Concealed Carry Arrives

  • Illinois' first concealed carry gun licenses — about 5,000 of them — are being printed and mailed today, Illinois State Police officials said in a morning press conference.

    Officials said they have received more than 50,000 applications. Those being mailed today were early approvals, mostly for those who submitted fingerprints along with their application.

    So far, 300 applications have been denied. Another 800 were opposed by law enforcement officials and are still under review.
So far, no bloodbath on the streets.

So far, absolutely no training for police on how to handle Concealed Carry encounters...but for the most part, we won't be encountering the law abiding folk.

It's pretty sad the only pic I've seen of one of these licenses was in the paper. Someone could pass me a Dick Tracy junior member card and I wouldn't know the difference. Hey we got cash to blow on a wasted and failed project like safe passage though.

Training on dealing with the CCW permit holder:
Are you armed? Yes sir/ma'am.
Where is it? In the holster here (points to holstered weapon).
Leave it there, m'k? Yes sir/ma'am.
There you have it. No one touches their firearm and everyone goes home. If the CCW'er decides to do something stupid, you still have every tactic available to you that you had before.

Don't worry Garry, I searched around the internet until I eventually found a photo of what the permit looks like within a NBC video clip. I realize you put out an order on it last week, but I'd bet 90% of officers have no clue what the permit actually looks like.

Well I expect the sky to fall and a bloodbath on the streets. All these bankers, store clerks, soccer moms, gas station owners...I expect them to come charging out like Wild Bill.

To bad they arent all elite shootists like CPD. We could show them how to strap on that iron and split those "X"'s.

I (obviously not a cop) took the CCW course and our instructor was experienced in training LEOs He told us to immediately notify the officer that we have a CCL. Do not say, "I have a gun". The officer will ask if we are armed and if so, where it is located. We should carry the CCL in an easily accessible place away from the weapon.

As a previous poster has mentioned, the training board has sent out a video on what to do. It was mostly common sense, however what concerns me, is that there are some folks out there who want to grab the weapon for "safe keeping". Why? Most LEO's have very little in gun handling skills to begin with, and to grab someone else's gun is just plain stupid. 49 other states have done this before us, perhaps we can learn from them.

The guns have ALWAYS been here in Chicago, the ONLY difference is now the good guys will have them too, sure there will be a few road rage incidents, etc, and probably a few drunk or emotional idiots shot by police, but for the most part we wont even deal with those people, they are generally a part of the sane, reasonable, law abiding public who possess some common sense. not worried about it. Hopefully they also help us put some of these gangbanging shitbirds in the ground, cant wait for that.

Be careful ! Many have not seen or handled a 1911, Browning high power style single action pistol or one of the .25 autos from the old days. Many of these can and will discharge if dropped.Maintain strict muzzle and trigger guard discipline at all times. ISP discovered that the old Model 39 pistols would discharge if dropped on the muzzle. Watch some Youtubes on these various pistols, self educate and know how the safeties work on these things to avoid a career ending injury. Im glad to see concealed carry, its going to be a steep learning curve for some individuals. Consider an umbrella liability insurance policy.

If you have been running plates the past few weeks, you will see that the attached DL states" Not a concealed carry permit holder". So you can run them through LEADS and find out right away. Provided you have access to LEADS......

I still do not understand this.Other States for decades have allowed citizens to exercise their RIGHT to carry a firearm,openly or concealed.

Offices need to get off their high horses like this some kind of an issue.

Cops from Cook County would have a heart attack if they every visited a western State and saw open carry or a long guns in a pickup hanging in the back window.

They also have low crime rates,really low and no problems.Every officer knows out west that verybody got a gun and they are completely outgunned and even out trained.

...and if you do, a friendly citizen should stay relaxed and just say, "Officer, I have a carry card. I have a loaded handgun under my jacket. What would you like to do here?"

Safe way for all concerned. Everybody got blood pressure, everyone these days eats enough Rolaids w/o any unnecessary surprises.

If it comes to that, ofc. should as always be careful about handling a weapon they may not be real familiar with.

...and yeah, a bulletin illustrating the card and maybe laying down a procedure would not be a bad idea, huh?

Lots of other states have this and very few problems. It is for a good cause, good reason, and I hope that it works out well here too.

Reminder to citizens -- that couple pounds is the heaviest weight you will ever carry. Don't fuck up. No mistakes, no "accidents," no excuses. Read Massad Ayoob's book, "In The Gravest Extreme."

Learn your weapon inside and out from the manual. Watch your muzzle. Keep your finger out of the trigger guard. Watch your background. Always know the condition of your weapon, and always keep it the same so you won't have to fumble around in that split-second when there is no time to think. Private business, not a conversation piece, keep it covered around strangers. Just smile and how ya doin.

You are still the same person, and should do the same things. Avoid bad areas, etc. like you always did anyway. Always de-escalate. Take the verbal hit -- asshole can't hurt you just woofin. Parking space will be there tomorrow. Walk away from trouble if you can -- backwards, keeping an eye on it.

1. Carry.

2. Pray to Almighty God that you never need to use it.

Everybody stay safe and get home safe to your family, that is the main thing.

as a responsible citizen, i have no problem whatsoever handing over my CCW along with the requested license with it, when/if stopped by an officer, along with the immediate location of the weapon and my hands 10/2 on the wheel. it puts both parties at ease for the rest of the encounter, plus it goes a long way to re-enforce the idea to some of the yunguns(PPO's) that responsible,LEGAL weapon owners far outnumber the illegal shitheads and that they have nothing to fear from us. stay safe officers. not a LEO.

If I happen to get pulled over for whatever (speeding?), I plan on handing my DL, Insurance card, and CCW permit to the officer.

That way if he's got a newbie I don't risk getting shot when I say "Yes, I have a concealed weapon".

My way, the Cop gets to control the situation: "OK, thank you. Where's your firearm? And I tell him."

If the CCL holder takes the gun into a prohibited location, or is "under the influence" while carrying a gun, that is an arrest and the gun is held for court evidence.

There are other instances when we would have to "inventory" a person's gun for "safekeeping" (such as a trip to the E.R. and owner has no way to secure the weapon prior to entering the hospital, or a TVB motorist who cannot secure the weapon prior to entering the police station).... once a gun is inventoried even for that reason, it cannot be released back to the owner at the police station, so a lot of red tape to get the gun released, which will eventually be picked up at ERPS.

Most of the citizens will be screwed, just like after Hurricane Katrina.

Fortunately, there is now a federal law prohibiting police from confiscating (and "losing" many) firearms in an emergency, but how many on both side of the law know about the federal prohibition?

How would you verify that a reader is a LEO?

Anonymity would be gone-your identity would be traceable.

The citizens have a right to know what's going on with the police department and the city. SCC is one of the best outlets for the truth.

I have far more concern for the CPD officers then the lawfully armed citizens. Most coppers in this city are barely profecient in the use of firearms. Let them handle anything but an idiot proof wheelgun or semi and anything is possible. This is a culture where the statement "Oh Im not a gun nut" is spoken with pride.

My God but people are easy to brainwash. Even LEOs who are SUPPOSED to be knowledgeable in the use and care of firearms.

I expect there to be some problems. We just have to many incompetant people on the job hired and/or promoted for all the wrong reasons. They will get nervous when stopping a lawfully armed citizen and there will be problems.

I also believe the Dept. heads and Politicians are helping set up conflicts to bash the legislation. Thats why there has been no training and so many of these drones have been walking around District stations saying how they fear these new permit holders.

I seriously doubt Illinois will ever grant reciprocity, Illinois is full of pussies for legislators regarding guns. The assholes around Chicago had to have the Supreme and Appeals Courts at the Federal level require them to get concealed carry going. They still don't want to do it.

Downstate it is a different story. Reasonable people there but Chicago fucks up the whole state.

Don't look for reciprocity anytime soon, the first permits just got mailed out.

That would be a good lawsuit against the City. I doubt the City wants them carrying guns. They won't allow the sworn Aviation Police at O'Hare carry on-duty. They train them at O'Hare and make them qualify and then forbid them from carrying on duty. That is typical City of Chicago, they don't trust the Aviation Police they hire and train.

Probably Rosemarie Andolino says No Guns, so the Aviation Police don't carry guns. In a real emergency they call CPD.

Always assume that the person that you are dealing with is armed. As far as what to do? Nothing needs to be done unless you are in a situation where you may need to make an arrest or a volatile scenario exists. Most CCW classes teach the person to inform the Officer politely that he has a CCW and inform the Officer where the firearm is and ask how to proceed.

Unfortunately, CCW as is going to be practiced here is heavily biased against some of the most vulnerable groups that could most use the protection. No carry for users of public transportation. Can't take it in here, can't take it in there, signs all over. "You can always leave it in your car."

Illinois has no "reciprocity", but there is more to it than that.

Illinois does not offer full recognition of any other permits. Non-residents who can carry in their home states can however carry while in their vehicles.

There are quite a few other states that will recognize the Illinois permit, 15 I think at this time, in addition to the three "Constitutional carry" states where no permit is required for non-residents. As luck would have it, most of the adjacent or nearby states to Illinois will recognize an Illinois permit as they recognize all permits non-discriminately. There are also likely to be a handful of additional states who will add recognition of IL permits.

I work for CPD. I am PISSED we do not have any training for this. Why do we have to go sit for 8 hours in the academy for training on being polite to Muslims etc but the biggest law change in recent Chicago history deserves not training for police officers except a 4 page stapled order. It's bullshit. No one on the beat cars has ANY idea what they can or can't do in regards to guns. If you're listening "management" please do something about this before the countless lawsuits costing the city millions happen.

Refer them to the Illinois State Police. ISP is very likely to know the law. Or most well run suburban departments. But here? In this shitbag city? No fucking way. Training is a bad word here. That's one reason they shitcanned Gary Schenkel, he was a former USMC Colonel, he knew the value of good training and benged the drum about it. City Hall escorted him out of the training academy and fired him immediately upon Terry Hilliard's retirement. You ever see a high ranking police boss escorted off City property by two civilian Daley hacks with a box of his shit and told not to come back? They insulted a former Marine Colonel that way. Daley and his crew weren't fit to wash the man's shorts. I don't know why he came back.

There is an Internal Grievance ongoing against the city by SEIU for interfering with Aviation Police carrying since they had to get state certification.

As for CCL's being issued to Revenue staffers.

No Lawsuit potential at all. Its a private carry license. Wouldn't be considered valid inside a city building since they are not CPD or CCSPD or ISP.

Hell...I'm from Michigan...I keep my Michigan ID up to date and refuse to get a FOID. I also have a Michigan CCW.

I don't need a FOID to buy ammo in Michigan nor do I need it to get my 1 gun a year.

I wasn't there but from the video, it looks like the snowmobiler could be guilty of moose murder.

The Moose does not attack, until the snowmobiler advances. Once the snowmobiler moves toward the Moose, the Moose feels threatened.

Don't know what occurred before the video stars, but don't know that matters. There was a safe distance between the Moose and snowmobiler, until the snowmobiler advanced toward the Moose.

If the Moose were a person, the Snowmobiler could be guilty of murder.

Real estate for-sale and open-house signs could be accompanied by another placard in the spring housing market -- the state’s new, official ‘no guns’ sign.

With the state’s concealed carry gun law in effect, and the first 5,000 licenses in the mail, real estate firms are starting to grapple with a person’s ability to carry a concealed weapon into a real estate office, an agent’s car and a seller’s home.

The Illinois Association of Realtors late last week issued a consent form that real estate firms and their agents can present, if they choose, to sellers so homeowners can make it clear whether they would allow a potential buyer with a concealed firearm inside their property. If a seller decides to prohibit it, an agent would put the state-authorized sign, a drawing of a black gun with a red circle and line through it, outside the home during all showings and open houses.

"Sponsoring broker assumes no other duty than those duties expressly set forth herein and disclaims any and all responsibility for any personal injury or property damage caused by any guest or invitee who enters your premises," the consent form also states.

“We’ll put up signage, but we’re not going to put the brokers in the position of frisking down people as they walk through an open house,” said John Kauerauf, an attorney for the 41,000-member trade group.

Yeah right. No fucking way the "city" is telling these guys to get them. It's been in the personnel rules forever that City workers cannot carry any sort of weapon unless specifically authorized to do so(CPD etc.). Any city worker with a ccl be aware you will be fired if you get caught with a roscoe while on the clock. The city would rather pay out a death claim than to have you defend yourself from some spawn of satan, who reeks of day old blunt, stale flamin hots and revrun ass.
