Garry Folds

  • Five months after the ACLU called the number of street stops by Chicago police "shocking," the two sides have reached what they called a landmark agreement on the controversy, appointing a retired federal magistrate judge to oversee a number of reforms and instituting heightened training for the department's 12,000 officers and supervisors.

    As part of the agreement, Chicago police will keep track of all investigatory street stops and protective pat-downs, not just those that don't result in an arrest, as they have done in recent years. That practice had made it hard to assess the full impact of the street stops on the public, especially minorities, according to the ACLU.
Nothing in this policy addresses the uncomfortable truth that many police districts follow neighborhood and ward boundaries that are drawn specifically with a racial outcome in mind. So if you're a cop any number of locales, the vast majority of residents (and the criminals who ply their trade on the residents) are of one race. You can't by definition profile, yet you will be accused of profiling, especially if you aren't of the predominant race of the area.

You can guess what this means to proactive police work.

Once this bullshit comes to pass, that will be it for me making street stops. I like to work. I like to do my job, but enough is enough. TRR reports, GPS, in-car cameras, body cameras, inspectors,etc., etc. They just keep stacking things against us. No more. You just lost one more working cop.

The same profiling that the Traffic Stop Statistical Survey
(University of Chicago?) was extended (2x?) beyond it's
original drop dead date because the academics didn't like

It means that the City is segregated. Blacks need to be moved into white neighborhoods and whites into black neighborhoods. No neighborhood should be predominately one race. Desegregate. Mix everybody up.

You will see a huge increase in the decrease of shootings and homicides.

There has been talk of redrawing the ward boundaries for many years, but the effort has always been blocked by the politicians who are afraid of losing control, and of the possibility of a city with less wards. Race is everything in this town and boundaries are gerrymanded just for that purpose. I think the only people who will be doing " investigative street stops" from now on will be the tact teams, and even they will become tired of this process. But, I think that this agreement was a way of keeping the city out of federal court. No one looks at behavior any more, it is all about race. So, let the criminals run wild. The people who will pay for this are the good hard working minorities who are trapped in their homes for fear of being robbed or murdered. I wish they would speak out, but I fear that many of them have also bought the Jackson/Sharpton BS that this is all about race and nothing to do with behavior.

Ok, here is the problem, and as usual, it is of our own making. There is a document called the constitution that we all took an oath to defend. SCC does a great job of reminding us of our constitutional rights, especially the right to this blog. The reason for contact cards is to show anyone who may question us whether we protected the the rights of those we have contact (and most of the time we do)or not. But, we hate filling out those things and supervisors hate reviewing them and when they do kick them back, we get pissed so they don't bother. So the contact cards don't reflect accurately the reasons for the stop.

You see, when you stop and detain someone you have to be able to enunciate why you are infringing on their 4th and sometimes 1st amendment rights. You must have reasonable suspicion or probable cause to to detain someone. And, here is one we forget, you are suppose to explain the reason for the stop them (unless there is a reasonable law enforcement for not doing so).

We do a terrible job of filling out the reason for the stop on the contact cards. The supervisors do a terrible job of reviewing the cards. So, when mickey the mope hires an attorney and looks at the contact card which doesn't explain why his client was legally stopped, well, you just won the case for lovey and lovey.

Saying it is a black issue is a cop out by us. If we did a better job explaining the stops on the contact cards we could avoid a lot of this problem. A little refresher on Terry Stops and the 4th Amendment would help. If the stops were seen as legal, I think you could justify ( and it has in other places) why more blacks are stopped. But, when they look at the contact cards and it appears we have no legal reason fro the stop, well we lose.

Remember; we are living in a society and time where Perception has become the New Reality. The current Perception is that there is some conspiracy of White police officers to murder Black youths. I use the word murder, fully realizing that murder requires intent. So instead of facing the true Reality, which is that Blacks are killing Blacks at an alarming rate, which is the result of poor education and political failure. To reinforce the new Perception, policy must be written to create an "accountability". Interns from the PLO and other bottom feeder law firms will now monitor on a regular basis and track activity. Certain Units and individuals will be watched, and instead of avoiding lawsuits, Gary/Rahm caving will create opportunity for countless new lawsuits! Tactical Units and anything related to Gang Enforcement will be the first to endure the lawsuits. So, is it really worth it, just to be in CD and to display your neatly spiked hair gel? I think not. Conceal your Tats and just answer your calls, cover each other.This City deserves nothing more. They are forcing you to become nothing more than Occupation Troops, and Spectators. "G"

Simple solution follow general orders! Respond to service calls into a timely manner, don't violate traffic laws even lights siren complete stop at red lights and stop signs obey speed limits. Take your lunch personal keep car fueled washed service. Street stops what is that a foreign concept? Don't want coppers to be saying to you " I'll buy a ticket see you at your fundraising event" you want to police and be respected? Anyone working in 007 knows of watch commanders and sgt's demanding specific amount of contact cards on specific beats. Why? Pressure from the top? Compstat related? It wasn't a matter of people working, handling their jobs and responsibilities. According to our general orders contact cards were not to be written when another form was written. IE anovs case reports etc. proactive police work was manipulated to reflect a specific amount of contact cards on specific beats. That is our leadership and now it's falling on the perceived ability of officers ability to do their job in a lawful and constitutional manner. Granted some p.o.'s can use an extensive refresher on terry vs ohio and the fourth amendment, but any of you bosses who were complicit in the manipulation of officers work efforts should be ashamed of yourselves.

Simple !!! Don't stop anyone or risk going to jail or loosing your house. Respond to jobs and get good at doing paperwork. Get good at driving in circles and not seeing crime. Some of you have done this your entire career. And if you see crime and the bad guy runs, don't chase! Be polite and avoid contact. Do these things and you will survive for your family. You will be hung out to dry if you mess up. Make sure your family has access to a weapon on the homefront and that they understand the statement "fear for life and I need to contact our family friend and attorney". Now sit back and watch people kill each other. It will be the people that are killing each other now except in much greater numbers. Look at the overall demographics of victims of all past civil unrest in the country. Its not like the movie purge, it only happens in certain areas. Just look at the recent riots. Let it happen!

You are looking at the stops as INDIVIDUAL encounters, so yes, they may all be 100% legal, however, they do NOT look at the stops as individual encounters. They are looking at ALL stops as one entity, and they (ACLU) say that blacks being stopped at a rate higher then their percentage of the population (they do not acknowledge the number of crimes committed by race) automatically equals racism.

Just as I suspected, all of the "I ain't doing shit", "police work is now dead", etc. mopes are out on full force. In my roll call room 20% of the guys are doing 80% of the work. It's time to earn your paycheck ladies and gents. This job, just like life itself is constantly evolving. You need to evolve because as they say "times sure are changin". Or else you will be like a dinosaur- extinct.

Unbelievable the change I've seen in this department. 29 years ago I called for a sergeant, he shows up and tells me never to call for him again, he says, "Your a police officer, you handle it, goodbye." I learned never to call for a sergeant and how to never need one.

I was a sergeant for 18 years, mostly in patrol. Most of the time when a beat car called for me, they knew what they had to do, but did not want to do it and wanted a sergeant to tell them they did not have to do it. Then if things went wrong they could blame me. When I told them exactly what needed to be done, they were pissed. Seems nothing has changed.

First of all - not sure why contact cards were considered activity anyway. never did them prior to the last 2 superintendents. I guess it took the place of the almighty bus check - If dude need to go to jail he went - if not you threw him back and looked for the bigger fish - except on your Friday or double day - then dude had to go !!

If I were still on I would never make a street stop unless ordered by a sergeant. Not worth the grief later. During that entire statistical study I always put down the race of everyone as white or hispanic. Never black. Why should I help with their hate mongering statistics? We were not supposed to ask (or is it axe?) them. So, they all looked white to me. I am a poor judge of race, I am very liberal you know and don't give in to racial stereotypes. Gradually I just stopped stopping people. Not worth the grief. I wrote exactly one ticket during my entire last year. Since I was an old guy no one said boo. I did a lot of backing up of others making stops. I didn't want people getting hurt stopping the animals.
