Clout Prevails - and Taxpayers Might Pay
- Sexual harassment is at the center of a federal civil rights lawsuit filed Thursday by a female Chicago Police officer who’s accusing a male police sergeant of demanding sex acts and nude pictures from her and tormenting her when she didn’t comply.
Sgt. Gerald Breimon allegedly demanded sex acts from Officer Kelly Hespe in the 14th District police station, 2140 N. California, and in police squad cars, according to the lawsuit, which names the city for failing to act when notified of the abuse, as well a female police lieutenant who allegedly intimidated Hespe to keep her mouth shut.
A previous allegation that should have cost this ass his job ten years ago, was buried after a payoff was made to the plaintiff and she subsequently left town, refusing to come back for the criminal trial. Rather than compel her testimony, charges were dropped and the CR investigation died along with it. Lo and behold, his mother was a high ranking Deputy Superintendent who almost certainly didn't have any influence on any of the events.

This left the sergeant free to prowl, stalk and harass again.

Years ago when I was just a random copper just starting writing in his diary I was introduced to a certain sergeant... G.B. He spoke very highly of himself. I wanted to learn from this sergeant. He told me about great tactics utilized by the true warrior class in the Chicago police department, the sons of supervisors, no scratch that, the suck or swallows, no that's not right... Oh yes the special operations section....
He taught me such great things that they used in "sauce" like turning off your headlights to creep up on savages. Like sometimes doing the exact opposite and leaving your headlights on to fool them because they expected your headlights to be off, and yes, sometimes turning on your brights because they expected your headlight to be off or to be on but they certainly never expected you to have your bright beams on.
I thought to myself this portly little man might just be able to convince me to go out and be "the police". I mean in all honesty most of my classmates that went to SOS or TRU or MSF were, for the most part, great people who wanted to make a difference... This guy surely was the real deal...
Then I heard about the CR's about having black females go topless and for G.B. To photograph them, "for his files to be identified for later". I was skeptical. The. There was the complaint that he forced some young drunk yuppie to get groped and go topless so he could add to his files... Then my female warrior class began to slowly admit to me that he did similar things to them... Asking them if they'd be open to have topless photos of them taken... Asking then if they ever wondered if some male copper ever placed a camera in their locker room to take candid photos.... Telling them they'd better becareful about crossing him or he "spank them"... I decided to stay away figuring his ship would just sink.
To my amazement this loose cannon not only kept his job, HE GOT PROMOTED! Now this story comes out...
Let me start by saying this female officers story is hard to bite into to be sure... I mean you are ARMED and somehow he forced you into having sex with him for YEARS? A bit hard to follow... However... With all that baggage in the past... Maybe G.B. Just found himself the perfect victim for him to use... I really do feel bad for his asshats wife...

The Sgt was a fool in 2003 believing that he was God's gift to women. Even though his wife has divorced him, he still has the same belief. As to the PO, every body on the watch knew she was nut job. Nobody wanted to work with her. Doing so would put their safety at risk. She was having problems with her husband and the sgt thought that he was getting some for free. I worked for GB in 019. He was a good Sgt. He took care of the PO's who worked and let the do nothings rot. He wrote honorables and put you in for DC's. He helped PO's when they made mistakes and backed you up when you used force. That being said he is total PERVERT!!!! He was spotted many times having civilian females in his car riding around the dist or parked in closed stores and restaurants. He would always ride on loud party jobs without coming over the air. I remember after his 2003 incident riding on a loud job. This goof beat us to the job. He was standing at the Keg of Beer taking pictures with girls who didn't look old enough to drink. He lied on paper about his location with his 2003 incident. He was not brought up on a rule 14 violation like many other officers have been. GB and Guerrerro are the definition of the double standard of discipline on this dept. Anyone who has worked with or for GB knows this woman is telling the truth.

Back in 2003 the State Attorney Office lost Breimon's file. Does this sound familiar? This was the original Kotschman case.

Now there is this allegation and an above post with past knowledge of unreported allegations. No doubt JB has got a serious sexual deviate side to him and should probably enter a healthcare facility seeking help for his 'addiction'. What is particularly interesting about this case is the specific reason for this lawsuit. The wording is 'The city facilitated the very same type of misconduct here by failing to adequately punish JBs past similar wrongdoings. '. It sure sounds like this victims attorney, Dan Hilbert, already knows there are too many problems with this victims story to sue the city for sexual harassment, as well as the statute of limitations to file on sexual harassment has already expired. So the attorney comes up with this basis for the lawsuit, and wisely goes public with it, just to get this whackadoo some free cash and an excuse for her to make her medical an IOD, and she can say this illness is forcing her to quit the job or she will be guaranteed a desk job the rest of her years.
And I really got a kick out of the part where she is afraid every time she sees a squad car. Which means she can never be the police again because she has got to be afraid of her own uniform, right? And she shouldn't be the police anyway if she didn't know how to handle a puke like JB coming on to her.
Way too many obvious loopholes in this story. I want to know how many off duty sexual encounters she had with JB or dinner dates or joint family functions or holiday gifts were exchanged. I would love to be the investigator hired by the city to look into this case. But will the city do that? If what is alleged on that complaint is even partly true, this officer went through hell, and I hope those pieces of shit get fired, or worse. That sgt. is not the only sexual harasser that seemed to get promoted rather than disciplined. I could name at least five or six, and I see via the blog, others know of more. This guy sounds like a real stalker creep, with a gun. I think I'd be worried about that especially when one has kids and the creep knows where you live.

There is no doubt in my mind that the 'good' Sgt. used his position of authority to abuse this fellow officer. The fact that she has filed a federal lawsuit speaks volumes, and only strengthens her allegations and adds veracity to her story. The fact that this Sgt. has done this before with impunity probably led him to believe that he could do it again, and again, and again. How many times have we heard of similar, disgusting stories of officers' wives being sexually harassed by their supervisors, under threat of abuse to their spouse? We should be ashamed for allowing this to happen. None of this behavior, including standing up for the accused jagoff, should be tolerated or condoned. As trained LE professionals, any one of us who discovers this behavior should stand up and do something to stop it, and not allow any of our fellow officers to be intimidated or harassed.

Thank you. My similar post didn't get posted. I find it really hard to believe, with several female sgts logging her and a large contingent of females on that watch, any of whom she could seek advice from or initiate a cr with, she was 'forced' to have sex with a sergeant.
As evidenced by how enthusiastic everybody here is to crucify the guy, it seems clear the complainant found herself an easy target and figures the city will hand her a huge settlement, just to make her go away.
Sergeants don't hire and fire on this Department and everyone knows that. If she didn't get a proper response from the lieutenant, she could have walked into IAD and filed her complaint herself, the very first time he tried to intimidate her. IF he ever did.

Old Retired Dude here: Ask any supervisor in 014, she was a waste of space. She wormed her way into the front office, everybody thought she was a head case. When the 2nd Watch W/C put her on a corner to cross kids, for a sick crossing guard,she complained at the danger involved. When she demanded an inside job from the 3rd Watch W/C, he told her she was a street officer and to get out of his office. She reluctantly went to 1st Watch. And no one, I mean no one would work with her. A coward pure and simple. The Sgt. involved is a complete pervert, but she is no innocent. His mother was worse than him.
Years ago this creepy sgt s Mom got the victim paid off and out of town after the proof of his sex crimes while on duty could not otherwise be disputed. Then Deputy Super Mom got her freak son cleared and back to work even though he should have been fired....every sworn LEO in 019 where he briefly returned despised him and the shit he got away with....so he disappeared. They were open and notorious about their affair so much so that it became uncomfortable for everyone else. The blame for these embarrassment is due to lack of leadership in 014. hey ssc here is a story while i was deployed in iraq several years ago my master sgt who was a great guy and a cop back east told that he while he was a sgt he had to unlocked the rear door of a cage squad car on midnights apprently the male n female officer decided to do the nasties in back of the sqaud car the door locked them in thank god the male had the radio but both where buck naked when he unlocked the doors needless to say they both put their uniforms back on and went back to work and all was forgotten . my sgt master gave me a bit of advice never play around while on duty

The reading comprehension and reasoning skills of some posters (a small minority thankfully) who have left comments here are appalling. It's a long civil complaint but like any civil complaint it's filled with allegations and whatever facts the plaintiff can allege in good faith. Each count requires different elements and it certainly seems to me that much of what is alleged can easily be proven. Civil cases are routinely decided on circumstantial evidence and credibility. A consensual sexual relationship is not a defense to any of her claims, so at best it could be used to limit her credibility but could in no way support what he was alleged to have done.
Her job performance is likewise unimportant to her claims. The worst performing cop doesn't deserve to be a victim. I was taught and the law recognizes in many ways that victims of abuse or even bullying don't always make initial reports. The weak are targeted because they won't speak out. No one should be trying the case here for either side, but I have to agree with most posters that it looks pretty bad given his past history. I know plenty of guys and girls who got jammed up and lost their jobs or took serious time for much less than what he was criminally charged with before. Why is that? If it's found out as true then he needs to be gone and anyone who covered it up should go too. If it's not he will keep his job and she will be exposed. Simple enough, but some of the reasoning bashing her is way off base as is some of the rumor about him. I remain curious to see the final result.

What sickens me is the city will pay to make this case go away. You know they do not want this going to trial. There would be so many police of all ranks subpoenaed and this thing could snowball into many getting brought down for all sorts of violations.

I am long retired from the job, but I can recount numerous incidents of police officers suspended, fired, sued and prosecuted for doing so. There is no defense for you once the complaint is made. Two incidents come to mind right away, Sgt. John Herman who spent five years in the clink and was innocent of the charges and a police officer who was having sex with a civilian while on his lunch hour. He too was arrested, found not guilty but fired once his lover claimed rape. You must separate the job from your personal activities. It can and often goes bad and at the very least your career will be destroyed, unless you are a commander, or a deputy superintendent if you know what I mean? Or, , I almost forgot, the superintendent of police who actually got punched in the nose by an irate husband.
there is much more to this story---I only have heard some of it from friends in 014 and it sickens me.

You are either a shill for her lawyers or a complete retard. It's quite obvious a number of her "allegations" are simply a reframed account of a sexual relationship.
The female Lt riding with her seems to me to be an effort to observe an officer who is deficient. Timing reports, asking her the location of her beat or her current location does not constitute harassment. It's an effort to determine if the officer is competent. It's probably the reason nobody wanted to work with her i.e. pull to the pillow and go to sleep.
This case more than anything demonstrates why you should not merit promote people who cannot control their dick. You have an officer who is not up to snuff/crazy, you do not, under any circumstance start to fuck them. This is why. Poor judgement all around by the merit contingency from 014. Too may fuckheads who never passed a test up there.
