Now 1000 who from day one is over her head by being promoted way beyond her capabilities. Began to call cars in from 011 012 014 025 to help out because she has no clue to run a district.
But to everyone's amazement a real leader and a real commander took over. Enter 1100 who does not even run the district takes command and directs all police personnel on what to do. They were forming skirmish lines like in NATO to push the savages out of the park.
In 15+years a carnival has never been shut down in 010 due to under manned district. Officers from 010 were glad they had a real leader even though it was for a few hours. Being a officer in 010 we greatly appreciate the help from all officers who responded and a big shout out and thank you to 1100. We appreciate you and respect you unlike our worthless commander. Anytime shit hits the fan and we can repay our debt ness we will be there. Thank you all and be safe out there.

Not too long ago, I saw Cmmdr Evans at the felony branch out south. I'm not saying, I'm just saying.
Call out the city wide unit, .....oh yeah I forgot.
The 10th district commander seems to be well liked.
1100 did do a great job out there. The animals were fighting and chasing the legit folks out of the park. Some of it spilled over to 011.
1063 called for assist and 011 backed him up.
Which is not unusual because 011 always backs up 10 and vice versa.
End of the day no fights shootings or injuries.
All responding districts stepped up.

She looked like a deer in the headlights, her 2 merit sgt at her side with the same look. What a clusterfuck.
My first thought, why in the name of little green billy goats, are you celebrating Cinco de Mayo in Chicago of all places? It is barely celebrated in a few places in Mexico, and is far from being major Mexican holiday.

Until now, I have refrained from posting on M Pena because I don't care for her. She is a triple merit hack with ZERO leadership skills. She lacks proper judgement (as evidenced by the recent CR# on her) and has been taken care of her whole career. Someone once posted how the other commanders think of her as not only the least competent but the least respected exempt they can remember. Just pathetic. Honestly cant someone get the balls to remove her-totally incompetent and unsafe. Her people skills and the fact that the troops have no respect for her would need another two paragraphs, but I'm too disgusted to continue.

1100 is about officer safety and getting the job done. It was great he showed leadership and support for the troops.
She was worthless in 025 as a Tact Lt. She panicked-literally panicked when the traffic got bad along Fullerton for Cinco de mayo. She truly is an embarrassment. The humiliation and lack of respect is true karma.
What they really needed at the festival was the proven leadership of 1070!. He would have mustered all the troops under his command and quash the uprising by the savages. Just aks him how he once all but 2 of the cars from 010 to handle a fire. 011 had to send cars to cover for his decision.

Crime has been so low lately there's not much to comment on.
Wow, there must be a lot of gang experts In 010. Really, first of being thrown to different districts to different areas of the city your gonna encounter multiple fractions of different gangs not including same gangs with conflicts. Now with that said Evans is a real leader like him or not his goal is to be at the front lines fighting next to his officers. Get of your high horse of gang expertise and do some real work out there cause what we all can see is that the gangs are still running the show on the streets and not because of police not being gang experts but because of laws that are not enforce by the courts.
So here's a serious question - about what percent of CPD do you think fall under the "merit" umbrella?

Yo, take it easy on the Marquette district commander. She coming off a prior bad week that added four homicides to her district totals. Her totals for contact cards, Anovs and traffic citation quotas were all met. Arrest down a little but o.k. She was busy all day knocking down doors of identified gang members of all stripes getting out the party line of knock it off or we gonna put traffic, Anov, impoundment ,contact card and gang loitering cases on you.
Word out of the westside district is that if the quotas aint met, you can kiss days off in summer goodbye. I am hearing similar stories from different officers at special and also at 26& Cal about pressures put on everyone in 10. Grievances will follow when the blue shirts and plainclothes police get the punishment put up on them denying them their well deserved summer break from an out of control westside.

Thank God we stuck together and took control of a bad situation despite the identified failure in leadership. I haven't heard of any stories of anyone getting hurt which is a win- win for the good guys. TOGETHER WE CAN overcome inept command leaders. Where was the team that was assigned there? A sergeant and his team dropped the ball on that one. They allowed it to get out-of-control. The commander always delegates responsibility especially in large District wide events. 010 had and always has too many people visiting the area during the events. The districts do not have the personnel to handle these type of things. The outside units are in shrinking. These things can set off at any time with the lack of police presence. Speaking of leadership.. I attended the FOP memorial today, was a nice event. I found out that the board to approve the following field reps at D5 pay: Kilmer, Capparelli, Casiano, Harvey, Carter and McDonagh. The elected officials not being brought inside are Bella, DiMaria and Gorman when Harvey, Carter amd McDonagh were not elected. Voting "yes to approve the new reps" were: Dean Jr., Bella, Bill Burns, Capparelli, Casiano, Pat Duckhorns, Al Francis, Gahagan, Gentile, Hauser, Kilmer, Tom Lonergan, McNulty, Tim Moriarty, Lumpy Rutherford, Schorsch, Trevino. Voting against the new reps were: Donahue, Sergio Escobedo, Mike Garza, Gorman, James Moriarty, Jay Ryan and Mike Voight. DiMario did not vote.
Its time to end all these ethic festivals. They seem to all become havens of violence for shitheads. And the drain on resources is immense. But as long as politicians are kissing ass for the ghetto vote it will never happen.

Then the arrests started happening. So to the moron stating no arrests were made you must not have been there. Everyone was happy to help out and everyone went home safe. It's all about respect. Remember earned not given. And to all of you i have over 15+ yrs and in a variety of units that have dealt with situations like this

The animals are fighting because there is no one to call the police to report their savage activities. There are now more thieves and gangbangers than victims from which to steal. some of the blame lays on the police department for taking tips from the thieves directed against the victims, who like myself, have moved. After I left the 1600-1800 S Central Park block, there were 2 shootings right away, one resulting in death. It seemed as if some of the thugs on the block were trying to have a reason to shoot and fight and kill by shoveling parking spots and claiming "dibs" on the spot. This never happened when I lived there because it is against the law. Now I have realized that the Hoboes did a good job of letting their "members/associates know who was calling the police in the area. Crime is up, deal with it.

Who the fuck works in a district where they don't know whats going on? Knowing who is causing all the trouble is not being a gang expert, it's part of doing police work. Believe it or not before Garry came along police on the street still knew who was going to carry out the retaliations, who shot who in the first place, & etc. way before some gang audit or even having a witness. Now I'll admit, shit has gotten CON-FUCKING-FUSING in atleast the past 10 years, but the shit isn't rocket science. What's going on at the FOP? DeAngelo kept his commitment and fired in house counsel. But for what? To bring back the bumbling fools, Baum Sigmaun, the firm the FOP fired back in 2003 because they cost double what in house counsel cost in 2014. And because they fucked up grievances so bad that the fop found grievances that were still around from the early 90s. And guess who was trustee when Baum Sigmaun was milking the FOP and fucking up cases? You get a sticker if you answered one Dean Angelo Sr. At least now we know how Angelo's campaign was funded. And good luck getting any type of answer when you call the FOP. They are running around like chickens with their heads chopped off over there. That's what happens when you dump everyone including elected officials Gorman and DiMaria and hire attorneys who only know how to fuck up grievances and know nothing about the police. We are fucked.

She VERY rarely comes to roll calls and when she does, it's all business asking for contact cards and such. No, "How's things going?" "What do YOU guys need to do your job?" "What can I do to help you?" None of that. She's out of touch with her people, doesn't know names (most likely doesn't care). She doesn't have good judgment, doesn't inspire and lacks what it takes to be a good leader.

Sounds like you don't know what police work is.
Pena is incompetent, but this fiasco was not entirely her fault. 1063 called for 1 car to move a crowd. when the dispatcher asked for more details, 1063 did not answer. 1063's failure to respond to the dispatcher caused zone 10 to panic. He wasn't in trouble, he just wasn't listening to his radio. The dispatcher then started calling for cars to check on 1063. Responding units caused the herd to panic. When the herd started running west and out of the fest, 1063 had the bright idea of cutting them off and turning them back into the fest. 1100 then started calling outside units, none of which were needed. 100 savages playing grab-ass and acting like thugs caused the fest to be closed. 1063 should have let them run north across Ogden. It is his fault this happened.
Just thinking of the leadership in 010 district makes me want to watch the tommy boy with chris farley. I rather have a hundred chris farleys than one commander pena always walking thru the halls trying to listen to pos conversations.......bullshit
