Remember Those Contact Cards?
- For decades, Chicago police officers have filled out a “contact card” after making a street stop, listing the individual’s name, age, race and reason for the stop.
Under pressure to reduce violence, police Superintendent Garry McCarthy has been prodding commanders in recent months to increase the use of contact cards, putting “our hands on people,” as he put in at a meeting earlier this year.
The result: through the first 10 months of the year, officers had filled out more than 600,000 contact cards, already more than last year and far ahead of 2011 when McCarthy took office.
Civil libertarians and crime experts are raising concerns that the number of unconstitutional stop-and-frisks are also on the rise as a result.

"I'd be very concerned if I was a Chicago resident," said Eterno, now a criminal justice professor at Molloy College in Rockville Centre, N.Y.

I was told just go in the park and get a couple of kids names. It's unreal how this department sets you up to fail on a daily basis. I was compared to another officer who will fill out contact cards by the dozen daily.
Not to mention the fact that 9 times out of 10 the PDT computer in the squad doesn't have a connection. So I was told to fill them out on a hard contact card and submit it. Yea OK. Guess what the desk does with most of those contact cards. GARBAGE CAN!!!

One of the few times I have to disagree with you. You name the usual suspects implying the same disdain that I and many other feel regarding the class action bottom feeding attorneys seeking a hefty pay day. Forget about activity and white shirts and instead think about police work. As the article stated, the offenders involved in the murder of Hadiya Pendleton were tracked by detectives searching contact cards. Talk to any working detective and ask him/her how invaluable those contact cards are for solving crime. They are a huge help especially when officers take the time to complete them fully and include links to who they were with when they were stopped.

Best to do an audit before throwing out the 600,000 number. I data warehouse checked one of our regular beggars and he has over 100 contacts this year.
They should have a checkbox in the system for 'was this a drive-by contact?'

What can a police department do to curb crime in some areas? Is more manpower the only answer? Then you hear jobs and better housing and schools are the answer, but that is an iffy long term solution. What can be done now? No one seems to know and the "egghead professors" and civil libertarians certainly do not have the answer. You will hear criticism from the beat officers because they just do not like to do the work, period. The average beat officer does not have a clue as to the value of contact cards. There is a general order or two that says you WILL complete a contact card in certain instances. You are covered, it's a City/Department/Policy maker thing. You cannot be held liable or accountable for following lawful orders, directives or by following established precedent, even if you weren't given a direct order to write a specific contact card. Relax- soon the demand will change, policy revised and a new form of number generating/activity generating initiative will begin. Those pesky politicians need to be able to show they are making you earn your keep.

When you get shot or killed and the detectives waste time because a fake contact card card happened to have info that appeared to match (license plate, nickname, whatever) so be it.
Ira Glass did a story on a Brooklyn PO that saw through the bullshit that is COMPSTAT and called out his SUPs on it, long story short, he ended up in a hosp. psych unit, put there by the SUPs, he is now suing the dept. just sayin.....
I would love it when at the beginning of roll call a white shirt would say "we need more contact cards" and then the retards would go out and get him five or more contact cards. Then they will stop by his office and say "boss, I got you seven contact cards today, can I get the 17th and the 18th off?"

I never wrote out a legit contact card in career from the day they started them. It didn't matter how big a scumbag it was who I had reason to stop. As far as I was concerned, they were not only unconstitutional but were a threat to me and my family legally. I gave a rat's ass about the scumbags rights. Those bullshit cards were destined to comeback and bite someone in the ass and it wasn't going to be me. They never solved one crime that I know of either. Though, what do I know? Recently at roll call for CHA north special employment, the sergeant told everyone to get one piece of activity. If there is no activity then you must leave a to/from explaining why not, and that you would no longer work CHA north.
This was per the commander the sergeant stated.

I cant tell you how many times contact cards help me catch/find somebody if done properly. The little things like tattoos, apt # or floor or clothing and hair. It's a great tool but it's bullshit that bosses demand you write them and a lot of them for that matter. Secondly, you're really stupid and lazy to make up info on a contact card. How freaking hard is it to stop a car with 3 or 4 bangers or hit a dope tip with 5 or 6 bangers chillaxing and do contact cards on them. You're probably writing their info down anyway to run their names for warrants or alerts so what's the big deal? If you think you're too cool to write them or writing cards is beneath you then you're a lazy idiot.

went to CPD website and browsed through sgt exam prep material for assessment portion...look at Section A question 3--most correct answer(D) "You ask Officer Redmond...."---great only there is NO such officer named in the scenario......look at Section C Scenario C1- ANOV --"12640 S. Holiday Court" is listed as respondents address instead of violation location - automatic win for Mr Respondent- but not noted as an error in answer key....my heartfelt sorrow and sympathy for anyone taking this exam - but lets face it the fools picked as subject matter experts to advise I/O are prime examples for how poorly we promote

You are a mental midget aren't you? First off was a joke but let's say that someone makes up a contact card. Why would there be a rule 14 investigation? Who made the complaint? Even if a third party initiated the investigation, prove that the person doesn't exist or didn't give you incorrect info to fool the officer stopping them...
Let me try and help you see through this. Po A writes up cc for Ben Dober which they made up. Somehow an investigation is launched. Po A is asked about why Ben Dober can not be found, Po A responds "Ben Dober supplied this info to me verbatim on scene, Ben Dober had no valid identification, a LEADS check revealed no info but no warrants" investigation is pretty much dead...

That being said, you if you can justify on paper a reason for the stop then contact card them. If you can't then you probably have been in 35th street for too long.
There are hundreds of laws on the books which police action can taken..littering and jaywalking to mention just two. Also Don't forget about gambling, dpw and traffic stops.
Please don't think that you are doing these cards for the company because you're not. they can be very useful tools for locking these jag offs up.

Very true. It's original intention when it was first implemented was a great idea. They can be a huge help when doing follow-ups.
However, when the higher ups are demanding you write a ridiculous number of contact cards, you force people to make them up which kills any legitimacy of the contact card database. Officers are doing cards on an average joe citizen walking his dog or on a citizen who calls about a vicious animal, etc which was not the intention when the idea was conceived.
Originally a great idea turned to shit due to the higher ups!
Anyone that was doing contact cards for anything other than a PC Stop was an idiot in the first place.

For years the demand for contact cards has been out of control and this has led to stops of individuals whose conduct really didn’t justify the weak requirements of the Terry Stop. Furthermore, the really stupid aspect of this is that most of these stops lead to very little information concerning crimes but rather increase the resentment of those stopped. The department seems to have the perspective that the legitimacy of a stop is a function of whether the officer completed a contact card. With this equation the department has the logic of the Terry decision all mixed around. The legitimacy of the stop is rooted in the conduct of the subject in light of all relevant surrounding circumstances. The completion of the contact card and the recording of the subject’s name are just evidence that the stop occurred but are not a substitute for the underlying legitimacy which gave rise to it. A recommend a rather selective completion of contact cards and effect few stops that don’t end in arrests. Don’t get me wrong, I am no fan of weak policing and still make at least 2 felony arrests, most of which easily pass the test of a preliminary hearing, per week. I just wish to caution officers against groundless stops just because the bosses want them.
Not to mention the fact that 9 times out of 10 the PDT computer in the squad doesn't have a connection. So I was told to fill them out on a hard contact card and submit it. Yea OK. Guess what the desk does with most of those contact cards. GARBAGE CAN!!!

That was news to me. It makes me believe that they might have been backstabbing Shields all along and thus submarine all of us in the process. And I think it makes them culpable because they are working on their 3rd or 4th contract. December can’t come soon enough so I can see who runs with who and is all of the horse shit is been orchestrated at our expense.
Bill Dougherty told me after the last meeting we will get retro pay the city is just making us jump thru hoops till the spring. Convenient for Team Dougherty. The FOP signed off with the city a process that all suspensions will go to an arbitrator before the suspension is served. This was worked on during the period that the city says it was not going to negotiate. So was Bill telling me the truth? Or is he in campaign mode?
When is Carlos Cortez bringing up charges on the rest of the executive board or was he just shilling for someone else at the September meeting?
Also they know who taped the meeting and posted it to you tube. But my guy will not tell me the name but it is one of two people in my mind. Something is going to move on that by the end of the week

the people running against shields (angelo's kid and team members) voted for shields along with shields guys because they know dougherty set this all up. the three guys on the panel present the case but the whole board votes up or down not just the 3 people on the panel. 2/3rds needed for the motion and I was told it was 2/3rds against it. the only people who voted for the motion were all dougherty guys and not even all of them either. not even close. So something's else is at work here.
Hasn't Jaglowski been on heart attack disability a long time? How does it work, that he's allowed an active role? Just curious, not hating.

It seems that every so often we hear about how many "contacts" an individual had with the CPD - contacts being based on contact cards.

I was at that roll call. I don't really care about other districts, but I live in 16 and your damn right I go out and stop people, but I stop those that i can justify reasonable suspicion; and there are plenty out there to stop.
And the reference about kids in the park was about Portage Park; pretty easy to find some reasonably suspicious individuals there.
Cry all you want about how bad the department is and you won't do shit for them, but we have to live somewhere and I for one intend to keep working in the 16th District; and thankfully there are plenty of other officers willing to do the same.

I know initials (names) of the suspects (Scum-Times story) but I will not post them until it is known to be a fact which one did it. I also have a good idea who taped the meeting.
