PART 1 OF 2...
Regarding a month of no special employment and no revenue generation...
It's important to stress that department rules prohibit coordinating, promoting or engaging in any type of "work action" or "slowdown". Advocating or knowingly participating in such an action is a terminable offense. However, they don't call it VOLUNTARY special employment for nothing. There's nothing to say everybody can volunteer NOT to work Special Employment on their RDOs in any given month.
That said, perhaps one of our RETIRED readers could take the lead in making suggestions as to when - by coincidence of course - no one puts in for any special employment for a summer month. June? July? August, perhaps?
And as far as writing anything that generates revenue...
No one is advocating you NOT doing your job. Write that parking ticket, mover, false burglar alarm citation, ANOV etcetera when the job requires.
However, there's this little thing called "discretion" when it comes to a lot of these things that make money for the city. You DON'T have to impound every vehicle. You DON'T have to write every parking ticket that doesn't have a complainant. And you sure as hell DON'T have to ANOV everybody and their mother walking around with an open beer or smoking on CTA property.
When supervisors get in your ass to produce the aforementioned things, politely tell them you'll be happy to oblige their requests as soon as they put it in writing in the CO book for everyone to see. And when they start fucking with you for noncompliance (it's called RETALIATION), roll with the punches and document everything accordingly. Those pesky little things supervisors call "indices"? Well, they're actually quotas.
Don't talk about it in squad cars. Don't text message your buddies about it. Don't email coworkers about it. And don't send PDT messages about it. Don't give the powers that be any ammunition to try and turn it into you as participating in a job action. Do what you feel is right and keep your mouth shut about it. Don't allude to being part of anything coordinated or orchestrated. If push comes to shove, you, as an individual, can fall back on the fact that you used your discretion or the reality that you simply didn't observe anything that would lead you to generate the types of activity the Bossholes demand for their own self-preservation. Here's a couple reminders of how we get it stuck in our asses:
* We waited over a year to get money earned from NATO overtime. They don't care that we worked two weeks straight without seeing our families. They didn't care when the arbitrator ruled in our favor. How much interest did the city pocket off all that money while they held onto it for an extra year?
* And speaking of holding onto your money and making interest on it ... were you aware that the city has up to 30 days to disburse the money you contribute every paycheck to your deferred compensation account? How many millions does this work out to every year?

* Your healthcare costs consistently climb and the quality of services diminish while the non-contributors who vote straight democratic en masse are able to have free healthcare and continue to live hedonistic lifestyles.
* They have bottomless coffers for pet projects amounting to hundreds of millions, if not billions, of dollars. Yet they've simultaneously allowed manpower to dwindle and again make you wait years to get a fair contract while actively pursuing ways to diminish your pension and retiree COLAs.
I think you get the point. So the question remains: what are you going do about it?

I noticed quite a few "No Sig P220 " signs on certain buildimgs downtown. Much more so than the "No Beretta 92F" signs . They seem to have morphed from one to the other.

Didn't have a Grand-Daddy like that, but when I was in grade school in the last third of the 60's, my best friend lived in the house opposite our back yard.
His Dad was a chemist and what the Left would call a real Right-winger.

You should still do your job, there are many ways to generate activity with not only not generating money but costing the city money. Do every job exactly according to general orders. The city has enough depts. for revenue they are not concerned about that. I do think if there was no one working voluntary employment on a hot July month and majority of cars were down on a one rock arrest, or a canvass on a burglary job things we are supposed to do it might get some attention. The problem I see is 75% of these guys will do anything for O.T. Hell they will do anything for a early car. Up front bond money, if needed, access to attorneys who specialize in self-defense shootings and payment of retainers to hire same.
There are other companies that offer various plans similar to those offered by C.C.A.A.
Anyone involved in the 1st CCW self-defense shooting will have the entire weight of the criminal justice system on them looking to be made an example of.
Choose ANY company you want, but get coverage.
Under my plan I'm good for up to $600,000.
Does it cost, sure, but I carry and sleep better at night knowing I'm covered.
CCLs are only today arriving in the mailboxes of Chicagoland residents. IL Carry shows a post from someone in DuPage receiving theirs. I've yet to see someone in Cook County report they've received theirs. Most people get their mail when they're home from work in the evening.

Unless larger numbers of middle class folks living in high crime areas pay the over-$400 for the license (training-plus-fee-plus-fingerprints) and start packing, the effect of this law will be to small to measure (as is the case with stupid "Scary-looking" gun bans).
It is very ill-advised to base protections of civil liberties (like respecting the 2nd Amendment) on utilitarian arguments like "it will reduce crime." What happens if the economy tanks and crime surges now, and gun-phobes try to blame CCL's?
The RKBA of the 2nd Am is a civil right, a right of a free people. That's all that matters.

A state audit conducted per (State Representative Dwight) Kay's request released February 25th questioned 40% of taxpayer dollars spent on community organizations in Chicago and Cook County. Illinois State Representative Dwight Kay (R-Glen Carbon) urged the Auditor General at a press conference last Tuesday to refer findings from the February 2014 audit of the Illinois Violence Prevention Authority's Neighborhood Recovery Initiative (NRI) to the Executive Inspector General (EIG) for further review and potentially the U.S. Attorney for further investigation of potential criminal activity.
"The State of Illinois has fleeced the taxpayers, what we have found today is criminal activity," said Rep. Kay. "When critical care services remain on the chopping block and transportation funding for schools have been cut, the Governor was able to increase limited state resources for the Neighborhood Recovery Initiative from $20 million to $50 million in less than two months."
Since October 2010, over $117 million has been earmarked by Governor Quinn, not the legislature to fund the program in question. In fact, over a two year period 40% of state funds were questioned in the audits findings, in other words, the state does not know where the money went.

I think that your rant was well thought out. The one thing you missed was trying to get "ALL" the overtime PO's to get on board. It is easy money. Money that a lot of PO's have budgeted in their income. You know, "don't worry honey, we can afford that new car, I'll just work overtime... June, July and August is where I'll make that money."
So you see, trying to get a good majority of the PO's to go along with that plan will not work. It is something we have been dealing with for the past 40 years. There are to many "I need to get paid" out there and plenty more of, "Yea, me too."

Great idea, but check the plan carefully. I checked 2 out and both only paid liability if you were found not guilty. Also where does homeowners stand on your liability as I have a large umbrella? Am retired so I think homeowners covers me, but when I was working it didn't.

Legitimacy training or the official title is procedural justice invented by Harvard University. That was part 1. Then they had true north, leadership training for white shirts. Now we have the best trained white shirts in the country. The crack crew at the academy with their vast knowledge of leadership provided the best training. Next! Procedural Justice part 2! More training that helps no one expect a day off the street. Maybe, they could do a informal survey and ask participants how they felt about this training? Where are classes on law updates or tactics? Sadly, they focus on ethics and leadership. Who is in charge of training officers on the street?

Yep and strangely they all got big promotions during this time and jimmy keating getting 140K pension and another Cush job making 200k with another pension could not be cause they kept mouth shut! Or could it? Wonder if new FBI director and new U.S. Attorney will be knockng on their doors soon?

The dept. put out some messages regarding concealed carry which tells you the direction they are leaning towards. The thing that stands out is the addition of a new ucr code that reads something like “prohibited places”. It then goes on to describe the places that people would be prohibited from carrying even with a ccw permit. The list is quite long and includes places like cta properties, city properties, schools, hospitals, bars, liquor stores etc. They would have done better to just list the places where it is allowed. They lost the overall ruling regarding concealed carry, so they are just going to restrict the hell out of the places that you can carry and push for arrests for any violations.
As someone pointed out earlier, make sure you have some extra insurance to support your decision to carry because the media is going to spin the first bonafide concealed carry shooting into some sort of racial incident or another trav martin case no matter how legit it was.

In the first month since applications were accepted by ISP, over 33,000 were issued with over 1/3 coming from Cook county. The commie politicians are anti gun, but the people are certainly not.

This motherfuckers politicians have two referendums in the ballot. One, is to ban high capacity gun magazines, the other, to prohibit guns in establishments were alcohol is served...again NO GUNS in any establishment that serves alcohol.

I think that your rant was well thought out. The one thing you missed was trying to get "ALL" the overtime PO's to get on board. It is easy money. Money that a lot of PO's have budgeted in their income. You know, "don't worry honey, we can afford that new car, I'll just work overtime... June, July and August is where I'll make that money."

I have told people over the years, PO's should never buy a new car, learn to live with a used car and keep it up and drive it for a long time and pay cash.
Here is why, with no car payment, if you are disciplined enough, take that $500 a month, sent it to Deferred Comp religiously every month for 30 years. Figure you get only 5% out of that long term investment, only the car payment of $500 now.
After 30 years that car payment savings grows to $442,935.78 That's a lot better than memories of a bunch of shiny cars that depreciate the moment you drive them home.
Now, if you get really wild and put $1,000 a month into deferred for 30 years at only 5% you will have $859,065.10 at the end.
Then, when you retire, and only then, do you take some cash from your comp time payout and go buy a new car.

I used to burn my time like a drunken sailor when I was relatively new on this job (5-10 years)Then one day I overheard a conversation between a couple of older PO's about how much time due they had on the books and I puffed my chest out and proudly stated "I got over 700 hours on the books" as I swaggered around the room. The other PO looked at me and said "that ain't shit, I got close to 2000 hours on the books and would have had 2200 but I burned a couple hundred this past year due to a family emergency. Needless to say I shit my pants and never burned another hour of comp time and burned only P-days V days and BFD days from then on. I retired and left with 2200 hrs on the books. The city is paying me for the current hourly rate for every frickin hour I earned ten years ago at half my current hourly rate. The gist of it is you screw the city when you cash out those thousands of hours at the current rate as opposed to burning them during your career. I retired with a whole years pay that the city had to pay me to which I say thank you for the nice down payment on my Florida condo. Life can be sweet if you practice a slightly different type of deferred compensation.

All of these things are a non-issue elsewhere. Illinois, especially Chicago, has created such an alien environment, SO different from the rest of the country, that it will take YEARS to acclimate to what is NORMAL most everywhere else.

What can we do about it??? This city and department are corrupt. The fix is in and there isn't a damn thing we can do about it-- work slow down or not. The best bet is to jump ship while you are still young enough to start a new career and move forward.

However, there's this little thing called "discretion" when it comes to a lot of these things that make money for the city. You DON'T have to impound every vehicle. You DON'T have to write every parking ticket that doesn't have a complainant. YES, the above writer is correct, there is discretion and you can use it, but don't think that this word will shelter you from a complaint should it come your way. If someone files a complaint against you because you did not enforce a law/ordinance, you better have an excuse better then " I used my discretion". Nothing to disagree about. Everyone who retires today from this job is in the 25% bracket, especially if you have been on long enough to put 443K in deferred.

Most if not all po's and for sure sgts and above are in the 25% bracket. You forgot to add the 5% state tax. Deferred is not exempt from state tax like our pension is.
So know you are talking 30%. And by the way one civic federation group recommended to Quinn to start taxing our pension to help with the state shortfall.

BALTIMORE – A former leader of the Black Panthers has been released from prison more than four decades after being convicted of killing a Baltimore police officer.
Sixty-seven-year-old Marshall "Eddie" Conway was freed from the prison in Jessup on Tuesday. It came after state prosecutors agreed to change his life sentence to time served and probation.
Conway is one of dozens of inmates who have been released after Maryland's Court of Appeals ruled in 2012 that judges had given improper instructions to juries before 1980.
Conway was convicted in 1971 of fatally shooting 35-year-old Donald Sager as Sager and another officer sat in a marked patrol car in April 1970.
He has always denied any participation in the attack.

Wrong!!! This job pays a good pension that puts you in the 25% bracket. What does retirement income have to do with anything? Income is income and the feds don't lower the tax because its retirement income. Whether you get a 75K salary or a 75K pension, the federal tax is the same.

No one is talking about early withdrawal. Deferred takes out the 20% so you will not be stuck with a huge tax bill at the end of the year. Not sure,but you can request thst you sign a waiver of the 20% withholding. Have done that on other large withdrawals from stock account.
One last thing, just because deferred takes out 20% to make it look like you are getting more, does not mean you owe the 20%. In most cases with the pension plus the deferred, you will be in the 25% bracket. Thats why I request deferred take out 25% of my deferred.
A retired guy whos been there and done that.
I'm taking note of the businesses displaying the anti-2A signs, save for establishments that serve excessive amounts of alcohol.
I will not do business with those establishments that display that sign, unless I have no choice.
There's not a lot I can do about the anti-2A crowd, but I can avoid giving them my money, when they advertise.
I urge others to do so as well. It will make an impact.
I'm impressed with how few establishments are displaying the sign so far in my neighborhood.
