Morale Killers

In regard to the alleged upcoming promotional exam for lieutenant, you really have to shake your head at the process:
  • announce an exam, register a few hundred, take their money;
  • allow Bernstein and such to set up classes - take their money;
  • don't say anything for a few months while a sizable percentage of people bid their watches/furloughs to optimize study opportunities;
  • pull the rug out from under people, throwing plans into disarray by continuing not to announce a date
This Mickey Mouse operation truly is a wonder to behold.

Also a lot of people talking about sgts being made.. Not true. According to the sgts association website they are only down 40 sgts. They city won't even think of making a class until sgts are down 150-200. The 2nd part of the test was over one year ago.. Jan 11th 2014 it he last part was given. After the last test results were given out the city made a class of 70 just a few months after. Because of such a long time the last list was up and the blitz of promotions off that list in the last two years the majority of sgts are young.. Under 20 years on the job. Don't expect many retirements at all in the near future.... Even in the 5-8 year window.. Sure guys will retire but in all of 2014 only 47 sgts retired. Don't hold your breath if you are anywhere on this list. I honestly don't see a class even being made this year... Such was the latest rumor i heard that no sgts made in 2015. Not being a troll. I'm already a Sgt so no bones to pick or trying to make people on the list nervous but I do feel bad for guys who scored between 100-400. You might get made but who knows when... Especially the guys in the last class 350s-390s area... It could easily be 8-11 years. Look on data warehouse and look at the seniority dates of our current sgts... There's only about 300 sgts with over 20 years... Most of those are between 20-24 years.. It's gonna be a while. I remember when sgts classes were 100-150 at a time... Sometimes twice a year..

Why are some of you babbling that the FOP should step in and do something about this? The FOP does not represent sergeants and it's the sergeants that this impacts. And why would the sergeants union step in and do anything? It would only be denying its own members an opportunity.

Like a certain f/2 on days in 12 who insisted on a van loaded with stolen mdse be removed from the Sally port so that new computers could be put in squads...the van with all the proceeds then gets stolen out of the 12th dist lot..where's station security on days..how about a cr on sgt for not guarding evidence..oh yeah she's going to blame it arresting officers

The true fact of the matter is if you don't mind, it doesn't matter... if you want the position you will continue to take advantage of the extra time even if they allowed the newer sgt's to take it now. The old sgt's by now should have been studying for at least one year so they should be ahead of the game because most of the study groups and classes are already full and well in depth into the material. Honestly, now that's not fair everyone should have the equal amount of time to study. When you talk about promotions since they only come around every 7-10 years (ridiculous might I add) you want to give it your all and adding ppl at the last minute does not give them a chance to do that.

If people only knew how this place was run...they would never call. I have never seen a place that fires officers and then 80% of them are re hired!! And they money spent is outrageous for greviances instead if giving the officers what they are owed.. Back time or back pay..they fuck them around and the officers are forced to go to greviances or court to get what they are rightly owed!! What a joke!! Give these guys what's theirs and stop wasting their time and our money!! This place is a joke..glad I only have 8 more years of this shithole

There are several people that GMAC wants to give the Fred Waller treatment-make lieutenant then exempt the next period. All were made merit sgt the previous 2 classes. Yes, he's willing to f&ck over a few hundred sgts to take care of 4 friends. If your only question in your merit interview was "how do you know Rick Simon," you are one of the lucky few. Luxury skybox tickets from mobsters aren't given out without expectations.

I just completed my probation and call bullshit. By this logic I should have been allowed to take the most recent Sgt exam. So on the next exam it will have to be open to any 9161 (recruits and PPO's) but I was not allowed to take the exam and now I have to wait for the next test and will have even more competition!

That is what happens when you surround yourself with yes men. Same reason why his driver who never took / passed part one of sgt is made merit sgt!!! Really - his driver????? And then has to be demoted!!! How embarrassing. Also I don't recall ever seeing this in the news. If a copper does anything on camera it's all over the news. This story was written for them and yet nobody ran it?

The guy who scored no. 1 gets promoted 2016. No. 100 gets promoted 2018. No.200 promoted in 2021. No. 300 in 2023. No. 400 is taking next Sgt test in 2024. Remember if that pilot program in 005 for 10 hour days goes citywide there will be an immediate cut to Sgt and lieutenant manpower in the budget. If you are around 350 on the list that 10 hour day will stop you from getting promoted.

Your saying if the copper that shot bean bags at that 95 year old WW2 veteran was white there would be no indictment? Grand juries look at the facts not the race,and did you notice Mary there are no riots in the streets,are you saying if the roles were reversed the streets would be full of violent people burning down businesses and attacking police?

Another reason the sun times is losing customers people that write is such a slant that shows you are truly a racist! Good, I hope they do let every Sgt take the test. It will eventually allow every PO who was not eligible to take the recent sgt test due to the time in grade requirment have a legitimate grievance. The city will be forced to re-test so if you did poorly on this sgt test looks like you will get a second try! If you scored well you will have another reason to hate the city.

they were suppose to make a class of detectives in January. however someone with a brain at headquarters looked at the names on both the detectives list and sergeants list and noticed several people would be getting assigned to detective, go thru the training only to be promoted to sergeant shortly after. same scenario happened with the last class of detectives. several guys were assigned as detectives for a few periods and then promoted to sergeant. waste of time training them and they could've went up higher on the detective list if they made the sergeants class first. detectives class is coming shortly after the next class of sergeants. congrats ahead of time to the guys on the short list who have been waiting for nearly ten years to become a detective.

OT here but any word yet on how the new schedule on 005 is going along with the platoon policing style? I know it basically days and mid nights , 3rd watch eliminated. Any word on how the city will implement this city wide? What about the contract? Some guys are liking this idea but the devil is in the details, like 5 day work week, burning 22 hrs to,take 2 days off. I'm not a math major but it seems to basically break down like this if you are in a district where you cannot bid for days right now then you will work mid nights on this new schedule if it goes city wide with only 40% manpower going to days. Also you work 52.5 hrs a week as opposed to 42 right now. The biggest problem is the start times, they truely apseem awful. I'm wondering if it would be better to go,to 12 hrs days or back to rotating shifts at least you would only work mid nights 4 months a yr as opposed to all year long. Thoughts ?????

They want to change the rules in the middle of the game again. Want to allow all Sgt's regardless of time in grade to take the test.

Tracy's former secretary made Sgt last year. Within 2 months had an accident in 10, been IOD ever since. They want her made Lt but she isn't eligible to take the test now.

A lawsuit was filed against officers by burglars who attempted to kill the cops by running over them with a stolen van that they crashed through the electronics store back garage door in 2012.

Ron Stafford of Channel 5 makes a good common sense case for the officers. One of the three burglars died, the other two are awaiting trial. If they had pleaded guilty and gone to prison Quinn could have commuted their sentence already.

Here's a morale killer..... This last Sgt test was the first promotional test people with 12-13 years on could even take. If they had a bad test day and they leave this list up for another 9 years then a lot of this department may only take one test in 20 years+. The downsizing of the department has killed promotional opportunities, seniority and morale (and pension). It's even hard just to move around.... A bunch of openings after everyone picks watches and furloughs, also bad for morale. Top onto these things the spots everywhere for "special people" it's a miracle we have any proactive police.

You would think with everyone asking about this and as many schedules that this involves that the department would let everyone know that they refuse to give this test until the supe's chosen few Sgts can be included so it has been put on hold indefinitely. Let me guess how the exam will be given,

The OBJECTIVE PART will be Pass / Fail with half the test takers Passing.

The SUBJECTIVE PART will determine Rank Order. Which means the powers that be will PROMOTE who they want.

Some Non Clouted will slip in some spots and good for them. They DESERVE it.

Then the idiots who couldn't make rank in the stacked deck we call our promotional system, will be made by Merit.

Keep an eye on these Merit people because they will be some of the big bosses.

Merit is like marriage,

You don't have to prove you are deserving,

you don't have to be smart,

and you can do it multiple times.

Got to love the C.P.D.

True! I work in HR and I was told rhis current list will go to approx the high 200 and a new test will be administered I guess the powers that be don't want promotional exams to pass the 5 yr mark. I guess its a New York thing. They administer a promo exam every 2 yrs

Here's a morale killer..... This last Sgt test was the first promotional test people with 12-13 years on could even take. If they had a bad test day and they leave this list up for another 9 years then a lot of this department may only take one test in 20 years+. The downsizing of the department has killed promotional opportunities, seniority and morale (and pension). It's even hard just to move around.... A bunch of openings after everyone picks watches and furloughs, also bad for morale. Top onto these things the spots everywhere for "special people" it's a miracle we have any proactive police.

I'm the original poster... Like I said I've been a Sgt already for a while. Do some research yourself. Go to the sgts association website and click on the "chevrons" news letter. As of January 2015 sgts are only down 40. Then go to the clear system for alpha star inquiry... Run sgts title code and then after they pop up click the seniority date up top. It will show you how many sgts by age, time on the job etc. you will see the numbers are correct. I'm not trying to put anybody down at all. I'm glad u scored good. What I'm saying is that the department screwed the entire process by holding the list for that long. they let so many sgts retire and the hired hundreds within two years all of which were younger. This will effect Sgt promotions for many years to come until sgts get older and retire but now the numbers of oldrr sgts to retire just aren't there to hire a lot of sgts at once... This will now cause smaller classes more spread out and the list being up for a really long time. If you think the city will hire more than the budgeted amount you are nuts... They won't over promote just to be nice to guys who want to get promoted quicker. It sucks to say but the city has screwed a lot of people in the future. I still stand by my comment and numbers and that this list will be up for 8 years minimum. It's impossible not too with how few older sgts there are out there

It could easily be 8-11 years. Look on data warehouse and look at the seniority dates of our current sgts... There's only about 300 sgts with over 20 years... Most of those are between 20-24 years.. It's gonna be a while. I remember when sgts classes were 100-150 at a time... Sometimes twice a year..

OT here but any word yet on how the new schedule on 005 is going along with the platoon policing style? I know it basically days and mid nights , 3rd watch eliminated. Any word on how the city will implement this city wide? What about the contract? Some guys are liking this idea but the devil is in the details, like 5 day work week, burning 22 hrs to,take 2 days off. I'm not a math major but it seems to basically break down like this if you are in a district where you cannot bid for days right now then you will work mid nights on this new schedule if it goes city wide with only 40% manpower going to days. Also you work 52.5 hrs a week as opposed to 42 right now. The biggest problem is the start times, they truely apseem awful. I'm wondering if it would be better to go,to 12 hrs days or back to rotating shifts at least you would only work mid nights 4 months a yr as opposed to all year long. Thoughts ?????

Gotta say I was a hater but it's actually nice. I'm a guy that hates change but in my opinion even though it's still new I can get use to it and like it I'm sure. Every week is not 5 days in a row. Don't forget, when you get a holiday you don't just get 12 hours. You get 15 so it's adjusted for how long you are working. If you catch the weeks where you get 4 days off in a row which I'm lucky enough to get right in the beginning it's really nice. I just find that it's a little longer of a day.. Nothing crazy just pace yourself, stay busy/occupied and you will like it. I bad mouthed it but I really like it so far.

Think about it. These sgts took the last test in 2006. 8 or 9 years later they finally get made through no fault of their own.. They city promoted slow. I see many sgts who took the test with 10-14 years in. They finally get promoted and now they are a new Sgt with 20 plus years on. If they don't get to take this test they will not be able to have a chance to become a Lt or even take another test. As a blue shirt who doesn't hate all witr shirts it's not fair to some of them.. Especially a few guys who made it and are older and are great guys who probably deserve to be LT or at least have the chance to take it.. I bombed every promotion test I've taken.. I have 19 years.. My test taking days are done. 6 or 7 more years and I'll pull the plug. Hope I get to see some of these guys who actually deserve it make LT.

Sgt retirements are not the only way that room is made at Sgt. They just made 20-30 Captains. Which means they will need to make 20-30 Lt's which means 20-30 Sgt's are moved up. Therefore add 20-30 to your 40 number which is actually 43 according to data warehouse under budget for Sgt. So anytime someone leaves above Sgt room will be made as they fill those spots.
It's called Trickle Down Promotions!

B.S. The Detective's class was supposed to happen in December. Then someone at 3510 realized that the next 100 names on the list did not represent the city racial/ethnic/sexual makeup (read - all white males) Had to take the time to do some more "merit" interviews to ensure that certain races, ethnicities and sexes were represented at at least 30%. When they can identify that "required" number, then the class will be made. Probably sometime in March.

Detectives are only 20% merit. The detective job can't handle as much dead weight as the sergeant job can. You are correct though in that the 20% merit will consist of a "diverse" bunch of dead weight.

Seriously, you might see a small sergeant class in the next few years and you'll probably make it if you're below 50 on the list. Don't forget that sergeants are 30% merit. So if they make 50 sergeants, only 35 are coming off the list. People that have numbers above 100 are going to be waiting a few years at least. People with numbers above 200 are going to be waiting close to a decade, just like last time. Just realize that if you're sitting pretty with a number of say 150, you're really going to have to wait for 195 sergeants to be made before you get in. In other words, get used to that beat car because you're going to be waiting quite awhile.

You don't know shit. They are at least 20 Sgts right now who could retire with 30 years and about 50 more with 29 years. They are down at least 40 now, possibly 70 more pulling the plug before years end, 20 Lts getting promoted, Lts making commander. They are going to have to make some Sgt's this year. Logically I would see a big class sooner and possibly a smaller class if needed at the end of the year.

Remember that nobody with 12 years and under has had the chance to be promoted. Big deal right? Thats a lot of potential juice that hasn't had a chance to flex. Juice doesn't last forever. People know that and will be pushing to get some people made who were not elgible previously.

You must be a young guy if you think that logic has anything to do with this department. You say I don't know shit but I've been around awhile. I know how this department/city operates and logic is never part of the equation. I'm assuming you have a number in the 100-200 range. Congratulations. You will be a sergeant someday no doubt, but you're going to be waiting awhile whether you want to believe me or not. You say they are going to have to make some sergeants this year. Why is that? They don't have to do shit. Last time around they went how many years without a class? Hell, the detective list is over 10 years old and they've barely cracked 300 on the list. Currently, there's more sergeants than there are detectives and ET'S combined. Logically.....LOL.

Logically Lol.

They'll promote Det after a sgt class, which will happen after a Lts class. Then a new test. If your not within 50 I would start preparing for the new test.

ETs are going to be extinct soon so dont count on that shit.

Ive been around a minute. I know sgts are more necessary now then they were before. I agree they dont do shit but the days of having one sgt working are gone.

Gerry and Rahm aren't feeling the need for detectives for some reason. I pretty sure if you look at the part of the post that you didnt copy and paste you might find the answer.

They've already shifted some of their duties over to the detectives. This department if fucked up beyond recognition. Nothing they do makes any sense. The way they've been promoting and hiring the last decade is a fucking disgrace. The detective division is dangerously short and over half of the detectives have over 20 years on the job. So excuse me for laughing when you try to apply logic to anything the morons running this department do. Maybe they're planning to have the sergeants start processing the crime scenes. If that's the case, then maybe you'll get the sergeant promotions you're hoping for.

Give detectives an extra two weeks of training , end the crime lab with the hidden office police that work short hours , total waste of police resources . As a detective , I am qualified to take a few photos , swab some blood ,semen ,collect evidence and arrest the fin offender .

We don't need detectives. We don't want people actually charged with the crimes they commit. The 12% clearance rate for homicide is just fine. Every homicide committed, the killer has a 88% chance of never being caught. Including murders of children. Hello Rahm!!!!!!!!!!
