Squad Policing Doesn't Work

This was attempted here about two decades ago, and it gave rise to the Rapid Response (or Sector Cars) that we have today. It was determined to be manpower-intensive, which wasn't that big a problem during the hiring waves of those years. That isn't really possible in these leaner times of doing more-with-less. What happens is we end up doing less-with-less.

But don't take our word for it. Here's an article from May of this year in Denver where they tried the same thing:
  • The Denver Police union says staffing levels are "dangerously low" and people are waiting hours for an officer to respond to some calls.

    The Police Protective Association sent a letter expressing their concerns to the Chief Monday. The union is concerned about the new concept called "team policing."

    The team policing concept means that people work in groups, they have the same days off, and work the same area.

    The benefits of this approach, police officers say, is they get to know the area they work, the people, their problems.

    The disadvantages, the union says, is there are not enough officers on the streets on some days. They claim there are plenty of officers one day, then the next, when the teams don't overlap, there may not be enough people to respond to calls.

    The letter points to a drop in the number of officers patrolling a district. It claims the area suffered a nearly 50 percent reduction in patrols.
Gee, dangerously low manpower (check). Waiting hours to even see a police officer (check). Any of this sound vaguely familiar yet?

A 50% reduction in patrols? Does anyone think citizens are going to stand for that - oh wait, they already are in the affluent "low-crime" districts where McCompStat, Rahm and the various aldercreatures lie constantly to the citizens, who just seem to lap it up.

If any enterprising reporter wants to do a little research, call NYPD. They tried this, too and shitcanned the whole operation a few years ago BECAUSE IT DIDN'T WORK. But here, we're going to make it fail even more spectacularly, just because we can.

I can tell you that in 005, the safe passage bullshit has us in a serious backlog everyday. We have domestics and in-progress calls with 2 hours on them when we leave roll call. I can't tell you how many times we show up on a job and the caller is furious we took 2 hours to respond.

If your assigned to a squad please do nothing and call for a paper car like the PPO'S on foot patrol do...WHAT A WASTE OF MANPOWER

Changing the definition of what "crime" really is and changing how crime is counted/measured?

Rebooting the concept of "Chicago Policing" to that of "Chicago Revenue Collecting?" Actual and perceived public safety be damned?

Actively destroying a Police Department out of political spite?

Stealing Police resources from tax-paying segments of the city and giving it to tax-absorbing segments of the city?

Blowing smoke up tax-payers asses about above the theft of resources and getting away with it because the tax-payers are too nice to justifiably storm City Hall, chain the doors shut and burn it to the ground because the architects of the theft have so throughly gamed the rules of elective governance as to render citizen redress via the ballot box nigh near impossible?

Open warfare against the mutual concerns of The Police and the few upright citizens who have a real need for a robust Police presence in this era of intentional destruction of public safety?

Local media acting in concert with and as the propaganda arm of the local political apparatus and dutifully looking the other way from the misdeeds of the same apparatus while magnifying every fault, flaw and sometimes tragically human failing of those tasked with safeguarding this city?

Political, corporate and media entities seeking the financial destruction of those tasked with safeguarding this city?

They vigorously hold Policemen to their oath of office and solemn duty to serve.

They vigorously strive to walk away from their lawful obligation of a secure and undiminished post-retirement compensation for years of good faith service with a price paid in diminished longevity compared to age peers as a result of grief, stress, aggravation, torn up bodies, torn up psyches and other such?

Charging Policemen as virtually responsible for causing the estimated $12 to $15 Billion theft/diversion/misappropriation of municipal tax payer treasure over the last quarter century?

We do not live in an affluent area, though we are in 18 please know that not only are response times +20 minutes for gunshots, but Ram It raised the property tax on the shed we call home by 300%. If he can do that he sure should be able to find the pension money pretty easily. Can't wait to vote that asshole down a few pegs.

I once got written up by a big black guy, Inspector Smith for taking 20 minutes to respond to a job on the other side of my district on a Saturday in heavy traffic. Took a reprimand. He gave me a break for not wearing my crown hat. That was the prescribed cover then. Except in winter when we could wear the trooper fur hat.

Stop crying children. Put someone in prison. That is the mark of a good police officer. How many in prison pissed off at you for putting them there.

Yep 12 hr shifts are the rage. Cops love them-off every other weekend for 3 days. Who will bitch about that?

plus either an 8 hr day once every 2 weeks or they owe you 4 hrs OT.

Bad-it's a long 12 hour day. We do them 6am-6pm, 6pm-6am

And the 3 day weekend you do work every other week can be tough.

TO -9:27. I concur whole heartily! I do think this company is so f-Ickedup though with politics, racial and otherwise. We are all BLUE and should be the POLICE! But the real problem is. Not enough men and women in blue getting invovled!! Go to the FoP & PbPa meetings!! if there were more Veterans on this job it would be back to being the para-military organization like we were 20 -25 years ago before this touchy feely bullsh-t!!

As it is, since districts merged you are asking for a beat car of 2 officers to cover what 2 patrol units used to cover that was what 4 officers used to do. Busy or not, it does make a difference and strain. God forbid, it does go busy, entire communities without patrol for hours. We are being stretched thin to none, how many officers have to die to get it? How many have to get hurt to stop the madness of this poor leadership? We need more patrol officers to patrol and not just the shuffle to create smoke in mirrors that we "supposedly" have the numbers when we don't. If i die, I already told my family to sue based on this poor conditions that we are put through.

i have to agree i have a friend who is on naperville pd and loves the 12hrs shift, also in arizona they have 10hrs shift with 3 assigned days off and loves it,

The Coppers in Naperville aren't getting burned at both ends at the same time running from the moment they turn their radios on until the time they log off.

12 hour shifts will not work here in Chicago because of chronic, intentional understaffing and these morons from New Yuck crashing CPD on the rocks running it on the cheap.

It's kind of funny... These carpetbaggers from New Yuck weren't hurting for shit in regard to a deep pool of manpower and resources whe they were in but they be on that austerity and bean counting bullshit here in Chicago.

Actually, it's one officer covering what 4 officers used to do back when we were fully staffed and had plenty of help on the streets.

District consolidation is bullshit without proper manpower.

Rahm and McCarthy are playing games with the lives of Policemen and citizens...

they artfully dodge every DIRECT QUESTION regarding CPD manpower.

CPD is down by at least one third in manpower since the 1990's.

Lat weekend, maybe one before, 019 had FIVE cars down on early rollcall/days. I sure would like to see McSilly come out and handle some of these mentals...even to acknowledge their existence would be a step in the right direction!
