Guess who got arrested AGAIN on Friday !!! PULGAR, Herbert Anthony aka "Herb Dilla" CB# 19161206 was arrested and charged with PSMV by beat 1463D. PULGAR in a known "Maniac Latin Disciple" gang member and was known in the "Chicago City Vehicle sticker debacle" a few years ago. RD# HY362846.

He won a election and could have sued the city costing thousands. She gave him HER MONEY; money out of her campaign funds that she could have kept until her retirement and spent it on herself. Wise move on her part, not to make lawyers rich and kill the story and Herbie would have likely won the case.
She should run for Mayor but Rahm would pull a Miriam Santos on her.
Good grief, I had him paint the inside my house in Logan Sq. He seemed like a very nice boy along with his friend Flaco. He had a lot of tattoos that looked grand. I don't think he would steal anything but I better check my wall safe and strong box with valuable's just in case. I was out of town when he painted and he had my keys and said he would take care of my 5 cats as a bonus. I better check my garage to see if my 2015 BMW is ok.

There was always a theme and that years was Chicago's Heroes or something like that. Lil' Herbie's was one of many that was presented to the public who voted online and he won. When the gang symbolism was spotted the design was killed and the story. Since it had been announced that he won the election Mendoza gave him the prize money out of her campaign funds, not city money. That avoided a potential lawsuit and more publicity. I suppose Herbie cried all the way to the bank.
