The Biggest Pander?

  • Mayor Rahm Emanuel changed gears Tuesday and pledged to dedicate the jackpot of revenue from an elusive, publicly owned Chicago casino toward solving the city’s $20 billion pension crisis and the $10 billion in unfunded pension liabilities at the Chicago Public Schools.

    The decision to earmark casino revenues exclusively for pensions is a sharp turn for Emanuel.
THAT is a major tectonic shift for Rahm. A political bombshell. A game changer.....if true.

Get it in writing first of all, because the Lies of Rahm are enough to fill encyclopedias. This has been suggested here and elsewhere dozens of times, and all of the sudden, it's a Rahm Position?

He would spend casino money on everything other than the pension that the politicians destroyed. It's a huge shift for Rahm and most likely he's lying through his teeth. Politicians will often say anything to get elected and in that regard Rahm is even more slippery and slimy than your average politician.
Rahm has always said he wants a casino whose revenue is earmarked for "the children" not for existing debt.

It seems that the bankers are worried about the possibility of CPS taking action to snatch back billions in vigorish from Wall and LaSalle Streets for having sold CPS a bill of goods on how volatile/dangerous/fucking toxic various financial instruments (auction rate securities, interest rate swaps and the like) were.

Constant comment on how the city is virtually locked into these eye-watering things for DECADES of paying juice on the damned things before a penny of principal is reconciled.

The banks structured this rotten shit so that it can't be refinanced... They get their money or the city/CPS can sue...

Unfortunately the idea of a casino in Chicago is a day late and a dollar short. Casinos are declaring bankruptcy around the entire country. Illinois casinos are facing a very difficult business environment due to legalized gambling machines that are saturating the metropolitan area. Lastly the new high minimum wage pushed into law would further decrease profitabilitY. Too late to get ob casino bandwagon. About 20 years.

Same here, if chicago builds a casino, another in illinois will go bankrupt. They have two in quad cities. Aurora, elgin, Joliet will fight for patronage like never before. I was in nevada and California. Fo you realize how dependent these casinos are on oriental tourists? Las vegas cssinos put up decorations f or south Korean holidays. Half of police officersreceiving duty disability can drive , walk , travel , wait in long line at airports , Disney , babysit , go to school , shovel snow , cut grass . Allow these poor souls to feel good about themselves and work in the front office , 311 center and free up able bodied , full duty police officers to work a beat car .

In writing my ass. The laws for funding pensions are already in writing and have been in writing for many years. Who in Illinois has paid attention to all that "in writing" crap?

This time it will be in writing and will start with, "OK, I know we've lied like a motherfucker before, but hey, that was politics, this is the real deal, well, OK, it's an election but I swear, this time it is the truth, really."

Then, the casino bill that passes will have a provision: "all profits from any casino within the City Limits of Chicago from now until the end of time will be earmarked for whatever bullshit project the mayor wants." There, then that is in writing too and that writing will magically supersede the previous writing that was not signed in blood.

Under the legislation, every adult citizen in Oregon who has interacted with the Department of Motor Vehicles since 2013 but hasn’t registered to vote will receive a ballot in the mail at least 20 days before the next statewide election. A single casino done the right way in Chicago would be a goldmine. We are either the number one or two tourist destination in the country. Not to mention all the degenerate gamblers that live here. It wouldn't solve the pension crisis as a stand alone solution but it would put the fund on the right track. Or just vote for Chuy who has no plans for anything. We are all banking on a casino panacea. Gambling is a vice and has lead to many broken families and bankruptcies. Degenerate gamblers quickly run out of money and are not a viable solution. Besides, we need to enlist Native Americans to run the casino under tribal law with its associated privileges as to avoid compliance with state, county and municipal ordinances and regulations.

Where is the accountability of the “previous administrations” and their administrators? Where has all the money gone? Open those books, convene special grand juries and put the big name politicians on the hot seat under oath. Ask the tough questions. What other financial shenanigans are going on inside city hall? Only the shadow knows.

The real solution is to cut taxes and regulation to draw businesses back into the city, the state and the country for that matter. After all, we see multitudes of people who will do the jobs Americans just won’t do. And how about all the Chicago City College grads who have the technical, mathematical and engineering skills to compete globally for those new 21st century high tech jobs which those green energy companies seek to employ. And as soon as we get those high speed trains, rest assured the communist Chinese will experience that sucking sound as jobs return to the U.S. As soon as free college educations are a reality, its lights out with an economic karate chop to the Red China economy.

Get rid of the damn rules that keep us non-competitive and build some FACTORIES. Places that make shoes, cars, washing machines, clothes and widgets. Any thing with the label MADE IN THE USA on it.

Ok, he has a 500 million deposit due in 2016 - I'll give him to Dec 31st of that year. That's about 650 days away from today. If the casino was built in a day that would give him 649 days. Drum roll please...500 mil / 649 days =$770,416 each day. I have a hard time believing that a casino would produce that much revenue for the city EVERY DAY for the next 21 months or so. Next case. However, 1000 redlight tickets at $770 each
might come close.......

Hey, I said we should have built a casino on Navy Pier about 25 years ago.

At that time, that would have been a game-changer. Chicago would have rolled in the money - not only from people coming in by bus - but the high-rollers coming from all over Lake Michigan to dock their yachts and play blackjack and slots.

But to some, OH GOD NO - that would bring in the Mob (as if they aren't here already)

Now?? You have to be F'ing kidding. How many well-established casinos did they shut down in Atlantic City?

Why? No business. How many people do you know still go out to the casino every weekend?

Money AIN'T there anymore. Plus, you have casinos in Indiana and Wisconsin already. They have drawn the crowd.

Our lame approach to gambling in this state - riverboats on water that initially had to "leave the pier" all the time - cannot be fixed now.

Too late for the "great revenue generator" idea. A Casino isn't a "fix-all" for decades of municipal mismanagement.

As has been said before, the casino bubble has burst. Vegas, Atlantic City, etc are all shriveling and dieing.

People don't have the disposable income to throw away on losing games of chance. Plus they can bet on sports like football, hockey and basketball. Why is "March Madness" such a big deal?? The gaming on the games.

Illinois casinos are suffering. Partially due to the no smoking but also due to competition from the video poker machins. Why drive to a casino when all you have to do is walk down to your local bar or resturaunt to lose your paycheck and stagger home? And casinos siphoned money off of other entertainment ventures, like shows and resturaunts, so no new money was created.

Best bet is land based casino with 4,000 gaming positions would have annual Adjusted Gross Revenue of about $600 million. Rivers in Des Plaines is presently pulling in about 420 million a year with only 1,200 gaming positions. Not sure how that would be taxed and how much would go to the State. Present casinos pay about 50%. About 125 million (best guess) would come from Rivers and some other large number would come from Harrah's Horseshoe in Indiana. Most of the rest would be from local people with only a small portion coming from tourists. While it could go over 600 million, I would bet that it won't be under 500 million. Even after paying the bills and taxes, that is a lot of cash.

Rahm usurped the throne from Daley. I would have loved to see Daley's face when Rahm announced, as if off the top of his tiny head, that he would like to be the Mayor of Chicago when Michelle pushed him out of the White House. Daley's jaw must have hit the floor.

This Daley Machine put two presidents in the white House and Richie had it taken from him. Shuffle the deck again and this monster get weaker, maybe even beatable. Daley's old guard is working for Emmanuel, but they aren't working hard.

Murphy has a lot of assistance in overseeing his unit, and that's all needs to be said on that front. Nice of Phil to take care of his friends, and no one who's come in after Phil would want to be seen as the person who sent Murphy packing. Public perception goes an awful long way on those kinds of things.

I remember attending a funeral for one of our fallen heroes. Rahm was walking up and down the lines of exempts standing there in formation outside the church, shaking hands with them. A Latino exempt who had been a street deputy and had been "demoted" back to commander stopped Rahm and said to him, "Mayor, if we ever get gambling here I want to be your chief of security for it!" We all laughed as did the Mayor. But ... the exempt I'm referring to (who's still exempt) will probably wind up getting it if and when it happens. Stranger things have happened!

He wants to tax SERVICES now. He specifically mentioned attorney's fees last week, but in the past he has mentioned veterinary services and nail salons.
