A Call for McJersey's Resignation

This is the first time we've seen a public official calling for McCarthy's head:
  • State rep Ken Dunkin says he's had enough and so have his constituents. "After three years now, this mayor and this so-called chief of police can't figure out what the hell to do," he says. "The least the mayor could do is terminate Garry McCarthy immediately and get a superintendent who knows this city and is moving toward some strategies that will save it."

    In short, Dunkin isn't pleased, and he speaks for a growing number of south- and west-siders.

    Last weekend, in what's become a rite of spring, the casualty count rose along with the temperature, and by the time Easter was over at least nine people had been killed and more than 40 others shot.
Given who Dunkin represents, Rahm is going to be hard pressed not to address this in some way.

Fuck you again. Maybe the best thing we could hope for is that a asteroid lands on the southern half of your gerrymandered district, then we'll see a real drop in crime rates. "At least four people have been killed and 18 wounded in a wave of shootings on Chicago's South, West and Southwest sides since Friday afternoon...

* 86-year-old man...killed in a neighborhood dispute involving an off-duty police officer Friday afternoon. Authorities said the officer's neighbor shot and injured the officer's wife about 2:15 p.m., prompting the officer to fatally shoot the neighbor in self-defense and then shoot the neighbor's wife after she picked up a shotgun her husband had been holding.

[Whatever this was, it went on for at least ten years, according to Channel 2 News.]

* 2:05 a.m. in the 5500 block of West North Avenue...17-year-old boy was standing outside when someone dressed in all black approached from behind and shot him in the head,

[Just had a fatal hit-and-run over there, 4-times-down loser on parole]

* 17-year-old girl...critical condition...shot in head 2:35 a.m. 1300 block of South California Avenue

* 12:40 a.m. this morning, two teenagers shot in leg the 5100 block of South Wood Street

* 10:20 p.m. Friday, 24-year-old man shot 400 block North Hamlin Avenue

* 10:10 p.m., two 18-year-old men shot near intersection of West 31st Street and South Drake Avenue. One shot in the head, critical condition...other suffered a graze wound

* Friday night 37-year-old man shot in the 10000 block of South Normal Avenue about 10 p.m...struck in the throat...critical condition,

"* 7:32 a boy under the age of 17 was shot in the back on the 4800 block of West Rice Street when he was shot in the back, police said.

I left the city after I retired. I do not know this guy McCarthy but the whole blame is not his. It started with the worthless CAPS program and the touchy , feely police concept. Chicago now has the police department that Daley wanted. It is completely political with almost all of the exempts meritoriously promoted, any semblance of a semi-military organization is gone and it seems to have even seeped to down to the uniform ( there is none I guess as when I see a picture everyone is dressed differently). Daley got what he wanted.

A NEW superintendent is needed, but it needs to be a REAL man, not a puppet and not some withering "gotta run" poser.

Some military general would be much better to get, than some "poser chief" from some other city.

CPD needs to be restored to a crack force and that means all the clouted, do nothings need to go. That's a TALL order because most of the white shirts are all clouted non-police.

Flush all the do-nothings out and replace them with Iraq and Afghanistan combat vets.

Want a pension - earn it. No more "hide in an alley for the whole shift and watch movies on a DVD player".

Some who complain about bad conditions now, could never go back to working a real job in CPD. AND THAT's PART OF THE PROBLEM AS WELL.

A LOT of reform is needed - both in the city as well as the state.

Whoever is at the top of all these organizations sets the tone. If you had a real leader, you would be motivated to come into work and do a good job. You would want to - because that leader would have your back.

Instead, we have weak leaders which in turn create weak and dysfunctional organizations with subordinates trying to figure out how they too can game the system since all the bosses are doing it.

Sorry, but I as well as many other taxpayers are tired of paying for all this. Time to clean house.

What will you accomplish with a vote of no confidence? Nothing. The mayor makes the decisions, not the superintendent. I am more concerned with contract negotiations, not crime. Dean is busy cleaning up the mess left by Shields. Give him time. I assume Dean has to wear a ballistic vest every day to work to prevent the back stabbing that happens at FOP.

...and then they whip the race card away, hide it, when we try to take USAG Eric Holder's advice about not being "cowards," try to have his "open discussion" about the overwhelming tide of black crime (not "gun violence") and the need for people to take responsibility for their actions, their families, their future.

Try walking your own kids to school instead of having the city do it. Try fixing them something to eat, instead of demanding that "weekend food packs" be sent home with them from that school.

I believe that McCarty's days are numbered, and I am surprised he has lasted this long. Having said that, this is not all his fault. He can't change a culture that has been dysfunctional for many years, and a police department that is politically controlled and very resistant to change. We need to hire 2,500 coppers and let them be the police, which for many reasons won't happen.

I want McStoopid out too but this has nothing to do with him or the CPD. This is the fault of the Cook County State's attorney office, the courts and judges, and the prison system. They're not charging these fucking scumbags, they're not giving them proper sentences, and they're not keeping them locked up. The police are and have been doing their jobs. They lock these pieces of shit up and the rest of the system lets them back out or doesn't charge them at all. The only way to solve this problem is to start punishing these criminals and keep them off our streets. It doesn't matter how many police you hire, how many laws you pass, and how much talking you do. If we don't start keeping these criminals locked up, this problem is going to get worse. I know it costs money to house these criminals but that can be streamlined and made cost effective and it costs just as much money to let them run around causing chaos in the streets if not more.

The only douche here is you, and you are an uninformed one at best. NO supe is going to make a difference. I came on in '85 and not one of them has made a difference where violent crime is concerned. They shuffle the deck chairs around but still the ship lists. 600 murders one year, 500 the next then back to 550 and now in the mid to high 400's. As has been said before, a lot of those drops are because of advances in medicine and ambo response and training.

It's not me, or you (I hope) or other coppers or people from Winnetka or Oak Lawn or Beverly or Sauganash killing people in 005, 006, 004, 007, 015 or anywhere else. The shooters live there. Go ahead, change the supe. It will make no difference.

Besides, no matter who it is, everyone will hate him anyway.

One of only two comments posted here so far that are truly introspective as to what's wrong with the CPD today. The police need to get back to the business of being THE POLICE. Someone has got to make the guys and gals want to go out there and give a damn, period. We all have to live in this city. Leaving the violent POS douchebags out there and pretending you don't see them puts ALL of our neighborhoods at risk; they jump turnstiles, get ahold of cars, and they're mobile, and they go to affluent areas and rob folks there, too. And the city needs to step up hiring, because so many people have bailed out rather than put up with the crap leadership that has taken over the upper ranks since the Weis/Masters era. We've lost a lot of good bosses who (wisely) chose not to work with the imbeciles who used to be here. Politics has taken far too deep a hold of this dept. now, and it has just about strangled the life out of it. It's going to take a good number of years before the CPD is once again a shining star of a law enforcement agency. And I agree with Northen's post, Dunkin should be ignored completely.

More fallout from comstat. I’m hearing 010 has doubled their yearly homicide totals over the last five days starting Easter Sunday. Why that’s a 100% increase. The executive response. More contact cards to meet or exceed the stated quotas. Pure insanity. You can only do so much to curb violence throughout the city. Database enhancement through contact cards is not the solution for the street level violence. Nor is it the most appropriate response addressing violence for comstat meetings. The statistical manipulations of the calculations don’t work either. How about more highly publicized home visits to gangbanging villains will stop the violence. Who knows? How about an event number for all the silliness with no real identifiable solution nor effective strategy to deal with all those violent crimes by all the leaders in this dept. Criticizing others is easy. Calling out nonsense is easier. But the top leadership better start developing some new strategies, new tactics and new solutions for this daily onslaught of bad news before it gets to the point where anarchy prevails. This city may have already surpassed this threshold.

Commander Evans in 011 is a hands on guy. He is not only on the scenes of trouble but also those spots where he identifies where trouble is percolating. He has a proactive policing strategy by getting into the mix. He is on the radio directing resources taking a definitive, identifiable leadership role. That includes assigning specific tasks to his Sgts. He is a no BS type of guy. He may not solve all problems, but he keeps the criminal element on their feet fearing his blitzkrieg response to the many hot spots. Kudos to you sir and Kudos to the Men and Women who are giving policing their best!

Commander Evans and his policing style through front line leadership should be emulated by other command staff in other crime ridden areas. He exemplifies leadership and he is not afraid to get his hands dirty. Commander Evans is on display for all to see and sets an example for others to follow, not by his words, but through his actions.

A very simple solution would be to civilianize all of the Bureau Chief positions, 1st Deputy Superintendent and Superintendent jobs. Then bring back some of the knowledgeable bosses that retired in the last decade and let them run the department. No one is going to do it for free and I don't see any former Boss relinquishing his pension for a shot at the Superintendents Job. It's a big job with a lot of political headaches!

Then to appease the African American community have an African American figurehead (i.e Charles Ramsey) as Superintendent and a very strong 1st Deputy. There's our solution!

I know what people are going to ask... Why does it have to be about race? Right? It is still Chicago or "Chiraq" if you will. It's about Politics! Rahm has really lost a lot of ground with the A/A community and if he wants to save face he will NEED to do something to make them happy. He used them to get elected and now without them he will not get reelected. He has pissed them off to no end... All of the $ in the world will not "guarantee" him a reelection.
Peckwinkle is waiting to get reelected to her current County job and then she will announce her candidacy for Mayor. She is winning in every poll out there and she has not even announced running. She is his biggest threat and unless he gets a large % of the A/A's to once again back him, he is done. Then you have Dart slithering in the high weeds just waiting for his opportunity.

I'm not a Rahm fan but in his defense Daley left him holding a bag of shit with the financial state the City was left in. Someone needed to be the "bad guy" and make the cuts and consolidations to attempt to balance the budget... This is why the machine didn't run Dart. They knew that Rahm could only be a one term Mayor given the drastic measures he had to take and the number of people/organizations he would piss off, particularly with the Pension reform.

I'm definitely not a big McCarthy fan either however he was given a very short bench to play with the bosses he inherited or was forced to promote... There's no one left! Wysinger, who is a nice guy but in way over his head got his spot by default. No other viable Black candidate without a ton of baggage (i.e. Ernie Brown, Eugene Williams, Mike Shields, etc...).

I say give Ramsey what he wants, bring him
home and get rid of all the existing Chiefs and fill them with leaders who know what the hell they're doing.

Given the manipulated numbers that repeatedly get released to the media outlets isn't doing enough. DON'T YOU GUYS IN CITY HALL GET IT?
It's not only the BS numbers (alleged decline in murders) the city continuously releases it's the PERCEPTION and overall IMAGE of the City. On a National level we are viewed as one of the worst crime infested cities in America and are the butt to every late night talk show host's jokes...

My guess though is that Rahm presses ahead and keeps McCarthy through the election next year and then they'll both be gone. Rahm will then be off to a nice Washington Job and McCarthy will be back in New York.

It is completely political with almost all of the exempts meritoriously promoted, any semblance of a semi-military organization is gone and it seems to have even seeped to down to the uniform ( there is none I guess as when I see a picture everyone is dressed differently). The short term gains of volunteering to work VRI do not outweigh the long-term losses to our pension by the city not hiring more police officers. More officers equals more officers contributing to the pension fund: less officers means less officers contributing to the pension fund. Less money in the pension fund means less money later, and conceivably less pension payments.

Rahm is trying to kill Chicago Police pensions in at least two ways: not hiring more officers, and not making the city's required payoff to the pension fund.

I am showing my displeasure with Rahm by NOT volunteering to work VRI, CHA, CTA or any other "initiative" between June 1 and June 7. I am boycotting any voluntary work initiative on said dates.

What will you accomplish with a vote of no confidence? Nothing. The mayor makes the decisions, not the superintendent. I am more concerned with contract negotiations, not crime. Dean is busy cleaning up the mess left by Shields. Give him time. I assume Dean has to wear a ballistic vest every day to work to prevent the back stabbing that happens at FOP.

You do what you have to do. I put in for everyday off. But, then again, I'm planning to get the fuck out of here and lateral soon (right under 10 yoj). I love the job, but the politics, taxes, poor schooling, etc... are enough to break a person/family. Quality of life will be better somewhere else.
