$1.13 Million Per Homicide

  • Homicides dropped 18 percent in Chicago last year and crime overall was down 16 percent, according to statistics released by the police department this morning.

    The decline in homicides was a more modest 5 percent when compared with 2011. The department reported 435 homicides in 2011, 503 in 2012 and 415 in 2013.

    Shootings across the city dropped by 24 percent from 2012 and 16 percent from 2011, according to the department's numbers. Sexual assaults were down 6 percent from last year, robberies down 12 percent, serious battery down 16 percent, burglaries down 22 percent, motor vehicle thefts down 23 percent, thefts down 3 percent.

    The reductions came at a price: Nearly $100 million in overtime pay, triple what was budgeted for 2013.
One has to wonder, however twisted it may be, were the lives saved actually worth $1.13 million each? Is each and every life saved capable of generating $1.14 million worth of value to society as a whole? Cynics that we are, we highly doubt it.

We do like the second paragraph though - someone finally acknowledging what we've been saying for quite a while now - 2012 was the aberration. 2013 would have been just another in a progressive series of reductions of annual homicides going back three or four years....if Shortshanks and Rahm hadn't gutted the Department by 2,000-plus officers via attrition/reduced hiring and McMurder hadn't imported his crooked counting practices to "fix" the numbers.

Riddle us this - how many Death Investigations are ongoing? Are those going to be reclassified at a later date? And did you know that if it is found that deceased individual A was shot to death by individual B, and individual A was also armed at the time of death, a serious effort is being made to develop leads that can allow the death to be classified as justifiable? That individual B was acting in self defense and therefore, the killing is not in fact a homicide and will not be classified as a homicide at all. We know of a few incidents like this that didn't count toward district totals.

We just showed you how to find enough homicides to match the 2011 totals - a mere 20 killings. An enterprising reporter could raise a lot of uncomfortable questions if they scraped the surface a little bit, but then Rahm might not invited them or their editors out for cocktails.

The author at heyjackass.com has the total number of homicides this year at448. Thats a pretty huge Difference from 415. I'm gonna choose to believe him over this Bogus ass city. How are they that far apart. Definiteley some bullshit in the game on this one. This blatant fraudulent number changing has to violate some type of law.

And in order to meet state and federal guidelines, Chicago police in 2013 implemented a policy of tabulating homicides in the years the victims were injured instead of the years when they died.

Hey Jeremy somebody should tell you that the city is blowing smoke up your ass in regards to the above statement in your article. That is not what the federal or IUCR says.... It only applies to an injury not a homicide, you can't go back on a shooting and reclassify that 2 years later, try reading the UCR code manual by the FBI or Illinois state police

Your $1.3M total is off quite a bit. You forgot to add in the cost of lifetime section 8 vouchers, LINK, Obamaphones, Medicare, insurance premium increases to others from illegal activities, stolen natural gas & electric, etc for every single piece of garbage that isn't dead because their entire neighborhoods are staffed just like the Lincoln Park Zoo. nyc's homicides were down 20 percent. nyc's 2013 body count was 333 as of dec. 29.

chicago still remains about 30 percent higher than nyc when it comes to homicides and the numbers look even worse when you pull the per-capita per 100,000 resident percentages.

also would like to point out and remind the readers that all the numbers are not in for 2013 yet.

but the powers that be can strut around like they're irreplaceable while claiming success with their noses in the air, chin up, shoulders back, chest stuck out -- however to a growing number of chicago residents y'all just look like jackazzes.

I am just pulling my hair out listing to this BS about how crime and murders are at the lowest rate in decades.....most if not all reductions are likely due to McFoolery and his magic reclassifying of crimes. Then consider the reductions in beat cops and time it can take to respond to crimes and therefore the number of crimes that go unreported. The reality is likely that as we all suspect crime is up and not down!!! Most infuriating is there are a million holes in the story McCarthy and Rahm try to pedal but none of our fine local media have the guts to do any real poking around. Although some have daringly provided additional information not included in the city propaganda they still seem to be afraid to connect the dots and grow a pair and call the bs out!!!!

Just remember how Obama lied to all of us the last year on multiple topics? The only reason that I would bring that up is that Mark Donahue is a HUGE Obama supporter. But what should bother everyone is that this guy will actually be the President of the Lodge. Not just a lowly trustee. Bill Dougherty does not have the skill set to be President. Billy will just be Mark’s puppet. Mark is obsessed with being in control. Many of you may not know but Mark gets a full Detectives pension and gets $75,000.00 as our lobbyist in Springfield. Does Mark need to get an additional $600 a month of our money? Mark while President also cost us over a million dollars in lawsuits and over payment of legal bills.

Mark did not get one vote to change during the State Pension reform debate and vote. On the City’s employees at the Park District hearing Mark signed in support of the Bill. It passed. Rahm said this will be his blueprint for the rest of the City Employee’s! It wasn’t until the SIEU retirees (who can not for officers in their union) raised a stink that the President of SIEU said she wanted Quinn to do an amendatory veto and Mark said he made a mistake and signed in on the wrong sheet. Mark Donahue and Bill Dougherty both pushed very hard for Fran Hurley to be the state Rep for the 19th ward. She has not voted once against any pension reform bill.

Bill Dougherty has made a half a million dollars in the last three years. On top of that WE have over the last 11-1/2 years have paid a lot of OUR FOP money to support his hockey team and softball teams. Bill has also used his position to get his wife a job at the Chicago Police Credit Union. I would not even bring this up except that Bill is making a lot of money from US. Was this job advertised so a P.O. who may have dire financial needs was afforded the same chance to get his wife the job? But this last one takes the cake. A couple of summers ago I stopped by FOP to use the rest room while working special. There was a grade school kid in the Gift Shop folding tee shirts. It was Dougherty’s kid. The two retirees working the store a midget female and bald older guy said he was making the same as they were. When is enough a enough? Mark and Bill have both used the lodge as their personal piggy bank for over a decade.

And lastly for today they are running a retired Sgt. for trustee? Mike Voight the cheapist man on the face of the earth. Are you F-ing kidding me? This guy made a fool out of himself since he retired. He goes to homeless shelters for a free meals, shows up at the union hall when there is no reason for him to be there except someone has food there, and still puts on his vest a pretends to still be the police to eat in restaurants that are free to us. He even has a bull shit scanner set to CW1. There have been other guys who made Sgt. while they were trustees but they all had class. This guy is the exception to the rule.

It’s time for these three goofs to just go away!

We tallied 448 homicides, but we count everything but drunk drivers and suicides. Our numbers match the M.E.'s plus police-involved.

Much like how the definition of inflation has been changed over the years so that now there is none, we suspect the homicide definition will change until there are none as well.

When calculating murder rates using "per capita" as expected McDipShit's argument does not hold water.

1965 per capita murders (per 100,000 persons) was
11.42 murders

2013 per capita murders (per 100,000 persons) was
14.81 murders

For McDipshit's statement to be true, Chicago murders would total no more than 315 murders.

I guess none of the Chicago journalists have a calculator to do these simple calculations.

You say I have to blow after a shooting no problem, I dont drink before or at work so again no problem. You say I have to fill out more reports now for shootings making more work for me, who cares, after all I am at work so why not work. What Im getting at is im no hard charger, but im also no dog. I do my work, arrest people when I must, I write my mover, 5 parkers and try to get an ANOV or two each tour and back up my fellow officers. Its not a hard job. I will work vri weather all of you hate it or not beause after all money is wayyy more important than any of you. Its all about my family. I work vri to pay for housing for my kids in college and take them on awesome trips. Last november I took my wife and kids to hawaii for a week and a half. We have gone to mexico, florida and me and the wife went to wine country in california.. all on the cities dime. Our cars are paid off and life is good. $$$ can make life easier and it can also bring happiness to your family and allow you to spend more time with them in the long run and to do great things with them.. So sorry, my family is much more important than any of you and your contracts or city screwing us. Im retiring in 14 months and none of you mean anything to me, its all about...

Every human life has infinite value. So much so that we cannot quantify a human life. What we can quantify is the value of labor. Is the value of the labor of the average Chicago PO worth the amount paid in overtime? Why are the taxpayers even paying overtime in the first place? Chicago pays it's police officers a good salary to start with. Why increase it with overtime. Our military, and many other professionals, work for straight salary and no overtime. Why not the Chicago PD? The mayor has shown that crime can be reduced with a smaller more efficient police force. The next step, the only step, is to stop paying overtime. It is unnecessary and the taxpayers cannot afford it. Each PO's own sense of responsibility and professionalism, should cause him to reject the very concept of overtime pay. Work smart and work until the mission is completed without the need for extra pay.

The biggest morale boost has been VRI and the city has used it as good press for the down numbers. By the looks of our leadership at FLOP along with the many of officers who don't attend meetings this dr apartment has NO SPINE, NO BACKBONE, NO UNITY. I now only care about me, myself, and I. so i have over 21 years on. its bad enough in 012 that they denied everyone on midnights new years eve off and half of 3rd watch. but what really gets me pissed off, as they play games with who is off and who is not. so curious minds like to know, the cross guard supervisor is on the sheets to work new years eve and day but i know she was not in. amazing how everyone else has to put slips in and get denied. not her. and she is supposed to be going to 3rd watch this year couldnt make the bid and was not picked up on management on 2nd. so i cant wait to see if she actually goes to third. just fyi people are watching. and if you think for a second fop wont be called on this your are mistaking. but happy new year all.

This is from an article in the Sun Times before the end of the year so the final number would be higher.
Why does the city have much different numbers?

The decision about who is a juvenile and who isn't was always a little fuzzy for local law enforcers and news-media folks trying to cover crime stories. Some of the classification decisions were based on the type of offense, the age of the suspect at the time of the alleged offense or other factors.


That's not the case as of Jan. 1, 2014, according to an excellent article by M. Lark Cowart in the latest edition of the Kane County State's Attorney's newsletter, Legal Ease.

Starting in 2014, it's "all into the pool," so to speak. Any suspect under 18 will be treated as a juvenile "based solely on age and independent from the class of offense," said Cowart, a Kane County assistant state’s attorney assigned to the Juvenile Delinquency and Abuse & Neglect units.

Under existing law, youths age 15 or older can be excluded from the jurisdiction of the juvenile court and automatically transferred to adult criminal court if they were alleged to have committed certain crimes: first degree murder, aggravated criminal sexual assault, aggravated battery with a firearm where the juvenile personally discharged the firearm, armed robbery committed with a firearm, or aggravated vehicular hijacking committed with a firearm, offenses relating to the sale, possession, and manufacturing of certain weapons on school property.

"The good news is that our lives in law enforcement are getting simpler," Cowart wrote.

Under the new law, police officers are required to notify the offender's parents through Juvenile Court Services. They also must follow all procedures and safe-guards for interviewing juveniles, including having a juvenile officer present.

Other existing procedures are the same. Officers still must call felony review for authorization of felonies involving juveniles and prepare a juvenile synopsis in
all cases.

ok yes all this for an actual "killing" or "homocide". how about just "shootings" or "aggravated batteries"? we still are having shootings at an alarming rate. are shootings up or down? those are still bad rahmerina and mctoolbag. i bet if those numbers surfaced people would be beyond shocked of those figures. like upwards of a few thousand shootings in a single year in shitcago alone. and how many of these shootings involved blacks and/or hispanics as the offenders? probably 99%. any spineless reporter want to ask those questions?

(OT) Federal District Court Judge William M. Skretny has found that most provisions of NY’s SAFE Act–passed only one month after the Sandy Hook elementary school shooting–do not infringe the Second Amendment.

He did, however, find that the provision that limits magazine capacity to only seven rounds was unconstitutional under the Second Amendment.

It only applies to an injury not a homicide, you can't go back on a shooting and reclassify that 2 years later, try reading the UCR code manual by the FBI or Illinois state police

If you have 21 yrs on, you know that denying time on New Year's Eve has pretty much been the norm since 2000. Unless you show them plane tickets or you have a wedding planned, you can pretty much forget it. It's one of those things civilians don't 'get' about our job (but you should).

And, if the crossing guard supervisor is being dumped to a watch, any copper with 21 yrs on should know how to deal with her from here on out. Be creative. We know you have it in you.

Mark did not get one vote to change during the State Pension reform debate and vote. On the City’s employees at the Park District hearing Mark signed in support of the Bill. It passed. Rahm said this will be his blueprint for the rest of the City Employee’s! It wasn’t until the SIEU retirees (who can not for officers in their union) raised a stink that the President of SIEU said she wanted Quinn to do an amendatory veto and Mark said he made a mistake and signed in on the wrong sheet. Mark Donahue and Bill Dougherty both pushed very hard for Fran Hurley to be the state Rep for the 19th ward. She has not voted once against any pension reform bill.

Bill Dougherty has made a half a million dollars in the last three years. On top of that WE have over the last 11-1/2 years have paid a lot of OUR FOP money to support his hockey team and softball teams. Bill has also used his position to get his wife a job at the Chicago Police Credit Union. I would not even bring this up except that Bill is making a lot of money from US. Was this job advertised so a P.O. who may have dire financial needs was afforded the same chance to get his wife the job? But this last one takes the cake. A couple of summers ago I stopped by FOP to use the rest room while working special. There was a grade school kid in the Gift Shop folding tee shirts. It was Dougherty’s kid. The two retirees working the store a midget female and bald older guy said he was making the same as they were. When is enough a enough? Mark and Bill have both used the lodge as their personal piggy bank for over a decade.

And lastly for today they are running a retired Sgt. for trustee? Mike Voight the cheapist man on the face of the earth. Are you F-ing kidding me? This guy made a fool out of himself since he retired. He goes to homeless shelters for a free meals, shows up at the union hall when there is no reason for him to be there except someone has food there, and still puts on his vest a pretends to still be the police to eat in restaurants that are free to us. He even has a bull shit scanner set to CW1. There have been other guys who made Sgt. while they were trustees but they all had class. This guy is the exception to the rule.

A great percentage of our police officers are from "our military" as I am and you're on your own with this one. I don't recall the mayor showing crime can't be reduced and I don't recall seeing a more efficient police force either. Either you are being sarcastic or you're seriously in over your head if you think police work can be completed during your regular working hours. Every police officer has worked some overtime where despite the nice money they preferred to be home but the work dictated them staying, not their greed. By the way, military straight pay is horrible. The bonuses and incentive pay keep people in, not the straight pay. When the other professionals that work for straight pay start risking civil litigation and bodily harm EVERY TIME they go to work for doing their job the correct way...then they'll ask for overtime too. You are a part of the crybaby, thankless and non appreciative culture we have created in this nation. You'll see what else the taxpayers (WHICH ALL COPS ARE) can't afford if they get a chance to further destroy CPD playing salary games. Box 1 on an arrest only means your the primary court officer for the case, basically it don't mean shit in the big picture. For example for you do nothing new guys.....narc surveillance set up, enforcement cars, and processing guys.... You grab 2-3. Buyers then scoop up the seller. All PCS and DCS charged accordingly. The catch you don't put the eye ball officer in box 1 you put maybe the enforcement guy or processing guy since they only testify to the PC and the trial isn't conducted at the prelim. The PD can't ask questions normally asked at a trial since it's a PC hearing but if the surveillance officer testifies then it jeopardizes the case from advancing and thus possible killing some decent OT......so get some time on and some EXPERIENCE, kid.......

Without the monumental screwup of having Cozzi sent to prison, the guy was not as bad as what came before or after him. He got us Tahoes, carbines and the 4-2 work schedule. If he had better advice he could have won over the rank and file. Screwing Cozzi destroyed any chance he had of getting people behind him.

I will grant you the four and two schedule was all him. This was a pathetic attempt by Jody to get us to like him. Very similar to a kid at school trying to get the guys to like him by giving them money or letting him have his toys. The schedule is a waste. Coppers sitting around the station or leaving early because there are no cars with this overlapping watch system.

Couldnt agree more The rank and file have their priorities right. You dont fuck over a man and his life and expect a few Tahoes,carbines and a work schedule can replace that. That is FBI thinking. CPD has more loyalty and realizes if it can happen to Cozzi it can happen to you
His second big screw up which was up there wit the first was to have a group of young,no time on the job, cuties dictating policy. They were the last people to have in the policy group I was on the job almost 40 years, I know not smart thing to do, but I counld name 100 guys that actually belopnged on the group, but had no chance. If only the supt would seek out advice from the right guys and not the suck holes

Where in my post do I say I love the guy? I said "the guy was not as bad as what came before or after him." Not as bad is not the same as loved the guy. What about every top guy since Fred Rice, when I came on? Those bosses wouldn't let us carry anything other than revolvers with lead bullets. It took years to get semi-auto hi capacity 9mm pistols approved.

They had 1911 model .45's approved for a long time with zero training. That lasted until an AD got a PO killed by his partner in September, 1986. Not the weapon's fault but rather the shit training provided by this department. Or no training. This department was always 40 years behind the times, if even that modern. They still had teletype machines from the 1930's in each district in 1990. That was how arrest info was transmitted and messages were transmitted citywide. Fax machines? What's that. We didn't have them as late as 1990-91.

And fingerprint cards were sent by 300 baud modems via acoustic couplers across regular phone lines. That too was in the 1990's

Computers in the cars? Ha! 4 line red screens. Took forever to run a plate or a name. I was talking to an Evanston PO back then. They monitored our zone. He wondered why it took 15 minutes, on a good day, to get a name or license check done. He showed me their computer in the car. It seemed like Star Wars compared to our shit. They got a plate back in 7 seconds!

So yes, anyone who worked to get us to within 20 years of up to date with training and equipment was not as bad as homegrown CPD idiot bosses.

Weiss fucked up big time with Cozzi. No doubt. He lost the department rank and file then and there.

And I know, Johnny Northside will go on another Coward J-Fled rant, no doubt. Have at it.

No doubt brother you are or were the REAL police. Everything you said 100 percent correct. Weis was the best Supt compared to LeRoy Martin on down.
