TRU Returns

  • Violent crime was down in the city last year, exceeding the goal James Craig set when he became police chief in July, but he insisted Thursday he isn’t satisfied, which is why he’s replaced the head of the Homicide Section, and will roll out a new “plan of action” for fighting crime next week.

    There were 333 criminal homicides in Detroit in 2013 — the same number as the city of New York, which has a population of 8.3 million compared with Detroit’s 700,000. Detroit saw a 14 percent reduction in homicides in 2013.

    “We ended 2013 with the exact same number of homicides as New York,” Craig said during a press conference at Police Headquarters Thursday. “I’m not proud of this. We’re trending in the right direction, but we still have work to do.”
Kind of a riff on the "progress, not success" that McCompStat was saying the other day. There must be some sort of "boss-speak" paper floating out there that chiefs use at their press conferences. But the big news is that TRU has made a reappearance:
  • One reason for the drop in crime, Craig said, was a stronger emphasis on COMPSTAT, which is a data-driven approach. Also, the new Tactical Response Unit has gotten guns off the street; the unit confiscated 17 illegal guns in its first two days of operation.

    “When we stop someone with an illegal gun, we’ve probably stopped a robbery,” Craig said. “We’ve probably stopped a shooting.”
Whoops - there's that CompStat thing again. Even in Detroit. And using the "we probably stopped...." words right out of the playbook. And guess what else he's doing?
  • Craig instituted a “stop and frisk” policy, similar to the one started in New York by the man Craig says is his mentor, William Bratton of the Bratton Group, which was brought in as a consultant to fix Detroit’s police department.
Of course, "stop-and-frisk" will no longer be used in New York as their socialist mayor is dropping the city's appeal to overturn a federal court ruling. No word on how that may affect Detroit.

Here's a funny little CompStat trick they slip in - you have to read all the way to the end of the article to see it though:
  • When Craig took over, the average response time was 58 minutes, but the chief changed the way response time is counted by starting the clock when a dispatcher assigns a run to police, rather than when the 911 call is first placed. He said that was the national standard for counting response times.
"National Standard under CompStat" they mean. When we personally call the police, the clock is starting when the call taker picks up. Any delay from there is bureaucracy and it gets people injured or killed all the time.

Police Chiefs in large cities are always bureaucrats, it goes with the job can't be any other way. If they didn't think like a bureaucrat, they would not have the job.

Politicians and media bobble-heads are nothing if not predictable...

Within two years, there will be a loud crash and a ground tremor that will originate from the E/NE...

That will be the sound of the entire Detroit P.D. sitting on it's hands for the sake of survival & self preservation after the politicians and the media start demanding that they "do their duty" and fling themselves into the hot fires of bad and unsound policing policy and practices to deflect attention from the lunacy that walks hand in hand with the lying and statistical manipulation of Comp-Stat.

Same as in Chicago... As long as it's "only" Coppers who will be left exposed to personal, career and financial harm in the relentless pursuit of bad policy, nobody will give a shit.

Got a cr some years ago, took an hour to respond to a call. Sheet showed dispatch held it 57 minutes. Wrote to/from. Told to rewrite it with no reference to dispatch delay. The supervisors were afraid to expand their investigation.

Detroit is a dump. Last I heard, the response time for a priority 1 call e.g. "man w/gun" was something like 45 min, because manpower is so low due to lack of funds. There's even a 10 min you tube video out there of an assault ip where one neighbor pulls out a rifle on another during an altercation; a resident caught the whole thing on cam to warn possible tourists of the area. Their former mayors and city council, like Chicago's, ran that town into the ground throwing city revenue in the direction of all the connected contractors and themselves.

But the police have no control over how long it takes for a call-taker to answer, to create an event, to dispatch that event. Sorry, but the chief is right - count from the time the police get the job.

Too dumb to know how to read simple English. You see, even a 4th grader would know that the original poster was referring to the locations which the DETROIT POLICE report to and out of. They werent referring to CPD.

Which means you're probably easily convinced to jump thru hoops like a trained circus animal. Bringing in bullshit numbers to make your supervisors look good while you put your neck out and strayed into grey areas all to say you were part of what they convinced your stupid asses was some elite unit.

There's no doubt the original poster is on the job. That much is easily figured out by reading their posts. But again, you'd have to possess reading comprehension skills. Which you obviously don't. But I bet you were good at two bag weed arrests with 8 other elite TRU cops assisting. Probably aces at sitting at Portillos and Bourbon St for hours on end also.
