More Koschman Fallout?

Chief of Area South resigned or retired - Salemme. Also involved in the Koschman case when he was north.

Word is the final Inspector General's report is going to be released Friday and a couple more big names are going to be leaving.

Maybe the new crew will allow the Department to drain Douglas Park Lagoon next for the homicide victim(s) that a known serial killer dumped there - he drew the detectives a map after all - instead of pretending that this is just a Missing Person case, all for the sake of CompStat?

Clearing real homicide detectives out of the unit and replacing then with "yes boys" did not serve you as well in totality as you thought it would. Some of those puppies saw through your self righteous carp and very mislead ways and decided not to follow you. Real leaders have people who follow them. You couldn't get your shadow to follow even after you had them promoted. We had to sit through your class on procedures and you had to read it from a book because you didn't know correct procedures and were scared to be called out on it. Your angst about how you could override any case p a st the SAO and it didn't matter what happened in court was a complete picture of your c career. Maybe now we won't hear that stupid question uttered from your pie hole. What cases have you cleared for me lately. The feds sure cleared that case regarding that scope didn't they....they even solved it. Didn't they? No more putting the troops with more investigative skills than you and your group of X movers under you political career bus. What lieutenant......What sergeant.......What detectives.......it's all pretty in area north. As a matter a fact there was a champagne party about sixty five days ago. Talk of even more promotions for specific Sgt. and lt. Because their clout was back on top and even their boss was told to lay off them by his new boss. WOW . The,saga continues.....Who is next ? HMMmmmmm...Dean Andrews successor in Area Five had to drop his papers. What was going on there...? Did he get caught up in the normal flow of things and carry on a little too long...? Area Five used to have a great clearance rate, and it was all due to the massive multiple clearance rate that no one but the big bosses could approve for any of those patterns cleared...

I was there and I knew it was happening. And everyone else knew it was going on...

In short...If a black robbery perp was arrested, every case involving a black perp since the 70's was Cleared Exceptionally. The same for any White or Hispanic Perp. (regardless of Offender physical Description height or weight) Bar to prosecution. The hand picked, Lt's, and Sgt's were all in on this.

The Agg Batt mission team, as well as the Burglary/Robbery Unit. This is how it was done. The corruption was cultural, and it looked normal. Some may have missed it. It's the same as Chicago skewing crime statistics so badly that the FBI doesn't include Chicago's results, and everybody knows it...

I also knew that this couldn't last forever...And here we are!

Glad to see the rats finally abandoning ship! What's shameful is it took the 'Feds coming in' to make these retirements happen. All supervisors attached to the Koschman case who were still around when Dan Webb was compiling his report should have been forced out some time ago, but apparently, McCarthy wasn't allowed to give those cads the boot they dearly deserved.
Good riddance.
When you guys post here about how horrible our politicians are here in Illinois (and particularly in Chicago), think about
all the coppers who step up quickly to help them clean up their messes. Yeah...the recent retirees, who, I'm sure are
all STAND UP GUYS.

Hiram couldn't even pass a promotional exam when he was with CPD - without the merit system for promotions he would never have risen to Deputy Superintendent - but now he is going to fix all of our problems.

I wonder how the ISP feels about taking our castoffs. Leo NEVER passed a single promotional exam either. He was merit promoted all the way up the chain. And now the media is listing him as one of the front-runners for superintendent? Not likely, as he is way too pale.

I say bring back ol' former Deputy Chief of Special Functions Frankie R. for superintendent! At least there will be drinks for everyone!

CPD boys and girls are just in for a whole different level of fooked.

Bunch of loud typing pussy motherfuckers on this comment section. Salemme was a great boss. Went head to head with CCSAO and felony review all the time to try and make things easier on us and have the whole review process make more sense. He pretty much singlehandedly got rid of almost all physical lineups which have always been a waste of time and pain in the ass. He was at the head of the push to get witness statements videotaped, a move that has protected countless detectives from civil lawsuits. I'd love to know who the people on here are that say he wasn't the real police. I'd bet every dollar I have that it's a dog ass moron that's spouting that nonsense. The rest of the Koschman crew are getting fucked too and it's shameful the amount of coppers that are happy to see some great police get the shaft. I hope you never get fucked over like they are.

Old retired former Homicide Supervisor. Don't know Dean, Salemme, or Walsh. Here is my problem with the whole Koschman Murder Investigation: How this case was investigated, classified, and approved was not the sole responsibility of the Area Supervisors. This is the ULTIMATE HEATER/HIGH PROFILE CASE. As one who was both a Investigator and a supervisor and was involved in several high profile cases, the DEPT SUPERINTENDANT OF INVESTIGATIVE SERVICES OR THE EQUIULANT OF THAT RANK AT THE TIME WAS DIRECTING THIS INVESTIGATION. The DSIS thought the Chief of Detectives and then through the Asst Dept Chief would be in constant contact and giving direction to the Area Commander. I can not see a Area Dept Chief take it upon himself/herself and approve how this case was investigated and subsequently classified. From what I read in the newspapers and Dan Webb's report there were major flaws on how this incident was investigated. Any supervisor with any experience would not allow the detectives to conduct this investigation the way it handled. A Detective just out of Detective School would know the proper investigative steps to be taken to ensure a proper outcome. As a Detective me or my partner had to brief the Sgt, Lt, and Area Commander almost on a daily basis on several heater cases that we were involved in. As a Sgt, not only did I have to brief the Lt and Commander, but at times the Area Dept Chief. Gong back to the original incident and the original investigation then going to the second investigation and classification, WHO WERE THE CHIEF OF DETECTIVES AND THE DEPT SUPERINTENDANT OF INVESTIGATIVE SERVICES. Second point: The States Attorney's Office. Any present or former Detective will tell you that when the States Attorneys Office is called for consultation and/or charge a Felony File Folder is filled out with a Number. The Head of Felony Review came out and handled the charging. THE ONLY TIME I EVER SAW THE HEAD OF FELONY REVIEW COME OUT TO THE AREA IS WHEN A PERSON WAS GOING TO BE CHARGED WITH THE MURDER OF A POLICE OFFICER. The question I have is WHY DID THE HEAD OF FELONG REVIEW COME OUT AND TAKE CHARGE OF THIS INVESTIGATION? Who gave this order? Why was there not a Felony Folder? Who was the States Attorney at the time? It would be interesting to see if the DOJ includes this case in it's revue of the CPD. Let's be honest here, this was Richard Daley's nephew. Went head to head with CCSAO and felony review all the time to try and make things easier on us and have the whole review process make more sense. He pretty much singlehandedly got rid of almost all physical lineups which have always been a waste of time and pain in the ass. He was at the head of the push to get witness statements videotaped, a move that has protected countless detectives from civil lawsuits. I'd love to know who the people on here are that say he wasn't the real police. I'd bet every dollar I have that it's a dog ass moron that's spouting that nonsense. The rest of the Koschman crew are getting fucked too and it's shameful the amount of coppers that are happy to see some great police get the shaft. I hope you never get fucked over like they are.

If you are going to spout off about him this m manner you should know what your t talking about and obviously you do not. He was not a great boss he was a liar and threw many a detective under the bus. You are obviously part of bis last crew of "yes boys" who were not around for the circle jerk Olympics of his past. He stopped physical line ups so he could knock out overtime in RBT investigations. A physical line up may have Benn challenged in court but it was a winner. These photo arrays are a very good precursor to a line up if the subject is not in custody. He went head to head to gain more control for exempt members to flex and clear the case by arrest, not solve it. When an override occurs it's usually knocked out at the pc hearing because the SAO did not agree with the amount of evidence to "convict". Look at the case at hand.....big question, where was the SAO, who were they, where was their file. The video of persons and of witnesses was "very good". Where is the equipment, what cases have they been used on, who has been actually trained, which side of the floor has actually used it in any regularity. And yes it has saved many. But where were you when he grabbed the mother of those two missing girls. Yeah you don't wanna talk about that do you. Where were you when he was throwing detectives under the bus over a Fed scope. Where were you when he was circle jerking gprs to score slips. Where were you when he was considered completely unreliable and all his notes were discarded. Just to cite a few. I couldn't find one detective active or retired that could describe him as being the real police although the words fool and over promoted along with arrogant was consistent with all. I do agree that the two dets are getting the shaft. all the ones above them were just sharpening their own pencils for promotion. Here is your history lesson son. Read it, learn from it and do not repeat it.

You're a fucking fool. How much overtime do you think was saved by RBT detectives not being able to run lineups??? Are you trying to tell me that RBT dicks regularly had all the interview rooms and the lineup rooms jam-packed and Salemme said "we've gotta put an end to all of this OT"???? Give me a fucking break. You've proven my point. You're a fucking do-nothing that wants to blame all of your shortcomings on the bosses above you no matter how asinine your rationale. He stopped physical lineups because they were a complete waste of time and unnecessary. When the offender has already been identified in multiple photo arrays by people who grew up in the same neighborhood as the guy, the SAO would still say "we need a live lineup". Salemme looked at it and said "this is ridiculous". He called around to every major department in the country and learned that we were the only department still doing a majority of live lineups. So he got it changed. But I'm sure all of those other big departments also got their policies changed because they had major OT problems with those crackerjack RBT detectives, right??? And to top it all off, Salemme was the first to say "If you think a live lineup is necessary and will help your case, by all means do a live lineup." So he didn't do it to take away overtime.
You suck. It's nobody else's fault but your own. Deal with it.

to 8'27am I could not agree with you more , dean a salemme were total j-goffs , but never had a tough day on this job and both never did an once of police work always look down at the working non clouted police officers but if you were politically connected or a hottie dolly both took care of you, I hope both of you have a horrible retirement and make sure the door doesn't slam you both in your asses
