::GASP!!:: Cops Earn Overtime?!?!?

  • Eight Chicago Police officers were among City Hall’s top 20 overtime earners in 2013 — supplementing their annual salaries by more than $78,990 — renewing debate about police hiring and officer burnout.

    Police Supt. Garry McCarthy said he expected to spend $93 million on overtime in 2013 after flooding 20 of Chicago’s most violent crime zones with officers working overtime.

    The actual total was $103 million, nearly half the $197 million Mayor Rahm Emanuel spent on overtime for the entire city workforce.


  • McCarthy has argued repeatedly that it is “cheaper to pay a police officer overtime than it is to hire a fully-loaded-with-health benefits-and-pay officer.”

    But after learning Thursday about the amount of overtime earned by individual officers, Ald. Ricardo Munoz (22nd) said, “The policy needs to change. Any management consultant can tell you that, to depend on overtime of this magnitude is unhealthy. You’ve got the issue of burnout, stress and long hours. We need to make sure our Police Department is well-staffed and well-rested.”

    Pat Camden, a spokesman for the Fraternal Order of Police, reiterated his contention that McCarthy’s Violence Reduction Initiative is a “Band-Aid approach to crime-fighting.” That’s even though the hefty overtime paychecks are not confined to officers working that program.
If this is what Rahm wants, and he's willing to have it paid for, there's really not much to complain about. $80,000 in overtime though - that doesn't leave you a lot of time to even enjoy the extra money and if you don't have your health....

Do we have labor attorneys on retainer? Who negotiates our contract/livelyhoods? Is anyone on the what ever teams ever been part of prior negotations? Are you trained in labor negotiations? Why all the Trustees and VPs? Does the elected FOP retire with the FOP pay or their service rank? Please someone assure me that we have Labor attorneys in the room from day 1 of negotiations.. The former Chief of staff of the President of the United States of America is hiring people to destroy us, ask questions before we rehire another Mike Shields or anyone ever involved in FOP contract negotiations, 14 years on the job and I wish I have asked these questions and more sooner, We hold our own futures in our votes, Many don't like any off our options, is the state FOP any better or are they as incompetent as we have had the last decade or 2, If The State FOP is better lets Vote them in and restore some confidence

When you go in to see W/C to attempt to get time due, some blame is on these guys working OT instead of holding out and forcing city to hire new cops. It's a band aid approach to use OT cops for "violence" zone Could you imagine if arrests and activity were actually required while sitting at their posts, this gig wouldn't be so attractive. Seriously how long is the city going to continue this overtime, 6 months, a year, 10 years? This city is broke and i suppose if these officers work the overtime, making more money for their families, more power to them. Unless they go too fast thru the mayors billion speed cameras on the way to work. Cut that days pay in half.

Doesn't this go against the CAPS/Community Policing Model?
Officers learning 'their beat' and knowing who's who on that beat. If you only get VR one or two times a month and end up somewhere different each time how does that help the community?

Even though the cost may be a bit more by hiring additional officers the reward to the community will be much greater!

Anyone smart and hardworking enough to earn $80,000 in OT likely has a plan. Max out in deferred, payoff all debt, house etc, prepare to get out of here at the first available opportunity.

Folks I don't begrudge any officer who wants overtime their right to make it but this VRI thing is going to kill us pensionwise. Every single body sitting in a box is making an easy time and a half true but not one dime of that is going into our pension. If we use 103 million in it and conservatively we say half of that went to VRI that 51.5 million, 9% of that is 4.59 million that did not get put into our pension this year alone (again rough numbers I'm doing this in my head). If they hired the kids to work the street their salary would be at regular pay but it would have gone into the pension ...

I was under the understanding that with obamacare, health benefits were very, very cheap. Wouldn't the administration pushing for this legislation make hiring Officers cost effective or is that just money they keep for themselves?

Hello, I am a retired CPD officer who now resides in Florida. I have been a financial advisor in my off time. I just want you officers to be warned, if ur planning on retiring in next 10 years or later you better do some serious planning now. ALL the signs are there and the politicians are responding typical text book style... You will NOT have a pension. I know you all are banking on that and that's who I'm worried about. Put money away in your Deffered Comp or 401k but the problem is our markets aren't getting the return like in the past. Get a new job or out of this hell hole state before it crumbles.

You gotta find a balance in life and although 80k in overtime is great to pay bills, you are shaving time away. There are some coppers in my district that work every single day. They work their days and go to court on a regualr basis, work their part time on their day off, do CHA/ CTA supplemental and then they work VRI aka **BLOOD MONEY**. At some point you have to take a look at yourself in the mirror and say what am I doing. What is all that money gonna do you when you have no life, no family or no girl friend. But before you know it, you will be forced out in retirement with all the money and comp time in the world and no one to share it with. But uncle Sam will thank you when they keep all you're unclaimed bank accounts.

Terrible reporting as usual. Their targeting VRI in this article when it was a few detectives and probably crime lab Sgt. OEMC has its own budget and dispatchers are not police anymore. So is the solution to hire more detectives and dispatchers?

As someone that used to ride the OT gravy train big time I can tell you it takes a toll on you. My health deteriorated, heart disease, high blood pressure. Working midnight and court all day then rush home to squeeze in 4 hours of sleep if I was lucky. You have no social life and you're afraid to go on furlough because you'll lose your court dates.

I don't miss it.

they will always find something to complain about with us. we are working so much overtime because the department is heavily understaffed. our bosses or even little rahm absolutely do not care about our well-being or health. simply put, their "doing more with less" phrase wouldn't be emphasized anymore if they did care. instead they keep pushing us and in turn we will make overtime. for those who do make a lot of overtime please take the necessary precautions like sufficient sleep to allow your body the rest it requires. everyone should be eating better to give your body the maximum vitamins and minerals it also requires to push your body to the max. lastly, if you don't work out then at least stretch your body out to keep your muscles loose and warmed up. please don't kill yourselves for these hack bosses and politicians because that is what they'd want. essentially if you don't take the previous precautions that is what you are doing to yourself. continue to be safe out there everyone.

This massive amount of OT is like the rat and cocaine test.
When given the opportunity to do minor tasks for cocaine rats would forgo sleep etc. to continue tapping into the cocaine.Eventually this took its health tolls etc. on the rats.
This is what some coppers are doing with this ridiculous amount of OT. There are coppers out there going 2-3 months straight without a day off. All for the almighty dollar.
Yes the money is great but if you don't see your family and you don't have your health what have you really accomplished?
Fuck this city and this dept. make them hire more desperately needed manpower.

I am in patrol and I am probably one of those 8 top earners. Best part-time gig you can get is court and VRI and I still have plenty of free time. Besides, the majority of people on my watch even things out by never arresting anyone, never doing anything but sleeping and certainly don't get any overtime.

The more we make, the more the city makes. 33% of your salary goes to taxes. 12,000 people paying 33% is a lot of money for the city, not to mention property taxes, sales tax, etc. So fuck those people who say they pay our salary. We pay our own salary.

Today was a twofer on the news they kept running with this OT 103 million waste of money citing how many officers are making what, all the while calling for kits hiring of POs. Hmm that sounds familiar....

The next was that we, as a whole are still out there targeting and shooting a larger portion of blacks than any other race. CPD is sooooo racist. When is this nonsense going to stop. We are supposed to be living in a racially transcendent society where color doesn't matter any longer.

For the news trolls....if you point a weapon at an officer, regardless of the color of your skin, the content of our character dictates that you be shot until the threat upon our lives and YOURS is gone. OT: For all those who were hysterical about their deferred comp being gutted on Monday, the market ended up 85 points for the week. A gain of 350 points the last 2 days. It's understandable, my grandmother had the same concerns. This continues the 5 year trend where the stock market is up 91%. Sleep well this weekend.

PS: The market will go down again at some point.

Yes fop retires at rate they get paid from fop! Example president gets paid $210,000 the other 3 under him make $160,000 per year pension is not based on their civil service rank of d-1. (Patrolman) they get 75% of fop pay thus draining the pension more and more ask them when they talk bs promises at roll call!

Quit crying like a little baby. This isn't forced OT. Everyone gets their days off if they want them. Some guys work no OT and sit in a bar all day or all night, don't take care of themselves and don't see the family. Giyd sre working OT because they want to, not because they are forced to.

Hello, I am a retired CPD officer who now resides in Florida. I have been a financial advisor in my off time. I just want you officers to be warned, if ur planning on retiring in next 10 years or later you better do some serious planning now. ALL the signs are there and the politicians are responding typical text book style... You will NOT have a pension. I know you all are banking on that and that's who I'm worried about. Put money away in your Deffered Comp or 401k but the problem is our markets aren't getting the return like in the past. Get a new job or out of this hell hole state before it crumbles.

So the unit C.O. would come into D unit roll call and tell the Dix to call in an hour before the tour ended so the W.C. for the next watch could send a relief to continue with the case. The new W.C. didn't want his guys tide up on someone else's B.S. So no relief was sent. O.T. was required. It didn't matter if your day off, comp time or furlough was beginning. In for a penny, in for a pound.

Why all the beefing about the top eight and VRI? Most of them are detectives and I've worked with four of them. They are muthafuckin hustlers that are in court or riding a tour extension almost every day. VRI ain't shit, those players get paid. VRI is only opened up to dicks about ten days a year. Between January and May I work about 30 hours OT a week. I take a June and August furlough. The summer is my family time. I dial it back up again from Labor Day to Thanksgiving. I don't do shit between Thanksgiving and New Year's.I even take a baby furlough over Christmas. I still knock down 50K a year in OT, and iI don't even try that hard. VRI? Yeah...okay.

When I started, before most of you were born...

we got hour for hour straight TIME DUE only overtime.

When you went on furlough, when you came back, if you had more than forty hours on the books(POOF!) you lost them.

Back then we had more than 13,000 sworn officers, plus civilian employees. So you could take time off more easily.

Then we got a union and slowly built up our rights, now the present generation is in danger of losing what we fought for all those years.

Always sound advice yet so many people on this job don't even look at their accounts. They glance at their quarterly statement and then one day 9 months from retirement, their account gets pounded into the ground. When the market is high like this and you're close to retirement, move all of your money into the fixed option.

I seen a few pro and con comments about deferred compensation over the last few months. Deferred Comp like the pensions is protected by law. Guess what? The law regarding pensions is not being followed and the law will most likely change..A la Detroit. I'm retired now...deferred comp is a great Plan..I was maxed out for a lot of years. But I wouldn't invest solely in deferred comp. Just my 2 cents from a guy who sees both the pros and cons of deferred comp.

BUT they both will only get their police pensions. Billy will get a patrolman's pension and Mark will get a dic's pension.

I don't believe that is true. This is the first I've heard that in 30 years. FOP and CFD Local 2 are the two unions whose top officers retire at their civil service rank. Mark D gets D2a, detective pension and so on.

Other unions were subverted by Daley because Daley changed things o the City paid the extra pension so their pay is based on their higher union salary. Thus they would be beholding to Daley for their golden pension.

Before you go spreading this shit, and I understand why you might, call the pension board. Like I said, in 30 years this is first I heard of this and I was unit rep for many years and have been to hundreds of union meetings, conventions, functions etc.

i am also in patrol and the best part-time job is court, cta and vri. i see my family plenty and i am the provider. therefore, i work these gigs to better my retirement, pay off my house sooner and for my kids's education. no new cars or lavish living here. the key to these longer work weeks is taking care of your body and it all doesn't revolve around longer sleeping. be safe all.

True and like the other 4 under him getting pension on $170,000 salary as the new guys complain while they campaign about the gold stars depleting the pension funds. Pot calling kettle black? I will vote for anyone of them who signs a paper stating they will only take a pension that is at tier civil service rank, just like they want for exempts fair! Crickets buller you hear us? Like president Bush said after 9/11 "you will hear us now" after what happened to Mike Shields no more excuses you get elected you become accountable, you don't respond to calls in "our house " fop building you will be asked to resign! You think it will be easy to contain the ire of tens of thousands of coppers if you don't make sure pension is shored up? No, I don't got it. You be wrong. The FOP pays that higher salary, not some rank paid by the City. The pension is paid at the civil service rank which may be D1, D2, D2a or D3. Jim McCarthy was a Legal Officer, paid at D3 but a PO.

But you can believe whatever false bullshit you care to believe. If it gets you to vote in the election all the better. Believe what you want. Lot's of people believe the earth was created 6,000 years ago and do not believe in evolution. Great, great. The earth is flat, the moon landing took place in a Hollywood studio etc.

I think you will be believing that FOP president etc. are paid at some higher rank and that it is pensionable. That is wrong but hey, it's a free country.

Police officers who are detailed to the FOP Lodge 7 do receive higher pay as determined by the board of directors. The FOP reimburses the city for pay and benefits of these board members, however, their pension is based on department rank, not the extra pay as an FOP board member.

Overtime is a mother. It's like military bonuses: some use it for nonsense and others use it well. I've been working a lot lately and though I'd like to scale it back I'm paying bills. The wife stays at home with my children just like we planned. I drive an old rusty beater and I live in a place that I can afford but I am trying to escape. How does a guy in my spot stop working side gigs? I'm aiming for the day I can stop hustling for side gigs because my family is more important to me. But that pre-k program teaching my little boy Spanish asks for cash, not love, come tuition time.

You my friend are a lot like many others. Always trying to better your situation and doing what needs to be done to provide for your family. Take another look at your budget and what you and the family spend monthly. If you already drive a beater then take a look at what you spend on internet, cable, landline and miscellaneous but unnecessary habits. Just giving you advice because I too am the sole provider while my wife takes care of kids. Good luck buddy.

I see alot of guys who I do know in narcotics and they are on the list.. some also are not but I do know for a fact that they work days so no court time and many do a few buys in the morning and thats it. maybe they take all time. maybe they dont stay on late arrests. I work in a district and I didnt get a dime in overtime last year. I dont do court, I dont stay late and I dont make arrests.. zero overtime pay last year. anything that might be overtime or holiday i take for pay. simple.
