Parking "Wars" Up North

  • For years we've heard complaints about skyrocketing prices at Chicago parking meters, especially downtown.

    Now, a new parking battle is taking shape in the neighborhoods.

    Residents and businesses in Chicago's Northwest side Edison Park say they're under siege by enforcement workers writing parking tickets day and night.

    They're trying to fight back, but because the city privatized the meters, there's not much they can do about it.
We'll bet money that the surrounding neighborhood has all gone to Permit Parking in an effort to maintain their quiet lifestyle without all the revelers taking up street space? And the aldrecreature encouraged or facilitated it? So all the trendy people have to pay the higher parking fees or get expensive tickets? It's unfortunate that businesses will end up losing customers or moving out of the city due to these increased costs, but it was a completely predictable outcome that Shortshanks stuffed down everyone's throats.

But it will all be better in 70 years or so.

Hasn't all gone to permit. 80% of the "revelers" are from the neighborhood. This is nothing more than the city knowing where the money is and who will pay. They hit the metered spots, yes. Every other pimpy ticket too. Half the time the convicts working parking enforcement don't know what's legal and what's not so they'll write the ticket if there is the slightest doubt. God forbid the demon infested hell holes of the south and west side get such attention. Why not flood those shitholes while the precious children are walking to/from school? Love ya SCC, but save the snide comments about god's country up here. More conservatives up here than anywhere else in the city. Apathetic voters like the rest of NE illinois, but conservative nonetheless.

i work in the 5th district. Been there for years. Not one single time have i seen a dept of revenue person writing tickets anywhere in the entire district.

It's a known fact that "Parking Enforcement Aides" target the neighborhoods that pay the taxes. Yes you may see one in the depressed area but only on the main streets. Funny how they don't fear walking the side streets of civilized Garfield Ridge and slamming the people who have insurance, lic. city stickers. They love the street cleaning money makers or writing cars from the suburbs for no city stickers. Why aren't they walking the side streets of Englewood or east end of 008. Easy, those bad guys over there will kick their asses and still not pay their tickets. They love writing unmarked cars stopped for a 20 minute lunch. When you ask them, "didn't you know that's a police car?" they respond, "Yeah but how can we be sure, we can't give breaks." I asked her, "Did you ever get pulled over by a policeman and ask for a break cuz your a meter maid?" The answer is always the same, "Yeah, I always get a play." It's a shame the taxpayers tolerate the blatant race game where these ticket writers are encouraged to write.
Save the slam on have your shit straight and you won't get a ticket. That's not my point here. My point is that after all the freebies paid for out of my check every two weeks for lazy muthas that don't work, my neighborhood is targeted for fines because it's safer and these residents pay their fines.

I have stopped patronizing the Northwest Highway businesses due to the meter parking. There are other Italian delis and restaurants that have free parking. Not one more dime to the thieves. I'm sure I'm not the only one.

Seriously though, unless these parking enforcement teams are out in Englewood and other South and West side neighborhoods 'enforcing' things just as vigorously as they are in Edison Park, then it's nothing but discrimination.

Edison Park residents out to start trotting out that 'race' card - they're doing this because we're white! Let's see how that plays out...

I'm sure you're not going to like this, but the parking enforcement mutts are nothing more than a response to us coppers not doing our jobs. We used to write parkers. Remember those days? In 16 there were just so many complaints that that such and such copper writes family members cars with medallions on it, that they stopped. I know it's a money maker. But the fact is we stopped doing it and they found a way to get it done. Do I hate them? Yes, just like I do the department of revenue and tax bill when it comes. Guess what? That happens to be where your, mine, and your partner's raise comes out of. Park legal. keep your shit straight, and ticket the enforcement people when ever you can if it makes you feel better.

I've always wondered about this topic. How many more tickets are written in neighborhoods where people are more likely to pay compared to other low income neighborhoods. Isn't this a form of discrimination? Shouldn't the media trolling this website report on this? FOIA? Oh wait...

"Park legal and pay..." Unfortunately most of the ticket writers are robots and do not pay attention to local parking signs that are posted and NOT posted. I've been a victim of several tickets for parking in a zoned neighborhood. The problem is my neighborhood isn't zoned but it is two blocks away. My family visiting from out of state, again parking in a no zone neighborhood and for only one night, were welcomed to this city by a ticket writer for not having a IL front plate (out of state plates). Then there was one time where every car on the street got a ticket for not moving during car for street cleaning. Problem is there were not posted signs for street cleaning. So park legal and pay is the motto in my neighborhood.

You ought to see them in Wrigleyville. The revenue writers are working midnights in crews of 4-5 writing everything around the ballpark, Southport, Lincoln, Halsted, Broadway - wherever the bars and restaurants are. But you never see them in the Uptown part of the District.

Does anyone on this job realize that each and everyone could literally blanket the south and west sides with parking tickets? In the first three weeks, the department would be lovin you. In the next three weeks, the citizens would try to burn down City Hall with Rahm in it and the department would stop providing ticket books.

The parking aides are also walking in the Edison park neighborhood ticketing for minor infractions like parking on wrong side, tinted windows, no front plate ect. My wife saw two black males walking around my neighbors car with flashlights at six am on a 7 degree day. The city knows you'll pay so here they come. Don't give them any ammo.

They can order a tow for a car like that. And how much you want to bet instead of waiting hours for a tow for anything else, they'd have a tow truck there in 5 min and you can wave buh-buh to your vehicle. Then you'd end up paying towing charge, towing storage, and a big fat ticket. And by the way, you can't tell a tow truck to drop a police tow if you show up while they're in the process. They've made the process undefeatable. (sp?)

WA,WAW, WAW, I really feel sorry for all you priviledged people up in Edison Park, of coarse people that live on these sidestreets should be able to park on their own block. All these businesses, such as Elliots, Nona Pias, etc. all take up streetparking, they hav e these so called elite valet services that get tickets on the cars, then throw them away leaving the carowner to pay late fines. They need to rent space fom the businesses that close at night to park in their lots. Businesses up there knew what the story was when the greedy alderman up north years back granted them permission to open up.

Not the original poster, but I agree with them. Doctor's office was on Lincoln Ave, with no parking. Shopped around and found a great doctor outside the city, huge free parking lot, and the bonus is lots of shopping and restaurants and cheaper gas for the car nearby.

I spend as little as possible in the city. Whether it's street parking or insane garage parking prices or bottled water or hotel taxes, they're finding ways to drive us all out, to places where those things are free, or at least cheaper, and the target areas are a lot SAFER.

The people writing tickets up there are not Department of Revenue, they are a PRIVATE company that 9.5 hired with the blessing of the alderscum to write tickets for the city. She lied to you again saying there is nothing she can do, BULLSHIT!!!! Pass a city ordinance that only CPD and Department of Revnue can issue parking citations in the city of Chicago. Haven't driven in many non-cop neighborhoods recently, have you? I haven't seen a plowed sidestreet in Avondale, Logan Square or Belmont Cragin.

You're missing the point dipshit. It's not about getting even with anyone by writing more tickets, it's about the city making a money grab from areas of the city most likely to pay instead of targeting all areas with violations; i.e. the whole city. You probably live in an area that tickets aren't being issued or more likely still live in your mom's basement so it doesn't affect you.

I have to agree with 8:14:00 AM poster.

We did this to ourselves in a way.

Excluding a few districts like 019 and 018 and 001 and 020 and 024 and parts of 014....we stopped doing tickets and the City had to find other people to do the job.

I remember when the Meter Maids were still called Meter Maids and Only Checked Meters. I remember the years when on July 16th I could nail down 100 City Sticker Tickets in a shift. We didn't worry about the 12 inches from the curb or Wrong way 2 or 1 way street tickets because if we were not busy on a Call, we had other things we could write on the Banger Cars or fake Nebraska In Transit tagged vehicles.

The Pimpy ticket were beneath us OTJ because we have Discretion.

What we have forgotten is a simple fact...

Revenue/Finance ticket writers Do not do anything Other than write tickets. They don't stop during street cleaning in 020 because their dash camera Pinged on a Plate and you now have to do whatever you need to do for what ever reason it pinged for. They don't stop checking for city sticker violations in the 10 S Kedzie City Lot because there is a car crash at the Kedzie/Madison intersection due to some banger being stupid in front of a bus.

They don't go down for a CTA check or a 'suspicious noise' 19P BS call at 3am.

I've watched (in my time in 018) Cops rush down 1 way streets with Lights Blazing to get to a street cleaning ticket before the on foot Revenue ticket writer could get there first. I've seen them do the same in 024 and 020 and 023 and 019 as well. They will also write the Stop Sign/Traffic Signal ticket all over the projects around Hudson and Oak St.

I even know about the Jagoff Beat cop in 024 that airmailed a Street Cleaning ticket for a Revenue Enforcement vehicle that was Out writing street cleaning because the Cop got Pissed they got there First.

We brought this type of enforcement on ourselves because We decided to stop writing parkers.

Ohio Court rules "Speed Cameras" are a scam and ordered a town to shut them down!

Judge also ordered the cameras confiscated and ordered the town to repay back the fines collected by stating the city acted in bad faith and ruled Unconstitutional!

Why don't we do a parking study see howmany tickets are written in the white nieghborhoods. after all isnt that traffic study still going on cause they never got the right results. they wont like the results of a parking study either.

If you're working VRI in Englewood...earn your keep..

Run every damn plate to check Make to Model to plate #. You know as well as I do that in certain wards the rats flip plates to different vehicles. Or park in vacant lots with no plates and "for sale" signs all over them. Go after the illegals driving with No License or Insurance and get them off the street and impound the vehicles.
If you got a Box to work for that VRI money, WORK It.

OK, I can top 'em all…the complaints I mean…I stopped at a buddies condo on Lawrence Av. in Jeff. Park…payed an hour to park and displayed receipt in window properly…came back 20 min. later…yep! a ticket…for expired meter! you know, the ones they left with no guts in it as a convenience for cyclists the time on the ticket written was 2 mins. after I displayed my receipt…so I looked it up on their site…a photo is supposed to show the violation…mine showed the lft front fender, not even the plate!…I contested it and city responded with "insufficient proof of violation "and I was exonerated…needless to say, I looked around for several days after being let off, to see if I could find the ticket nazi that wrote it…no luck yet ,but their day will come…LAC will prevail.

Anyone remember the traffic cop at 6 corners ? I think there was a poster made of him with Pride integrity Guts on it. Got my first ticket from him the second day I had my license in 1972.Thats when the city was worth going into.

One of O'Connors aides was overheard saying that the Alderman brought these asshole ticket writers into 41 to write the tickets. She would then bitch publically about it, get them to leave and then take credit for fixing the mess. She is very worried about reelection knowing she will have many opponents and will be kept under the 50% threshold. Their is a female PO running with a Irish name, that will have key support from many of Dohertys best Precent Captains.

As a retired police officer, I moved out of the city 10 years ago. I still enjoy coming back for dinner and theater, but less and less. Parking costs are prohibitive , especially when you pay one fee for a movie or theater and then another for a restaurant. Then, you have to watch out for potholes. I hit one 3 years ago and it cost me $800

Of course the people who pay the taxes are squeezed. That's the nature of the game. Government and its close pals are about squeezing every dime they can out of productive people.

The cop on the beat has always been the social safety valve, but he's largely being replaced by "law enforcement" and corporate contractors. Neither of whom will act as a safety valve to protect the good people. Lots of laws got passed to go after the bad people with the understanding that cops wouldn't apply them to good people (although it often happened in lots of places). The laws that were once tools to go after criminals and neerdowells are now of course being turned on the productive people more than ever. Especially those that bring in the loot.

Ald. O'Connor is a shill for the Rahmster. Case in point, O'Connor had a hush-hush meeting with him and few of his appointed CPS mopes. The meeting was about naming an assistant principal (Carolyn Rownd) from his pet school Jones HS be named the interim principal at Taft HS in Norwood Park.

Rownd took over for a principal (Mary Kay Cappitelli) who went on a LOA forever. Rownd is expected to work the rest of Cappitelli's 3-year contract and then be named Taft's new permanent principal.

Rahm took a liking to Taft after visiting the school and feels Taft would be a nice trump card for him if he puts his person in charge; already massive changes are in the works with many more on their way for Taft.

LAZ/CPM employees do not have the authorization to ticket for anything other than Meters, mate.

So it would most likely be Department of Finance OR Ser Co sub-contractors doing the ticketing for whatever Stupid Parking the parents are doing over there.

Half the shit you're whining about is shit you would drop parkers on in Englewood or Austin or Harrison or New City or Grand Crossings.

Just because you live on the NW side of town or the Deep SW side of Chicago with the rest of the City Workers doesn't mean you are exempt from enforcement of ANY type. Don't like tickets? Stop Fucking up.

Enforcement in the 41st Ward actually HAS been low over the past 3 years due to Ser Co contractors refusing to work up there due to a "Lack of ticketing potential."

One of the first things we noticed back around May of 2013 was that people that were getting street cleaning tickets were complaining...not about Lack of Signs...but that We didn't warn them that we were going to come up there to enforce for it.

At that point, we started sending in our best staff to hammer the most Scoffed Upon MCC violations.

But the first 2 weeks of December 2013 were Most Illuminating.

Finance Sent in 2 of its best...1 per week; 2 per day...

The Ticket writers came back with over 80 tickets a day EACH.
Meters, Exp Plates, Wrong Way on Street, Rear/Front plate tickets, city sticker violations, No Park/Stand tickets due to 9-76-160 violations, Residential Parking violations around the entertainment district as well as near the Metra and CTA stations.

When you have the potential for 400 tickets a week Per Shift for a single ward in Revenue Generation, you can bet the City and the Contractor is going to ramp up the frequency of visits by the enforcement staff.

At least until such time as the violations dry up...

Article in the Sun Times today about all the tickets written in Edison Park, especially the business district with all the bars and restaurants Persons writing the meter violations work for the meter co. Although its true the city gets the money for the tickets, the meter co figures if they pound the illegal meter parking, people will start putting more money in the meter, money the meter co keeps. Already one restaurant takes $7.00 of your bill because of the expense of parking.
Whats going to hurt the city is as people quit going to those restaurants, the city will lose the tax revenue generated by those restaurants. Read the article, its pretty interesting and revealing.

Was talking to someone at work today (yeah...I'm that Bike guy)..

My co-worker told me there is a Standing Request from the 41st Ward and O'Connor specifically to deliberately enforce Edison Park school at morning drop off AND afternoon dismissal because of the Parents that park in the Crosswalks and on the Hydrants and in the Tow Zones or Double Park.

The request came to us because the District stopped writing anything other than the Rare Exp Plate or City Sticker ticket in the ward and the Alderman got tired of all the complaints from residents about the illegally parked suburban commuters.
