So...Not for the Children?

  • Until a couple of years ago, neighbors say few people even knew about tiny Challenger Playlot Park, nestled under the thunder of the CTA Red Line tracks on the city's North Side.

    That's because the gravel dog walk surrounded by a chain-link fence isn't really what many would consider a park. It has no playground equipment. No picnic table.

    But the park has become notorious for the one thing it does have — a nearby speed camera that has quickly racked up more than $2 million in tickets. Residents describe the camera, which went live in December 2013, as a poster child for what's wrong with Mayor Rahm Emanuel's "Children's Safety Zone" program.

    "This is where they are saving children? This is a place to walk your dog," said homeowner Alissa Friedman, who received two tickets from the camera. "No one's in danger. No one is even remotely in danger."
This particular camera has been mentioned here dozens of times and in other publications. It's emblematic of the money-drive behind the camera program, not any sort of "safety." In fact, the most dangerous intersections or stretches of surface street don't seem to have any cameras at all:
  • The 25 cameras that generate the most tickets in the city are all park cameras, and all are placed on well-traveled major streets where crash data show child pedestrians are least likely to be struck by speeders.
Imagine that - it isn't for the children at all:
  • An examination of crash data shows that no children have been hit by speeding cars along the stretch of Irving Park Road near Challenger Park since at least 2004, even though some have been injured on the residential interior streets nearby.
In fact, we've heard that all of the most dangerous stretches of road have not even a single camera. Children (and pedestrians) get hit mostly on interior streets where their guard is down and drivers are coming off a busy street. You get the occasional Lake Shore Drive fatality, but there isn't supposed to be foot traffic there anyway.

Just so we're clear, the cameras are a money grab, and if the media had done their job when this crap started, mapping out where cameras got placed, where the casualties piled up, where the accidents were (you know, like investigative reporting used to be), instead of just re-posting Shortshanks and Emanuel press releases, then they would have fulfilled their purpose of keeping the electorate informed and politicians semi-accountable.

Ol' Challenger Park...barely visible from Irving Park Rd. Never saw a kid in that park once in the yr and a half that I was there after 019/023 merged. Only saw a person walking a dog there two or three times. Not a high pedestrian-traffic route at all.

The camera's are in place to enforce the speed limit. Where they are placed is meaningless, as long as they punish people who break traffic laws by speeding. Simple, drive just below the speed limit and you will never have to fear a traffic speed camera.

Great idea. Designate every odd-shaped wedge of land, every stupid landscaped "roundabout" thing in the street as a "park," and then put up a camera.

While I agree with all of the complaints about the speed cameras, one point is missed. The offenders were speeding. Nobody seems to be disputing that. If a person pays attention to their surroundings, instead of yacking on the phone, checking to make sure their ammo clip is full or whatever else they are doing to distract themselves, they will notice that they are, in fact, speeding. I hate the fact that speed cameras, red light cameras, coppers with radar guns, etc, are out there, but I hate it even more that sometimes they are needed, because people can't be relied to do the right thing. But then again, if people always did the right thing, we wouldn't need the boys and girls in blue in the first place.

A playlot park under the L tracks?
That's where the corruption investigation should start. That little park most of lined somebody's pockets generously.
The City has closed many of manufacturing sites for environmental issues in the name of The Children.
Did anyone ever think what might spew from the overhead as trains pass besides brake dust and the leaching chemically treated lumber?
The money was spent and the gifts were allocated but that Park funding should be investigated as well.

Lets face it, the speed and red light cameras are not going away. We might get a few reforms because of this press coverage, but that is all we will get. Red light cameras and speed cameras are making their way in urban areas around the world. It is only a matter of time until the speed cameras hit the suburbs and maybe even the rural areas.

You think Rahm cares about the city being in debt and/or increasing the debt? HELL NO!

Rahm's investment banker friends that help put him and others into office benefit when the city doesn't pay it's bills.

Chicago's debt is used as a tool by the bankers to demand higher interest rates on city bonds. Who benefits? The bankers. Who Pays. The taxpayers.

Uh-oh, Chicago can't pay it's bills and now the bankers have a reason to raise the interest rates that the city should pay to borrow the money via bond sales.

Whelp, guess we'll have to raise the taxes on the Chicago taxpayers AGAIN!.

And that circle jerk continues.

Seriously, why would an elected official want to reduce the cities debt when that would hurt the people that put them in office? Where's the campaign contribution money going to come from next election cycle when you hurt the profits of the people that funded your campaign?

There's no incentive to pay down the cities debt just as there is no will to pay down the states debt or the nations debt.

Challenger Park is a full children's playlot at Buena and Kenmore. There are always children there during the day. The dog park is the only part of the park that is really under the tracks. Freidman is a typical self righteous yuppie who will reverse her stance if she ever has kids. One way Jackson Blvd mother fucker

Speed camera on Cicero north of Lawrence past viaduct another scam camera. The park which neighbors call the "hidden park" is west of Cicero on the side street. No one knows that park exists because it's tucked away in the neighborhood block.

The solution is simple: drive 25 MPH to 30 MPH at all times.

I get a good laugh at people who are driving 40 MPH and even higher on city streets. Traffic signals are designed and timed to deter speeders and to manage traffic congestion on multiple intersections. Even if you beat the first set of traffic lights, in four blocks ahead you will be stopped at a red light.

The Challenger Park camera is located on a stretch of Irving Park Rd where there are cemeteries on both sides of the street. It's not for the children - it's for the dead, and the dead do vote in Chicago.
