Quinn Signs Pension "Reform"

  • Chicago property owners got a one-year reprieve Monday after Gov. Pat Quinn put aside his political differences with the mayor and signed a Chicago pension reform bill.

    The governor asked Mayor Rahm Emanuel to steer clear of a property tax increase and find other revenues to fund the city's five-year, $250 million pension obligation.

    Emanuel obliged — at least temporarily.

    In an interview with the Chicago Sun-Times hours after the bill signing, Emanuel said he has “taken property taxes off the table for the first year,” thanks to a telephone tax increase he called “another tool in our tool box that gives us additional ways to address our obligations.”

    The mayor said the additional year would “give us the time to identify other types of resources and revenues” to avoid property tax increases in years two through five. But, he made no promises beyond Year One.
And the initial changes:
  • The phone tax bill gave Quinn political cover.

    It freed him to sign the bill that increases employee contributions by 29 percent and reduces employee benefits to save the Municipal Employees and Laborers pension funds without wearing the political jacket for a pre-election property tax increase.
  • A coalition of unions says it plans to file a lawsuit challenging the newly-signed law aimed at overhauling two of Chicago's pension systems.

    We Are one Chicago is a group of unions that has also challenged the state's pension overhaul. In a statement Monday, the group says the plan addressing laborer and municipal employee pensions is unfair and unconstitutional.
Rahm is rapidly running out of time for the state mandated $600 million balloon pension payment due this fiscal year. We have a feeling that he's going to use that requirement to paint First Responders as solely responsible for the upcoming tax hikes.

Wrong. He didnt get rid of T/S (1130). He acts like the "Savior of 011" but he only ran off one sgt!! And he sure is acting like the Sgt he did get rid of!!.......So we didnt get rid of the "cancers"!!! He stops guys on the corner.....calls for cars.....shows off by yelling at "da fools on da corner" then makes the officers violate their civil rights by licking them up for "standing on the corner" or makes them anov them (that will teach them a lesson) Then.....he does it again a block away.....then again and again!!! but this pompus tyrant has rules......IF u show up to his assist you cant talk to fellow officers, you CANT have ur hands in ur pockets, u must walk up to him and ask "what can i do for u sir"!!!! no joke. This Commander is horrible.

If u ask anyone in 011 if we could have it how it was with sgts 1130 and 1120 OR have this Commander u would be surprised that we all would want it how it was!!!

I don't know how they plan to pay for this without raising taxes but then again, paying for shit without raising taxes is what got us into this mess in the first place.

It's really just simple math. Each liability costs (X), it can be offset with contributions of (Y), perhaps the city indexes a portion of it with the markets but keeps most of it in interest bearing cash...

The problem is, like all other financial issues where politics get involved, too many piggies at the trough, not enough slop to go around so the IOUs start in. A decade or two of that, here we are. Camels back broken.

This will require radial measures to address.

Try to use common sense as to these reforms. Bottom line, whether you believe it or not - the state is out-of-money.

Blame those who have spent money foolishly or channeled money to fund projects instead of contributing to pension funds.

Instead of blaming them and voting them out - you reward them with another term. Why?

There are several ways for the city to come up with $600 million for pensions. Chicago has so much unused potential.

1. Public-private amusement park. Put it where US steel used to be on the south side. Call it "New Riverview". Charge $50 per person to keep it safe. Split the profits in half with private developers.

2. Cut CHA budget in half (unless your disabled or elderly, no one should live rent free)

3. Sell all vacant city properties to private companies for development. Turn Englewood into walled off/gated communities. Empty brick factories give away to companies like big companies like GE. This would save the city on maintenance and bring fresh revenue to Chicago.

4. CASINO where the old post office used to be.

5. Close several blocks on Michigan Avenue to automobile traffic to increase foot traffic/shoppers. Put VRI downtown to protect shoppers/tourists so they feel safe and will come downtown. More sales tax revenue

6. END sanctuary city status which cost taxpayers tens of millions in welfare support.

Rahm Want to save a few million , reduce number of alderman to 17 . Chicago can do more with less , we have 311 to request city services ,make complaints . It's the 21st century , let's cut the fat from city government , middle management is bloated. You still have 3 man crews changing light bulbs , drivers for forestry and water dept . Suburbs drivers do it all , drive , change light bulbs , trim trees , pick up garbage .

Don't worry. The casino will be built......AFTER the pension crisis is addressed. This agreement between Rahm and Quinn is just a first step. Make it look like you are trying to do ANYTHING to keep from raising property taxes. Then when that tactic wears out, you spread your hands out and tell the un-washed masses that you have no choice but to RAISE their taxes.

You then run a smear campaign to blame those who are/will receive a pension.

When all that is done, the pension crisis will be announced as having been solved so when the city gets it's casino, ALL the proceeds will be available for CITY PROJECTS (nudge, nudge, wink, wink! ;)

DePaul's Auditorium, that new "running track" and the Marriot Hotel and put those monies towards
the pension payment. Why does he not
dip into the TIF funds to contribute

Responding to the second post. Your correct however decades of spending hundreds of millions on pet projects and misappropriation have diverted funds away from responsible governing. Your assuming past money was spent wisely, and it wasn't. It continues with the current status quo of politicians. That's why we're in this mess and even if they woke up and did the right thing from now on it wouldn't fix anything. Do you think with new taxes coming in that spending habits are going to change?

Rahm has no intention of properly funding our pension.... unless he gets us to agree to "pension reform" aka cuts and concessions.
The state will force his hand starting next year but I'm sure Rahm will then implement drastic service cuts and tax hikes and he will undoubtedly pin it all on us.... not the thieving politicians that got us into this predicament.

If what you say is true that the district commander is violating citizen's rights, then I wold document everything. I would also turn on my cell phone recorder prior to me getting out of the car and document/save that as well. That is all perfectly legal. Cover your ass dummy! Don't just do something because someone tells you to do so. Write it in the report that 1100 observed the offender urinating on the public way (or whatever other specific offense 1100 saw) and put him as the witness in the case report. Don't do a half ass job and put yourself and your family's future on the line.

Hire 1,000 Police Officers a year. Every Year without exception.

After initial F.T.O. Training assign them to Traffic, concentrating on Hazardous Movers and D.U.I.s. for the first year after the training period ends.

When Crowd gathering Events pop up they can be deployed there for extra manpower.

The Revenue Generated would pay for the additional hiring and the additional Revenue from this Unit can be earmarked for Pensions.

After a year assigned to Traffic they can rotate into Beat Cars.

After several years the manpower should be back up to normal even taking Attrition into account.

In the process of building up manpower we might get a better hold on the Shootings and Murders.

People with sound ideas like yours never run because they "hate" politics... its in these dirty politicians best interest to keep feeding the cesspool that is...If everyone is dirty, everyone plays ball. Well, some of the suggestions that I read here and what Karen Lewis and the teachers propose to raise money just , in my opinion, will not happen. They are not politically feasible. Private and government pension funds all across this country are on the verge of going broke and raising taxes will not save them. However we got into this mess, and you can play the blame game all you want, it needs to be solved.And, it will only be solved by massive reforms that will effect workers and retirees alike. Public pensions will be a thing of the past with only police, fire and teachers likely to survive. Everyone else will end up in a 401 K system and possibly pay into social security. The system is just not feasible and will collapse somewhere down the line, 10-15 years from now. Every actuary in the country has looked at this pensions and agree they cannot continue. No one wants to pay the taxes or they cannot afford them. The teachers use the power of the strike to gain substantial benefits with short work years and early retirements. Take away the right to strike for teachers. I am a retired city employee and I fear what the future holds for me and my spouse.Do you really think that the sity will sell assets to fund the pensions? I think they will take a position that the funds stand alone and when they are out of money they are just out of money.

Why is there a need for pension reform? The employees contributed their share every single pay check without fail. Where is the politician reform? How has not one single politician been held accountable for decades of pension payment theft? Do not agree to any cuts. This city is not only not broke, it's far from broke. These politicians have hundreds of millions of dollars for pet projects that we don't need. How about this river walk? DePaul stadium? Bike lanes? Etc. How much money is being spent on this garbage? You don't spend money on wants when you can't afford needs. Proper pension funding is a need. Hiring more police is a need. Fixing our crumbling roads is a need.

I have little sympathy for government employee's pensions. They and their unions teamed with the politicians to take wealth from those who earned it. The politicians predictably double crossed the government employees.

People are paying 50% of what they make in taxes all said and done. There just isn't really anything left to take before they soon find they can't eat and keep a roof over their heads.

And of course they are going to blame the government employees, rightly so. It's one thing to complain about the politicians but us taxpayers damn well know the unions made deals with these assholes to take our money and split it. Want your pensions, take from the wealth of those mf'rs you put into office in exchange for those contracts. Take Rahm's house if you have to, Daley's too, but leave the taxpayers alone.

They will not stop until we put it back in there face. So we need to start plans for a massive show of discontent when if they fail to put our pension in order. Organize protests, shut down downtown, everything. Only then will they listen. Also, we must put there pension/pensions in the spotlight, how could we let them go on without them paying there fair share!? We all must pay the price.

Tricky Dick Durban gets 167,000 for being a part time Senator and currently collects 25,000 a year in Social Security and will also get a pension and 401k even though senators are not employees a little play on words allows senators a employee pension and 401k even though they are elected.. You are correct. Daley does not get a city pension or a county pension but a pension as a state senator, almost 200 grand a year. They pushed through a bill through Springfield back in 1993 that rolled all of his government service into the one term he served as a state senator. The state cannot go bankrupt by federal law but the city sure can. Do you think he knew this was coming? How does our elected representative who sat on the pension boards all of these years since 1992 and all of the union boards explain the "Omnibus Pension Bill" sponsored by Madigan in the early 90's ? They knew about this and they supported the bill. I know because I was on one of the union boards. We had no choice but to support the bill as Madigan held hostage a small monthly increase for widows.

I don't remember hearing all this complaining when you were getting what you believed you deserved. You had a 401k that you contributed to. Your employer put in matching funds.

I have a pension that I contribute to. The city contributes (supposedly) to my pension. The only difference I see is that I don't recall hearing any private sector companies taking "401k holidays". In the public sector we have had to deal with many "pension holidays" resulting in the current crisis. Oh, and one big difference. Each time the powers that be declared a pension holiday, do you think they put that money aside so that some time in the near future it could be put into the public sector pension funds? No! That money went to projects that ultimately benefitted the private sector.

Oh, and one more thing. Please stop with all the rants about "those who pay your salary and benefits". I too am a tax payer, so I am actually contributing to my retirement not only through my pension contributions but also through the taxes I pay.

If I ever need police or fire... leveraging monopoly again. For decades this has been done to get more. The usual extortion. That can only be done so far until break down.

Close to half of the people in this country get some sort of means tested assistance. The other half struggles after paying taxes. The number of people in the non-government workforce has fallen dramatically and continues to fall. You can't take what isn't there.

The working man goes out and creates the wealth that is taken from him or else to pay your salaries. Get rid of political malfeasance and most government jobs created in the last century would vanish.

Go after the politicians' wallets and crony programs. Politicians who need government employees to get out and vote. Taxpayers gots no more to give. The well is dry.

To 9:44 am I am not saying you should produce revenue, but the city figured that out a long time ago with inspectors building, food , health etc... Also meter maids and cameras make up for any and all shortfalls we make. They do not need us for revenue anymore whatever we provide is a bonus. Your supervisors are more likely to ask for contact cards, curfews and truants. I honestly don't think we can really hurt them to much the only way maybe is to take Jul or Aug. And nobody work any overtime. VRI, cta etc... They cannot control the animal with all those extra cops can you imagine if there were none working. Hell even one week of no extra cops would put a huge fear into the bosses and politicians. I don't work overtime but I do understand why cops have too, but come on you can't sacrifice one month or one week that's 3 to $900. I also have 22 yrs on so I could get it if I wanted. I'm sure the fop reads this blog this is a true bargaining chip if you could pull off before summer.

Organize for non payment of pension payment now. FOP should get ball rolling, it's never too late!!!!!!!! Pensions for lawmakers have to be shown to everyone, they are not paying there fair part and we have to let people know now!!!! WE ALL HAVE TO PAY OUR FAIR SHARE..

What about the Pension Board and their free trips all over to various places paid by investment advisors? How about those on the Pension Board who voted for the Vanecko loan? How about those on the Pension Board who do not know difference between a bond, CDO, CDS and like? Who elected them?

4,217 letters containing the sergeant test results were picked up by the post office from the hq mailroom about noon. Depending on quickness of local branch, results will start hitting mailboxes tomorrow. Good luck to all.

TThere's not a difference between Democrats & Republicans they're all dirty. Neither one would stick up for us, it doesn't matter who you vote. They're all friends sitting in different seats. Start voting independent, it can only get better.

Thank you, but could you keep hunting, because there are supposed to be three pensions, not two, according to major news outlets right after he retired.
Plus, of course, the University of Chicago pretend-job, the Coca-Cola pretend board position, the pretend attorney-job with the firm that brokered the parking meter deal.

This poster is absolutely right. No one should agree to a contract that gives in on the pension (er see sgts contract) in order to get the retro check. That's what the City wants the Union to do. Do not agree to this or everyone is screwed.

City salary database doesn't show private salaries at all, much less "comparables" for qualifications, training and risk. Use the Dept. of Labor Statistics and come back when you've got something

According to city of Chicago human resources they have not determined when the results will be sent out. Probably July.
