetings in July & August).
So we have the usual 80 to 120 members, mostly reps, that attend each month and that's the entire pool of those eligible to run.
It's sad that out of the thousands of members, we have so few eligible to run for office.
Change the by-laws you say? Good Luck. Not enough attend to change the bathroom tissue.

On the one hand when the police don't stop people and don't get out of their cars and don't do anything you complain. When they do what they are supposed to do, you still complain. You are a classic example of what is wrong in our department. I live in Sauganash and if I saw police officers stopping people I would be happy. Was your aunt, wife and niece shit heads? I didn't get to finish. That's if the f.o.p. acted that way. I left on military leave twice, once for a year deployment and once for six months training. Each time the department and f.o.p. has been excellent. To me, it sounds like this officer has special treatment. Which is good, but to what point. I had to go to retread training twice and take a physical each time. I stayed at the academy taking classes , not assigned to the range, until my medical cleared. It sounds to me the dept is trying to take care of him. Say what you will, but I never had a problem when I called bill or frank. Whenever I have a question those guys always returned my calls, answers questions, or find the answers. I thought I was still going to be in Afghanistan for the sgt's test (date wasn't set yet). When I had the chance to use the phone, I called the f.o.p. and asked what I should do. I was told the date isn't set Yet, but if I am still deployed at the time of the test, they will make arrangements for me to fly to Germany and take the test (with permission from company). So, Bill sitting on this officer's situation is a little unbelievable to me. If I was the officer and my medical wasn't clearing for some reason, and I was hooked up at the range. I would probably be quiet.

To the supposed copper complaining about family being stopped in 8, if coppers are saying area is bad not a good idea, but on the west end of 8 on third watch the coppers are top notch and true they stop lots of people, but they also arrest the pos who are screwing up the area. Not long ago we had the popes on the west end as a matter of fact they were coppers kids and fire men's kids a big percentage, I was on scene in the late 90's by hale school 62 and melvina when the 2 8th girls were murdered shot to death in the back of a van, yes 13 year old girls in the van with Hispanic gang bangers, the murder was ordered by a ranking pope who had the coppers kids and others burglarize a coppers home and take the coppers gun which was used to murder innocent children.
Previous to the murders there was a copper who some time ago worked the archer car forgot his name, good guy stopped many cars (like the coppers your bitching about do on the west end) he worked a crappy shift something like 2000-0400 back to the story there was a call of shots fired at the police and this copper along with others stopped the car that fired at the police and a gun was found, but as usual the offenders were out quickly then the killing happened some of the kids in car involved.

You are a complete and utter fool. Know what your talking about before you open your mouth. What Bill is alleged to have done is a labor law violation. The member has a number of options he can take against Bill and the Lodge. Maybe if Paul Geiger was as smart as he thinks he is, he would have informed Bill not to bring up the subject. But alas, that was the whole purpose of the phone call in the first place. Geiger has cost the FOP hundreds of thousands of dollars in lawsuits and continues to rack up the bill in his present defense of stupidity with a former secretary. This only contains partial quotes from the letter as it is 5 pages long and can be read in its entirety at the website address at the end of this post. Reading these quotes or the entire letter will shed a very bright light on why the FOP is in turmoil at a time we should be showing the city of Chicago a strong and united front. A few of the most eye opening quotes in this letter are:

Even if he had been able to turn back the postage meter the letter needs to be sent certified mail no later than March 1,2012. Deputy Chiefs pay, New Lincoln, Company credit card and a personal assistant. And he couldn’t send the letter to the city before the March 1st deadline. Nor could he send a letter for an appeal in on time to correct his first mistake. Now FOP members are left paying the lawyers to file appeal after appeal (we have lost 2 appeals so far and he claims to be filing a 3rd appeal) that is just meant to lead the members into thinking he is trying to correct a problem that should not have existed, if only he had simply sent the letter before the deadline. Remember his illegally handpicked committee and 16 out of 27 Board Members found him NOT GUILTY of sending the letter to the city on time and NOT GUILTY of filing the appeal on time. Bill Dougherty is the latest Mike Shields victim because you see its Mikes way or the highway regardless of how many rules he has to violate to get way.

In our last contract we received 1% from Jun 2007 until Dec 2007 and 3% from Jan 2008 until June 2008. Using a patrolman at step 8 Mike Shields has saved the city approximately 18-22 Million dollars in retro that we will not be receiving. Additionally our pension would have been paid 36-44 million dollars. These figures for retro do not include any overtime, just the base salary. If every officer worked an average of 100 hours overtime a year the savings paid out for retro increases to 21.5-25.5 million dollars a year. Net savings to the city of Chicago is 57.5-69.5 million dollars per year. Remember it does not include any savings from non-compounding of wages for officers retiring past the expiration of this contract and what they would have earned over the life of their pensions. Additionally it does not include the interest that would have been gained on 57.5-69.5 million dollars in our pension fund at a time it is funded at about 30%. Mike Shields made a decision for all of us that we do not need this money and our pension does not need the money. That’s a big chunk of change, wonder what his cut was?

FYI suck it up, Caperilli was never replaced. The president did not offer him a spot as a field rep after he was elected in his 3rd term. He brought up Bailey who was one of the 6 requested field reps that was approved by the Board of Directors. But lets not let the facts get in the way of some good bullshit.

Cap was elected but also appointed as a field rep. He was dumped as a fields rep during the term and replaced by Jim Bailey. Jim's connection was he played on the hockey team with Dougherty and Aguilar. So your both about half right.

My understanding was that Cap got dumped over some crap having to do with an election and his brother and the FOP lack of an endorsement.
To 2:00am: Get your facts straight. Bailey was a trustee that became a field rep in March of 2009. He filled one of the field rep positions after Tim Fallon past away. Mark made the recommendation and it was approved by the board.

Those news letter articles slamming Don O'Neil really hurt him? Bill was assigned to 9 about 12 years ago but detailed to 8 when 8 was still a half way decent place to work. But how does he get to 22? Maybe O'Neil was on thin ice in MLAS. Maybe Bill's article was what saved O'Neil. Hey if the union hates him maybe he should stay at MLAS. If Billy was really a thorn in the city's side they would have detailed him to 11 or 15.
PS Dean is not the only guy alive from the Nolan Team that is still around and hates you for your conduct and lies 12 years ago.

Yes they are together, Junior is voting side by side with Mikey and not to be named yet but so are the rest of the Angelo camp supporters. As far as the vet goes let Bill pick his own jury and we are sure he will be found not guilty on all charges just like Mikey he lies outright, picks his own jury and miraculously he is not guilty, even though we all witnessed Mikey lie to all of us. By the way tell the hand picked panel to review the minutes of the February meeting where upon Mikey stated to the membership he has the letter prepared and ready to be sent to the city. And it was only a couple of meetings ago were Mikey denied having any knowledge of the letter. They just must be confused on letters, ask his secretary that he fired, she can tell us.
Billy and Mark, have been making side deals, with Don O' Neill, for years. They are friends, not enemies. Look for Billy to get a nice spot, real soon.
