Baltimore "After Action Review"

A fairly short 32-page document reviewing the disaster that was the Baltimore riots of 2015.

And what a disaster it was.

New Orleans had a Hurricane Evacuation Plan in 2005. It was very professionally done and very expensive. It was sitting on a shelf for years and no one looked at it. They even had a detailed plan to use school buses to evacuate the citizens without transportation. The only problem is they never told the bus companies, the bus drivers, or anyone else about using school buses in the evacuation.

That's infuriating. I don't blame the Baltimore cops for dropping all the proactive policing after this disaster. In addition to the obvious damage I wonder how many companies, small businesses and real estate firms have crossed this city off the list now for good. Baltimore is lost.

President Obama thinks parts of the country that have too many whites and not enough minorities is unfair. So he is going to diversify it. The Supreme Court in a ruling this year renewed housing discrimination laws from the 1960's. Affirming that the Executive Branch can use them.

It's not a question of being "ill-prepared" unless a PD's established plan to quell a riot mandates no arrests and just letting the rioters do as they please within broad limits. What happened in Baltimore is the political leadership told the PD to permit their constituents to let off steam. That, I'm afraid, is the new normal when the 'hood gets angry in cities where the PD is a white face.

This is what the people want and what they elect. The police just need to adapt and change their methods to fit. The mayor and city DA are who and what they are. They must be obeyed.

Holy shit. In Baltimore the Inmates really do run the Asylum. Then again, it is a typical Democrat Utopia so it follows that lunatics, incompetents, and certified MORONS are in charge.

In fact, I wouldn't doubt it that with all City of Baltimore job applications, anyone with an IQ above 70 is rejected. After all, that's also the requirement for being in the democratic party and voting democrat, only those with an IQ of 70 and under are allowed in.

Same thing can easily happen here, because we have low manpower, and lack of equipment [officers waiting for cars after roll calls], and a bozo of a mayor Rahm and his sidekick clown of a Supt. McCarthy {YES MAN!}, looking to do more with less!

I'm glad, I'm at the end of my career, but feel real bad for my young brothers in blue who have to deal with this garbage of a city in this day and age!

Doesn't matter how "well-prepared" you could be, either -- not when you have a mayor who will "give people space to destroy," stand down the police department, let the city burn -- hundreds of businesses, a whole multi-million dollar senior citizens residential center, blazing cars all over -- and let the looters steal all the drugs they can grab out of 30 pharmacies and clinics, triggering a terrible new problem.

...and then blame the police chief and fire him.

Not to mention a grandstanding, inexperienced county prosecutor who charges six coppers with "depraved heart murder" for routinely scooping some winehead, making the entire department justifiably afraid of doing their jobs.

Preparedness? You'll never even get to Plan A at this rate.

That is a very interesting read....hopefully Baltimore will make changes to their "stand down" policy, ramp up training, and compensate the many injured officers. I totally agree with the Baltimore Pd now doing no proactive police work because the city does not have their backs.

OK, I was making fun, but very good report, very detailed, through, and damning. Read the whole thing. Worthwhile.

Still, even if lessons are learned and all recommendations for improvements are implemented, the best plan will not fly -- not with that mayor and prosecutor in office, not with so much authority handed over to hostile civilians.

This is what happens when you let politicians have a say and run a police department. A politician cares more about how things "look" than doing the right thing and providing the police officers adequate equipment and the opportunity to do their job without interference. Mrs. Mayor, you cared more about being labeled a "racist" than the lives of the men and women who protect you and everyone that resides in your city. Everyone in your entire administration stood idly by while the guilt of 6 police officers was declared without even so much as a fact being released, much less a trial. We live in a society that is falling apart because the needs of the few are being prioritized over the needs of the many. The many are the hard working, tax paying, good men and women of our society. The few are criminals, communities that glorify gangs and violence, and the politicians who pander to their perceived persecution in exchange for their votes. Every big city in America is starting to look like this...it's not too far off (with the new war on single family homes and the ability to choose who you want your neighbor to be) where we will be forced to live in some kind of progressive liberal "utopia". It all starts with cutting off the balls of your police department. Which clearly this example of Baltimore is the case.

All the hood rats are hanging out in different parts of downtown. They are just waiting for the right opportunity. 90% of the time, a person is texting while walking and oblivious to their surroundings then bam. Just like that dude comes up and snatches their phone out of their hands and runs away. Also people at times in downtown are so clueless that they walk while text and bam they get hit by a car or a bicyclist. Or they run into a hard immovable object. As my dad used to say- "too much college and not enough kindergarten".

Those officer need to file a civil suit to obtain all those email and put their white shirts on the stand. But like all officers we figure the union will do the heavy lifting and will not take any action to protect ourselves and our families.

It appears the best Chicago can hope for is when the s**t hits the fan, the political climate will have gone red. Every cop will know what to do (they already do), will have the support of the brass, the city and the law abiding citizens.
Burning, looting, and rioting will be brought to a screeching halt, by any and all means possible, before it can even get started.

But, I actually believe that to be a pipe dream. Although I'd love to see police officers mowing down the stupid ass rioters on CNN some evening.

They probably will. There might be a new supe,new 1st deputy new whatever. But it won't matter because it is not the fault of the police. The numbers don't change regardless of who is running the show. Or how many coppers we have. Tell me a strategy that hasn't been tried. And failed. Only one thing will stop the violence, and that is a complete change in the way the violence prone and their enablers think and act and learn to respect the rule of law, their neighborhoods and themselves.

And that is not going to happen.

Now I could be wrong.....but I found it odd that I have never noticed the African National Congress flag flying anywhere in the city. So I had a hunch you guys are referring to the Pan-African flag (the red, black and green one) which is not even close to the same. It was created in America, largely by Americans, particularly Americans that were not involved in a violent insurrection and secession attempt from America. At any rate, I would argue on either side: I don't care if it flies in front of a school where the majority of the students relate to that flag. I wouldn't care if it was an Italian flag, a Dutch flag, a Chinese flag, it really makes me none. On the other hand, in all cases, here in America people who do care (like you) also have a right to say "Hey that flag don't represent me. Take it down please." But since we're on the topic of being offended by flags, I would suggest to avoid making a fool of yourself: 1. know which flag you're offended by 2. know why you're offended by that flag. I've stood in front of that state capitol and have a picture in my phone of that flag. I'm not necessarily offended by it however I find it very contradictory that any state flies it for this reason: it is the flag of a group that tried to overthrow the US government. Honestly, as much as people hate liberals on here I find that quite liberal myself. I can't seem to wrap my mind around states displaying pride for when they fought against their country. That sounds like these Occupy numbskulls to me but who am I?

If this goes to US Supreme Court those hippies are going to lose. You can't govern when someone is allowed to ask a question. I can ask you whatever I want to. Definitely YES. As explained, a supervisor can give an order which puts an officer's life at risk, example check out that alley, room, etc.

What a supervisor cannot do is give an order which risks an officer's job or his freedom.

Good question. Interesting perspective and I like the idea, but don't even think FOP would do that for you. Not in this town.

I am VERY disgusted in what I have seen out of FOP. (I am NOT in your union - to set the record straight)

I think paying dues for that type of leadership and representation is a waste of money.

To lead it, especially in these dangerous times for good coppers on the street, you need a lion or a tiger, not a de-clawed, old house cat.
