Squad Policing Problems

Already? Did anyone not see this coming?
  • So the squad scheduling is off to a rough start. promises of being with your partners pretty much came and went.

Just an FYI to the sgts running these things. This is not a tact team. On a tact team you are requested and most of the time you like the sgt you are working for. This is not the case. We are force fed these sgts. I understand chain on command, and i understand they are white shirts we are blue shirts. But 012 has already been rocked enough with the disaster of merging with 013, then in the same year we are told well squad scheduling, then change your day offs, then lose a partner, then the icing on the cake the start times and now the end times as well, then the cherry not everyone is included in this squad scheduling (ie, foot guys, school cars, bicycle fixed it posts, imaginary foot posts to work in commanders office, 3 time keepers, the list goes on and on).

But Micromanaging this is not going to work in your favor squad leaders. Now everyone understands there are rules, lets not get pimpy here. remember squad leaders you need us for activity. Keep screwing with the troops and see where that gets everyone. Anyway 3 more years and i am done thank god. What was once a great job has turned into shit. 012 was great, before all this, wish we could just go back to a shitty station, no air, and green shit in the locker rooms. You young guys this to shall pass. 003, and 024 good luck if it is anything like what 012 is going thru you will need it.

Dont be surprised if this doesnt go citywide.
Actually, we figure the more unhappy people are, the better the chance Rahm will force it down every District in the city. He has no incentive to keep anyone happy. He wants you to quit at 20 years, earlier if something else comes your way. Rahm's driving ambition is to destroy the pension system, and he's well on his way. Pissing off and stressing out coppers so they quit in disgust years earlier than planned? That's just a side benefit.

It has been tried-failed, retooled & tried again-failed, retooled & renamed--will fail again.

All big city depts have been trying something like this for the past 40 years, NYC, LA, Us and it was (as the kids say) failed epically

Did they split up partners that were in staggered day off groups, i.e., if I'm in 61 and my partner is in 63, we'd be on different teams/squads?

Let's face it, the 012th district never recovered from the lost of our Captains (Hoot, Gibson and Carroll), it has been totally screwed up since they were transferred.
1st watch and 3rd watch are totally screwed up and days goes along with the crap as it's still days so they keep their mouths shut! I've been on midnites for awhile, first we lost our capt to 003 then Sgt O'C transferred out as he was being continually messed with. Our capt and that sgt kept the watch held together, now it sucks coming to work!
I'm sure it's the same in all the districts.

Once a great department with great bosses and great cops.
Now the dept is destroyed, great bosses are non-existent and the copper's spirits are broken!

More proof that you can't expect people who were never the police and don't have clue the first about effective management and people skills to be leaders.

And to think, these barely-having-two-hash-marks imbeciles are gonna be the same assholes in command spots in the not-too-distant future.

Chicago Fights Gun Rights, and Loses

By Steve Chapman - January 9, 2014

Since the death of communism in most of the places where it once prevailed, North Korea and Cuba function mainly as educational exhibits for an irrelevant and unsuccessful ideology. When it comes to the Second Amendment right to keep and bear arms, the city of Chicago fills a similar role.

The city is famous for some of the strictest gun laws in the country. In 1982, it approved a near-total ban on handguns. In 1992, it outlawed "assault weapons." Mayors and aldermen never tired of railing against firearms.

Judge Ilana Rovner said, "The ordinance admittedly was designed to make gun ownership as difficult as possible." But she noted pointedly that the Supreme Court has upheld "the Second Amendment right to possess a gun in the home for self-defense and the City must come to terms with that reality."

The same ordinance dictated that every gun be registered (even though Illinois already required every gun owner to register with the state). The courts never got to consider the constitutionality of that requirement, because the General Assembly passed a law overruling it.

A federal appeals court, however, did order the state to grant permits to carry concealed handguns, as every other state does.

NYPD here. Sounds like old streetlights is instituting another NYPD method of madness. Our Platoons (watches) have 3 squads 1,2,3. Im in squad 1 and I have a 5 day work week. Days 1,2,3 squad 2 is off days 4,5 squad 3 is off. The following week days 1,2 squad 2 is off 3,4,5 squad 3 is off. So its 5 on 2 off than 5 on 3 off. The 3 day swings are nice. Squad Sgts. Are assigned and dont last long as Patrol is the worst possible assignment in many peoples eyes. So we get a constant flow of rookie kool aid guzzling sgts who come in fvck with you, hassle you for activity, want to change the world and than a few months to a year later land in a detail somewhere. The cycle starts all over again. I have no idea how many sgts ive had in my 16 years. They should have afforded you guys the opportunity to be assigned to the same squad as your partner. One good thing is that if you have 11 or more cops in a squad that means double vacation picks. Meaning two guys can pick off the same week because there are not enough weeks in the year to allow every one to pick. Holidays excluded.

Been retired one year now. Sounds like I made the right move. I don't read anything good about the job I held for 30 years. This is the mayor the sheep elected. This is what you get when 70% or so of registered voters can't be bothered to go to a polling place on election day.

Now Rahm is mayor for life like Richie, he's got it for as long as he wants it. How's that feel now there you voters? And remember, police vote in such low numbers that the FOP was embarrassed to release the low number of cops who were even registered to vote.

I only watched it because I was visiting and my brother wanted to watch it as he is a Chicago Fire fan.

As expected we are made to look bad. The main character (Sgt. Voight) is possibly a Fed plant because he is taking money on the street yet he takes a kid witness home with him.

The female desk sergeant snares a young female cop into swiping a ring from the morgue.

Lots of potential, good settings but almost all were daytime and decent actors but much of it wasted. A lot of shots fired, one cop killed good vehicle chase and zero paperwork.

I give it one star * .

Regarding "Chicago P.D." last night: I persist in believing "Chicago Code" was never given a chance to prove itself by Fox and had high hopes for this one, seeing as how Dick Wolf is executive producer. The male cops are all hunky, two of the three women cops look like sorority girls. The third woman cop was a mom with two adorable kids and a physician husband, so of course she didn't make it through the first episode. Her character catches a load of buckshot because her sergeant's in a pissing match with the Violent Crimes lieutenant and the latter withheld a critical piece of information that would have kept her from walking into an ambush. Oh yes, there's an overbearing female sergeant back at the district who orders the cute female beat copper to visit the morgue and retrieve a pinky ring from the body of a recently deceased relative. She ends up having to pry it off his finger while the pathologist's back is turned. The sarge then orders her to hock the ring at a pawnbroker ("don't take anything less than 350")on duty time and in uniform. Seriously? Someday they'll make a first-rate police procedural set in Chicago; this isn't it.

Nice try promoting your crappy show. It is an outright insult to police officers. Liberals actors who hate real police don't have a clue. Painful to watch, it was so bad. Overacting, a terribly boring script, predictable personal scenarios, and what's with the dumb broad who says, "Don't break my balls" every time she's on the screen? One good thing, I got to bed early because it was putting me to sleep. I predict it won't even last one season.

If you don't write enough contact cards or some other silly thing, they'll yell at you a bit but that's about it. In the "private sector" they'll fire you for not producing. Suspect starts fighting with the sgt; meanwhile xo runs down the street looking for an address because xo does not know where they are, instead of helping the sgt first. It's just not CPD Rahmbo is feckin with.

At the CTA EVERY tradesman starts there workday at the West Shoppes on Pulaski. Guys who work out of locations on the south side or north side are transported from the west shoppe to the other locations by CTA vehicle and then returned at the end of the day. Figure at least 90 minutes a day in travel time and cost wasted.

Why did this happen you ask?

Right after this hit the fan the work change came about. Before guys started and ended their work days at their primary locations.

http://chicago.cbslocal.com/2013/10/30/employees-accuse-cta-of-placing-cameras-in-worker-changing-rooms/

Essentially guys who live near the north side or south side locations are forced to travel and spend their time and money because Rahm and Claypool were embarrassed.

The equivalent in the CPD would be having every cop start his day for a mass inspection at Lake Calumet and then bussing the cops back and forth to their districts. EVERY Day.

I've tried to get the media to write about this and the response I've received is NOT INTERESTING enough. Perhaps I should try the BGA. Andy Shaw is an equal opportunity prick. He screws with everyone.

Guy's could still keep their partners on the watch nobody fucked with them unless someone had a hard on for you but now you are at the mercy of such poor leadership from the top on down I really feel sorry for you guy's. Most of you are working for a higher ranking officer not a superior officer. I have seen some of the people daley and rham have brought in or GAVE rank to I wouldn't follow them into the shithouse. All I can say is hopefully we will get someone elected that will understand how much the people of Chicago need you guy's. I wish you well and would help any officer I observed having a need for back up try to stick it out and remember family come's first.

That new TV show "Chicago PD" was.....wait for it; HORRIBLE!

Bad acting, bad plot, bad characters. The only thing good was it was nice to see any show not about the NYPD or LAPD.

I thought "Chicago Code" was weak, but compared to this crap it was Emmy material.

Someday a show about CPD will be made that works like Southland did for the LAPD. Until then I will watch my DVD collection of "Crime Story" with the great late Dennis Farina.

I agree with the opinion of the previous post that McCarthy does not give a shit, nor does Rahm Emanuel, if we get killed out there.

Matter of fact, you couldn't convince me that they don't much prefer it, because it's cheaper, and it allows them to look relevant for easy photo ops, with podiums, serious faces, and our funerals as props.

You don't think people are getting hurt and killed because of their systemic weakening and compromising of our posture?

An E.T killed on the scene of a burglary?

Thor killed changing like many of us have, behind his own car in the lot outside of a police facility?

Or even the mayor's detail veteran, still in uniform that morning, killed for his car as he was washing it?

Yes, I know, that one predates Rahm and McCarthy, but when you show up newly announced as the new "top cop," DO SOMETHING!
Say something about manpower, public perception, and allocation of resources, proper equipment, spending, and staffing levels.

Instead? Don't forget for one single minute that this piece of shit clown cop pretender took his first public opportunity to do what?

Take the microphone from Michael Flaeger and prance about the church doing his very best al sharpton routine and suggest that gun violence and gun arrests in black neighborhoods are the current modern chain of events in African American history, equal to Jim Crow and slavery...

That would mean the cops whose department you were brought here to run are doing what?

Serving the purpose of unjustly oppressing and enslaving blacks through some modern system of racist gun laws meant to sweep blacks into jail for no other purpose than their continued eradication from Chicago and other major cities?

Is that what purpose I serve, boss?

Is that the message you just delivered to the public as I risk my life for their needs every time I get out of the car in their disgusting garbage neighborhoods, Superintendent?

McCarthy is himself a good for nothing police fighter who threatened cops for doing their jobs in New York.

He and Rahm DO NOT care if the criminal element and general public see you as nothing but a bull's eye. They put it there by not backing you, by allowing the attrition to get out of hand, by shuffling you around like traffic cones or barricades, and by disregarding contracts, precedent, or even court orders and arbitrator rulings for something as simple as PAYING YOU FOR WORK YOU DID OVER A YEAR AGO!
Melodramatic?
The next savage that doesn't think twice about killing you... I'm certain our superintendent did absolutely nothing to give him any reason to think twice. I'm also certain he'll easily forget the names and faces when he finally moves on to the next political hack job, and leaves this department worse off than he found it.

"Chicago P.D."

Sgt. Voight must be a Federal plant...

In Chicago Fire he was in jail for corruption... he gets released and sent back to work in an Intelligence Unit where he takes money on the street and roughs up suspects. Black Commander talks to him and says Internal Affairs is watching you.

We had some good attempts at TV series here...

"Turks" with William Devane (RIP) was very good, nice story and family line but it had a bad time slot which put it against a top notch hospital show also filmed in Chicago.

"Crime Story" with former CPD Detective Dennis Farina (RIP) was excellent as long as it was in Chicago. Many episodes were based on real Chicago crimes. Some people said that some of the dialogue was unreal, cops didn't talk that way. Take it from an Old Timer who remembers some of those guys, yes they did. When it moved to Las Vegas it became a piece of fluff.

Then there was "Hill Street Blues" and "M Squad".

I haven't heard about that incident, but it wouldn't surprise me. This guy went to a unit out of the academy. By the way, he couldn't pass the final power test in the academy after several attempts, until an exempt came in to "time" his run and he miraculously passed. Then he gets to O'Hare tact with less than 10 years on the job. After that, he made it to 022 with 10 years on, when the minimum needed to make the bid was definitely more than 10 years. But, better start kissing his ass now because I guarantee he will be a MERIT Sgt. I also guarantee he's one of the clouted that the passing grade had to be lowered for.

Commander Staples is not a Disappointment, She is A GREAT BOSS ( she remembers where she came from and no she is not a dog ass boss but a great boss. the likes of those bosses we remember from back in the day( very few left). If YOU were told you were getting a great commander. you were told correctly. You stated that she lacks support for the working police- again , seems like you must be A,B,C or all of the above. what ? did you not get carried because of your lack of seniority- GET OVER IT Francis. The merge wasn't what anybody wanted but there's nothing you can do about it so STFU and stop trying to make it seem like its a shit district. OT but I had to say something about the new Chicago PD show on NBC. Really? They ran the gamut in one show. A recently released from the feds cop, back on the job (right)and taking money; Columbian drug runners cutting people to bits; really, really healthy looking druggies trying to buy dope in the hood from the brothers; a cop shot; shooting locks on doors to gain entry (yeah, we do that every day); beating snitches to a pulp; taking another snitch to dinner at your own home; your kid getting kidnapped by the Columbians; oh, and let's not forget, up to date or possibly non existent wire equipment? I wouldn't know since the shit we had was ancient. Who writes this crap? What could possibly be next? Terrorists blowing up the city, giant locusts, an alien invasion (E.T. type, I mean), zombie apocalypse? Jeez.

WHEN THE RATS OR LAWYERS JUMP SHIP IT'S BAD NEWS.

And where is Team Shields from 34 months ago.
Mike Shields Charged by State FOP and Lodge 7 as an incompetent dictator who only cares about personal gain and doesn't give a rats ass about us coppers. One of his campaign promises. "The Shields Team is a group of dedicated Chicago Police Officers, retired and active, from different units within the department, with one common goal¬ - to fight for your money" So why did you give my retro for the 1st year of the contract back to the city??????

James McCarthy was not elected to office so Mike brought him up there without being elected because he had the votes to do it. McCarthy informed Shields he was resigning his position mid December because he could no longer deal with Shields.

Megan Whelehan Curry not elected and Shields brought charges against her.

Danny Gorman not a bad guy but also disowned Shields.

Damon Stewart not elected

Saul Del Rivero not elected brought on as a Field rep by Shields and wanted nothing to do with him and running on another ticket.

Glen Popiela not elected

Daniel J. Shields his brother and the brains of the outfit.

John Frano not elected

Dean Angelo running on another ticket

Harold Brown thrown out of the union by Shields

Mike Burke running on another ticket

Terry Collins running on another ticket

Marlon Harvey not elected appointed to field rep spot by Mike Shields

Patrick McGrath not elected

James Muzupappa not elected

Dennis Mushol not elected

Tim “Murph” Murphy running on another ticket

Steve Robbins not elected

Joe Simpson not elected
So you have 17 people who ran with Mike and Dan Shields and want nothing to do with them this election. So who do we have left standing with the Shields brothers:
Marlon Harvey just give captains pay by Mike Shields.
Mike Underwood, Al Jaglowski, Mike Lipka, Rick King, Fernando Flores and Denis E. Doherty. Out of the seven left standing with the Shields brothers one is getting captains pay, so he would never cross Mike but what type of financial ties do the remaining have with the Shields family. Finkl Steel, General Iron and Jetty Security are a few names that come to mind. Can anyone confirm???? Got to be someone in 018 fuck*d by one of the shields brothers. Post a schedule please.
There are two additional people who did not run with Shields but seem to have their umbilical cords tied to the Shields placenta, Bill Burns and Danny Trevino.

Ooooohhhh, major scandal. That's the best you got and you don't even know her. Retired and just setting the record straight and having a little fun with your silly post.

Jeez.

Most everybody else is paired up with who they want to work with. There is really no difference with the squad policing. In fact, I'm having a hard time thinking of ANY difference other than the start times. Still work in your beat, or cover another beat in the sector. Still called by your beat when given a job. Off Topic here. The greatest television series portraying "Real" Police work is "Barney Miller." When we started working this job, most of us working police were gungho and hardcore. Then we realized that the funniest part of this job was watching each other. I've laughed hardest at the stupid things I've done. Yes, "Barney Miller" gets my vote. I'm showing my age but the there are two more favorite sitcoms, "Sanford and Son" and "All in the family."

You forgot the cop clocking in with the little hand machines in the districts, the cop beating the shit out of the "white thug" who threw a bottle at his hot piece of ass partner and then didn't make any arrest, the broad that took a shotgun blast to the face through a door but didn't have a mark on her pretty little face in the bambulance, the ugly desk sergeant sending the female patrol officer to the morgue to steal a ring off the finger of a corpse and pawn it, and my personal favorite of taking a recruit out of the academy mid way through his training and putting him out on the street to do drug buys. I'm sure I'm probably missing a bunch of shit too. It was definitely comical to watch.

You might agree that McCarthy doesnt give a shit, but your examples sure didnt show it. The ET, Thor and Bailey all predated McCarthy's appointment. They ocurred in 2010 and 2011. As far as McCarthy, there havent been three killed since he has been the boss and that is a good thing.

The problems in the 0012 District have been getting WORSE!!!!
I was told that we would be getting a great commander, but that is not the case. Melisa Staples as a District Commander has been a Big Disappointment to many. Overall, she is a good person, but he Management skills, Lack of support for working police, and tolerance of poor leadership, and half-ass police work has to stop. After taking command and breaking the Honeymoon stage this commander is loosing the RESPECT and SUPPORT of all.
The 012 District now needs a Whole HOUSE CLEANING!!!!
Starting with the Command-Staff!!!
Just like the FOP, 012 District needs serious help.
How did such a good district turn too SHIT ??????
Answer - The Boss's and pr-Madonnas took over.
012 is a working FAILURE !!!!!!

******
If you think Melissa Staples is a bad boss, you must be brand new to the department.

I like her, and so does the vast majority of people I talk to.

I also agree that McCarthy doesn't care what happens to coppers who have to call him boss.

He got here in May of 2011.

2010 saw the murders of both Soderberg and Bailey in July of 2010 and Flisk in November of that same year.

I agree with the post that questions how a top boss can show up here and suggest police officers are part of a racist chain that just seeks to pin gun crimes on blacks.

Officer Lewis was killed in December of 2011 and I don't see how political pandering on the part of our superintendent helps our cause.

But I do see a violent retaliation on the upswing and more aggressive resisters who think it's their right to do everything to avoid arrest, elude through high speed attempts to escape, or shoot, run over, or fight the police AND still expect the usual probation sentence because our politicians protect criminals and our superintendent conveniently NEVER disagrees with his boss, the mayor.

We're supposed to believe him when he says staffing levels are where they need to be?

We're supposed to believe him that Rahm's policies and approach and McCarthy's are both so in tandem that we just should never expect our boss to ever have our back?

There are currently NO more trainings available for in-service in any area of learning.

The entire catalog of courses is one blank page.
There is no expectation of any consistency in management as watch commands give way to out-of-grade grievances and redesigns of whatever dss means this month.
Clout and favoritism is at its worst.
Physical arrests made from any proactive policing are seen as obsolete.

McCarthy won't even matter as no one expects his tenure to last in anticipation of the next calculated political posturing by Rahm's target constituency.

We have no leadership.
Melodramatic. O.k. sure.

The problem is that in recent years there is a certain group that constantly says family comes first and I need concessions. The ones with no time on the job who say I have children and need days with weekends off. I cant work midnights because of child care, but everyone else can. I need to be home weekends because the kids are off of school, so let everyone else work weekends. I'm entitled.

I liked the show. I think I watched enough Chicago Fire to be prepared for the nonsense so I;m to not get too annoyed with the obvious foolishness. My favorite is them walking around with no vests on ALL the time, only putting on vests when they go to pick up somebody...the car cahse with no radio use, and yelling CLEAR almost on beat after they cleared each room in a house. Besides all that, I do like it better than Chicago Code. They tried too hard to "be Chicago like" for me. They haven't started trying so hard on this one so it's much easier to start. None of them are believable and maybe that's why I can like it, it's like a corny joke that still make me laugh.
