Victim of his own stupidity:
- A parking enforcement aide was slapped with a 29-day suspension for threatening to “aggressively ticket” the personal vehicles of Chicago Police officers in retaliation for an “unfair” parking ticket issued to a co-worker, the city’s inspector general disclosed Thursday.
Three months ago, Inspector General Joe Ferguson used his quarterly report to lift the veil on a “rivalry” that triggered a “public screaming match” between a parking enforcement aide and a police officer.
[...] On July 2, a parking enforcement aide was slapped with a 29-day suspension after being accused of sending an anonymous, profanity-laced email to an unidentified police district threatening to blanket police officers' personal vehicles with tickets to get even with an officer there for ticketing a fellow parking enforcement aide.
“The PEA threatened to aggressively ticket personal vehicles parked in the CPD district police-vehicle-only parking lot, above and beyond prevailing enforcement practices,” Ferguson wrote.

Why are assholes like this afforded the benefit of anonymity?
Especially if they've made threats against the police? I think we have a right to know the identity of this PEA given what's been learned about his/her demeanor and propensity for retaliation for something blown out of context in his/her own mind. At the very least, I hope every P.O. in the district where the officer is assigned is aware of this asshole's identity.
Also, why are we only hearing about the 29-day whack now when it was handed-down on 02 July?

I know a few of these PEAs from working in several areas of the city and 99% of them are pretty polite. It's that 1% rule. Morons in every department regardless of what job you have.

Story reported "alleged anon email"....that right there is enough make one wonder if an electronic warrant was issued. Anonymous is supposed to be anonymous and unless a crime is committed the city has no legal right to investigate conduct covered by the 1st Amendment.
I know most of the cops that post here are probably using a disposable yahoo or hotmail account or are only posting from the Free Wifi coffee shops so their IP address can't be traced.
The story is also very quiet about when this happened, just mentions the 29 day was handed out in July. Something about this smells. And I don't just mean the pea that vocally lost his/her cool.

There was one that would always hang around the old Credit Union building tagging anything with an FOP sticker or hat band on it.
One gave me all kinds of shit dropping off my son, a US military member in uniform, at the airport. My wife wanted a few moments more to hug the kid and this clown act pulled out the banana book even after I was a gentleman to her and told her I was the police.
Any such I have a legit chance to hurt is going to get tagged heavily. Ive seen packs of them descend on churches on Sundays and tag everyone without mercy.
The city made a big mistake putting ticket books in the hands of fools.

I never got a break from those dept of revenue bitches on my personal car. Never. "Do you think you are special" the things would say. So, I always ticket their cars around their work facility, I never go when they call for help or assist. Let some of them get their ass kicked and they might appreciate the police. Until then, fuck them, just another bunch of haters.
Every Thursday cars get ticketed and towed outside Union Station from Clinton. Its street cleaning day, which is very poorly marked, and a gold mine for the city.
Yesterday I watched a tow truck begin to pull away with a car, but then stop and put the car back in the spot so two different meter maids could each ticket the car at the same time! WTF. He actually put the car back after hooking up and pulling out. The parking guys were laughing as they each slapped a ticket on the car.

The city has no problem disclosing the names of officers who have gotten a few CR#'s over a 10 year period.

If your car gets towed and your not the registered owner, the central auto pound will not release it unless you have a power of attorney letter from the owner stating you are allowed to drive it,its a scam to get storage fees for the car,I gave a citizen a ride to get her car Im in uniform on duty and those assholes wouldn't release it.

Two female Dept of Finance employees driving a small white car with M-Plates and marked with Department of Finance. I started writing Street Cleaning tickets. The vehicle u-turned in the street and pulled in front of me. The two exited the white car and one walked to the vehicle in front of the one I was writing. I was surprised by the behavior. I went a few cars up, as these vehicles were bumper to bumper. I wrote a ticket. Both females walked past me to the next car and started writing. At this time I realized what they were doing. I had seen them drive down 4 different streets marked for street cleaning. They preloaded plate information into their hand held devices. Then at the 9am Street Cleaning posted time they go down the 4 streets and quickly print out tickets. Remember that all they have to do is press a button with their thumb and it instantly records Video. Today’s attitude toward Police Officer is repulsive. That is to be expected. As part of our job, we deal with it. The trouble is the shocking acceptance by media and government for this type of behavior
Whenever I have stopped a PEA, they are usually very quick to identify themselves and ask for a break, but when they are writing a PO's vehicle and they are asked for a break they usually tell you no and just write the ticket.
Do they vet these parking meter aids. Bet they have a sheet.
Well when you get workers coming in to become Parking Enforcement Aides or Traffic Aides from Roseland or the Englewood area , What do you Expect , You know they just LOVE Police Officers, They give them a ticket book and all hell breaks lose.They want to ticket every Cop they see.
As I said before , Trash can both Parking and Traffic Aides , and start all over again with people who dont have Criminal Backrounds , and people who want to work in the correct way . But hell now im Dreaming again.
The truth is that our Fraternal Organization should be fighting for legislation to deny any non-sworn law enforcement officer from ever issuing citations of law having a punishment of fine or imprisonment.
How do citizens not understand that sworn law enforcement officers are the protective barrier between greedy politicians who use "fines" and "fees" to tax citizens and use non-sworn personnel to enforce the hidden tax. Remember...Quotas are not acceptable...
Does anyone remember, or have, the law or ruling about quotas being illegal, or something to that affect? Would love to see that.
Our Fraternal Organization should introduce/support legislation to abolish hidden taxes perpetrated on citizens. If a politician wants to take money from citizens, he/she should be held accountable.

Just to be fair I want to thank the Parking Enforcement Agent who was recently doing Street Cleaning where I live. The mother of one of my (non-P.O.)neighbors died and he went to Texas to bring her back for services a few days earlier and left his car on the street. I knocked my neighbor's door as the PEA peddled up on his bicycle and asked if the car was mine and I said no and told him the truth and didn't mention I was a retired P.O.. He rode off on his bicycle. Thank-you.
First off. just look what they hire, have you ever stood on a sidewalk and watched these folks in action, they are RUDe, IGNORANT and paly GOD, when a person tells them that they have to go to the machine and pay for the parking they will still slap a ticket on the car, they have no supervision, and yet if you do encounter their supervisors they are just the same, they need to have retired coppers supervise these thugs, and I don't know the hiring procedure and I know the numbers have to reflect the population of the city but these folks just plain suck, and don't even think about approaching them at the airports, they think they are FBI or some other federal agent. If you pull out when you see them coming, don't be too surprised to get a late notice of an unpaid parking ticket in the mail. they will write and throw it away. They are protected under a union contract with SEIU or some other .
This shit actually started with Daley shitting on The Police by cutting us out of the revenue stream...
CPD used to more than pay for itself when Coppers had money making opportunities with court time:
Traffic Minor Room.
Traffic Major Room.
Male Misdemeanor.
Male Felony.
Female Misdemeanor.
Female Felony.
Dope Court.
Night Dope Court.
Whore Court.
Gun Court.
Domestic Court.
MCC Court.
Vehicle Impound.
Etc. And others. Etc.

Daley retaliated by starting Parking Enforcement and all the other revenue enhancement agents to make up what Coppers USED to bring in.
Noteworthy:
Daley also snatched CPD Budget authority away from the Superintendent which means The Police now had to beg the Mayor's Office for money...
This negatively affects training, equipment to do the job of being The Police, etc.
CPD for many fiscal years was able to remit a tidy surplus to the city so the only real reason for taking budget oversight from the Office of The Superintendent was naked politics.
So?
Rahm slides in and has his people go over the REAL municipal books and they say "Why the FUCK aren't these Coppers generating all that MONEY they used to?"
...Or something like that.
In Chicago, you have to know the backstory (or have a good clue) to why things are so ass backwards and why so many feel it's ok to threaten and disrespect Policemen.
Stinkin' Thinkin' like that exhibited by this PEA used to be solved with an arrest and administrative grief for the offender as well as being outed to the Police.

It seems that PEAs have supplanted The Police in the municipal hierarchy.

Funny. I've seen them in 011 every day.
Usually 2 deep in a Marked Finance or Revenue vehicle or on a bike.
I was actually talking to the dude that posts here from time to time and actually calls himself that guy on a bike.

Question. Excluding M plates, how the hell does a not a cop ticket writer from the department of finance know a vehicle belongs to a Cop?
I know for a fact that they don't have access to that info. So is there some magic not known to the average citizen identifier that lets a city worker know it is a police officers private car?
Assuming they are not in a lot that is police parking only...
This may or may not be true; it was with the old city owned Teamster tow truck drivers.

If they write X-number of tickets they are finished for the day and go home early (or hide out) so anything and everything goes.

One of the comments was exactly that, about hitting the police-only lot. But there are other things - stuff left on the seat, seeing a uniformed guy park the car, a sticker on the dash or the plate frame, an 'le' plate, an fop plate.
If it was the other day around, it would have been 30 pending, immediate suspension and arrested for official misconduct.

1. You have to show up for court
2. If they stop on red or for stop signs what are you going to legally write them for?
3. If they FOIA your ticket history and you've never cited anyone on a bike before your ticket is tossed.
4. At this point anyone ticketing revenue is at risk for a complaint of targeted retaliation.
Yes, there is a lot cops can do that PEA's can't do. However there are a lot of cops on this job that routinely drive by obvious violations and don't write the tickets. Like all of the 018 district cops that speed by cars in tow zones so they can do street cleaning.

Bullshit. The attitude of the large percentage of individuals that work for some city department other than revenue and their "I'm a city worker and do you know who I am" is the problem.
This blog has dozens of posts about how the real crime numbers are higher than what's actually reported and how a lot of districts are running at reduced strength or how calls for service are stacked by priority. But cops are whining over street cleaning and rush hour tickets in districts like 001 and 018 and 019 and 020 and 024 and 014.
One of the points in this story was how police are complaining that PEA's saturate an area with tickets. But there is less than 120 of them for the whole city.
They have 50 wards and 81 zones to cover daily from 6am to 7pm.
I've seen cops on Astor hitting the Permit zones At 6pm. Cops hitting the 6am Street Cleaning on Devon at 6am. Cops peeping their ticket books so that every street cleaning ticket is issued at 9:05am in a 5 block radius.
Cops have sat on their ticket books for so long that people are parking illegally by ordinance and then they get a ticket from revenue and they whine "oh I've been doing this for years and the cops don't ticket me"
City employees are the worst offenders when it comes to certain parking violations. Just look at all the people that park the wrong way in a 2 way street in the 42st ward.

This is one reason that I have nothing on any of my vehicles that identifies me as the police. No stickers, FOP medallions, license plates etc. The PEA's don't know who I am, (believe me they do target the police), and neither do the bad guys who might want to damage my car because I am the police. I have never understood why so many of us want to advertise that we are the police when we are off duty.

I reminded some Chicago politicians about Dan Rostenkowski who fucked with our Social Security Benefits and got sent to jail. They all have secrets and skeletons and we will find them if they fuck with our pensions and benefits.
The biggest thing that irritates me is that the police want to display the checkered hatband on their rear view mirror. Many non police have this displayed also, the uniform stores are not supposed to sell police attire to any non police person but they do, also coppers give this crap to their friends and family. Next, people do see how their police neighbors drive and park and the attitudes of a coppers kids thinking the world rotates around them, wake up, we are not special people, never have been and will never be now. conduct your business the correct way and see how things improve. and shame on this dept. for not weeding out the bad and for not hiring the better candidates.

parking is always a nightmare in every city at every time ! i think the first big problem is: too many cars in this world. the second prob is: too little space for them to park.
