Promotion Shennanigans

Hope you remember everything....in 5 months:
  •  Dear SCC, it might be of interest to your readers that your police superintendent is making our lives at the Department of Human resources a living Hell. Here is my "rumor:"The lieutenant promotional exam has been scheduled for 2 weeks (Saturday, March 7th). After being told by our commissioner that the most recent promotees to sergeant were ineligible to sit for the exam, your superintendent quite frankly has been acting like a petulant child. Apparently there are several merit appointees recently promoted that he insists should be fast tracked to exempt "for the good of the department." He wants them to be lieutenants first. The problem is we have always required some "time in grade" to maintain at least a basic appearance of fairness and legitimacy. We "won" the argument and began the process. Your boss has now lobbied the mayor, successfully, to delay the testing process until June 15th. His idea is his friends (or Robert Tracey's?) will have 1 year as sergeant at that time, and he will hold the process hostage further until Commissioner Choi agrees to reduce the time requirement to 1 year. This whole headache blew up from the mayor trying to keep the narrative about his son's robbery on track, and the superintendent suddenly having leverage. A month ago Rahm called his insistence "unethical" and "unfair to sergeants from tests past who followed the rules, and those that have spent thousands relying on our commitment for study groups." With an election and a strange robbery, all options for maneuvering of friends and family into promotion are back on the table.
And now they're going to have to re-open the sign ups so these suddenly eligible people can sign up. What the hell kindof Department are you going to have with someone who barely has a year as sergeant, make lieutenant in the first class or two, then gets made exempt with a grand total of three years in a white shirt?

Oh yeah - a screwed up one.

Mike Cronin: emerges from a detective/gang specialist to Cmdr. of Gangs, and later on, to Deputy Chief of OCD, completely bypassing ANY promotional exams...it's just unbelievable!
I'm sure there are more out there. This is nothing new.

From what I understand, these "new" sgts will be allowed to take the test but will not be eligible for promotion until they have a certain amount of time in grade. This has been done before and it's probably the fair way to do it. Especially considering it has been 8 years since the last Lt's test and what feels like 15 years since the last detectives test.

This happened with Ron Huberman -- they made him exempt rank with like 3 years on the job or something like that. Granted he was never officially an official grade bump but he left as an exempt.

"Prima facia evidence" who wrote the report on the mayors kid? False reports, rule 14 in its easiest sense? Years ago they go away with it, but now it's exposed "sunshine" just incredible!

In all fairness, the "time in grade" should be to take the promotion- not to sit for the test. considering tests come around once every 10 years a sgt. may have 8 or ten years in grade when the promotion finally comes around.

What they actually want and will eventually get, is an all merit process. No exams at all that way the best of the best will all make it. After all we all know the best qualified got that way based on genetics or political affiliation. Tests don't mean anything they are just tests. Time in grade is just a waste of time for born leaders. Just ask West or Pena. Shitcago, my kind of town!

They don't care about a basic appearance of fairness and legitimacy. They believe that you should just shut up and be glad you have a job and they will do what they want. You can expose all kinds of unfairness, nepotism, and politico on this blog, but no one outside the department really cares or will do anything about it.

I was told by a supervisor in the know dthat this is the same exact reason why the department has only made 1 class(5 officers of 50 on the list) off the current Canine list even though they are terribly short handed. Canine(city dog) has been asking for several classes of 8 and it gets approved until it reaches the bosses desk and he refuses to sign off on it because certain officers that HE wants are not eligible to get promoted. Take notice after this next Canine test how fast he signs off on new classes. I guess where's there smoke there's fire, pathetic. You men and women on the current list may want to look into this.

Since they are only giving tests every eight or nine years now, it doesn't seem unreasonable to allow every one to take the test with a requirement that you have to have 2 or 3 years in grade before being eligible to be promoted. should not be promoted with less than two years in grade though.

Like the process was ever fair. Have you ever heard of the Commander who couldn't fill out his own application to make exempt so it was filled out for him while he dictated the information?! and amazingly he was promoted the next day! It's all ---sh-t.

Could be true, could be concocted.

The city has had to delay exams before due to not paying the vendor of the exam on time, that could be the real reason.

As far as the "rumors" involving the mayor's son, some of that speculation has already been disproved. "Sources" were claiming that the mayor erased all the messages and phone calls from the phone and it has been reported that the offender in custody was in possession of the phone.

I don't see the problem, let them take the test and wait to promote them until they have 3 or 5 years in grade as a Sgt. Hell there are names on the Captains list who just made Lt. in the last couple classes.

I still think the "merit" Sgt's stars should say "Merit" as this is something to be proud of. Chosen above all 9,000 other PO's due to their skills.

If you're on the current sgts list I wouldn't expect to get made anytime soon. According to the sgts Union we are only 40 sgts short of budgeted manpower. They won't start promoting till at least 150-200 short.. Then they usually start small with a class of 30-50. So what I'm saying is that since we are already one year out since the 2nd part of the test was finished and no class yet and still only 40 short don't hold your breath.. Especially if you're deeper on this list. Sgts are very very young these days due to the last test being so spread out. Not many sgts retiring or are gonna retire in the next 5-8 years

Lupes spent 18 months - 2 yrs as a patrolman.
He then left the dept and went to DC to work for some thinktank.
Came back to Chitown several years later and was made and exempt.
Nothing in between.
No promotional exams,
just promotion.
He's had more jobs in his life than a crackhead.

Is anyone checking the educational requirements for promotion. All these people suddenly have 4 yrs of college, really? Didn't promote uneducated Captains once all of whom promissed go finish or get a degree in 4 yrs. I think one was demoted after the 4 years and two others retired because they failed to get educated but they still got the Captains pension. Man, it is nice to have friends in high places.

Juvenile defendant helps save life of police officer

"(CNN)A teen who lands in lockup a few times can get on a police department's nerves.

"But officers have taken a shine to Jamal Rutledge since they arrested him in September in Fort Lauderdale, Florida. He helped save the life of the officer who was booking him. Now, he's their hero.

"Officer Franklin Foulks was filling out Rutledge's paperwork, as they sat alone in a holding area, where a surveillance camera recorded them.

"Rutledge, in cuffs, fidgeted on his seat, and stared at the floor, then he turned around to look through the security fencing behind him. That's when Foulks keeled over sideways off his stool.

"Rutledge turned around to find him on the floor grabbing his chest. The juvenile defendant yelled for help, Fort Lauderdale Police Department said in a statement Tuesday.

"He paced the processing cell and kicked the gate and quickly got other officers' attention. The officers rushed in, started CPR, called paramedics and gave Foulks a jolt with the defibrillator..."

"The juvenile defendant's quick thinking was key in saving Foulks' life, doctors told the police department."

This is going to open an avalanche of law suits both from sergeants that were not able to take the last lieutenants test and from current that have been studying for the new test that was supposed to be this month. Some sergeants have been studying since this summer in preparation. Most certainly this will be tied up in lawsuits for some time.

I waited 8 years to make sergeant off of this list legit. Now they tell me I can't sit fot the Lt exam? That means I will have to wait 6 to 8 years for the next one. This means I will have 25 years on the job. I may retire by then because of the time in grade requirement and the lack of promotion opportunities in this department. Any other job has a career path. Don't begrudge those of us that actually want to have an impact on the officers in this department and work hard and study to advance

I'm made Sgt last March and hit the streets in late April. I have 20 years on the job. I see no reason why I can't take the test. I have no problem with having three years in grade (that is what the Dept rule is right now) to take the promotion. I have worked with Sgts who have over a decade in grade. They couldn't lead a horse to water and are cluesless and gutless.

I hope the dept makes up their mind. I haven't studied and order in almost 10 years. I don't know the orders like other Sgts who spend their tour studying. I really don't have a prayer for merit as I have zero clout.

I agree totally with those who say this process is a joke. Shit or get off the pot!!! The Superintendant should have say as to who can take the test and not some hacks who have never been the police at city hall.

I ask everyone a simple question. Who do you want taking the test and being Lt. The guy who scored 278 on the last test and made it by score legit working the streets??? Do you want the clout baby who made it by merit in the first class and currently has some spot at headquarters letting everyone know compstat is all legit?? I take the test score guy everyday.

Was going to include the highest ranking law enforcement officers of both the United States and the State of Illinois but they proved over and over that they are completely indoctrinated pawns of the communist party and therefore would not even consider this challenge. You enjoy going after or exposing police officers who you believe have violated use of force guidelines or committed civil rights violations but why is it that any of you refuse to investigate the politicized process of promotion in the Chicago Police Department? Is it because you would be embarrassing the mayor or superintendent? Is it because you are bought and paid for by the officials or media owners of the most corrupt city in the entire United States? Is it because exposing such corruption would negatively affect your career? Are there any people of integrity left in this city or state, who have the ability to investigate the Chicago Police Promotional process or are they all pawns for the oppressive political system that exist here in Chicago? If you should decide to take on this task it is a conspiracy of epic proportions. However, many of the principals involved will cooperate in the investigation with the promise of immunity or just simply being allowed to keep their pension. There also is no shortage of retired officers and high ranking police officials who would also volunteer where to find the information you seek to present a successful case for prosecution to the US Attorney’s office. It starts with the mayor and superintendent, includes politicians from all levels of Illinois government including our alderman Mr. Ferguson. This would be a prosecution of epic proportions and would conceivably take a minimum of 2 years to gather all the facts, interview all the witnesses and hand out immunity to your best witnesses. In the end you alone would be restoring the moral of the Chicago Police Department and showing the citizens of this city, state and nation that NO ONE IS ABOVE THE LAW.

Get a load of this. A gal in my watch is heavy (that means she knows people and has clout). She tells people "some people are born leaders, while others are followers". Enough said. Folks, this is the way the city works. If you don't like it, too bad. I am thankful though that the white shirts leave us alone in my district and watch and everyone gets along. Does the unfairness of it all stink? Yes it does. But there is nothing we can do about it.

Here's a thought. Tell the media you had no idea and no part in it, but your son lied, as kids sometimes do. He did not want to embarrass you by telling you the truth about that night. Say you want to negate that police report and ask for privacy, as this is a family matter.

This would garner some sympathy for you in the upcoming election. But, it would KILL ANY LEVERAGE McSleazy is holding over you.

Surely, you know it is NOT in the best interest of the CPD to have incompetent, ill-equipped, sergeants-in-training promoted to lieutenants.

And where does this stop. Should a PPO be eligible for promotional tests? There is a reason for the time in grade requirment. Allow the chosen few the opportunity to gain some experience with a little time in grade as has been required of other members.

They announced the test and reading list in October. Hundreds of members have paid up to $2,000.00 and committed many weekends away from their families to prepare. It has been repeated to me over and over again that this department does not care at all about its employees. That is an obvious undisputed fact. However things like this make me believe that the city is going out of their way to purposely screw with the employees. For a department that is constantly discussing "ways to improve moral" this goes directly against that.

Many Sergeants have actually picked their furloughs based on the direction given by the city on the test timeline. What a joke.... Now a Sgt can't make any firm vacation plans for the remainder of the year. Actions like these clearly demonstrate that the department does not care about your family. Sorry kids.... To be a Lt the requirment should be 5 years in grade (2 to take exam). You should need 10 years as a PO to make sgt (8 years to sit for exam) Why would you let someone brand new to their position take the exam? What is wrong with experience? I am sure the young coppers would disagree but they do not have the EXPERIENCE to know better. Ask anyone with 20 years on the job regardless of rank when the would have made the best LT. They will all tell you now or within last 5 years. The perspective gained is crucial to being a true leader. You can't teach experience.

They only hired 5 officers from the current canine list and they are gonna scrap it and redo the whole test. They only take 50 on the list and in past practice they have went through the entire list before creating another one. I do happen to know for a fact that two connected Po's were eliminated from the last list for because they were late for the physical agillity test. Boths Po's never really did much on the streets. I guess they want dogs handling the dogs

This happened with Brian Thompson Commander of Rahm's Detail.

It also happened with Michael Smith ex Commander of the Mayor's Detail.

Thompson is still the Commander(even though he is a patrolmen)

Smith is on the sheets here in the 18th District back as a Patrolmen. Where he actually is working, nobody knows. He was supposed to be driving Daley but I think he got the boot because we added a guy.

If the city wants to avoid a lawsuit over this they should offer all sergeants who signed up and PAID $25.00 an offer of a refund.
THEN, re-announce the exam with the NEW RULES.

After all, there is a "contractual" agreement for all those who signed up and paid who were led to believe you needed so many years in grade just to take the test and now the rules or that "contract" has changed in midstream.

However I believe the city will drop the ball as usual and it will end up costing the taxpayers big money in legal fees.

Can someone please tell me why in 012 we have a person who is midnights management but will never see midnights detailed to days in commanders office. Worst part is this same person bid with midnights for furlos to get a great furlo with 9 years on the job knowing they were going to days. The order reads all administration people bid with days this person knew the best furlo they get is a full 1. Because guys with 21 years are getting 4 and 5s at the best. Tell me why this is allowed. Tell me why that in 12 we have 4 time keepers, a district secretary who has her own assisant. Why caps has over 10 people assigned, why the quiet room was turned into an office to hide more and more people. Why the burglary / robbery team has 12 people that only work days weekends off. Why a person on days bidded to the desk never works the desk taking a spot in the commanders office. 25 years on job and I never seen things so blatant in my whole career. And they want to know why activity low. Just watch day to day

This whole situation reeks of poor management.

Many industries have adopted ISO standards of operation to insure that best practices are followed throughout their organizations. Initially it seems like a lot of BS to put it in place. But once it's set up, everyone has access to the procedures and needs to follow them. Everyone, including management.

The procedures can be changed, but doing so must follow...what else....the proper procedure. It sounds bureaucratic, but having all processes written down makes it a lot harder for ass-kissers to operate.

Don't be surprised if Rauner implements ISO in state agencies to improve efficiency. In the long run it saves money.

Someone could have scored well (under 400) and made Sgt last year after waiting 9 years. I think if you are a Sgt you should be able to take the test. The list could be up 10 years again. You should though have 3-5 years as a Sgt before being eligible to make Lt. The merit people I don't care about their eligibility. One merit promotion to any position in an officer's career ( possibly 2) is all that would seem reasonable. To go from police officer to a Commander in 5 years is just not justifiable on any "merit" any person could have.

Anybody that has been on this job expects things to be less than legit. This is Chicago after all.

What is particularly galling is that this mope of a Superintendent came in and moved everyone around while stamping his feet and telling us things were now going to be on the up and up. They are not. In fact, they are worse than ever. I will point to Mr McCarthy trying to sneak his driver into a Sgts promotion. Several of his 'guys' being "promoted in place". A promotion and more money for the same work, the same job, all for carrying Mr McCarthy's water. Of course the taxpayer foots THAT bill (Full disclosure - I am a taxpayer).

There isn't a boss on this job that speaks well of the Superintendent. Why would they? He speaks down to all of them. There is no give and take, after all he is the smartest man on the Department.

This Mayor and his ilk need to go.

Until you had the required time in grade, you couldn't even take the test!
Now with the education requirements, you were able to take the test even if you were short credit hours, but couldn't be promoted until the required degree/hours were attained.

I was told by a supervisor in the know dthat this is the same exact reason why the department has only made 1 class(5 officers of 50 on the list) off the current Canine list even though they are terribly short handed. Canine(city dog) has been asking for several classes of 8 and it gets approved until it reaches the bosses desk and he refuses to sign off on it because certain officers that HE wants are not eligible to get promoted. Take notice after this next Canine test how fast he signs off on new classes. I guess where's there smoke there's fire, pathetic. You men and women on the current list may want to look into this.


This shit happens all to often. Quite awhile ago I applied for Canine Handler and passed every aspect.
I found out , from two very legitimate sources, that I was originally classified as highly qualified and should've been given a shot at a dog.
Lo and behold when my name crossed an exempt members desk he decided that he'd knock me down to simply qualified and that's the death knoll for getting a dog. That's an absolute true story.
That said exempt member had numerous run ins with CPD and other agencies over his excessive drinking and driving but miraculously nothing ever came of any of it.

Hey WGN, NBC & ABC pay attention! This reminds me of the last sgt's promotional list to be exact the merit sgts list. Can someone ask the Mayor or Gmac why a D/C would be allowed to make one of her minions, working in her office, a sgt and upon completing sgts school not only bring him back to her district but to the district he worked as a PO for previous 15yrs!? But it doesn't end there because he comes out of sgts school and immediately becomes a tac sgt.. Shouldn't they be required to work the street in uniform for at least 1 year? Now its been approximately 6 months since this person was meritoriously made a TAC Sgt but guess where he landed now? Back inside behind a desk as the recently and newly appointed CAP's Sgt! Does anyone see anything wrong with any of this? Is this the best and smartest way of promoting officers only to bring them back inside pushing pencils without ever completing 1yr on the streets as a sgt!?! I would refer any questions to this merit sgt or his 3 time merit D/C but you would have to be able to speak in tongues for they both sold their soul to the Devil long ago. Plus this D/C was recently moved from the westside to the northside and may still be rather busy moving in to her new location. Cronyism at its worst!

Former radio TV engineer...

Having worked under mega-watt transmitting towers in a previous career I don't think there is a great deal of concern in having a cell tower on top of a school or concealed in a church steeple. It should be properly shielded and gates that bar entry. Kids are more likely to have health problems from their own cell phones and hearing loss from their loud music.

What I would want to be certain of is if the parish is getting the best deal and where will the money be going.

City Department of human resources published in the sign up information that the test would be in the first quarter with part two 2-3 months behind. I planned my furlough around this factual information provided. Why else give it out in Oct if not to be used as guiding you in your 2015 furlough selection. I made extensive family travel plans and would be out my deposit. The longer this drags on will cost my family even more. No company could ever survive if they treated their employees even half as bad as the new CPD. Ridiculous. And they wonder why moral is in the toilet.

Makes you want to go out and give your best for this city - after how considerate they are in messing with my family. Your kids are only young once, I cherish my family vacations and can only get a large chunk of time due over furlough. We plan the destination a year in advance? Now I can't plan my vacation due to an unknown timeline for the exam? Explained it to the kids. They cannot understand why the city can't just pick the date they gave me before. When your 7 and 11 year old get it and your employer doesn't it is a new low.

Rahm brought in McHatchetman in not only to cut to cost of the CPD but also to destroy the institutional memory and very soul of this Department.

To do this he has to get rid of all bosses who remember what it was to be the police under Old School bosses and replace them with young people who know nothing with no police skills, no people sills and will only follow his orders to get activity.

If we do not get rid of this goof it will not be too long before all the supervisors and exempts will be all his appointed people.

No could you imagine if anything like what happened between de Blasio and the NYPD were to happen here? If we were to turn our backs on Rahm or march on City Hall with all the new gold stars McNumbnuts would make threatening phone calls and the bosses would make the lives of officers miserable.

GET ACTIVITY OR ELSE!

We can only hope that sooner or later he will screw himself up enough to be dismissed and it will be something that will not take good cops with him and something that Sneed and company cannot ignore and cover up.

SCC, I was the original poster. One other thing to add-your superintendent is still angry with Commissioner Choi since we forced him to demote Officer Hardy, his driver. He was adamant that he be allowed to remain a sergeant, and developed a big rift between our departments when the mayor and law department sided with us. He really feels that he creates the rules and has treated us very childishly when we hold him to the law, even for his own good. And FYI, since all we see of him is when he throws his tantrums, our office affectionately refers to him as "McPrincess."

The following was taken off of the Human Resources website. It is from the recent Shakman settlement. If there is a lawsuit about being dumped from a detail, can there be a lawsuit about this process of promotion, merit vs. " merit" or clout? Test scores don't tell the whole story. They need to find who would actually be a good supervisor, who would help officers and citizens. We would have fewer problems if we had truly good leaders.

These shenanigans pale in comparison to the scams involving sworn members retiring to collect their substantial pensions without actually retiring. They come to work the next day and perform the same duties, but now they are civilian members of the department, collecting a pension check AND a paycheck. Deputy Chief Shear (retired patrolman), Assistant Director Hickey (retired lieutenant), Chief of Staff Roussell (retired commander), and Director O'Neill (retired commander) are just a few of the people currently benefiting from this "loophole" which allows them to "double-up" on their salaries. Consider me a "whistle-blower," as I have already given a deposition.

Apples and Oranges my friend. I don't think comparing a doctor to a supervisor in CPD is remotely comparable. We all know supervisors do less and get paid more. If we truly needed skilled supervisors then 30% would not be made "meritoriously." The problem lies when the City hires incompetent people to start the job. That's the time to have a test that people need to pass.

The latest rumor is Bob plans to place his favorite F/2 sergeant from crime control in the director of R&D spot the day after she retires as a sergeant. She has no qualifications but much like Don O'Neal - who is pulling in a commander's pension and being paid as a civilian director for a total of well over 200gs - Bob and Garry aren't looking for a legitimate department. They are running the show just like an outfit boss and treating the place as their kingdom. Taking care of the people that helped them keep up the charade of progress along the way. If you're wondering how all the dirt is getting hidden, I'd look to the people they are handing sweetheart deals to. Fuzzy crime numbers sgt gets made director of R&D with no qualifications. One of the dumbest and laziest exempts lands control of labor affairs and HR. A driver who hears all and spends half his evenings driving around Rick 'Janitor King' Simon gets made a sgt...then gets demoted but lands on his feet in a spot making even more money. Some day karma will catch up, and maybe CPD will still be saveable. Maybe acting R&D director Jim Hickey's anticipated age discrimination lawsuit will be the start of some sunlight being shined on their schemes.

Tell me why that in 12 we have 4 time keepers, a district secretary who has her own assisant. Why caps has over 10 people assigned, why the quiet room was turned into an office to hide more and more people. Why the burglary / robbery team has 12 people that only work days weekends off. Why a person on days bidded to the desk never works the desk taking a spot in the commanders office. 25 years on job and I never seen things so blatant in my whole career. And they want to know why activity low. Just watch day to day

Merit promotions began under Hillard? Don't be naive. Clout promotions have been going on forever, they just called them different things, like "Kiss my ass if you don't like it" promotions.

They started calling them "Merit" to legitimize the crooked promotional process. The "Merit" part was having the sense to get close to someone with some political whack, thereby "meriting" one's self a promotion.

Jody Weiss declared a couple of his drivers as having the "merit" to be promoted. They talk the shit out of the guy and get promoted. That's merit all right.

Response to this nonsense. First off go and look at those teams. How many arrests do those teams have. My point exactly. This issue is something that needs to be addressed. When you guys are stealing from the city, are anyone one of you working a full tour? Doubtful at best. I watch each of you come in at whatever time you want. And you are leaving way before i do. So lets do the math, i come in first, and i leave last. Hmmm. I know im working my full tour, so that leads me to believe as a famous sgt once said " its theft from the city". So i guess you guys are thieves. And how many people are needed in the commanders office again last time i checked it was only supposed to be 3. How many are hidden away cause they are scared of the street. And here is a bigger question, why is it everyone in the commanders office female. Not one male. Hmmm wonder what the means, is this a prejudice against guys. I mean there are guys that could do that work. So about working hard to get on the special team. Big Joke in itself. Just look at the 80 person tact team. So next time junior who believes they are the chosen ones better just pay better attention at who is watching what you guys are doing. I was told by a supervisor in the know dthat this is the same exact reason why the department has only made 1 class(5 officers of 50 on the list) off the current Canine list even though they are terribly short handed. Canine(city dog) has been asking for several classes of 8 and it gets approved until it reaches the bosses desk and he refuses to sign off on it because certain officers that HE wants are not eligible to get promoted. Take notice after this next Canine test how fast he signs off on new classes. I guess where's there smoke there's fire, pathetic. You men and women on the current list may want to look into this.


This shit happens all to often. Quite awhile ago I applied for Canine Handler and passed every aspect.
I found out , from two very legitimate sources, that I was originally classified as highly qualified and should've been given a shot at a dog.
Lo and behold when my name crossed an exempt members desk he decided that he'd knock me down to simply qualified and that's the death knoll for getting a dog. That's an absolute true story.
That said exempt member had numerous run ins with CPD and other agencies over his excessive drinking and driving but miraculously nothing ever came of any of it.
Politics as usual.

I know a couple of the guys mentioned and like them or not they worked long and hard and deserved everything they got. They never stopped working hard after they made it too.

Of course, they're dangerous in that they know you want very little to do with them but they seem to seek you out when you're trying to avoid them the most.

I made sarge in the last clas , now if I studies hard will have opportunity to becomes a lieutenant in a few more year. You all sound afraids of some competition from us new sargents .

The new Director is old enough. Very good looking, but also educated from a Big 10 school and worthy of the position. Good for her.
