Hammer Time Coming

Anyone notice the CO Book with the 21 page order stapled into it with the Uniform Standards in all the Districts?

Anyone else notice that they named a few new Inspectors?

Guess what's coming?

Don't say you weren't warned. Numerous 35th Street types have whispered to the blog.

Maybe they'll ensure it's enforced evenly across the board - no exceptions for front offices, because we're sure everyone has a few stories.

I keep hearing rumblings about the difference between civilian dress and cover dress. If they ever enforce that order, goodbye blue jeans. BTW,,I'm not hating,I have been civilian dress for the last 12.

Friendly birdies at Fort Fellatio are anticipating these (and additional) units having to resort to reverse seniority to fill some of these spots. I guess the (often ignored) minimum-time-on-the-job-to-work-tact requirement will be waived? What's up wit dat?? Are the hairgels and superheroes finally figuring out that one RDO a week and every summer weekend cancelled sucks the big, fat one? I guess that mandatory OT ain't all that glamorous when the Departments "elite" are sent out on Contact Card and ANOV blitzes, huh?

And the best part? Applicants have to be willing to purchase BDUs as a condition to make the cut for one of the aforementioned illustrious teams. Uhhhhh, thanks but no thanks.

Yeah, keep believing the drivel about the ranks not being severely understaffed. Suckers.

Actually the memo has been out a month. They just posted it on the admin again. Inspectors have been around last month or so. Nothing new. Just wear proper uniform. Not a hard concept. But of course it is.

Captain Piggy in 005 is fucking with the working police...he wants to write people with "illegal beards" and wants our shoes shined even though its cold, wet, and snowy out...and you wonder why activity is down? Piggy and the 10 hour day is making 005 a very shitty place to work, Things were looking up when Commander Watson came here, but now we are back in the shitter. It's a shame too because we have a lot of good Sgt's and P.O.'s

Ditto the mangy assed foot long dreadlocks on some of the brothers. But dinging guys for minor uniform infractions like salty/unpolished boots after the snow we just and still have or a missing name tag or no mace holder (cuz the one the city issued was shit that broke in 2 days, literally) is the surest way to cause dissension amongst the ranks. Then add in the fact that white shirts who have the same or worse infractions won't have a single word said to them. Anyone written up for bullshit better respond accordingly. The window of opportunity to fire back a response for being fucked with for pretty much no reason closes fast. Put up or shut up ladies and gents. Put that money where your mouth is.

If the car is coming at you, and you can't get out of the way, isn't that being in fear for your life? FOP, are you going to address this? A malcontent I knew always had his appearance and uniform up to standards. I asked him why? He said if he had a beef with supervisors, it wouldn't involve small trivial issues. I personally believed a unit that could pass inspection couldnt do the real work. The workers deserved some slack. The things they carried.

The way some of these PO's look lately is rather embarrassing. No blue shirts, silly looking boots/shoes, vests over CPD jackets(dumb look), turtlenecks that aren't CPD, men with earings(extra silly looking), strange facial hair other than beards, hoodies(dumb), skull caps that aren't CPD, and my favorite dumb look..wearing CPD ball caps backwards. It's very simple...Just wear the proper uniform, that's it. It's easy. Try to look somewhat professional.

I have an idea... how about most of you over ego'd power maniacs (Meeler) and you super educated bosses (Cesario) learn how to stop bruising moral. 90% of the bosses are not qualified to be in there position. Hammering people with BS write ups (Mulinex) is in no way a positive way to get people to perform and produce. Happy subordinates produce. Constantly nagging and acting like a brute results in low EVERYTHING. It has to start from the top down. But who am I kidding. You would need a king size hammer to crack some of these egos.

OT: Regarding merit promotions.
So sgt's got merit promoted supposedly because of their great job as PO's. They we're put in b/c the "bosses" saw something special in them. Such spectacular work ethic and leadership skills that the dept just had to bypass hundreds of people that scored well on the test to promote these people instead.
So after their merit promotion, it's truly amazing to see how many of them are now in caps offices and hidden spots. The dept just has to promote them b/c they're so special and then pay them 100k to work in the caps office. Where they can really utilize those unbelievably special leadership skills that got them the merit promotion. It's sickening.
If u get a merit promo the least u should be is out there as a sect sgt's earning that dam promo.

Sept, 1967. Walked into roll call room in 010 at 23rd & Damen on my first day out of the academy. above the full length mirror was a sign that read "DOES YOUR APPEARANCE COMMAND RESPECT.?. That became my motto from that day forward, both on and off duty, in uniform or civilian dress. I'm now 68 and it has served me well. When you look sharp you will be treated with respect. Conversely, when you go out on the street, in any district, looking like a bum or a thug, that's just how you will be treated. My apologies if this is posted twice.

Boo hoo hoo I can't have a beard. If that prevents you from being the working police you never were to begin with. Sorry you can't have your cool goatee. If that's all you have to complain about working in 005 I guess you have it pretty good. I work there also and it's actually not bad. Show up on time in proper uniform and the Captain won't say shit to you.

I came on the job in 1973 and back then we had stand up inspection at roll call every day and revolver inspection every Wednesday. It was a very rare occasion not to fall in at roll call and have inspection. I retired in 2010 and when I retired it was a rare occasion that we were inspected at roll call. The dept. slowly let the appearance of this department go to hell. I would be totally embarrassed to show up to work looking like some of my fellow officers did. Give some one an inch and they take a yard. Have some self respect for yourself and show up looking decent. DOES YOUR APPEARANCE COMMAND RESPECT?

questions:
a) a line of officers draw their weapons, and show them..
why would a department allow a room full of armed officers draw their loaded weapons and hold them out?
b) do the officers' supervisors have the expertise and training to examine the weapons and ammunition they are examining?

My sister and brother-in-law were both teachers and hence, were world travelers during the summer months. They decided that they would buy me hats from the various cultures that they visited world wide. Some were quite bizzare.

No one ih the Taylor Jets back in the eighties ever questioned what I was wearing on my head when I would respond to their calls for serviceon the 10th, 12th, 14th etc. floors.

I wouldn't wear them at rolecall but the supervisors on the street would and they would just shake their heads with amusement. What was the worst that could happen? Put me on midnights in the Deuce? I was already there.

And I actually believe that my style choice of a hat would sometimes defuse situations when I walked in while wearing one.

Came on in 85, we had same thing, stand up everyday and gun inspection every Wednesday,go to range,at academy buy my own ammo and practice. Talked to a range guy there he has stories of guns misfiring due to excessive dirt, ammo green, what ever happened to inspections? I agree also that if you were caught, no reprimand but we had real bosses that called you on things,next day or before you hit the streets it was corrected! Now nothing! No wonder we look so sloppy,also look at vehicles does anyone even get them washed? But the same guys will bitch and moan about the vehicles as they throw garbage everywhere inside!

When I got on, every copper looked the same. If you don't like the uniform of the department you applied and took the job for, QUIT! I bet I made more quality arrests in blue polyester than most of these new dime baq, DOPW hairgels.
Just look at other Police Departments all over this country compared to ours, just fkn embarrassing! And I don't want to hear about the morale bullshit. After almost a quarter century of doing this job, I'm just as disgruntled as the next guy, but If you don't have at least enough pride and self esteem to care about your own appearance, you need some serious help.

So sgt's got merit promoted supposedly because of their great job as PO's. They we're put in b/c the "bosses" saw something special in them. Such spectacular work ethic and leadership skills that the dept just had to bypass hundreds of people that scored well on the test to promote these people instead.

The dept just has to promote them b/c they're so special and then pay them 100k to work in the caps office. OK, I get the fingernails and dreadlocks part, but you lost me at the no nametag and mace holder spot. You get something like $700 a year for uniform needs. Last I checked, a nametag cost $6 and a pouch for the pepper spray costs like $15. So $700 - $21 equals $679. And odds are, you're NOT going to have to replace them in the next year. Ergo $700 - $0 = $700. But let me guess.... you are one of these guys that thinks you can make it through an entire 30 year career with the uniforms you bought in the academy. Man up bitch. Don't make the job easy for these Inspectors. Spend 1/5th of your uniform allowance every year on uniforms and odds are they will not catch you off base!

Sept, 1967. Walked into roll call room in 010 at 23rd & Damen on my first day out of the academy. above the full length mirror was a sign that read "DOES YOUR APPEARANCE COMMAND RESPECT.?. That became my motto from that day forward, both on and off duty, in uniform or civilian dress. I'm now 68 and it has served me well. When you look sharp you will be treated with respect. Conversely, when you go out on the street, in any district, looking like a bum or a thug, that's just how you will be treated. My apologies if this is posted twice.

Remember the same in 1979. In 1967 I was a teen in 010 growing up and you probadly tuned me up, LOL.
I am also retired but remember that you always tried to look like the real police and the bosses in the old days made certain your were. It seemed all the lack of uniform and copper' looking like swines started around 2005.
I retired as a dick and we wore suits and occasional sport coat out in the field. The tac guys of know dress like they are digging ditches knowing they are not doing U/C work.
I have spoken to many outside LE guys wondering why the CPD has some many differant way to dress in foeld in uniform. My answer is the no clue bosses don't care and CTA bus drivers have better uniform standards then CPD.
The blame falls under the bosses not the poor guys in patrol. Zero leadership get a bad attitude from the street copper'.

Wow I read every post here. Some were good others were bad. In 1994 we had one type of pants. One outside vest cover, if you wanted a black vest cover it was only worn under your jacket. I see sooooo many officers looking like bums, yes bums. I heard one officer complain about having a FILTHY vest cover because he does surveillance on rooftops. I saw a guy in court today with a beard form the hells angles an looked like he slept in his uniform for three days. I see a lot of different ways we wear our uniforms and am embarrassed about it. We all won't look alike but beards, goatees, crazy gym shoes, neck tattoos, full sleeve tattoos, backwards baseball caps, filthy uniforms, I can keep going on. I have 20 plus years and have no problem with inspectors or inspections. We are an embarrassment to ourselves. Just because you work in 011 015 or 007 you don't have to be a freakin pig. I have worked in 011 the past 16 years and I can pass a uniform inspection any day of the week. Grow up guys, no beards, clean your shirt, vest cover, and get a real bump card. Oh and get rid of the dreads, its bullshit.

Our shoes were polished and uniforms to regs
It helps to put you into a professional state of mind
You wore the uniform to regs in the academy, why all of a sudden you treat it like shit
I worked uniform, blue jeans and dress clothes.
And at each level I looked professional, looked clean, looked put together
I didn't act or dress like a SF guy in the sandbox
You are a POLICE OFFICER in the City of Chicago
Your job is to maintain order and enforce the rules by looking like someone who is in control and professional
Get over yourselves, respect the uniform (men have died wearing it) and represent the CPD in the most positive way possible no matter the situation or circumstance

Talk about crcking the whip. Uniforms, court hours !, and the sparring of anyone is to be the norm for failure to go by the book.

Starting 01 Feb, you will be required to sign a new A and A sheet everyday, in and out.

If it disappears, the watch sec' takes time. You will be required to sign in and at check off. No times by your signature. Unit shall retain for 0ne year. The city know the card swiper cost money but paper is cheap.

No signature, you will be shown not working for payroll sheets. No one will call you in to tell you , you forgot. When you see the less $$ on your stub, getting your money will be a 5 month process.

This all will be enforced and bosses will be sparred for not going 100 percent into this new system.

FYI - Unit 189 will not be exempt !

Shit will hit the fan with 26th. and Cal. court time !

City hall is not playing and know the training div is getting full with PPO'.

As far as pride goes, the dept. Lost its pride due to the command staff. Today about 98% of all gold stars never passed a promotional exam and almost half are functional illiterates. As far as uniforms go there are so many combinations who can really keep track anymore. As far as wearing clean, serviceable uniforms and footwear that should be a given. Long hair, well you can have it as long as you want as long as it is worn or shaped over the ears and not touching the top of the collar (for guys) and must allow for the crown hat to fit properly on your grape ( head). Problem here is that for so long there were no inspectors, nor sgt.s and or lt.s really enforcing such uniform standards and now they hammer falls. Oh well, it will calm down like it always has in the past but as far a pride goes, a fish rots from the head down and this dept. is rotten from the top down. Don't expect much to change in the near future, as for me I got 2 yrs to go then I'm gone..........stay safe and don't sweat the small stuff, this job use to be a profession now it's just a BS city job......

Don't need a masters degree to stand in front of a class of recruits and read from a lesson plan! Or, to dress in civilian clothes to role play scenarios.
What you do need it some actual police street experience. More than that 2yrs you did when you first came on the job, after which you went or work in caps or some other inside position. You need to know how to treat people and how to properly discipline them as well. (Oh, and that means not to berate them or abuse them)

There are always a lot of comment complimenting the NYPD and how they stuck together against the mayor. Maybe one of the reasons is that they have pride in themselves and cohesiveness because they look and act like the police. Look at any photos or videos of NYPD cops and they are all in clean and proper uniforms - looking like the professional police they are. We still look like a casting call for Hill Street Blues.

If you've ever been at a weapons inspection (doubtful) then you know that the officers take the magazines out before taking the weapon out of the holster. Yes ... there may be one in the pipe but I never heard of an accidental discharge. What I HAVE heard of and actually saw was magazines with no rounds in them, NO magazines in the weapons and slides that were literally rusted shut. If you want to work with someone who carries one of these weapons, be my guest. I'd prefer weapons inspection, moron.

The CO book thing about shooting at a vehicle is bullshit. Just like the order they put out years ago about shooting fleeing Burglar's. A few years after the fleeing burglar policy, my partner shot a fleeing burglar. The bad guy was burglarizing his garage and the 19yr. old took off when confronted. Offender was shot and killed. My partner dared the IAD to discipline him. In the criminal code it's there you can shoot a fleeing forceable felon. Burglary is a forceable felony. The CR went quietly into the sunset.

I work in a busy "suburb" right next to Harvey. I hate to break the news, but some of the Harvey police look like s**t, complete with dreads. Also, all of their uniforms look 20 years old, even on the new guys. I wouldn't use them as the standard of comparison.

Hard working police should get some slack; if they have dusty boots or stubble, a supervisor might want to ask if they just worked 6p - 6a, had court 9a - noon, slept 3 hours, and then came back for a 6p start. That is the norm for many cops in the 6th district. So they may not always look like a spit shined Highland Park cop who wrote 3 parkers and did a school detail. However, some guys look like bums all the time - there is a line. After a weekend off, arriving in a clean uniform with some hygiene is a reasonable expectation. I would think that same rationale applies in Chicago.
And to the veteran who insists that your appearance "command respect" so that "even if you don't know what you're doing, people will believe you do" - come off it. We have one cop who comes with shoes and brass shined every day, who has no idea what he's doing and on top of it doesn't do anything anyway - and he's been on for over 20 years. We have some young guys on year 5 who don't always look perfect, but break their a**es out there, back each other up, and have a lot of street cred because the sh*theads know they know what they're doing. If you don't think hood rats look beyond the shoe polish, you're nuts.

Seriously? You must not be a cop. If a supervisor doesn't inspect some of these weapons many officers wouldn't clean them or take care of them. It is a tool to possibly save your life. Seriously? Been at those when guys forget their guns, have weapons so dirty anyone would know it's not gonna fire...my personal favorite -one guys revolver was rusted to the rivers in his holster. He couldn't even draw. I'm all for a good bitch session but weapons inspection should be done religiously.

It is easy to blame the academy staff. When a recruit leaves the academy they go straight to a hot spot without any supervision. Sgts will not enforce any type of standards and PPO's are told to do nothing and stay out of trouble. What do you expect in this horrible system? Maybe a sgt could enforce some type of uniform standard? It seems the only PPO's that maintain their standards are military veterans. PPO's need to work with a experienced FTO right after leaving the academy. Every police department has an effective FTO program except CPD. I hope the new inspectors start to enforce the rules for blue shirts and Sgts.

Better pay, pension, no residency, etc. Most suburbs have standards, inspections, expect you to look professional, etc. Every CPD Officer has different gear, a different look, some vests under, some vests in a carrier, you have guys that look sloppy, unshaven, etc. I picked up one for our town the other day and had to go into 5th, and no one was even wearing a vest, star or name tag in the lock up. Have some respect for yourself and show some professionalism.

CR may have gone away but burglary has not been a forcible felony since the 80's. Maybe you heard of a US Supreme Court case called Tennessee v Garner. This case has not been overturned. Better pay, pension, no residency, etc. Most suburbs have standards, inspections, expect you to look professional, etc. Every CPD Officer has different gear, a different look, some vests under, some vests in a carrier, you have guys that look sloppy, unshaven, etc. I picked up one for our town the other day and had to go into 5th, and no one was even wearing a vest, star or name tag in the lock up. Have some respect for yourself and show some professionalism.

I think we as a department look like shit. In the 80's, not counting your dress uniform, it was the crown hat or the winter hat, leather jacket or longer nylon jacket & the waist length nylon jacket for spring & fall.
Long sleeves with tie, short sleeves no tie.
A no-brainer.

A few years after the fleeing burglar policy, my partner shot a fleeing burglar. The bad guy was burglarizing his garage and the 19yr. old took off when confronted. Offender was shot and killed. My partner dared the IAD to discipline him. In the criminal code it's there you can shoot a fleeing forceable felon. Burglary is a forceable felony. The CR went quietly into the sunset.

There is something in Washington D.C called the Supreme Court of the United States. In 1985 the US Supreme Court decided the case of TENNESSEE v. GARNER, 471 U.S. 1 (1985).

The officer used deadly force despite being "reasonably sure" the suspect was unarmed and thinking that he was 17 or 18 years old and of slight build. The father subsequently brought an action in Federal District Court, seeking damages under 42 U.S.C. 1983 for asserted violations of his son's constitutional rights. The District Court held that the statute and the officer's actions were constitutional. The Court of Appeals reversed.

And that is why millions have been paid out to families all over the country since then and why there are police officers sitting in prison for killing an unarmed suspect. A "fleeing felon assertion" does not give one a double 00 license to kill, But you don't have to believe me. Go and dare that inspector and cite Illinois Criminal Code.

And do pay attention when the detective reads to you, "You have the right to remain silent..."

Couldnt have said it better. Retired guy here who had over 30 years on and in that time we had revolver inspection every Wednesday. No one was ever hurt or shot Why would a boss worry about having his name on a weapons inspection order. Its his fault if an officer has a weapons accident. If an officer can't even handle his weapon at an inspection, should he even be carrying a weapon on the street?
