Manpower Down Again

Evidently, Rahm lied....again:
  • By fall 2011, months after taking office, Mayor Rahm Emanuel said he had fulfilled a campaign pledge to move some 1,000 cops to beat patrols to beef up the Police Department's front lines in the fight on crime.

    But in the more than two years since then, those numbers have plunged by hundreds of cops, the city's own data show.

    In spite of a renewed hiring push over the past two years, the department has struggled to keep up with retirements, in part because of sweetened medical benefits for police retirees as part of a cost-saving move a few years ago.

    According to the data obtained through a Freedom of Information Act request, the department had 7,078 rank-and-file officers and supervisors assigned to work in its 22 patrol districts as of Dec. 8, a decline of 10 percent, or 779 beat officers, since fall 2011.
The article goes on to point out pretty much everything that we've covered here for the past few years via our own observations and those of our readers - actual cops on the front lines who see the plain unvarnished truth behind the political smoke, including:
  • hiring not keeping pace with retirement attrition;
  • disbanding of various citywide teams and then counting them as "officers back on patrol" when they were already on patrol, just under a different name;
  • staffing declines across the "safer" north side districts;
  • the spike in robberies in formerly "safer"districts, including the notorious beat 1924, which ranked 6th in the city and led to the "Crime in Boystown" blog being created;
  • near constant Radio Assignments Pending (RAPs or backlogs) where manpower has been severely cut;
  • the closing of districts that supposedly led to "surpluses" of officers but was actually fewer officers patrolling vastly expanded boundaries;
  • the $100 million in overtime - a bandaid on a gaping wound.
 Glad to see the media is finally catching up, but we doubt it will affact anything Rahm does.

    To read items behind most paywalls, using Google as your search engine, type in the exact title of the article (without quotations). In this case, that title is
    "Chicago's ranks of beat cops dwindle"

    You should be able to read the piece in full. This works with WSJ, NYT, WashPo etc and their paywalls. At least until they catch on.

    Da Mayor has done what he has to do given fiscal constraints. There are powerful political forces working to oppose him. Just plan that the actual numbers will decline a further 10% over the next two years. equipment the same amount. To off set that the population of Chicago is not expanding. It also is contracting. Some areas of the city may have to become semi no-go areas.

    We seem to care so much about the number of officers on the street. Yes it is a very important fact and goes in line with our safety. It is rare that we speak of the quality of officers and the type of training we have. I think we need to do better back ground checks and offer more training.

    OT, as a po who has recently had the extra p dropped from his title, I was wondering if scc had any plans on possibly putting together a post on our upcoming fop vote. Possibly something with pros and cons for each person/group running for office. Unbiased with facts and not the bullshit rumors. I know myself as well as many other brand new officers really have no information about any of the possible candidates except for a handed out pen, but know it is important to vote and vote for the right people, not just to help us new guys, but for everyone on the job as well as the retired.

    The democrats lie about everything. They change the meanings of words. They prioritize to what suits them. You say border security, they add a couple of band aids, a few years later, screw you. We're going to do what we wanted to do from the git-go. You say hire more cops, they put on a dog and pony show, hire for a minute, let cops work some OT, give the appearance that you're going to get what you want and then go right back to not hiring. They stick their thumbs in the well behaved tax payers eye and cater to people that contribute nothing worthwhile to society. They get free shit, they get all the police. Mind you, they don't pay, but they'll bitch the loudest because they don't have to go to work. Get a few buses, pay them a couple of dollars for the days protesting and it's all good.

    The academy has nearly 200 people assigned or detailed to it. They seem to spend most of their day working out. How many classes does each person teach. Why not have some retired officers teach these classes. Most of the instructors have been off the street so long, they don't really know the current procedures.

    What's stopping you from bidding to a district where you CAN get days & a decent furlo?
    Yes, we're very short but you have plenty of options to attain these wishes.
    Move to a district where you can bid to days. You'll wish you did it sooner.

Cops complain about the public non-stop and talk about how they won't do anything, or will hit the medical, but then expect that same group of people to support them and increase the ranks. think about when you post or treat some decent person like a jag off.     7,000 officers? We were told just a year ago that we had 12,000, which I knew was a lie even then but that's a huge discrepancy. We are now down to about half the manpower we had just a decade ago. Homicide clearing rate is only 30%, violent crime spiking in what used to be good north side districts, response times are increasing, computers and equipment down for months waiting for repair- yeah this psycho ballerina on crack we have for a mayor has done a great job.

    In my opinion, this has as much to do with killing morale as anything else the city has done to this department. Officers have been running in motion for years with little chance of actually going anywhere. I had the same furlough segments available to me this year that were available to me five years ago. I never expected to get a 13B with 15 years, but I did expect to be able to have a greater variety of options to choose from. If you're a northsider and have less than 15 years, you basically only have 024 and 025 to choose from if you want to work days on bid and not be beholden to your master. Hire some officers and send them to all the districts; it'll improve all officers quality of life.

    Many instructors over there went with little time on the in and have been there for a long time
    Look at the Gym, the Range
    And these people don't work full shifts
    Many have side jobs that they work while on the department/city clock
    This includes civilians as well

    Someone from IAD or the media could have a field day with the theft over there

    But he spends the $100 Million budgeted on not hiring more cops (that we desperately need) but continues his VRI program. That money could easily pay for 1,200 new hires and then some but he continues the VRI program. VRI doesn't help the back logs, it doesn't give officers more backup, it doesn't increase the response time to dispatched jobs, it doesn't allow officers more free time to do proactive policing and it definitely doesn't add 1 single cop to my neighborhood. I'll never have and I'll bet you as a reader, never have a VRI squad sitting parked on your block giving your property, you and your family 24/7 police protection. Rahm is an A-Hole, plain and simple

I know myself as well as many other brand new officers really have no information about any of the possible candidates except for a handed out pen, but know it is important to vote and vote for the right people, not just to help us new guys, but for everyone on the job as well as the retired.

    I love the fact that you want to make a educated choice. When it comes down to it for me, I look at who has knowledge of what we are going through as beat officers. I'll let you look everyone up on their respective websites but I am voting in guys who are from a district, not a unit. Just want someone to understand what we are going through out here with time due and equipment.

    You're a dipshit. I work at 35th St. My unit was cut in half, then damn near cut in half again. We do safe passage a couple days per week, and once March comes around we'll be working one weekend day per week and spending that day assigned to whatever nonsense bullshit parade or festival the city allows to happen - some days in oo5, some days in 001, sometimes in 014, sometimes in 024.... All told, I spend maybe 3 days a week actually at 35th st.

    There are a shitload of cars there because Fire is there.

    And something you may not be aware of - there are no CPD cars there for the un-anointed cops (those not assigned to McCarthy's or Tracey's offices). Instead we have the "Flex Fleet" cars - cars that we all share and must "check out" from a supervisor and only have access to for time periods for which we're reserved them. Two of the cars provided are white Honda Civic hatchbacks with orange lights on the roof. So shut the fuck up with your 35th st bullshit cry-baby stories. Truth is the mayor and McCarthy are fucking EVERYONE here. If you'd stop being a divisive pussy and recognize that the actual "us v them" is CPD v the 5th Floors, maybe something might change to benefit us all.

    Man, this reminds me of the merger of the two State Police Districts in Cook County (Dist 3 and Dist 4) back in 1995. Each district was sized just right, with each handling half of Cook County. Officers and radio operators all knew their areas well and things ran smoothly. Then Terry Gainer, one of your own, decided as our director to merge the two districts to save money. What actually occurred was that two districts that functioned as well oiled machines became one huge clusterfuck, with the supervisors who were assigned to District 4 now finding themselves having to drive to bumfuck DesPlaines, which is an hour each way, more during rush hour. After the merge, working the desk became a nightmare, as we now had to learn the locations for the other district, which can take a year to become familiar with. Citizens who needed to come to the headquarters now also had to drive to the far north end of Cook County (sorry if you live south). It was the worst thing to happen to the ISP in Cook County, and I put the blame on that midget, Terry Gainer, who's favorite tag line was "do more with less". Fuck you Terry, you asshat!

    The academy has nearly 200 people assigned or detailed to it. They seem to spend most of their day working out. How many classes does each person teach. Why not have some retired officers teach these classes. Most of the instructors have been off the street so long, they don't really know the current procedures.

    More like 125 clown. About 40+ work the range including all the areas plus carbine program....they require certain staffing levels when officers shoot. The academy trains more than just recruits, all In-Service training too.

    The manpower (or lack of) in 016 is reducilious. The Chief of Patrol lives there, Chief of Detectives, Acting Chief Special functions all live there but none has the backbone to tell the supt that manpower is low. I give the commander credit, he asks every time he has their ear but the answer from the chief is always he will look into it. In the mean time po's are retiring and getting detailed out with no replacements.
    Most nights (and days) 12 beat cars covering 32 square miles. No rapids

    OT: Just got an email from the Angelo Team. Talks about how getting rid of the in-house attorneys is going to save money. He then clouds the issue with what is being paid for outside attorneys. I say clouds the issue because what he doesn't say is the outside attorneys are being paid for legal defense issues; statements and the like. These costs will still be incurred with or without the in-house attorneys.

    Don't fall for it boys and girls.

    Here's some simple math. I'll use Dean's figure of $365,000 for the two attorneys. At 40 hrs per attorney each week that comes out to 4160 hrs per year meaning the attorneys make about $88 an hour.

    Eliminating the attorneys doesn't eliminate the work. Again, using Dean's figure of $235 per hour for an outside attorney the same 4160 hrs would cost the union $977,600 dollars.

    Where is the savings? The numbers don't lie.

    IG identified like 250 spots, probably missed another 500, but a month ago Rahm admitted not one spot has been replaced. Dont think one ever will be. If they are the DC or unit commander will leave them where they are at and just change the A & A sheets to some made up assignment, foot post.

After a Union meeting Mike Shields showed everyone the text messages Johnny was sending him. This was after the F.O.P. refused to endorse S. Stoppa. It was an insightful and pathetic text battle of epic proportions between dueling retards. It's scarey how desperate a Lt. can become when he is seeking power.

    Isn't S.Stoppa, Garrido's sister running on the Dean Angelo Team.... that is why Dean's 1st VP joined the Park Ridge VFW....so Garrido's Town Hall meeting could be held there.... and hopefully his sister and pal will win in the election.

    Steve Robbins was a plant on the Shields just like Bill Dougherty , Aguilar and DiMaria have been on Shields administration. It should be abundantly clear now what happened by the way they conspired against Shields and brought the now in trouble with the State Board for doing so, in to do their Dirty work. Now Ted Street will pay the price for listening to Dougherty and Kevin Graham and going along with their plan. Ted is Toast with his Board, the membership has seen what City Wide top end is really all about and will suffer the same fate as Shields who was too trusting ( some would say stupid), so as to allow the remnants of the city wide team to Sabotage his administration.     FOP Trustees don't have access to anything that goes on in the "inner sanctum". That should change but unless you get some independant candidates elected you will have a group committed to their President First and the membership second. The trustee's don't have the power under the by laws to sign in liew of the President. Only the members in the Upper Offices ( 1st VP, 2nd VP, 3rd VP, Financial Sec.) Field Reps's can not sign for the President. (They can't hold press
    conferences to represent the Upper Offices either but somehow did with I assume the knowledge of those upper office holders looking on) ( can you Say ,:" Saul Haige")

    In any case Trustee's could not do what you accuse them of not doing and claim to have had no knowledge of "the letter" any more than the average Beat Cop because they too were kept in the dark. One trustee told me he feels like a mushroom, "kept in the dark and fed shit".

    OT: Just got an email from the Angelo Team. Talks about how getting rid of the in-house attorneys is going to save money. He then clouds the issue with what is being paid for outside attorneys. I say clouds the issue because what he doesn't say is the outside attorneys are being paid for legal defense issues; statements and the like. These costs will still be incurred with or without the in-house attorneys.

    Don't fall for it boys and girls.

    Here's some simple math. I'll use Dean's figure of $365,000 for the two attorneys. At 40 hrs per attorney each week that comes out to 4160 hrs per year meaning the attorneys make about $88 an hour.

    Eliminating the attorneys doesn't eliminate the work. Again, using Dean's figure of $235 per hour for an outside attorney the same 4160 hrs would cost the union $977,600 dollars.

    Where is the savings? The numbers don't lie.

    One of the MOST importanat benefits we have with the FOP is the Legal Defense Fund.

    Why would anyone want to cut that?
    What purpose would that serve?
    And, how would that hurt us?

    Be very careful who you vote for.
    Check those that have been with the FOP for years and years.
    Check those with neopitism.
    Check those that have outside influences (why would a Lt. of police push so hard for his sister in law)( and I know the obvious reason to that question) look underneath that.
    Check the amount of retiree's running that have run and lost in numerous elections.

    Great post!!! I agree. Only one outspoken officer I know who is running for Vice President, Robert Bartlett. Integrity and character beyond approach with a hard work ethic. No political affiliations or secret agendas. Bobby's a cop first. He wants a debate. Only one I trust!!!!

    The Academy had an open application period for anyone that wanted to put in a resume .
    They conducted several weeks of interviews
    There were spots open in all areas including the gym
    I personally know of two females that were well qualified for the female gym instructor spot having he crenditials and training.
    KM, who got the spot was not and Still is not qualified to instruct a kindergarten class in physical training!
    I personally witnessed a Lt at the Academy walk out of the interview with KM and state that she's got his vote for the spot "cause we all know her father and he was a great instructor when he worked here."

    But if they merge you will have the combined manpower to use at your will. You'll have 6 tact teams, all those extra bodies. Just like 019/023. Ask Rahm and McCarthy. Until they take a tact team away, transfer/detail a bunch of people, not replace anyone who gets promoted or retires, and never open the bids. Then you'll be just like 019/023. They lost 20% of their manpower since the merge - about 100 officers.

    (CNN) -- Remains discovered in Virginia earlier this week are those of missing police officer Kevin Quick, a Virginia State Police spokeswoman said Saturday.

    Earlier, police had said the officer was dead and charged five people in connection with the killing, but had not identified his remains.
    On Saturday, police confirmed that a man's body found Thursday was indeed Quick's.

    Quick was a reserve captain -- a volunteer officer -- in the small central Virginia city of Waynesboro.

    Check how many no time on the job are there. Most have an attitude and there are is not enough space for all of them sitting around.

    The whole T/D needs new blood with at least a balance of 50 % who will work a full day and be commited to really training.

    McCarthy needs to focus, but his only interest is hitting rush street and dissing the good brass in command.

    March 17 is near and he will be hitting the east coast to hit all the gin mills there for 10 days.

    So let's elect another Mike Shields what could possibly go wrong? Mark was not flashy or a braggart but was devoted to preserving our rights and wages and getting enhancements to our pension in the way of a guarantee. What we really don't need is another experiment!!!! At least Mark knew how to send the retro letter in on time. He was truly devoted to his job and in 2 days when he was president put in more hours than Shields did the entire week.
