"Voluntary" Changes on Hold

In case anyone was wondering, Bureau of Patrol Order #13-0278 now has a .01 attached to it stating that:
  • The previous directive outlining the Day Off Group change for the Bureau of Patrol Squad Schedule Pilot Program has been rescinded.
It is addressed to the Deputy Chiefs of Areas Central and North along with the Commanders of 003, 012 and 024. Someone must have smelled the coffee and realized what a clusterfuck they were walking into.

Did you know that the FOP hasn't been invited to one single meeting about this entire Pilot Program? It's true, not a single meeting. You'd think that the Department brass and political structure would want a willing partner in all of the change and alterations of "doing more with less" and working with the rank-and-file, wouldn't you?

But then you wake up and realize this is Chicago and working to make things move smoothly isn't really in the vocabulary here.

The way I take it according to the website is that this is just being postponed until January. It's still a go. It was rescinded in the sense that day off groups will not be changed this Sunday nov 10th because of the severe short notice and with the holidays right around the corner.

The pilot program is still going to happen after the new year. I believe they want thIs city wide. Why the big fucking rush with this out of the blue? That's what should concern officers. And people better pay attention to this because your district could be next.

I think this is a stepping stone for the city for something else. 12 hour days? Eliminate a whole watch. PRESTO! We are fully staffed. Gone are the days of 13,500 staffed over 3 watches. It doesn't look good for the city with all these homicides and crime and not hiring up to par. But this way it would. 8,500 will be the new norm. And if you wear a tin foil hat as some non believers say, it's awfully interesting VRI boxes could of been a sneaky precursor to this program. They want to eliminate beats. Depending on who you ask, has VRI reduced crime? All they care about is, did numbers go down. That's it, they don't care about the waste, taxpayers dollars to keep these animals contained.

When you are at the mercy of the City and Dept in the midst of substantial change AND contract talks, you are screwed. The most frustrating thing is the lack of fight in the officers and their willingness to just take it. How we react NOW will effect us for the next 6-7 yrs. Wake Up People!

Another order changed within days o being issued,,,,I've never seen anything like this administration.

That said---team policing has been tried here several times and failed each time. The same in NYC and other big cities--IT DOESN'T WORK.

Like other ideas that look great on paper, it doesn't work in in actual application.

THE SEIU IS REFUSING TO FILE A LAWSUIT AGAINST THE UNCONSTITUTIONAL PENSION THEFT THAT IS NOW SITTING ON QUINN'S DESK FOR SIGNATURE!!!

The SEIU is laying down and not willing to file suit against this unconstitutional attack on public employee pensions.

In the event the negative publicity against them reaches a fever pitch, they may acquiesce and file a losing suit based on inconsequential case law in order that they will lose the suit in court anyway.

This legislation was passed in the dead of night, without any publicity at all and went right past the pension committee who's job it was to come up with a viable pension fix.

follow the money. feel any better that our tax money instead of going direct to jobless people in poverty is now filtered thru a corporation that has given them a temporary job to meet the min. qualifications to receive a tax break. we're paying for it either way.

i ask you how many 20k a year do-nothing jobs could you create with 30 million dollars and for how many years. you should consider that you want the jobs to only last long enough to print lower unemployment numbers until after the next election and then you can put the people back on the streets.

gonna have to keep that 66 percent state income tax increase permanent to pay for all this. it was suppose to expire shortly. the transfer of money from the middle class to the elites. transfer of money from public pensions as we skip pension payments and hand out corporate tax breaks instead.

(OT) driving with my cousin today we notice a dark blue explorer police spec, he said it looks cool so we get behind it as he is a car guy and likes to check out new cars, he noticed the MP plate with a tinted plate cover, he went ballistic seeing is how last week he was stopped on west end of 008 and given a ticket for it from a copper (no names or badge number here) so MP 9346 police plate what gives?

A 12 hour day would not be good for us. We need all three shifts so we have adequate number of officers paying into the pension fund. Otherwise with a 12 hour day, the city can basically cut 33% of the allocated manpower. That is one third less officers paying into our pension fund.

I wouldn't be surprised to see the city try that though. They will claim we have a manpower crisis and they don't have the money to hire more officers and having us go on 12 hour days is the only way to solve this latest crisis. You have to love how every crisis is manufactured and benefits only one side. It is up to us though to fight it.

A 12 hour work day would be my wish come true. What is most important is not how many hours you work per day but how many days off you get a year. If I am scheduled to work 8, 8.5, 10 or 12 hours, my day is shot. I do not plan anything socially on duty days. The Department is going to get the equivalent of 2080 hours/year (52 weeks times 40 hours per week) no matter how many hours you work a day. We need to maximize days off. Every extra day you are off is one less day to commute, buy lunch, get killed or injured, get a cr number or to get stressed out. My sanity returns to me on my days off. Don't believe me? Do your own research. Every police department in this country that has instituted 12 hour days has shown a 75%+ approval rating among its officers. If you asked members of those departments if they were willing to go back to 8 hour days you will here a resounding "NO". Ask a CFD member if he or she would be willing to go back to an 8 hour day? What do you think their answer would be??? I remember the resistance when we went to the 4 and 2. The idiots crying about losing their 3 day weekends. Ask these same idiots if they are willing to go back to the 6 and 2 schedule now. Look, we need to get past our natural inclination to be suspicious of schedule changes. Believe it or not the Department actually wants it's employees to be happy and productive.

Speak for yourself, Mr. miserable and grumpy. Explain to me why we will have terrible furloughs? Where the hell do you come up with that? It's still senoriety based. My family would love me working 12 hour days. It would mean I will be off a lot more days in a row and we can do a lot more family trips/getaways. If you are grumpy person then you will always be a grumpy person. Everyone loved the 10 hour day so 12 would mean even more time off. Everyone I talk to in the burbs on the 12 hour day loves it for the time off.

The decline started with the politicization of the Police Department by Richard M Daley. Clout was everything as Daley took control over the CPD. The elimination of the civil service rank of captain moved it along.

Then year after year of bonehead decisions by knucklehead bosses who did not know what they were doing. Basically civilians running things. No military experience.

Maria Maher as Chief of Detectives? Remember that fiasco?

Then two consecutive outsiders running the show, like we don't have the talent to raise one of our own to Superintendent. And not just outsiders but no talent despised outsiders.

What we need now is for about 30 or 40 people with command experience in the Marines or Army combat time to take command positions here and bring this thing into line again.

Like Patton when he first went to Africa and took command over a rag tag army of fuck ups. He got them into line. Soon they were looking good, discipline and good orderly direction were re-established. Bad bosses were shitcanned immediately and new bosses were installed, all with the same marching orders, get the group of misfits marching to the same tune.

And we need a supt. and mayor to tell the revrunds to fuck off, they don't run the police and they don't get the private phone numbers to the commander's office. They don't get to spring their friends and relatives any more.

I know, all wishes, and then I woke up and looked around. Ain't going to happen here.

Of course he did, of course. Everyone I know runs out and volunteers that type of slap in the face to fellow officers. LA pays little attention to us.

I ran into a guy I know from San Francisco P.D. who was visiting Chicago that I knew from the MMA circuit and he said in an indirect way that we are the premiere law enforcement agency that other agencies try to emulate.

See how easy that was.

LAPD certainly is a department that can throw stones. Does "Ramparts" & "Rodney King" ring a bell? I was a Marine as well and some of the most screwed up guys ... became LA police officers. We may have problems here but putting it in perspective? I wouldn't want the "LAPD" mentality here in Chicago.

12hr day? Why stop there? How about 15, 18, 24? Sure LAPD loves it, they all commute about two hours each way to work. 12-16hr days used to be the norm in this country over 100yrs ago and alot of workers fought to have it reduced. Now we should voluntarily give that up? Ten hr days I'd be willing to give a try, 12 sounds like it would contribute to an earlier grave.

Emanuelfucker counts your vacation in hours wasted in his opinion, and increasing the number of "hours" you're on furlough is gonna be a point he'll try and fuck us out of during a contract.

If I am scheduled to work 8, 8.5, 10 or 12 hours, my day is shot. I do not plan anything socially on duty days. The Department is going to get the equivalent of 2080 hours/year (52 weeks times 40 hours per week) no matter how many hours you work a day. We need to maximize days off. Every extra day you are off is one less day to commute, buy lunch, get killed or injured, get a cr number or to get stressed out. My sanity returns to me on my days off.

Yeah, some sanity. So you can run off and work some more VRI on all those extra days. 12-hr days is a nightmare. I used to work them at another dept before I came on here. 12-hr tour of duty, 2 hours prep and travel time was the norm. And if I worked the night tour (1800-0600) and had court I could be at work 20 hrs in a day. I needed the extra days off just to catch up on sleep. I got no time with the family. Extended tours help the dept and the budget but physically and emotionally are brutal to those who work them. Maybe in some Mayberry town they would be ok, but not here.

Do your own research. Every police department in this country that has instituted 12 hour days has shown a 75%+ approval rating among its officers. If you asked members of those departments if they were willing to go back to 8 hour days you will here a resounding "NO". Ask a CFD member if he or she would be willing to go back to an 8 hour day? What do you think their answer would be??? I remember the resistance when we went to the 4 and 2. The idiots crying about losing their 3 day weekends. Ask these same idiots if they are willing to go back to the 6 and 2 schedule now. Look, we need to get past our natural inclination to be suspicious of schedule changes. Believe it or not the Department actually wants it's employees to be happy and productive.

Lay off the kool aid kid it's turning to mush. If the 10 hours were so great why did the department take them away? Because it takes more manpower to implement when someone is off 3 or 4 days a week. I worked the 10 hour days in the ghetto and let me tell you. Fuck that noise. 10 hours of shitbird domestics , gangbangers shitty bosses, partners that drove me crazy. So no 12 hour days.

We look like shit, where did we go wrong? Well, not having inspectors write people up for the last couple of years is a start. Ultimately it's the fault of the Sgt's and Lt's at the district level. They are allowing their people to look like shit. I am not talking about the molle vest or baseball cap either. I am talking about officers wearing torn up uniforms, wrong shoes, pony tails, hair past the collar, looking like buck wheat, looking like a thug or biker, unclean and unkept. You can still wear the currently approved uniform and still look professional if you take pride in yourself and the uniform you are wearing. I understand that the city has beaten us down and morale is at an all time low, but for your sake take pride in yourself, it might just save your life. To the m/2 Sgt in 5, lose the pony tail, you are wearing a uniform of a supervisor. You are suppose to be setting an example!

Whatever has occurred here, none of us has ever gone on a violent rampage against our own, or their family members. What happened to us? What happened to THEM?? I'd love the 10 hour day schedule being used, but that won't happen on the watch.

The city took away the ten hour rather than expand it because after telling us in the districts that piloted the longer day to try it and see if we liked it... the majority didn't like- they loved it!

But, of course, by then the city realized people were not burning as much time because you had 3 on the end of every single week, followed by not one, not two, but three 4 day weekends in a row!

Banking that many hours doesnt bose well because you could suddenly use them for even longer weekends, unofficial babies, or hurt them when you cash out upon retirement.

there were periods when without burning a single day you were off more days than you worked 3 or 4 periods a year.

If some copper needs a reminder that our police force is still the country's best, yes, even on our currently worst seeming days, I would modestly point out the following:

Compare apples to apples. First consider only large urban population centers. Consider that Chicago's population, poverty rate, concentrated minority areas, overall size, and level of transportation, industry and commerce, all of those things within the city proper have their own justifiable need for focused police response and seperate agencies that in los angeles and new york, for example, their respective leaders have seen fit to provide multiple police departments.

You might have respectfully reminded your cop friend that when you see a big city like ours, that mass transit unit trying to be in multiple places at once in a squad marked mass transit police, is actually the same tired cpd working his day off, so maybe he looks a little bit in need of a shave.
Many cities have a seperate agency for that.

When you see coppers at our two major airports, yeah, maybe we mutter about how much time you need to bid there, but they're not only shorthanded, once again, in other places, they have a specialized department for that (I believe this city disbanded ours at a time of heightened need in favor of political priorities).
Here, we pull beat cars to respond to airports because the airport units are not adequately staffed or equipped.
We have still have one of the largest public housing systems in the nation, but again, thanks to appearances, and politics, and shortsighted false presumptions about what a success it would be to 'dismantle' the high rises, we do away with the CHA police and guess who handles that still urgent mess? Beat cars and guys working their days off.

Just so the added savings can be dispersed under the table at the whim of our mayor's political agendas...never mind the heightened danger of an undermanned, fatigued police force.

Yeah, I love visiting places where you're happy to see fellow officers with port authorities or county agencies and other overlapping units backing them up in the same jurisdiction within their city's borders. I like seeing coppers at their commerce and tourist destinations whose sole charge is overseeing the safe flow of traffic in and out of parking lots and back onto main thoroughfares.

And I'm glad, matter of fact, it's a point of almost having to say a prayer of thanks, that per capita, they have larger police forces and better training...

But let's put our in-house, disgruntled attitude aside for just a damn minute when a fellow copper from somewhere else thinks he's got any place to point out our shortcomings.

I'll be the first to admit we have issues. On the other hand, no offense, but with what we're dealing with out there... the size of the beast and the pea-brains appeasing them, we're there.
Guy that need haircuts, girls who need new pants, guys and girls with dreads and tattoos, and poor taste in jewelry, who should leave the earrings at home and put on a fresh t-shirt under their uniform and stop standing around looking half asleep and put away the phone...

But this town is never quiet, never peaceful, never polite, and always demanding, dissatisfied, and certain it's your fault.

And yet, people still need to consider what this city would look like if we really retreated, or stood down, or stayed in the car.
I wont mention any names of some towns...but come on, let's have some pride. I have more than a few memories of great response, great effort, collective achievement, and times when people who had it coming got more than they expected thinking they were going to punk out the police.
Not here.

If Dorner came to Chicago, he would wipe our our entire headquarters and take out several politicians before the CPD even knew he was here.

I appreciate the long dissertation about how the CPD is not that bad because this city is exceptionally shitty, but the real truth is that this city sucks because the people in it suck. All of them. From the voter, to the pol, to the cop on the beat. The vast majority play an angle designed to rip off someone else. The voter demands services they won't pay for. The pol borrows money from the future to give to his friend to kick back to him to buy the voter the service they never paid for. The cop watches movies on OT in a squad car and sits around the courthouse on a case long dismissed, and all the while complains that he constantly has to deal with uncooperative troublemakers. A policeman complaining about dealing with people causing problems. Priceless.

The only thing that everyone in this city can be assured of is that one day the bill will come due and EVERYONE living in this city or drawing a check from it, will get exactly what they deserve.

Nothing.

History shows a prosperous, productive American workforce benefited for a few decades for a variety of reasons, and a different set of circumstances also led to the end of that period when we realized the good times were over, citieswent broke, people fled, the only thing growing was the level of crime and decay.

I don't like democrats anymore now than I did as a young man growing up in a shitty neighborhood, but I came onto this job as a result of a bipartisan crime bill signed into law by a Democrat who stated, "the era of big government is over."

Wow. To think that a Democrat president still understood the link between hiring more police officers and the resulting benefit of a desired consequence as long, long ago as... the nineties.

I know historians in a surprisingly not so distant future will correct the false perception of the Bush years to better reflect the reality I came to experience firsthand as a resident of an economically depressed neighborhood.

I saw an entire city flush with ample resources, hiring, a democrat mayor quietly enjoying the benefits of a mutually advantageous political relationship with a Republican president that allowed him to pamper residents with city services, improvement projects, and so many cops and units that crime went down dramatically.

But, as can be expected, good things come to an end and in this city's case, forcefully.

Democrats, however, can be counted on in one regard in uncharacteristically trustworthy fashion. Rahm, and Dart, Preckwinkle, Obama and the slew of self-serving egomaniacs high on their own perceived sense of greatness, will certainly bring about such changes as radically as they claim. But not with the intended aim of securing the trust of the gullible electorate for any longer than it took the last time a Republican finally roused people to demand better and believe in the exceptionalism that is America, when it acts on its founding principles of freedom and individual resourcefulness.
