Police Board Rejects Deal?

  • In an unusual move, the Chicago Police Board has rejected a proposed deal under which a police sergeant had agreed to be suspended for 60 days because his gun was used in the shooting death of a Northwest Side woman four years ago.

    The police board scrapped the deal that police Supt. Garry McCarthy had struck with Sgt. Steven Lesner.

    Instead, the eight-member panel of mayoral appointees has ordered a full inquiry into the events that led to Catherine Weiland’s death, Max Caproni, the board’s executive director, said Tuesday.
An mutually agreed upon disciplinary action and the Police Board rejects it? That means some big politics involved behind the scenes. Stay tuned for this one. Perhaps some clout will be outed at some point.

The Rahmster sees this as another way to peel away at the police budget. Another senior salary and pension contribution that he won't have to paid.

It's also a message that any victims of a theft of a gun can get screwed by the city if that gun is used to kill or hurt someone. So Rahm is saying DON'T OWN A GUN!

McCarthy has a soft spot in his drunken crooked heart for officers who get in trouble with booze, women or their guns. But he tried to fire an entire tac team from 002 years after they made a drug arrest where the guy arrested was convicted in court because his Momma's rights were supposedly violated on a consent to searcch form.

Careful Fellas - Keep the personal vendettas out of this one step back and look without a skewed eye at this. We are subject to the same disciplinary process as this Sgt. is under. The crime scene was investigated three times and declared the situation was a suicide. He admitted poor judgment for some events that happened which gave him the 60 days. We have all made bad decisions but firing is excessive. 60 days was an appropriate sentence for the mistakes.

Three generations of Chicago Police Officers in my family never, ever appeared as a respondent before the police board. No one ever followed a woman home, fucked her, and had their gun used in her suicide. No one stole money, or disrobed and photographed a female on a traffic stop, groped a convenience store clerk, or worked security for the outfit or drug dealers. We lose all credibility and respect when we allow the goofs who do these things to remain on the job.

why don't all of you ball less jagoffs who know nothing about this case keep your pie holes shut? Here is a guy who fucked up..admittedly so and has to live with it ..lost his marriage , his kids, his home and filed chapter 7..he has ZERO / Nothing. His kids suffer because of his mistake and now after all was said and done he reappears in the SCUM times and is stripped because some media hack writes a story about his situation?? So am I to believe a Sgt with 20 years on the job who committed NO CRIMINAL ACT and has been previously suspended for this incident is being tried in the media and now by his peers because of "Failure to secure his weapon"?? That is a rule violation NOT a criminal offense...YES it is tragic what resulted and the Sgt had no previous knowledge of this woman's past mental history of suicidal attempts or mental illnesses. He is guilty of leaving his weapon unattended when he went to the washroom and had no intent for this woman to act as she did. The Sgt is being tried now on this web site when he is fighting for his job?? He did NOTHING wrong.. he didn't molest anyone like other Sgt's have been accused of.. he didn't sell any dope or rob anyone.. He used poor judgment and left his weapon on the floor which gave this nutjob the ability to finally succeed in her previous failed attempts to kill herself!! There is evidence of this woman's mental history for all of you judges out there who throw one of our own under the bus so willingly. What about the countless number of officers who have left their weapons unsecured in their homes and had their wives, kids etc use that weapon to commit suicide?? what were they guilty of? Seems to me the very same thing this Sgt may be guilty of?? "Failing to properly secure his weapon" but the only thing they had on their side was they didn't have some hack newspaper writer with an agenda writing about their incident! Why don't you people who are leaving these messages about the Sgt and a situation you obviously know NOTHING about, except what you heard in the bar from another officer who also knows nothing about this incident, alone? You are making things much worse for him as is the newspaper hack. This Sgt served his suspension of 30 days and has to live with his choices...he has nothing left and just wants to go on with his career unmolested. SCC you would be better served to remove this thread altogether for the benefit of the Sgt and his case. This is not news...this was a case that was finished and he was back to full duty status working on the street for 2 years until it reappeared in the paper for some reason?? Look at the the contracts the Police Board members have with the city, the board of Education, the state of Illinois, etc....., they run 1-3 person companies but are actually subcontracting out city, state, and county contracts. In fact hearing officer Thomas E. Johnson who used to run the Uptown peoples law center that used to sue police officers, and the city, represents the financial interests of Smiths Enterprises, which is owned and run by police board member, retired Sgt. Arthur Smith, the longest serving police board member. And if you really want to dig, look at all the real estate deals that have been made between some board members, property in Kenwood, the south shore, city property, etc.... All done and finalized with the services of Thomas E. Johnson and his law firm which just happens to share the same Wabash address as does Arthur Smiths company, A. Smith Enterprises...... What a coincidence.....

Yes , I agree but he was not charged and it was investigated in fact it was under former Supt FBI guy. If there was anything to charge the Weisel or his buddy Peter Brust would have found it. The police Board does have the right to see information and also to up any penalties to include termination.
Most of us have no knowledge what goes on at the Board . That is sad because today a witness tomorrow an accused. KNOW YOU CONTRACT AND VIEW THAT POLICE BOARD WEBSITE AND IPRA AS WELL. The cases are in pdf files and tell you whats what and how that Board thinks. They are not on the money many many times.

I, as have many other officers, given citizens rides home due to a myriad of reasons, yet I've never returned after duty hours with beer & wine to continue the interaction.

a Confidential CR may have been obtained on the "dime dropper" in this incident to the suntimes. It seems it stems back to his district and if proved those that leaked could suffer rule 2 (discredit). Leaks from IAD are being looked into as well that informed on sgts investigation to 017 folks......hold everything! A computer in the DSS office may prove to be the key...delete delete delete next time boys

Word was the staff at 017 wanted to help Novak and Fusco even with Koschman as they are getting kickbacks sharing facebook pictures and reports addresses so the times could find sgt to get their pictures in july 2013 etc

SCC, I love the blog but this thread should be taken down. This post will only harm the whole CPD. Nothing good will ever come from all these post. I hate seeing people bash and bash this officer and the situation. This thread will just pit one another against each other and in my opinion we as in blue shirts need to unite and focus on pensions and our contract. Please consider taking this thread down. To all officers, just know that shit happens. We all as officers and as humans make and are going to make un wise decisions and mistakes. This Sgt has suffered as has the family of the women. Please take this down and we need to not exert our useful energy and time towards a matter that does not effect us. 60 days is plenty for rules violated but don't forget there is a woman that is dead. Where in the disciplinary schedule does that fall. This is not about someone violating a rule or two this is about responsibility and accountability. The post stating this sergeant hasn't lost everything already leaves out the fact a woman is dead because of his poor choices and mistakes. Ask yourself if this was you daughter or family member do you think their life was worth more than 60 days.

For those on you on the force that seems to want to give this guy a pass....imagine if this guy was not a cop....would u overlook all the questionable lapses in judgement he has committed? Did he behave without suspicion after carelessly leaving his gun in front room? Why wash your hands in the 2 minutes it took for police to arrive on the scene? Not sure I would be concerned about washing my hands in the interim.....and it is even more questionable considering even if so inclined, he definitely knew better and should have held off on hand washing so as to not confuse his innocence! Well....unless he was not certain of his innocence.

The victim in this is NOT the SGT, and it's not the dead woman either (she did it by choice). The victim is the SGTs family. No clout was used in this matter. It was a rule violation. The media turned it into something that is not actionable by IPRA.

Since then it rolled downhill.

Don't know the guy don't know the incident. What I do know is the Police Board, having been railroaded once in my career. Been there to defend my job and been there as a character witness for P.O.'s I supervised. If anybody on this job believes that the Police Board or the Department is ever "fair and impartial" and legit in handing out discipline then you are truly a naive moron who should be anywhere but on CPD.

For all those who judge or who think they are so good and holy and will never be screwed by this department or some politically connected boss and end up before the Police Board you better wake up.

All those ribbons and honorables mean nothing when you get tricked bagged and it's your turn in the barrel. All you got is each other and to watch fellow coppers eat their own is a sad day for this old-timer. I know what I'm talking about been there done that you just better hope your day never comes.

Was once proud to be CPD and loved the job now after all these years I've learned and hope to live long enough and forget I was ever part of this city and this jag off job.

We are held to a higher standard, as we should be. This behavior is immoral and unethical and his credibility and judgment have been demonstrated to be poor enough that he should not be a police officer any longer. He's certainly not the police Sergeant I want leading and mentoring other officers. And he is definitely not the officer I want responding if I or my family call for help.

Wrong, started when they took away the mag lights, car chases, added merit promotions and the development of video cameras. You can't always do this job effectively by the book, sometimes you needed to bend the rules to get results or make a point. With cameras everywhere, the days of bending the rules are over!

The Police Board used to give fair hearings. Things changed immediately after the below article was printed.

Just like your family has no idea what you actually do on a daily basis, you have no clue what they really did or didn't do either. Do you really think if your grandfather grabbed a double saw buck off of someone or got a header off of some hottie he met at work he'd tell Grandma and the kids about it at the dinner table? Everyone, including you and your pristine relatives, has made poor decisions and done things they wish they hadn't. Three generations of Chicago Police Officers in my family never, ever appeared as a respondent before the police board. No one ever followed a woman home, fucked her, and had their gun used in her suicide. No one stole money, or disrobed and photographed a female on a traffic stop, groped a convenience store clerk, or worked security for the outfit or drug dealers. We lose all credibility and respect when we allow the goofs who do these things to remain on the job.

unless you worked for LS than you have no idea what kind of incompetence you are dealing with, he is not supervisor material. I think all those making comments should just hope for the best outcome in this type of situation. The best outcome might be his removal from the job before he influences a new batch of rookie cops with his style of reckless policing that comes from knowing your clout will get you out of trouble. I worked with him in 025 on midnights, he was a reckless sgt who has his own way of doing things.

If this sgt is let go of this type of lying, altering a crime scene and his involvement with a customer that was involved in a domestic, it would just set a bad precedence. I do not like how this department takes care of the supervisors when cases like this, then even promotes them and yet a regular patrolman with no rank or juice gets crucified and fired for less. He lied in the death of an individual and for that he should be put in jail. I tell people all the time, do not get involve with people you get to service at work. Get your dates elsewhere. Obviously they got problems, why would anyone risk their career? Embarrass their family? And loose their source of income? This Steve put himself there and if you can't do the job without discipline about your personal desires while on the clock, then you shouldn't be on this job.

How about NOT picking up a drunk on a domestic, how about NOT plying her with MORE alcohol, how about NOT going over to her house when you have a wife at home, how about NOT banging her and leaving your gun on the table when you go to wash your pee pee so your wife won't suspect anything. As a retired police officer with 34 years of service, I agree with the above statement. However, I worked in police HQ for 4 years and I saw what happens to the accused in even worse cases if the accused is connected. There is no standard within the internal discipline system that applies to all individuals, no baseline. Many exempts have been accused of felonies and faced little or no punishment. Drunken driving? Exempts have smashed up their take home cars while so drunk they could not stand and little or nothing happened to them. One crashed his car into a light post directly in front of the 911 building.

As a side note to this comment, there have been cases in which NYPD members have been charged and convicted of burglary in such incidents. Sad, but true. Everything is not like it is in this town.

Is not about crucifing this Sgt. But, he is the prime example on how this department handles investigations for supervisors towards a regular patrolman. I actually believe that a supervisor who is supposed to be an example and yet fails to adhere to common sense to be that example, should not be on this job. I also believe that a patrolman given on occasions (depending on their issues) could be saved and given a chance, yet this department would get rid of those patrolmen in a heartbeat. I have witnessed two individuals stand stand similar investigations, needless to say the regular patrolman, they got terminated while the supervisor the investigation went no where and still on the job. When you have a corrupt leader, it does no good to keep them. To see this department reward leaders with taking care of their investigations that range from stalking, robbing, lying, altering crime scenes and so forth, shouldn't be tolerated. You can't have unfair investigation processes.  This Sgt put himself there. When you are a leader, you need to mind your behavior and if you can't, do everyone a favor and get another job. I have no pity, this Sgt has the power to initiate CRs, makes a six figure salary and make a good/bad tours for other officers, he had it all and therefore, he destroyed his cushion position, himself. We can't have unequal investigation processes, it's unfair and beyond reproach.

Well, I have on occasion stayed at my lunch location five nor ten minutes after clearing myself. I got caught by Pappas without a hat on checking out a loud outside ringer at 3 AM. And neither myself nor anyone else in the family did, or would even think of doing what this idiot did. Yeah, I can sleep st night and not worry about misdeeds. I'd fire him tomorrow.

I remember a sgt. Back in the day who befriended a 23 yr old girl from park ridge while he was living in Catherine Courts. Was drinking at the Northwoods with her then they got into an argument and she left, went back to his apt. Where she was staying. He left shortly thereafter and found her with a gunshot wound to her head, doa. What did this sgt. Do first? Picked up his gun and cleaned up the scene. Who did he call first? We'll it was Deputy Chief Delopez, then 1st deputy John Thomas, then 911. We'll not only did he not take any time he went to the Airport, where he eventually (at least 10 yrs alter)was called down for a drug test and breathalyzer and blew .04 Got sent home then 2-3 days later smashed into 2-4 parked cars in NORRIDGE and tried to flee. We'll the citizens held him for the police where he got locked up then retired. So it goes to show you, if you gots the right call your in the good, if not you or thrown under the bus. Just remember its "Earned , not Given".....
