- Mayor Rahm Emanuel on Monday condemned Chicago Police officers for their treatment of a 38-year-old man who was dragged from his cell in a South Side police lockup after an officer used a stun gun to incapacitate him in 2012.
The city released a video showing six officers in a cell with Philip Coleman. One officer appears to use a stun gun on Coleman and another officer pulls his motionless body out of the cell by his arms.
“I do not see how the manner in which Mr. Coleman was physically treated could possibly be acceptable,” the mayor said in a statement. “Something is wrong here — either the actions of the officers who dragged Mr. Coleman or the policies of the department.”
Not to disparage the mayor's massive ballerina muscles or anything, but there's only a limited number of ways to remove someone from a cell that measures maybe fifteen by fifteen feet, through a cage door two feet wide, especially if they don't want to exit. Dragging is about the only way.
But that is just the mayor, who hasn't lifted anything heavier than a bag of tomatoes in years. What is going to be the focus is the report and statement discrepancies that don't agree with a subjective viewing of the video. Things like that are easy fodder for federal investigations, and that is going to be their playbook.

Young Coleman as you call him is responsible for his behavior regardless of how many degrees he has. If he had mental issue as you say it is his responsibility to seek help and take his meds regularly. You also state that he had bath salts in his system. If he was taking illegal narcotics then he is definitely responsible for his actions.
That being said, this department has not always gotten it right when they interpret custodial care. Once you take custody that subject is your responsibility. You cannot reverse whatever drug he took or cure his mental illness but if you think he needs care or even more so has requested care you better give it to him no matter how big of an asshole he is. I'm not trying to be on a high horse, none of us are doctors. I'm just trying to give advice on how best to avoid a situation like this. Even if you've been battered by a mental and charges apply, after it's all over and you can take a minute to think about it. Should this guy go in for meds and then back to lockup so I can proceed criminally, or maybe it would be better to have him taken to the psych ward and admitted for three days. It's a hard call every time. I'm sure if 002 and 008 could go back in time to the day that they locked up that mental female and she ended up getting thrown out of the 8th floor of a project building, they would undoubtedly had taken her to the psych ward. Evaluate the entire situation. If Mr. Asshole is a past police fighter then definitely consider the criminal route. If Mr. Asshole is only asshole for the day then contemplate putting him in the psych ward. Think bigger. Young Coleman has a degree and most likely a job. Nothing precludes you going after him civilly. Agg Batt for Young Coleman will quickly go down to simple battery by a lenient judge with no consequences and a nice fee for his defense lawyer. Civil proceedings over your bloody nose might produce a nice fee for a friend that is a lawyer and maybe a little trip to Disney for you and your family.
This department has for too long been numbers driven, arrests, crime rates, homicide totals etc. I think it affects how long we take to do our jobs. Take as much time as you need to do your job to your satisfaction so you are protected. An hour or two more on a job getting it right could save you years of agony down the road. If a supervisor gets on you for taking too long, too bad. Make the city hire enough police.
OT but my high school senior was accepted at UIC, among others, so I just called and asked, and arrestee Jabari Dean was allowed back on campus, despite threatening to massacre 16 white U of Chgo students and any white responding officers. I told the admissions officer that this distressing news makes my decision easier.

I am retired CPD, For obvious reasons, I will not reveal my identity. However, I will give you a clue. During my career, I have both documentation as well as several bosses separately informing me that as a member of the CPD, I had more Part I felony arrests than anyone in the entire history of the once proud CPD. I consider myself blessed in that I have never had to shoot anyone and have no brutality or money beefs.
The manner in which the officers dragged resisting police fighter Phillip Coleman from the cell was obviously unconscionable. Like the serial murderer cannibal Hannibal Lecter in the film "The Silence of the Lambs", , the officers should have brought a hand truck to the cell. Pillow padding would be essential for the resister's comfort. They should have then securely strapped Mr. Coleman to the hand truck and wheeled him out of the cell. Dependent on circumstances, a cozy muzzle may be used to avoid biting by the prisoner. No duct tape. Don't be surprised if this visionary method will be the subject of a forthcoming G.O. which will also initiate free Prozac dispensers in all CPD squad rooms.
My heart goes out to you active guys who must suffer these despicable fools. While we all know that the job is legit, if you have any masochistic friends or relatives that are seriously considering a CPD career, involuntary committal to an asylum is essential to their welfare.

I have to agree with you, but in a limited way. The city and department have been doing things on the cheap for so long they do not know a better way. Training on handling mental cases is lacking and the desk crews are famous for blowing things off. Remember the mental girl from California who wondered into Wentworth, was arrested and pushed out the door only to be taken into the high rise and attacked? Those things happen way too often. Lack of funds to buy equipment, indifferent desk crews protected by the boss, phony merit promotions, lack of manpower and the list goes on. I might add cover-ups within IAD for people of clout ( I know I worked there). I fully expect a total review of all police shootings by the Justice Department, possibly going back years. The shit is going to hit the fan and the only people hurt are the honest, hard working coppers, like always.
Come New Years lets see all the superheroes fighting to get that first rd of the year....No body wants your policing!!!

Au Contraire...Did you ever go to the Personnel Training page on the Intranet website? I was completely taken by surprise when I viewed over three full pages of Training session I had supposedly participated in. And I'm not talking about Roll Call training videos. Everyone skirts that BS.
There were dozens of classes I have never had knowledge of in my record jacket. This alone would cause some Fed eyebrows to raise. It's complete and udder false record keeping. Where has he been and from my understanding CPD dropped the ball in more than one way.
Gulliford called an emergency with all 005 Dist personnel to discuss how fucked up everything was and states that the kid had an drug in his system that was consistent with bath salt. Remember Gulliford you said it first and you were the Deputy chief of A2 at the time. Now I see why you're taking your pension and running. How can we as a department allow a prisoner whose family member said the arrestee was suffering from a nervous breakdown sit for more than 10 hours without being given medical treatment when he was clearly out of his mind.
Then to add salt to the wound, the department changed the order on Handling prisons in need of Mental Treatment shortly after Young Colemans death. Everything about that scene was screwed up and the department is liable.
This kid was a 2 time college graduate with high honors and had never been arrested, from a good family and his Father with a Law enforcement background.

The only solution is pain compliance. If they continuously resist and fail to comply with your commands simply taze them, cuff them and utilize pain compliance to force them to walk, remain calm and do whatever action necessary to allow you to do your job.
This guy physically fought his family, and yet the family and media blame the police for "his over 90 injuries." A bruise here and there I'm sure make up most of the injuries noted. But no one has the balls to say he was out of control and in a physical confrontation with his family and THEY CALLED for the police to take him away. They caused his death, not the police. Instead of calling the police, why didn't they recognize he was dealing with mental issues, or at least that's what they're saying now after the fact, but instead of calling the police, why didn't they call a private ambulance and have him taken to a mental health facility and involuntarily sign him in themselves. Opps, hold up! That means their service wouldn't be free. Pay for a private? Maybe a medical bill or two? Aw, Hell Naw.
The Chicago Police Department is not equipped to deal with mental illness, especially violent or ill offenders. This is a medical issue and not a law enforcement responsibility. In most cases these people are not charged, they are forcibly dealt with and the families, caretakers, politicians and community activists blame the police for dealing with them. Hey! We get called to the party, we are not the host. This is a medical issue and not a law enforcement issue. Yep, I said it again. So, if they are criminally insane and have committed a serious crime we may need to tell the hospital staff he could be arrested so they should keep him available. Other than that, when you get a mental call, tell the Zone to send an ambulance and you'll meet them there. We can assist the paramedics restraining their patient at the direction of the doctor and then they can scoot him off to whatever treatment facility best for his medical condition. We are done handling mentals!

The police in this state do not call the authority which regulates drivers licenses and license plates DMV. Anyone who wants to do this GO TO the Secretary of State's office and I strongly urge you to use a Post Office Box to register your vehicles and just about everything else, like phone bills and subscriptions. A P.O. Box can't be used for a driver's license in an urban area unless the rules changed.

IPRA already investigated and cleared police officers . Those officers take thousands of people in and out of cells without incident , it's not the police , it's the people that don't follow instructions .

Where has he been and from my understanding CPD dropped the ball in more than one way.
Gulliford called an emergency with all 005 Dist personnel to discuss how fucked up everything was and states that the kid had an drug in his system that was consistent with bath salt. Remember Gulliford you said it first and you were the Deputy chief of A2 at the time. Now I see why you're taking your pension and running. How can we as a department allow a prisoner whose family member said the arrestee was suffering from a nervous breakdown sit for more than 10 hours without being given medical treatment when he was clearly out of his mind.
Then to add salt to the wound, the department changed the order on Handling prisons in need of Mental Treatment shortly after Young Colemans death. Everything about that scene was screwed up and the department is liable.
This kid was a 2 time college graduate with high honors and had never been arrested, from a good family and his Father with a Law enforcement background.
You all that sits at the top have been covering shut up for many many years, time to expose that white collar BS and that long history of nepotism and lies

During my career, I have both documentation as well as several bosses separately informing me that as a member of the CPD, I had more Part I felony arrests than anyone in the entire history of the once proud CPD. I consider myself blessed in that I have never had to shoot anyone and have no brutality or money beefs.
The manner in which the officers dragged resisting police fighter Phillip Coleman from the cell was obviously unconscionable. Like the serial murderer cannibal Hannibal Lecter in the film "The Silence of the Lambs", , the officers should have brought a hand truck to the cell. Pillow padding would be essential for the resister's comfort. They should have then securely strapped Mr. Coleman to the hand truck and wheeled him out of the cell. Dependent on circumstances, a cozy muzzle may be used to avoid biting by the prisoner. No duct tape. Don't be surprised if this visionary method will be the subject of a forthcoming G.O. which will also initiate free Prozac dispensers in all CPD squad rooms.
My heart goes out to you active guys who must suffer these despicable fools. While we all know that the job is legit, if you have any masochistic friends or relatives that are seriously considering a CPD career, involuntary committal to an asylum is essential to their welfare.
Above all, STAY "FETAL". In the current anti-police climate, you have no other option. Stay safe, guys.

I think maybe you need to step back and look at this from a little different perspective. A guy is dead over a very minor act of defiance.
This seems to be the common factor in a whole bunch of recent videos of police interactions that went wrong. Minor acts of defiance end up with dead people at the hands of police.
Somehow that is going to have to change or there will be no support from the public at all for police. It does not matter much if it is arguably legal. It is a huge problem and instead of defending it police departments are going to have to work out some way of preventing these kind of incidents from happening, or the very legitimacy of policing will be in jeopardy.
There will never be much support for the police from the criminal sector, but police have started to lose support from people who traditionally supported them. Police departments are going to have to figure out how to stop that slide or the end result is going to be a huge mess.
I don't even think that more open and fair investigations is the answer either. The incidents just have to stop happening somehow. It does not make all that much difference if a cop gets charged for the incident. The video is still there.
There are departments that are able to handle these issues without ending up with dead people on their hands, so I am pretty sure there is an answer somewhere.
So the news said daddy is a retired suburban police chief. If he was so experienced why not address the issue at hand. Why did you wait to get your son help. Only when he kicked mommies ass did you respond. Your kid didn't die from being dragged. He was not beat. The offender in the last tape I believe beat his mother and when the police came he rushed at them placing them in fear and they didn't respond how they could have. But instead we have to take this crazy piece of shit to hospital and he goes crazy there and dies from some a drug reaction! Now how the fuck is that our fault! BTW- When was the last time you heard of an inspector calling out an officer's ribbon display to verify an officer's award history? Keeping telling yourself you're special.

When I first came on the job, I intended to one day write a book about my CPD experiences. I made copies of all my arrests with RD#, CB#, etc.
