All Out War Against NYPD

  • It’s a slowdown showdown.

    At precincts across the city, top brass are cracking the whip on summons activity and even barring many cops from taking vacation and sick days, The Post has learned.

    Throughout the city, precincts are being ordered to hand up to borough commanders “activity sheets” indicating the number of arrests and summonses per shift, sources told The Post.

    “Police officers around the city are now threatened with transfers, no vacation time and sick time unless they write summonses,” one union source said.

    “This is the same practice that caused officers to be labeled racist and abusers of power.”
In our comment sections, we deleted a number of ignoramuses who said members of the NYPD should be ashamed, fired, drawn and quartered for laying down and not arresting criminals. As you can see, it isn't about the arrests and no one from the NYPD has advocated not arresting criminals.

What the police have objected to, and what is being demonstrated here by the politicians, is not citing people for revenue driven offenses....like red light cameras, "school" speeding, public drinking, so-called "morals" offenses that serve only to bring in revenue.

It seems to us that the NYPD is winning. If they're being ordered to write what are essentially ANOV's in order to bring citizens before unelected "hearing officers" who's only loyalty is to generate money for the city, then the administration is obviously in a panic that cash flow is drying up.

Oops. Should have thought of that before bad mouthing the very organization that is an essential part of making the city livable.

Just read it you can't go home until you write 2 summons, well nice overtime opportunity could be on the clock for days,as far as medical they want a doctors note no problem go to doctor and get 1, you could easily get a note to be off for "stress" that they are putting you under as an officer! Checkmate! If you don't see a violation how the hell can you enforce it? Very dumb billy and New York opportunists lawsuit coming, how about billy and his minions resign that would help restore faith in government!

"quotas" are unlawful. Didn't we have the same problem here some years back. The NY cops are already pissed off so this new action by the city will bring this entire situation to a head. Is a walk out possible? Don't know if NY state has a law against police and fireman striking. Should be an interesting time to be a cop on the NYPD.

Looking at the numbers one can see why the NYC brass has their panties in a bunch over the ticket slowdown.

The NYPD with its approximately 34,500 officers write about $540M worth of parking tickets a year. The other summonses bring the total to about $890M year.

Assuming all of the officers are involved in citation writing, that means that each officer generates about $26K a year in citation revenue. But there are a lot of officers aren't ticket writers, doing admin and support work. So maybe 40% write tickets? That means each officer produces about $65K a year in fines.

Threatening to discipline officers for not writing a set standard of tickets? Isn't that unconstitutional??

While only about 1.2% of the city's total budget of $75B, it is still a very large chunk of change and a very big money hole to throw the rug over.

Will be interesting when this sinks in with the New Yorker not being shaken like a money tree for the city. They may get used to it and want it that way. And make the city administration answer why there are so many fines.

Well NYC certainly needs the revenue it gets from the various minor offenses. In a city that size it probably amounts to hundreds of thousands of $$$ in a short period of time. No democrat politician likes it when a man can keep all the money that is his.

NYPD brass are treading very dangerous water and starting a war they can't - and won't - win.

Rollcalls need to be videotaped and then posted to YouTube where Bossholes can be seen making demands for revenue-generating activity and threatening repercussions for non-compliance. If it hasn't happened already, it's only a matter of time before some overpromoted merit ballpouch puts such demands in writing, too. And then? Some Borough Commander or such is going to get his ass handed to him in a court of law - bigtime.

The NYPD rank and file has the administration by their short hairs. No doubt some asshole in the upper echelon will still try and make an example of a copper or three, but I pity the ignorant fool that tries.

The anti-police public, NYPD brass "Yes Men" and pandering politicians are the collective asshole that is responsible for poking the hornet's nest a few too many times. They seem to have forgotten the meaning of "Be careful what you wish for, you just might get it".

Stay strong and stay the course, NYPD. There are many of us that are truly awestruck at your cohesiveness as a Brotherhood and support your fight.

I can see both sides of the equation. On one hand, I would (personally) like the police to focus on real crimes. But at the same time, police (in general) have morphed from protect and serve to collect money for the city. After all, wasn't "the police" supposed to collect tons of money for marijuana busts that the city automatically spent on stupid shit without actually having it in hand first? Same thing with red light cameras?

The more bullshit stuff you guys are tasked with in order to raise money is money is that is spent on clouted assholes and other useless things.

I wonder what the collection rate is for their summonses, it has to be better than our collection rate for ANOVs.

Looks to me like they are indirectly imposing a quota system but like our department its not really imposed on the individual just pressure on the unit.

I FULLY support NYPD however one thing concerns me given the events of the past week in Paris, will terrorists perceive this work slowdown as a lack of vigilance and strike in NY? I understand that DeBlasio has stripped the intelligence units over the past year on top of that.

1) if offense is revenue positive (a profit center), traffic offenses etc, then let loose the Dogs

2) if offense is revenue negative (an expense center), burglaries, crimes against persons, etc than hold the Dogs at bay

If you produced REVENUE for a few years and the City expected it then just cut them off you would have a position in negotiations. [That's how the heroin dealers do it. Get them hooked for free THEN charge them because they need it]

And remember there are businesses that will call the Mayor telling him how well you are doing your job. You don't need to get the average citizen involved.

The Oath that Officers takes applies to the Constitution, not to money grabbing abusive Ordinances written to enhance revenue, as we have here for:"The Children!" Enforcement of Ordinances that only harass and take money from the Public are enforced with discretion. Was in NYC last Thursday and talked with a Sgt and PO while riding the 1 Train. They feel as though the are under attack from both the Administration and Public. Now they have to worry about the increased terror threat. The NYPD is too busy trying to watch out for each other while on duty to generate revenue for the City. The Mayor needs to ease up, NYPD is what makes NY a great place to visit.

That brings back memories from the 90's when there was a work slow down. The old time Capt. and a Lt. We're at roll call. The Capt. Said that you do what you think you have to do. After he left the Lt. Told us that you had better respond to your calls and handle them appropriatly. Make arrests if needed and do your job backing each other up. He also said that when it was all over they will be looking at whoever wasn't doing their job. The slow down didn't last long. There were the usual people that had to write tickets to keep their spots!
Have to admire the NYPD! They know what to do!!!

Just like on CPD when you have bosses berating officers for not writing enough contact cards etc.

I give them credit as long as they are still helping the real victims. I do find the comments from our officers amusing, considering in the last 23 years I've seen on numerous occasions copers do anything a boss wanted no matter how stupid just to screw another copper to get a Tahoe, work a early car, or any other reason. Take your "shame" and stick it where the sun don't shine son. We've explained this many times in posts and comments. Everyone gets a turn in a public forum and on the street corners, and no one is stopping you from starting a blog of your very own.

This isn't the corner. We've got a set of rules in the right hand column and we're very lenient even with those. But it's the government that can't censor free speech and we aren't the government. We aren't obliged to provide anyone with a forum to shout "fuck the police" or "if you piggies don't like it quit," or "the only good cop is a dead cop," which is what we've been taking out for almost ten years now. We aren't deleting opposing points of view - we're deleting attacks on the integrity and falsehoods about what the NYPD is doing. There's a difference.

Everyone is awfully brave when they're posting "anonymously" here and judging and letting off steam, but we delete slanderous attacks and racial BS quite often. We can't, nor do we intend to prove, that everyone who posts here is the police - that would defeat the purpose. You follow the very simple rules we created, you get to participate in the discussion. What are we, law enforcement officers or a collection agency. I got tired of being the fucking boogie man for the city years ago. Let the city collect their own bills, then have another talk with your kids about exercising caution when talking to the police. Bellisio ought not to bitch, this eliminates the need for any further conversations with his kid.

Not that simple. Are they ordering officers to write citations? That is a quota. By forcing arrests, they could have another Eric Gardner situation. A NYPD officer can be very busy for 8 hrs and not issue a citation. Force arrests will lead to serious problems with lawsuits and more injuries.

That mind set drives me fucking nuts. They are doing what the constitution says they should! People like you, politicians, media, extreme left/right leaning people, etc... can't have it both ways. The extremes left hates polce because they of what the represent, extremes right hates police because we "violate rights," politicians hate us, but use police for revenue and blame, media loves to hate us for sensationalized stories and ideology, and the list goes on. The fact is police in NY are doing exactly what their job entails. Police are there to arrest criminals that are a threat to their own or someone else's safety. They are not there to generate revenue. So everyone who yells at the police for not doing their job is wrong. They are doing their job, and that's it. Not anymore, or any less.

Everyone is entitled to their opinion, but think about the situation the media, politicians, police haters, and of course The criminals puts police officers in day in and day out. Not only is it a demanding job, but also a mentally fatiguing job.

It appears what the NYPD is doing is not affecting serious crime. Seroius crime is not increasing because of the slowdown of writing tickets. Only thing that is slowing down in the city's revenue.

I remember when my department in NJ tried denying us sick time and making it be a pain to take a sick day... they went as far as requiring us to bring a doctor's not and sending us to their physicians.... this continued up to the point that we showed them what the fair standard labor act said..

Sec. 206(a) of the United Code) provides that “time spent by an employee in waiting
for and receiving medical attention on the premises or at the direction of the employer
during the employee’s normal working hours on days when he is working constitute

scheduled the appointment. The Court ruled that the employer includes “any person
acting directly or indirectly in the interest of an employer in relation to an employee.”
The Court referred to a Department of Labor opinion letter that explained that “if the
employer or the employer’s agent (insurance carrier) arranged for the employee to see
a doctor during the employee’s normal working hours, the time spent traveling to and
from and visiting the doctor’s office would be compensable hours of work.”

When 8 was in airborne jump school we always had a few Navy SEALS doing some training with us, the thing was commendable if 1 was goofing off and the instructor did not like what he did he get punishment such as "do 100 push-ups" as soon as that command was given the SEAL would start and as soon as he was down ready ALL the other SEALS did it with him,they all did it together! Maybe just maybe police departments country wide should show the solidarity as as brothers and sisters in New York are doing! Personally I will answer my calls arrest on signed complaints only and back every cover up on or off duty and assist any police families and of course the taxpayers public!

On another note did you watch what is happening in France? Yesterday they had a huge rally millions marched in the streets everything a police officer was observed cheers and applause were given by all! But the agin 40 world leaders true leaders showed up but absent Obama and Biden did not make it shameful and disgraceful!

Obey what orders, exactly? If you do not see a violation you certainly cannot write a citation for one, can you? What would you testify to: " I wrote this citation because I was sordered to write , but I did not see anything"? If the boss sees a violation let him/her write the citation.

Yes you may. Just go into the CLEAR system and sign up by the 15th the of the month. It's a great thing! I've been doing it for three years and worked nearly 110 days of it. I've paid off the cars, put money in the college funds, increased defferred comp. and saved a ton of $$$$. You should try it, but if you don't have a lot of time on you won't get many days. 2nd Ward aldermanic candidate ripped for mailer that includes police impersonator

The Fraternal Order of Police is crying foul over a direct mail piece distributed by a candidate for 2nd Ward alderman that shows a campaign staffer impersonating a Chicago Police officer.

Attorney Alyx Pattison is trying to stand out in a crowd of six candidates vying to replace Bob Fioretti in a completely redrawn ward that snakes through eleven different neighborhoods in one of the most bizarre configurations Chicago has ever seen.

But the FOP and the union’s rival candidate say Pattison has gone too far by distributing a slick mailer promising to make crime prevention her “top priority.”

It shows Pattison talking to a man who, at first glance, appears to be a uniformed Chicago Police officer in front of a marked squad car.

But a closer look shows that the uniform does not measure up to Chicago Police Department standards. The “uniform” cap lacks the proper insignia. The vest is not lined with armor. And the utility belt that on-duty police officers are required to wear is missing.

The staffer was identified by a rival campaign as John DiFrancesco. DiFrancesco is not a city employee.

“If he is an impersonator, he should prosecuted for breaking the law,” FOP recording secretary Greg Bella wrote in an email to the Chicago Sun-Times.
“To wear the CPD uniform is earned, as is the FOP endorsement. Bita Buenrostro earned the endorsement of the FOP. We don’t take this lightly and condemn any candidate that would violate the public trust.”

Buenrostro was even more incredulous.

Noting that impersonating a police officer is a Class 4 felony, Buenrostro demanded to know where the uniform was purchased, whether laws were violated in that purchase and whether Pattison’s campaign fund picked up the tab.

“It is egregious that she would dress up one of her staffers in order to trick voters,” Buenrostro was quoted as saying in a press release.

“As the proud spouse of a [20-year veteran] Chicago Police officer, I am saddened to see such tactics used for personal gain. It is out there now, though. Thousands of voters received it. And they will have to decide whether they can trust her or not.”

Kurt Kaner, the chairman of Gold Star Families whose own father was killed in the line of duty, branded the Pattison mailer a distasteful “farce” and “disrespectful all the way around.”

Buenrostro's husband is a Marine Unit Officer; Kaner's dad has a boat named after him in the Marine Unit, I don't know if the boat is still in service. I believe Kaner's son is also a PO.

No....this is a private blog. If you need to be spoken to regarding the difference of public and private rights than I don't know why. Freedom of speech involves a right not to be infringed on by the government. It has nothing to do with entities outside of government. Bill Bratton has a right as a citizen to say de blahzay skippy stinks as a maoyr. That is protected by the constitution. His employment is not a right and it is not protected. SCC can maintain SCCs private blog as SCC feels.It is SCCs right.

How many people were assigned to babysit the protesters? All those guy were told not to make arrests unless directed by a supervisor. You basically had thousands of officers told they had to babysit and not take action who were diverted from other duties. Can that be used as an explanation of why numbers went down?

But censoring simply because SCC disagrees?

Concrete doesn't get its strength from cement alone. It's the blend of cement, sand, rock and re-bar that provides the strength.

Likewise, it's the blend of different thoughts and ideas that provides greater insight to understand and deal with today's issues.

Censorship just marches everyone into the same black hole from which no new ideas escape.

When shortshanks II made us go to arbitration we had a gradual work slow down. We never ever came close to the levels of real police work that we did under Jane Byrne.

PS: ANOV's, contact cards, tows, and Caps shit were not police work. Physical arrests that had bond hearings the next morning that had CB#'s were. Boss's had your back.
