Concealed Carry Permits

You might have a spouse or relative who could benefit from carrying a concealed weapon.
It appears to be a user-friendly website with most of the pertinent questions answered easily. It also seems to work much better than any ObamaCare website we've heard of.

Now if only the Department would get off their asses and come up with some actual training for officers, that would be nice.

Baby steps I suppose. Though ya gotta appreciate the need for a FOID if you live in illinois. Anyone else? No, of course not.

So what happens to the permit fees that went for a Chicago permit a couple of years ago with mandatory firearms instruction, with a certified instructor? Can this classroom time count toward the State? Probably not, what a rip off! That city permit money went out the window! Too bad people don't sue for a refund!

The city is not concerned with training us because there's no money in it. Not like field force training or nims training. Of course you would think that civil law suits file against the police dept would concern them.

Concealed Carry may be legal in Cook Co., but it ain't popular or wanted by county leadership, or City leadership. People that choose to carry in Chicago and Cook Co., are going to find that they run into all sorts of problems and roadblocks, it you know what I mean.

I wouldn't put it past the machine to arrange for the online process to be sabotaged in order to not issue permits. This is the machine we are talking about that cares little for obeying Laws & upholding the Constitution.

Here's a question that maybe the great minds at SCC can answer! Now with concealed carry, will it still be a felony at airports? Of all the people arrested for "attempting to board plane with weapon" the percentage of felons carrying are slim more like none! Example: now your flying, and you truly forget your gun in your carry in your bag,tsa searches bag finds gun no record your immediately charged with a felony thereby putting you in jeopardy of losing you career, convictions are rare in court, you pay thousands to a connected crook county style attorney, sit in county jail for at least a night, your name is plastered all over the news ( as our news affairs trumps it as if it is a big arrest)!
Now we all know you should check you bag before flying of course, but what if you forget, are in a hurry, why not make this a fine albeit a big fine, and take the weapon? This would be more productive than wasting time in court, and we would still get the money from fined, use that money to contribute to a worthwhile charity such as the police memorial that would be change we could believe in!

Vehicle mounted Lock boxes for storing weapons while Officers sort things out would be great. And training on various types of pistols and related trigger systems as well. Many, many folks coming on in the last 10 years(or better) have never seen or heard of a 1911. Everyone should be trained to understand the safety and clear these pistols. And yes, you may see some permit jackass trying to carry an AR pistol. Likely I myself will turn to the time proven snubnose!

Talk to LEO's from the other 49 states howmany calls they get about folks who are just ccw and not doing anything wrong. My guess is very few calls. Why then are we reinventing the wheel. Where by the way is the Training board on this. You have folks going through the various academies through out the state and no one has any training on how to handle this.

Website is user friendly. Problem is getting the electronic Id number to get on the site. The site for the electronic id requires your computer to have Java which Mac does not support. It also will not work with new versions of Internet Explorer so new Windows PC's are not supported. You need a PC with an older version of Internet Explorer. Once you have the id the State Police website for ccw is easy.

Here's an answer for you. If you make it all the way to a tsa checkpoint with a gun still in your possession, your a idiot and deserve what you get. I have checked in a gun with my checked luggage numerous times and the only thought on my mind the whole way to the airport was making sure I do everything right with regards to the firearm. If you carry a gun and forget you have it, you don't need to be carrying one.

Pay attention to this post. Anyone who wants to bring in an otherwise law-abiding citizen for carrying through some prohibited zone better prepare to hand over your job and freedom... don't forget where you work and that you are expendable. It will only be a matter of time before some goof goes out of his way to bring in the wrong person and is made an example. the city is just waiting...

I've met a few who I think would never have chosen this job if CCW was in place when they joined, as if they came on just to carry od. they don't know double action from a double cheeseburger, and they're probably even having second thoughts now that now Joe and Jane citizen can exercise his or her right too. those are the exact folks that i suspect will get this whole mess started.

Just as before, cover your own ass. Going home is not worth your future.

Robberies and assaults will plummet, maybe. But unlike Miami, Chicago is a gangbanging city. Only thing that stops murders from taking place in Chicago is cold weather or a police officer parked on the corner. Even then it's not uncommon for Chicago to be surprised that we didn't have a murder the previous day. Most people applying for a CCW permit will probably never have to use their weapon because some gang banger is trying to kill them, unless it's a gang banger applying for a CCW permit of course.

A private business has the right to refuse service to anyone. Off duty? Police officers are consumers. It is up to you to decide if you want to enter a business which doesn't honor the 2nd amendment right.

According to the law enforcement officer safety act (LEOSA): Police officers (off duty) still cannot carry into bars, private clubs/ businesses, amusement parks. Along with state or local government property, installation, building, base, and parks. Due to gun free school zone act (GFSZA) off duties also cannot carry within 1000ft of elementary or secondary schools. Of course federal buildings and air planes as well.

There is a misconception that off duty cops can carry everywhere which is wrong. But we still do because safety comes first. But remember! Feds don't care who you are but if you are a cop they will care even less.

Everyone be safe and stay warm.

To the above who thought off duty officers were so special.

NO CCW (GUN) SIGN INCLUDES OFF DUTY POLICE OFFICERS. Private businesses has the right to refuse anyone service, especially after a sign has been posted.

Please refer to the "Law Enforcement Officer Safety Act" which was last revised (expanded)in 2013 by Obama.

Although LEOSA preempts state and local laws, there are two notable exceptions: "the laws of any State that (1) permit private persons or entities to prohibit or restrict the possession of concealed firearms on their property" (such as a bars, private clubs, amusement parks, etc.), or "(2) prohibit or restrict the possession of firearms on any State or local government property, installation, building, base, or park" [1][4][5][6] Additionally, LEOSA does not override the federal Gun-Free School Zone Act (GFSZA) which prohibits carrying a firearm within 1,000 feet of elementary or secondary schools. Although the GFSZA authorizes on-duty law enforcement officers to carry firearms in such circumstances, off-duty and retired law enforcement officers are still restricted from doing so unless they have a firearms license issued from the state in which they reside and then it is only good for the state in which they reside.[7] Individuals must also obey any federal laws and federal agency policies that restrict the carrying of concealed firearms in certain federal buildings and lands, as well as federal regulations prohibiting the carriage of firearms on airplanes.

Read Illinois' CCW law. Simple enough to understand concerning restriction regarding CCW permit holders. Then read HR-218 which says in part, "Declares that this provision shall not be construed to supersede or limit the laws of any State that: (1) permit private persons or entities to prohibit or restrict the possession of concealed firearms on their property; or (2) prohibit or restrict the possession of firearms on any State or local government property, installation, building, base, or park." WOW!! I hope you're not the police, it's called "reciprocity" for a reason. Where in the site (which is outstanding BTW) do you read that ANYONE will honor an IL CCW permit?

To the 12;53:00 Poster, nothing its a violation of that stores policy and we do not arrest for violating a store policy. Unless the dimwits in Springfield or Chicago somehow get a law passed through making it a crime, though I don't see how.

1/08/2014 04:58:00 AM

No trespassing. No loitering. No shirt no service. Police personnel only. No pets allowed. Members only. Permit parking only. NO GUNS!

Yes it is a private sign. Private business. But to see that sign and and enter anyway? Tac teams don't arrest trespassers? Station security doesn't lock up those who enter police lot to get their impounded cars back? How about those who enter the impound lot? So by entering in a manner which violates the clearly posted sign, is that not trespassing?

Stop thinking that special shiny star "enitles" you to higher standards off duty. Especially with the amount of training CPD coppers get. Off duty means coppers are just average joe citizens who should call 911 should such situation arise.

Enter at your own risk. But why risk anything? Is it worth the aggravation? Just like other states illinoians will find pro gun businesses who honor and respect the 2nd amendment. Keep them in business.

Give the lefties nothing!

Retired guys:

Again, please contact IROCC for clarification on Retired P/O's legally carrying a concealed weapon.
I can't get a definite answer from them and have been referred to their legal Department guy for IROCC.
Emailed him and...no response.
Don't believe me? Try contacting them yourself.

What are you talking about? HR 218, a federal law allows it. Where is this coming from? The law was enacted in 2004 and has been going on for 10 years

This from the IROCC says we can

Under the “Law Enforcement Officers Safety Act” (HR-218) qualified active and retired law enforcement officers are permitted to carry concealed handguns nationwide. The law amends the Gun Control Act (18 U.S.C. Chapter 44) to exempt qualified active and retired law enforcement officers from state and local laws prohibiting the carry of concealed firearms.

In accordance with the Federal Act, Illinois passed Public Act 94-103 (2005) that provides for the annual certification of retired law enforcement officers qualified under federal law to carry a concealed weapon.

No obligation to notify Police upon contact but MUST advise Officer if asked. (I"m teaching, "yes Officer I have a permit and IT is on my right hip" etc.( dont use the word gun,Police are trained to react to it ) Military Vets, former L.E.,NRA certified etc. waives 04-08 hours of part 01.Handgun only,no sawed-off ARs etc. Public trans, forest preserve etc. bans are being challenged by ISRA/NRA. My students have been good support the Police citizens ( Police/Fire family members, night workers, nurses etc.)who are a little fearfull of contact with you due to the remarks made by politicians. They will not reach for it and will follow your commands upon you telling them what you need them to do.

Former LE get NO credits for training. Even tho you have 40 hour cert from IL you get NOTHING!!

1/08/2014 07:30:00 AM

Certified instructor and retired LE advises...this is pasted from ISP website Sir,

Yes, the exemptions are set by statute and cannot be expanded upon by the ISP. The statute provides that a person who has (i) qualified to carry a firearm as an active law enforcement officer, (ii) been certified as a firearms instructor by the Act or by the Illinois Law Enforcement Training Standards Board, or (iii) has completed the required training and (emphasis added) has been issued a firearm control card (FCC or Tan Card) by the Department of Financial and Professional Regulation shall be exempt from the training requirements in the Act. The applicant must submit verification that the training requirements for the FCC Card have been completed.

Please refresh my memory, when you identify yourself as a Law Enforcement Officer you become on duty. So that solves the problem of carrying in a "restricted" area.

Message t0 11:12 am posting: The only reason I carry my gun on furlo or when out of state is to protect my family and myself, I really don't play police, but I sure want it when I need it. You have a choice and if you coose not to carry, then it is your choice, my only reply is god forbid some savage takes advantage of you or a loved one, then you will need to look in the mirror everyday after that event !!! If you can live with it, God bless you.

You must be a goof if you cant remember where you packed your weapon. Do yourself a favor and drive wherever you have to go instead of flying. How did you manage to land a job as a CPD officer. Wtf

The only problem I have with IL Conceal Carry is that, well, this is also Chicago. Criminals here seem to be a whole different breed then in most big cities. I'd hate to hear about summer time shoot outs on the mag mile because 10 guys tried to rob an innocent and they were also packin'.

1/07/2014 10:47:00 PM

So you would rather just have them get robbed? Despite the fact that they have a Constitutional right to bear arms to defend themselves?

You're a moron, but Rahm loves you for it.

No where in my comment did I state any of that. Simply said I'd hate to hear about it jackass. The same way I'd hate to hear about a cop drawing his weapon and 10 suspects also draw theirs.

Another "I'm the police I know the law" response....

No Dickhead....it's not reciprocity....its RECOGNITION.......

For example.....INDIANA RECOGNIZES ALL PERMITS ...even from out of country WITHOUT an agreement (reciprocity / quid pro quo)with other states or countries....

The biggest issue seems to be getting the digital ID needed to apply

The brainiacs who developed the site to get your ID designed it to work ONLY the with Internet Explorer browser....

BUT.....

The most up to date version of IE (IE 11) is problematic for this task....

Your best bet is to dust off an old machine with an older version of IE and update/install the required java program (link is on the application info page)

Once you go through this process and obtain your ID you can then use any browser to go to the ISP site to apply

SCC, here's the link to an excellent article on Concealed Carry Instructor Fraud: Are Citizens Being Training Correctly to Carry Concealed Firearms.

http://www.actiontarget.com/illinois-concealed-carry-instructor-fraud

This article is also the cover story for the January issue of Illinois Cops Magazine.

Lots of great info for citizens seeking to obtain an Illinois CCL as well as educational points for ISP approved instructors teaching this program.

Maybe consider running a new thread on it?

10 years ago Civilian Concealed Carry wasn't on the books in Illinois. Things have changed.

As suggested-take a minute out of your busy day and call them: (217)726-9537. The program manager is Kenton Manning and legal advisor is John Keigher.
