- Local authorities encountered an Arlington Heights man at least a half-dozen times before he was accused of brutally killing his wife with a hatchet in Wisconsin last year, newly released police records show.
Beginning in March, police were called multiple times to incidents involving the couple. There were claims of a suicide attempt, threats, suspicious incidents, domestic trouble, battery, verbal abuse, trespassing, stalking, a hidden gun and an order of protection, according to Arlington Heights police records.
But Cristian Loga-Negru, 38, was never arrested, nor was he charged with any crimes in Arlington Heights, where he lived with his at-times-estranged girlfriend-turned-wife Roxana Abrudan, 36.
Police tens of minutes away. Piece of paper issued by a Court tens of miles away. You know what would've worked here? A pistol.

The wife was scared to death of this guy and likely a pistol would have doe no good with her. She made plenty of mistakes with him, out of fear most likely. She was in the middle of one episode when she married him. Someone should have taken care of business, that's for sure.
One of my favorite sayings has always been "when seconds count....the police are just minutes away".
If no crime was committed there should be no arrest.

Almost as funny as the Oak Park/Bali killing, in which OPPD responded to involved address about 88 times, including broken arms, massive evidence violent domestic abuse, AND DID NOTHING until wild-ass daughter/crazy boyfriend spirited Mom off to Indonesia, beat her to death with a heavy de-luxe cut-lead-crystal fruit bowl, and then stomped the body into a tiny wheeled suitcase from which of course no one would notice the blood leaking out all over.
Now great battle about whether daughter (always seen behind steel bars, caged like animal even in court) can tap her voluminous trust fund for top-line US lawyers to save her from middle-of-night firing squad.
Doesn't look that way. Indonesia has new hard-line prime minister who just blew away 6-8 at one go out in jungle and refuses to commute sentences of 64 more on hold.
No you country. This our country. Here. We prove.

"IS THE LINE READY?"
Too many people are conditioned to rely on others for what should be the first priority life - defending themselves from those who would harm them. A few years ago there was a well publicized story about a woma who did it right, she dialed 911 with one hand while holding a pistol in the other. By the time police arrived there was a broken down door and a dead bad guy.

Mom did not want the girl locked up. What would've worked? Petitioning her to juvenile court? Cook County court would have fixed this mess? The only person who could have changed this was the deceased.

One thing about CPD,someone is going to jail on domestic. If anything on this job is going come back and bite you it's a domestic. The suburbs just right reports, because they don't know or are to afraid to lock someone up. If you as P.O. Can't figure out you the aggressor is you my friend are in the wrong business. It's are job as Law Enforcement to protect those that can't protect them self. So stop being pussies and lock them up... One the only incidents you won't get sued..do nothing and you and your family are done.
All they needed was a "Hatchet Free Zone" sign. That would have prevented the crime from ever occurring, just like our "Gun Free Zone" and our "School Safety Zone" signs. What a tremendous success, thanks to Rahm!
