Police "Slow to React" - Rahm

  • The Chicago Police Department was “slow to react” to the splintering of street gangs that drove a spike in the city’s homicide rate, Mayor Rahm Emanuel acknowledged Thursday.

    Emanuel made the rare admission during an interview with New York Times columnist David Brooks before a live audience at the Brookings Institution, a Washington D.C. think tank. It was the mayor’s second trip to the nation’s capital this week.

    Brooks turned to Chicago’s “murder spike,” talking about how the killings made national headlines and asked the mayor to “walk us through what you did and was it was like being in the middle of it.”

    Emanuel responded with a rare moment of introspection. He said Chicago Police are “making progress now,” but success required the department to be more nimble and “adopt different tactics” on a daily basis.

    “We made some changes in the police department. I don’t think we were totally where we needed to be. . . . We had arrested the gang leadership (in) part of my tenure correctly. . . . So there was no leadership in these gangs. And they had broken down and dissolved and there was internecine gang warfare,” the mayor said.
We recall one hot day in 2012 when Rahm was right there alongside us, arresting gang leaders left and right, throwing the cuffs on jagoffs, busting knuckles and knocking off a few rounds of beer after the events of the day.

Then we also recalled a day in November of 2013, where this happened:
  • The Chicago City Council Budget Committee on Monday killed a proposed amendment to Chicago’s Fiscal Year 2014 budget to hire hundreds of new police officers.

    The amendment, tabled by Budget Committee Chairman Carrie Austin, would have allocated $25 million to hire 500 new police officers. The measure would have taken $10 million from the City’s General Fund and $15 million from the police overtime line item for the police hires.

    Mayor Rahm Emanuel opposes the idea because the extra hires would add to the city’s pension burden.

    The parliamentary move by Austin, an Emanuel ally, prevents the whole City Council from debating and voting on the amendment.
So Rahm (and Rahm's tool) killed a mini-hiring wave that would have alleviated the acute shortage of officers that was directly responsible for slow responses to everything - burglaries, robberies, accidents, parkers, barking dogs, baby-mama-drama, gun calls, and yes, even homicides.

But it's all the Department's fault. Imagine that.

Get Used to It! The Pension issue will remain the excuse and hiring will be minimal in conjunction with the reduction in population. It is much cheaper to pay an overtime whore now, than to pay each copper over $1.2 million in salary and pension over the next 30 yrs. And as long as there are overtime whores, it will suit "twinkle toes" just fine. Also note, why did Rahm spend so much time in D.C. this week? Whose Private Jet did he use? Just asking.

Rahm admits he is not hiring police because he doesn't want to have to pay more into the pension fund thereby screwing every copper on and retired from the job. I tell other copers this and they say I'm crazy while they continue filling out their VRI and Special forms.

Drunken McBourbon Breath was on WGN the other day explaining that he isn't using all the officers he has now to maximum efficiency so why would he ask the Mayor for more. It sounded like he was saying he had a surplus so no hiring necessary.

This is bad management on the part of the two in charge, the Mayor and the Superintendent. There is no one else that has a say in the matter.

There simply aren't nearly enough officers to safely patrol ALL neighborhoods, not just the ones the Mayor is politically beholding to. Officers working their days off is a stop gap for festivals, not a real plan for combatting crime.

Supervisors and officers are constantly bullied and berated by the current Superintendent. Poking a naked Senator in the chest in the showers of Washington may make them work, but that doesn't work with police officers.

Here is something a real police Superintendent would know too: I am not stopping a guy that may want to kill me if I don't KNOW I have some help nearby. I actually have a family that loves and depends on me. I know that's not something you are familiar with, but I want to go home at the end of the night.

You have demoralized this Department and taken away any incentive to go the extra mile. That extra mile is what made this a great department that worked. The next guy has a whole lot to fix. He/she better be amazing.

I was going over my ballot, making sure to not vote for ANYONE on the current board and it appeared (to me) several current board members seem to be attempting to hide by changing their name on the ballot to what is in the handbook in the FOP handbook, for example: Daniel is Dan, Michael is Mike, Patrick is Pat, Bill is William etc...Good try boys. They want to freeze all pensions and put all new hires into a new 401K style of retirement savings!

People will bitch and moan over it, motherfuck Rahm over it, blame the FOP for not doing anything about it and offer-up solutions - some good, some not too good - to address it. But collectively we won't do shit to control it. WE hold all the cards but are too fucking scared to play that winning hand. WE allow the city and company men Bossholes to bluff us into folding through threats of losing "your" car/start time, denied time off, etcetera.

Things will go on as usual because WE allow it to. The absolute best message can be sent if no one ... NO ONE ... writes anything that'll generate revenue or signs up for Special Employment for just one month. A hot month like July or August would be ideal with no bodies assigned to VRI or to babysit the usual suspects that refuse to vacate the city parks at closing time.

They can yell and scream and demand activity, but they can't punish or fuck with everybody that refuses to be muscled into producing bullshit numbers - not unless they're really stupid and like rolling the dice with their personal assets. Supervisors tend to back off when you tell them you'll bring in whatever they want as long as they put their demands on paper. Shit, some have been dumb enough to list repercussions for noncompliance. They'll also think twice if you make it perfectly clear that you extensively document things "just like the guy in 018 that the supervisors fucked with".

Long story short: put up or shut up already. Do something about it, and do it wisely. Don't expect anybody to take us seriously unless we actually make a point. Marching around City Hall is good for shit. Leaving alone the Cash Cow of police-generated revenue for even a month and allowing the tourist traps of the city to go up for grabs - allowing the natives to do what they do best - is what will get their attention.

So what's it gonna be? Think you can pass on a few hundred bucks some month in a concerted effort to give Rahm & Company a big "FUCK YOU!"? Instead of being a whore for a pimp that's trying like hell to fuck your pension for those 2 or 3 days that month, maybe hang with the family and friends and let them see just how much they need the police.

5 years? Wrong century. You don't have to work the street to know that. Growing up here was enough. By '97 fashion was clearly taking over and people decided they wanted to wear other colors besides their own. I was not on the job but I remember being super confused. Early 90s I remember shorties carrying lit in their pockets, girls being sent to a boys house as guests with orders to give him a violation, not to mention the whole pants leg, hats cocked, slits in eyebrows, gang sign t-shirts...all that stuff. The fragmentation is old. What's increasing is the severity of the fragmentation. There are still several dudes in there mid and late 30s out here who were among the last of that pre-fragmented era. They just don't run anything and the shorties now would just assume pop them as anybody else.

You guys got me looking into deferred comp and IRAs and a whole lot of other stuff. There's a whole lot of craziness on here which is expected with a public blog but there are plenty of us young bucks who keep our ears open and listen up. I am from the "know it all" generation but even when I feel like I'm starting to smell myself I have been able to rely on my old man, a lot of the guys posting here, and some veteran mentors I met along the way to remind me so sit back, listen, and learn. Weights? Who needs weights? I start out with 5 lb sacks of potatoes, I lift until my arms fall off, many repetitions. The following week, 10 pound sacks. Then 20, then 50 and so on until I get to 100 pound sacks. Then I go back to the 5 pound sacks and put some potatoes in them.

No one shall apply for special employment including vri. Scc could certainly contribute to this good cause by making a post/reminder every so often and help us all unite. I think he knows that the courts are going to toss Madigan's pension reform plan and tell the city and state that they can not diminish the benefits of those already retired and. The city and state can only change. The pension plans of future hires.

It was called SB3538 affected any po hired after Jan 1, 2011. Below link gives highlights of the change that passed the general assembly and was passed into law.

Of coarse he would decline the opportunity to hire more officers, that would make too much sense. And this is why is he finds himself and his goons of McCarthy and Ladner in the middle of another nice Class Action Suit. This one with 60+ people. Should be fun going to trial sometime this year!!
