"Voluntary" Changes for Squad Policing

A letter from downtown telling everyone in 003, 012 and 024 that their day off groups choices are about to go from 6 down to 3:



The Department is rolling out this change in an effort to do more with less. But springing it on everyone this coming Sunday, without what we assumed was the required seven days notice before Change Day is a horseshit move, especially for those with 12th and 13th period furloughs and family plans for the holidays that were planned far in advance.  If this stands, anyone who had Christmas off in Day Off Group (D.O.G.) 66 is out of luck unless they get to 65.

Channel 5 had a story on this, but the video doesn't seem to be up yet (it's up now). McCarthy seemed happy to be screwing with the rank and file and called the FOP's position obstructionist.

Everyone saw what happened when McCarthy and Rahm ignored the plain language of the Contract regarding the sixth day working in a seven day week. Past practice would seem to dictate seven days notice for switching day off groups or else the City has to pay overtime following the violation. Rahm is trying to violate the Contract purposefully, thereby establishing precedent to violate it whenever he wants. Affected Officers in the Districts need to follow this very closely and hammer the FOP with calls.

The FOP has already said that when filling out the form for a Day Off Group Change, cross out the word "voluntarily," as this is obviously being done under duress.

Mccarthy is so out of touch with patrol that he said, "this way PO's can work for the same SGt everyday and know what he wants and not what the other SGT wants. Funny thing is with all I do is answer jobs and the SGt just approves case reports for me. I'm not in a specialized unit where we do specialized things. We answer jobs! I know the new thing in patrol is missions and boxes where cars r designated to not get jobs but get contact cards. But come on already. Start beefing up the districts with all those PPO's hired already.

Just watched a documentary on the Viet Nam War (I'm a V.N. Era vet and recently retired from the J.O.B.) What struck me profoundly was the use of the body count as a fictitious metric for success (ala' constat) and the fact that Gen. Westmoreland had a new plan every month on how to eradicate the enemy. The net effect on the troops was to re-enforce the opinion that the leadership did not know what it was doing!(sound familiar?) And herein lies the rub. McCarthy has thrown so much shit at the wall that now the only tangible effect is the smell. There is no sense of purpose in the Dept.. The troops are demoralized and only look to VRI as a compensation for the organization's leadership failure. I truly believe that 5 minutes after McCarthy gets launched he'll decry the fact that he wasn't allowed the manpower he needed to accomplish the job. It's in this Kabuki-like drama that the men and women of the department put their physical and legal health on the line. BE VERY CAREFUL! Bless you my brothers and sisters.

This memo should jeopardize the city's win in the grievance allowing it to deny time due

The city successfully argued that an officer denied time due could simply do a tour of duty exchange in that case. Now that 4 out of 7 day off groups (the majority) have been eliminated that argument is gone. Officers will have no one to do a trade with for most workdays.

FOP should seek to reopen that grievance if this initiative is implemented.

Called FOP yesterday. Was told that there was an agreement with O'Neill at MLAS for a pilot in 012 to begin in 2014. O'Neill wanted to add 003 and 024 at the last minute without any notification or discussion. FOP wouldn't agree so O'Neill has an order issued that fucks everybody including those in 012.

Just another example of what this department thinks of its workers. The superintendent needs to intervene and stop this. Doubt that he will, but this could be his opportunity to show he supports the troops by making things right.

I read the Sgt. exam study guide and it is full of errors. Section A question 3 correct answer(D) "You ask Officer Redmond....". The only problem is that there is NO such officer named in the scenario......look at Section C Scenario C1- ANOV --"12640 S. Holiday Court" is listed as respondents address instead of violation location - automatic win for Mr Respondent- but not noted as an error in answer key.

In other words, the subject matter experts and the company itself has no clue. In part one of the exam, one of the questions stated a Sgt. hears over the radio of a garage burglary. He goes on scene and only a report is required so he gives out a code. What is the correct code? It should be 19S. But in the test, the options were A, 1- 19 S B. 1-19-S etc.. All of our disposition codes begin with a number and letter, NOT a number followed by a dash then two numbers and then an alpha code!

This just tells you how smart all of those subject matter experts were.

Aside from the other issues that have been identified, we will be beginning WATCH and ANNUAL FURLO Selections. Furlo is not a big issue, but watch selection you could have people changing watches for one reason or another.... Why not wait until that process is completed and see how your manpower is going to shift.

Over the years I've heard so many stories from the old timers about how back in the day when something needed to be done, they would put some "friendly pressure" on the young guys to accomplish the goal. This department needs that kind of guidance again. The guys in patrol that get it, need to step up and show the younger ones the way. If you pay union dues, you are a member of the union. Unions are supposed to stick together to accomplish goals that will benefit its members. Why in the hell are we letting the powers that be walk all over us? If we don't like something, we need to change it. It takes more than a couple of guys to do that. I know that the old timers will say that the "hairgels" don't get it and will continue to get their bullshit contact cards etc. Sometimes a little bit of gentle persuasion from the right people can make all the difference. Being a union member isn't about paying your dues and then bitching. It's about STICKING TOGETHER. We can't complain that Rahm is trying to destroy us and then do nothing to fight it.

Since you can't seem to get a day time due now, just imagine when you're in a "squad".... sorry, guys, we can't give you time because we have 2 people on furlo and one on the medical... but, if you were on the "other" squad, you could since they are "full strength" and we can't move people around....
This won't work. Especially in patrol. It would probably have a better outcome in a unit as we see teams all the time.

012 is now a superdistrict after the merge of 013 and 012 and being a somewhat slow district, Rahm would love to move some manpower away

024 has been rumored to be merging with 020 for at least two years now

003 might just be the token south side district thrown in the mix, or maybe this is a precursor to chopping it up between 002, 004, 006 and 007

maybe I'm way off base here but to me it looks like a way to eventually divert manpower away from taxpayers

This is a sad state of affairs. I have watched this department and 024th district's morale go down the tubes little by little over the years. It used to be fun place to come to work and do this job. What a joke! Change D.O.G.'s, change partners, mess with my family life, work for a sergeant you have no respect for and deal with it all by using broken computers, busted up vehicles that are unsafe and being treated like shit. That's the beauty of it all. Look at the equipment in 024th district station processing rooms. computers busted up, printers down, vehicles with no pdt's, some sirens broken, loud speaker inoperable. Hey but go out and get contact cards for us. Forget the movers, curfews, truants and physical heads. Go you contact card generating machines get us some contact cards on your beat. WTF!

This is beyond retarded, of course no surprise there considering the source of the idea. First thing I noticed about the order was the fact that the sgts DOG will not be affected (again, rules for US vs. rules for YOU). So they are moving all these officers into the sgts day off group in order to keep them consistent with one supervisor. They could easily do the same thing without changing everyone's DOG by matching all the officers and sgts who already share the same DOG. There are several issues that also come to mind with this: an officer who didn't get along with a particular sgt now finds himself on that sgt's team whereas before he only had to deal with him 1 or 2 days, now he has no relief; sgts who have their "favorites" (and they all do) may have them working on his/her team and special treatment will be even more pronounced than was before; a sgt from one team may cut his team early on their friday, while another sgt gives no breaks; sgts who leave early frequently and have another sgt cover for his team... all with expectation for these officers to produce more while this bs is going on-good luck. Many problems in the foreseeable future with this one.

In summary,
1)Why complain about having to do your job? A job you signed up to test for, went through several processes, and waited over a year, some two years, to then quit whatever your current job was and take this one? Since you accepted this job and quit whatever job you had, I am sure you weren’t happy there either. So why not do the same thing you did before, and find another job you might be happy at? One that only requires you to do work you want to do, and not what is actually in the job description, and one you accepted it when choosing the job?
2)Maybe this change will make POs accountable for how they spend their time through their shifts. For example, you come in with zeros, or mostly zeros, explain what you did for 8 ½ hours. It’s called accountability. I find it hard to believe that there were no traffic violators, parkers, or people to stop and contact card when you have a day or night where your calls for service are minimal.
3)Maybe this change will make Srgts really act like Srgts by making them accountable for the performance of those he or she leads. Maybe this will really show who has what it takes to be a Srgt-a/k/a a leader. Srgts that know how to motivate their POs to work for him/her, which in turn makes him/her “look” good. Maybe those Srgts will then make the extra effort to take care of those POs that actually work hard and keep his/her job secure and help in their advancement within the department.
4)Maybe, just maybe, if you would have just done the minimum required by the department and your job, this change would have not become necessary. Changes usually come out of necessity and when the current things in place are not working. Too many things aren’t working, so here is the change hoping it works.
5)Maybe if those that take the time to whine about all of the things they hate about their job spent just half their time on the street doing actual Police work, these changes would not be needed.

I worked in 25 for a decade and enjoyed it, for the most part. Then came the last few years, and the enjoyment really was lost. The district went from having good bosses that took care of their workers, to a district with Srgts that can’t even manage their lockers, let alone their watch. Srgts that would rather take care of those in their “click,” than those POs who work hard to earn their pay. Srgts that hideout for the entire shift, and that look down and treat their POs like fools when asked for report approvals, questions or any kind of paperwork.
If the department didn’t have LTs that allow their desk to run and mess up watches by allowing them to do as little as possible and “disappear” halfway through the shift, change wouldn’t be needed.
Maybe if the department didn’t have Srgts that allow cars that are supposed to be out patrolling the “conflict zones” to come into their “office” for 2 hours study sessions for their Srgts test while still showing “up and available,” we wouldn’t need change.
Thankfully I was able to escape the 25th district’s curse and move to a happier place. Now I can say what I want to say without fear or retaliation from all the "unhappy cray babies". This department has gone to the dogs over the past decade and continues to get worse with POs having the mentality of entitlement. No one deserves positions and perks because of who they know, or who they are related to, or even because of their race. Maybe we all should start being accountable for our own actions and what we do, or better yet, what we don’t do.
The department, just like any other successful place of work, needs to be efficient and if its employees aren’t keeping it operating as effectively as possible, then management needs to make changes to its employee structure to ensure it does become more efficient.
This profession needs to go back to what it was supposed to be, not just a job, but a calling. A calling that’s defined as “a strong desire to spend your life doing a certain kind of work.” If this isn’t your calling, do yourself, the community and the department a favor, and get a new job. Otherwise, take a look within and adapt.
In summary, you all brought it on yourselves!

In 2013 only the 012th Dist had been slated to be a Pilot Dist with 003 and 17 to follow suit in 2014. According to very reliable sources after a closed door meeting Mon , the Supt was supposedly beyond furious and reached out to MLAS to implement it immediately to "get ahead" of something ugly pending in 003 and 024. He was also screaming about A/South Dets and how could anyone be that stupid. He's been been particularly ornery lately.

Look, what you described above is the same everywhere. Most Sgt. hate the workers because they are the ones who usually cause them to do work: investigating complaints, trr's, obr, case reports, arrest reports, taser discharge, oc discharge, etc.... While the quite officers don't cause the Sgt. any grief or work and thus get rewarded. Perhaps you are not that smart to figure that out. I didn't think things could get any worse with the FOP. I heard a story about a P.O. Who served overseas and during his tour he was severely wounded. The officer has been light duty and now he was told by the city to come back full duty or apply for disability. The officer called Bill Dougherty at the FOP and asked for help getting back to full duty. Dougherty enlisted the help of FOP attorney Paul Geiger. During this process the officer received a call from Doigherty and the officer was told he was on the speaker phone with Geiger. The officer thought his prayers had been answered but the story takes a turn. The line of questioning from Dougherty was political. He wanted to know why the officer was backing Dean Angelo for FOP president. The officer could not understand what his political leanings have to do with Dougherty and Geiger working to resolve his problem. The call got uglier and the officer had his wife listen in because he could not believe how his representatives were speaking. I had heard the officer sent every FOP Board member a letter describing what transpired and his disappointment in the way he was treated by Dougherty and Geiger. The officer stated he has no confidence in their representation. The officer doesn't believe politics should interfere with FOP representation. How do I know this story is true? This officer appeared at the FOP Board meeting yesterday during the time certain to address the full Board about his treatment, I don't know what happened because transparent Mikey went into executive session and kicked everyone out of the meeting so no one could find out what was said. One Board member must be a patriot and send SCC a copy of the officers letter. We must get rid of all of these clowns, they don't represent us they represent themselves and all they worry about is their election. It's wrong on every level. Sorry for the length but this is an important story.

I did the A&A's 25 years ago when they were red & white with carbon attached. You could do them in 20 minutes & another 20 minutes to do the next days work sheets. The station supervisor doesn't have it hard, trust me.

So, basically, do as the department wants you to do. Treat regular citizens like you want your family to be treated. Be a robot. Write that "moving violation" on that old woman! Tow that family's vehicle because they don't make 20 grand a year! Stop people who are walking down the street because they happen to live in a "narcotics area"! The Department wants you to make criminals of common folk...All this talk, and nobody seems to mention that we are "public service". No one ever mentions that we work for the people who have no voice-when ray-ray n'em sitting on these people porch, but the owner is terrified to make them move...Then we wonder why citizens will not communicate with us-it is because we are ALIENATING THE PEOPLE WE ARE SUPPOSED TO BE WORKING TO PROTECT!

I, Raham is laughing his ass off. "Divide and conquer". Ever ever hear of that dumb ass? How sad that coppers need side jobs, court time, or VRI. No one admits it but the truth is that police officers in this department are so wound up in having that nice house, car, nice vacations, amongst other excesses that they forget to look forward. Screw that guy next to you, me, me, me. That means thinking beyond tomorrow. You young bucks are so screwed, you can't even feel the rub. Stop the bitching do your time and go somewhere else. No one admits it but the truth is that police officers in this department are so wound up in having that nice house, car, nice vacations, amongst other excesses that they forget to look forward. I don't think a nice vacation is 'excessive'. It is a much-needed escape from this hellhole. You have to get away from it all somewhere relaxing and recharge the batteries, so to speak


I agree on the car issue though. Who can keep a nice car in this place with all the damned potholes, drunks and copious amounts of road salt in winter? My vehicle is strictly transportation, not a status symbol

Your analysis of the situation is completely off. The "minimum required" constantly changes, and not in the officer's favor. I signed up to be part of a 13,000 member Department. This staffing level has not been maintained. We keep being asked to "do more with less". The goalposts keep moving. I don't blame formerly-productive officers from laying down after they keep getting shat upon

Seriously? How long have you lived in Chicago? This is entirely laughable. Just to give one example (and rest assured, there are hundreds more) MSF and TRU were working perfectly fine. They got disbanded for reasons that had absolutely NOTHING to do with their efficacy. It was only done because of a political promise Rham made, and bodies were needed. Afterwards the streets ran with blood.

Not seeing it for myself but from what I am hearing this "Srgt" holds a couple hour study sessions with those 2 each night while they wait for dispatch to call them for a jobs. then when they do get called its the classic, oh sqd we were just about to ask for lunch bull. Someone has to snap a quick picture and post it here because its UNFREAKING BELIEVABLE!

The officer has been light duty and now he was told by the city to come back full duty or apply for disability. I had heard the officer sent every FOP Board member a letter describing what transpired and his disappointment in the way he was treated by Dougherty and Geiger. The officer stated he has no confidence in their representation. The officer doesn't believe politics should interfere with FOP representation. How do I know this story is true? This officer appeared at the FOP Board meeting yesterday during the time certain to address the full Board about his treatment, One Board member must be a patriot and send SCC a copy of the officers letter.

What wood give D.D. formerly of 019 then sent to 017 qualified to psych some1? Doubt she went to college and if she did a B.A. in psych doesn't give her nearly enough insight & knowledge to perform that task.

012 is now a superdistrict after the merge of 013 and 012 and being a somewhat slow district, Rahm would love to move some manpower away

024 has been rumored to be merging with 020 for at least two years now

003 might just be the token south side district thrown in the mix, or maybe this is a precursor to chopping it up between 002, 004, 006 and 007

maybe I'm way off base here but to me it looks like a way to eventually divert manpower away from taxpayers

012 is not a slow district

Actually, he's hitting them for THREE PERCENT not 2, by 2018. He's raising the age for people under 45 UP another 8 years.

COLA is half the rate of inflation, not the CPI.

He's also CUTTING THE COLA PAYMENTS in 2015, 2017 and 2019 which means ZERO COLA for those employees in those years.

The part I'd love to see proven is the comment that this was done IN NEGOTIATION WITH UNION EMPLOYEES, because I can't see ANY employee taking it up the ass like this.


A THIRTY THREE PERCENT INCREASE in employee contributions means they're basically paying for their own pensions.

Also, notice how there's NO GUARANTEE OF MANDATORY PAYMENTS BY THE PARK DISTRICT OR THEY CAN BE FORCED TO PAY THROUGH THE COURT!!!!!!

Park D employees aren't stupid enough to sell themselves out this bad. Let's go talk to a few and find out whether they had any say so in this bullshit.

Everyone better wake up and call their State reps. MADIGAN screwed every city and state worker passing a bill to destroy park district pensions. Bill will make workers pay 2% more out of paychecks, cut retirees Cola to 1/2 of CPI and add 8 years to retirement age. If this passes the senate the court battle will commence. Funny how Madigan did this when everyone was talking about gay marriage

Actually pay 3% more by 2017 out of paychecks. Retirees will 1/2 of CPI but will also lose that for the years 2015,2017 and 2019. They could get 1% every other year

It is worse than you stated COLA for the years 2015,2017 and 2019 would be eliminated. I just check on the CPI and it was 1.2% for this year. Hell, retirees would get a .6% raise every other year for 3 years and no raise for the other 3 years. This basically eliminated the cola

012 district has the nightclubs, restaurants, bars, abla, new haven, and it stretches all the way to madison and kedzie. It also has jackson and halsted and all the way down to pilsen. Oh and I forgot about st stevens, united center, and all the hospitals where everyone elses stuff flows into. Here is an honest question, hoping someone here can provide some insight. I don't have 20 years yet, but am on the back stretch of my career. Am very concerned that our pension is going to end up like Detroit's… where I will get a whopping 11 cents on the dollar. NO WAY am I sticking around to 20, embarking on my retirement, than only to find out that 15 years later, AFTER I retire that the pension is gone and I need to get a new job at the age of 60 something. It's VERY tempting to pull the plug now, before I reach 50 years old and 20 years on, roll what I have in my pension into an IRA, and simply start another job…. basically, what I'm asking, is ARE WE STICKING AROUND FOR A PENSION THAT IS NOT REALLY THERE? Kindly direct any snide comments to your own sphincter… Instead of the Union debacle DETROIT and OUR PENSION should be front and center. Thanks!
