From what we can determine, three, count 'em, one, two, three, changes late Friday evening:
- James Jones from 020 to 003 (lateral)
- Glenn Evans from 003 to 011 (lateral)
- Lt. Kevin (?) Duffin to Acting Commander of 020
We have no idea why the AdMin Fax labels Duffin as "Acting Commander."

Big changes coming to the FOP, this Friday, starting with Daugherty!
Can anyone deny that these changes are either beneficial, or really make little of no difference. Life goes on. The CPD is eternal.

Commander (Acting) is required by a legal finding, after so many days they can then be promoted and not be in violation of the Shakman agreement. (all BS).
It is my understanding that Leo Panepinto was promoted to Commander of 009.
Acting Commander is part of a pilot program to restructure all ranks above sergeant in a manner more forthright and honest in its title and designation.
From now on, everyone will be acting. It's been going on now for a few years, but in refreshing candor, the dept. has decided to just be up front about it.
Its either because there's too many and no line item for one more or they waited too late and no-one around to swear him in.
It's acting Cmdr until city hall budget office approves. Interestingly, under the capt's contract, Capt Trahanas gets out of grade pay until Duffin is officially the Cmdr. McNumnuts could screw up a 2 car funeral.
City Council now approves all exempt positions. Until approved, "acting" is the title
This acting commander crap is simply a power play by the boss. He loves holding shit over your heads.

They are going to list all non-lateral commander post as acting, so that they can first make sure to get approval of the alderman and thug reverands before they make it official. Less egg on the face when they have to recind someone they placed.

Real changes in 2-3weeks when last sergeant class announced . Instead of 2 classes of 30 expect one larger one. Also, more Lieutenants to be made. New lieutenants test will be announced soon as well. Good luck to those the the short list for Sergeants!
To the goofs who keep saying next class is from new list: (1) new list not out till late May or June, (2) It's been verified McCarthy has been doing merit interviews , (3) McCarthy would have announce new merit applications & start process all over again to hire from new list. New sergeants from next list won't happen till next spring at the earliest.

My fucking ass. Commanders are called "exempt" for a reason. They are exempt from the rules of civil service and the Shakman decree. Does not cover exempt levels. They can be made or fired on a whim. And it isn't like a flag officer in the military, general or admiral etc. In over 30 years I never heard of confirmation by the City Council for a commander.

A number of 'exempt' positions are designated as Shackman positions. They fall under the rules of the city's Dept. Of Personnel which trumps the CPD Personnel Dept. As agreed to by the original Mayor Daley and the Dept. Of Justice in a consent decree that does not expire until the Federal Courts say so. Old Matt Rodriguez, Phil Cline and Terry Hillard got reamed by City Hall for trying to go around it.
Tom Lemmer had a big part in the decrease in crime in 003 and should have gotten the commander's spot in 003. Is it because he's a white male that he didn't the spot?

The city does not want to get sued under the section 1981 statute for discrimination. The Superintendent, mayor, and city council have to submit their votes. After that, a weighted preference average is taken from the input of the citizens.

The biggest problem I see with Evans moving to 011 is that the coppers there have been doing less and less over the years. They were the reason Eric Washington was dumped the first time he commanded that district; the numbers were falling.

Hey stupid, a gold star is an exempt position meaning exempt. From Shakman! Anyone can be made a commander management has so many positions that do not fall under Shakman there is no city council approved for any gold star positions (they may individually recommend a individual). But it is for the superintendent to make the appointment all previous promotions made were listed as Commander not acting. Kline promoted two sergeants to deputy chief spots James Keating and Mike Cronin, both good guys but they were only sergeants and they were made with no acting bullshit or council approval.
There were over 10 police officers promoted to commander or director over the years not counting 2 commander spots on the mayors detail who are police officers. All were immediately listed as Commander with no city council approval.

Oh, I see, you mean it is all legit, the commander spot is scrupulously vetted and the appointment process is honest, dignified and above board. I see. Whatever you are smoking is some good shit. Lemmer was never the police. All he ever did as a PO working the Area violence car was steal arrests from other coppers. He has been a kiss ass merit hack his entire career. He wouldn't know how to be the police if it bit him in the ass. Worked with many coppers who were merit promoted their whole career. Lemmer is one of the biggest no nothing assholes on the job. The only thing he is good at is manipulating the crime stats so there are less of every crime on the books. If you think I'm jealous of his merit rise in rank, don't think so. When he was promoted it was the greatest thing ever. Didn't have to put up with his bullshit anymore. I would like to know who you are. I have met one person who likes Lemmer in this Dept. I mean in person, he is a Sgt who has known Lemmer since their academy days. You would be the second. Lemmer is quite smart. As in book smart. I would easily believe that he is not a merit promotee. However, Lemmer IS NOT commander material! He is arrogant and condescending. Nope, the city installed red light and now speed camera's. That's bullshit. I'm not doing anymore parkers. So they have the civilian company ticket the meter parkers, camera's on street sweepers, and bus supervisors for bus stops. We complained about having to do reports. That was below some of us and out of the grasp of others. No problem. They have call-back take them now. We have bitched our selves out of work. No, I take that back. Amen brother. I keep saying the same things. When coppers don't do anything on the job, they have no leverage. Wake up Officers. Start doing some work and gain back the leverage.

I agree that Cronin was a legend in his own mind. Not the brightest bulb in the lamp, but I heard he had over 18,000 hours on the books. Good to know that he didn't cash out at Deputy's pay. I thought that he did.
