Discipline Up Over Cameras

  • Twenty-two Chicago Police officers have been disciplined — and there has been a dramatic increase in video and audio usage — in the one-month period since the lack of audio in the Laquan McDonald and Ronald Johnson shooting videos prompted a warning from the acting superintendent.

    Punishments ranged from a mere reprimand to a three-day suspension or loss of leave, according to Police Department....
And of course, the alder-assholes are making hay over this:
  • Ald. Anthony Beale (9th), former chairman of the City Council’s Police Committee, considers the dramatic increase in audio and video usage proof positive that something fishy was going on.

    “If there was nothing mechanically wrong with these cameras and all of the sudden, you have a 75 percent increase, that means they were being disabled. Someone had to be systematically tampering with the cameras. Maybe they don’t want anybody listening or watching,” Beale said.
Or how about this - the Department, which always buys crap equipment from the lowest connected bidder, bought crappy equipment, then failed to maintain the crappy equipment. Then, since the political pressure became too much, actually paid MASSIVE amounts of overtime to the officers in the "technology section" to actually go out to the districts and perform the routine maintenance that had been lacking for the past two, three or four years, resulting in.....a sudden increase in compliance!

In Chicago? Never!!!

By the way, did Beale vote for or against the $5 million settlement without even seeing the videotape in question? Just wondering.

Regarding Sandra Bland the Texas officer writes he ordered her to exit the vehicle to conduct a safer traffic stop - a grand jury determined this was a lie and he is charged with Perjury? WTF - so if I order someone to exit a vehicle for officer safety a grand jury could conclude i had another motive and charge me with Perjury???

I was involved in a shooting in 2014, my vehicle had a ticket for three months prior and all three units on scene had cameras that were not working. Two days after my shooting the camera was fixed. Luckily a citizen filmed the incident from a third story building and covered our asses.

Can anyone explain something to me. Right now I am on a long-term IOD and about to return. I have been off for 9 long months due to a back injury. But with the video/audio issue isn't the audio only supposed to be used during a legit TS? So in theory had the audio been in fact turned on wouldn't the coppers have actually been gigged for that? I'm confused on this. Have things changed regarding the order?

Wouldn't this work be done by I.B.E.W. civilian electricians in the Electronics and Motor Maintenance Division not sworn officers. Years ago when a Mars loudspeaker microphone blinded a copper an when airbag went off. The next day they went to all squad cars and removed the microphones by cutting the cables instead of just unscrewing the plugs. We were without loudspeakers for a long time until they could get new microphones and relocate the holders to another part of the dashboard.

That's the kind of retro maintenance they do.

"The Prairie View City Council voted Tuesday night to rename University Boulevard, the road to the Prairie View A&M University campus, to Sandra Bland Boulevard.

"The vote came after an afternoon of demonstrations backing the move. Bland's death prompted numerous protests of law enforcement handling of her case.

"A July 10 traffic stop in Prairie View escalated into a confrontation between Bland and a state trooper that led to Bland's arrest. She was found hanged in her Waller County jail cell in Hempstead July 13 in a death ruled suicide."

So now here comes Anthony Beale, bypassing the terms of negotiated bargaining agreement by declaring summary punishment. The scapegoating of the Police Departments across the US is getting so ridiculous. Wouldn't it be nice if you could hear just one politician, in referencing the cause of violence, lash out at the lack of parental responsibility in raising these animals. This order will cause more death in this town. That is a guarantee from a subject matter expert. It will effect the poorest of us the most. Thank the ACLU for each and every death over what seems to be our new normal, 500. Actually, you can thank them for most of the deaths under also.

If you got the right connects you can do shit like this and STILL get merit promoted to sgt, Lt, Cpt and just recently DC of 025. One of the other in that 3 man car made merit Sgt. So I guess what I'm saying is these guys had better hope they have some juice. And yes you imbecile this is 'very serious'. It's called putting a person under the assumption they are going to lose their freedom unless they produce a gun Or rat on someone. About seven years ago, I had the experience of being arrested by gentlemen from the 18th district. A shop owner said i had pulled a gun on him and hit the alarm. First responders move in and find no weapon, no anything, but they were required to address this young man's complaint. Long story short, the police officers realized it was a B.S. call and treated me with the same respect I had treated them with. We were telling jokes as they tried to find one computer they could use that worked. Having worked in IT security after the service, I asked if this happened often, they replied that finding a working computer was like playing the lottery and made their jobs that much more difficult.
Having had this experience makes me believe that very little of the CPD technology stuff gets the attention it deserves. Cameras, computers, radios. It has got to make an already stressful job that much more difficult. I will volunteer my services as an IT guy to the CPD for free as we come from law enforcement backgrounds and military too.
CPD, thank you for the sacrifices you make and know that some of us still respect our city's finest. SCC, will mail my contacts to you in case I can be of help.

A FOIA to the city asking very specific question?

In previous years how many camera repair tickets were submitted each month and the average time it took to repair the cameras each month.

If you repair cameras faster it is likely to generate more new repair tickets.

request list of all repair tickets and reason why camera did not function. I know every one thinks nobody keep track but XO's are required to keep tabs on silly thing like this I guess that unit must not have a very smart XO or commander.

RAHM must ask what the hell does an XO do if he can't maintain cameras and other equipment in a station.

Emanuel spokesman Adam Collins said in a statement that "the CTU organized against the mayor's campaigns in 2011 and 2015, and this is nothing more than a continuation of their long-standing political position."

How many districts do we have, so many changes over the last couple of years in this fu&*^ng Chitcago that these so called politicians have made, why don't our so called aldermen put up office in every district facility and cut down to 25 or so aldermen and save the city a ton of money. These parasite aldermen don't do a damn thing to earn the 100,000 plus a year salary, it's really disgusting how these parasites run the city and then put the blame on the police. Unlike the fire and police, how many clout positions are there throughout the city in the different positions in the city making tons of money. How many backroom deals have been made with our fu#$@ng politicians like the money that was given to mom instead of the state in the Mcdonald fiasco. But no blame the police for everything wrong in this city with these mutts of all races running around committing crime after crime on a daily basis. FOP is not even here to back us up, they're so deep up city halls anal that it is not even amusing no more. We as PO's need to watch our own backs from now on even our own bosses many of them are throwing us under the bus to save their own hides. Perfect example is our new glories sup, trying to fire the two PO'S because they got a gun off the street but lied about how they got it. Know the orders, know the criminal laws/city ordinances and criminal case law as it pertains to law enforcement, doing so will aid you in knowing how to perform your job and ultimately stay out of trouble. To not educate yourself makes you, and probably your partner, prime meat for the political grinder.

It's done, and we cannot get out of it, as Rahm attempted to extract the city from the deal, with only limited concessions from LAZ Parking Inc. As far as a 'black civilian' heading up the dept., who knows WHO will be the next Supt.? Escalante might just pull it out and remain in power as the next confirmed Supt. He has certainly surprised many with his hard line on disciplinary actions in just a few weeks since he sat down in the #1 chair here, and that may well sway the aldermen and the Police Board to keep him in place. Although many who may apply are likely giving it some serious thought, no doubt, many will apply. Hell, I'm sure some will even apply for the top job in the police depts. of Ferguson, Mo. and Fox Lake, two jobs most of us here wouldn't accept under any circumstances.

It's already occurred here. Several years ago a desk officer in 003 was forced to shoot a man brandishing a handgun in the 003rd district station. Most times we go looking for trouble, sometimes trouble comes looking for us, even in our strongholds. It stands to reason that officers today should be even more alert to potential trouble in their places of regular employment and in hospitals.

It has been widely talked about for months that they weren't sending out notices. You can sign up on their website driveillinois to get email notifications. Save yourself a ride to the district. Log onto the SOS website and its a simple process to register for the email reminder. Then when the email reminder arrives you can purchase the new plate sticker on line in one easy process.

They are not suspending, they have stopped completely. I was at Elston a few days ago and was told by the staff that they will NOT be sending out reminders any more, regardless of the budget problems.

They want everyone to sign up for Email reminders that you will print out and bring to them for future renewals.

We settled with Shields because they (Ted Street, Kevin Graham, and Mark Donahue) helped screw him. Just about everything Shields said has been proven to be true. Chicago's lodge is up next and you guys (your lodge) will have to pay Shields too because of what (Dougherty, Aguilar, Davis, Del Rivero, and Gorman) did.


PS none of your money went to Shields yet. We had insurance for this.

I disagree with riding it out.
Start researching lateral moves to a place you'll be (more) appreciated. Think big and check out other states, if your family life permits it. There's no point in being miserable ANOTHER ten to fifteen years. You'll poison yourself from the inside out and damage your family relationships.
Check out Fed jobs if your resume/background permits it.
As a last resort, pull the pin on your 20th anniversary and move on to another career. Plan, work at it and set yourself up for that next move and be ready to jump the day after your 20th. It'll give you a goal and something to live for, besides this job.
And good luck. Really mean it. I know many people who wish they got out when their gut told them to leave, but they stayed and got bitter or lost hope. Don't let yourself be that person.

He is just saying that becaus most of the sgts don't have a clue and he doesn't want them to appear still pie and incompetent
Remember we weren't smart enough to pass the Sgt. Test so we have to go to them for help

Due to the lack of a state budget, the Secretary of State's office is suspending the mailing of vehicle registration renewal reminder notices.

They are not suspending, they have stopped completely. I was at Elston a few days ago and was told by the staff that they will NOT be sending out reminders any more, regardless of the budget problems.

They want everyone to sign up for Email reminders that you will print out and bring to them for future renewals.

Signed up for email notifications Today I was notified one car had plates about to expire in February. Included in the notification was a registration ID and a Pin number along with a link to the SOS so I could renew online. Clicked on the link and renewal took a few minutes, probably 2 or 3 Now all I have to do is wait for it to be delivered. Couldn't have been easier

you cannot apply online unless you have the secret code that is in the notice they are no longer mailing so unless you are previously signed up for the online stuff you almost have to go to the sos office nearest you to renew your plates.

I have started bringing my lunch from home. Every place I enter I can see the hate in everyone's faces. I have gotten parinoiod about people doing things to my food. I am half way through with my career and am thinking of filing for bankruptcy and getting a entry level position in some other town. This is all I ever wanted to do and I can't anymore

can't say I blame you any. even for the so called "good" cops the bad cops have created a lot of bad blood with the citizens that would normally in the past have supported police.

best bet is to lobby FOP to change your pension plan to a defined contribution style plan so it can be taken with you so you are free to leave if you feel the need to do so. The city uses the pension plans against its employees to force them to stick around.

I live in a sleepy little village in Northern Illinois. I used to feel safer when I saw a cop. Now when I see one I wonder what trivial offense I might have unintentionally committed that will allow him to get me. that is an unfortunate side effect of turning police from peace officers into mostly revenue generators.

Two choices if your plates are due. Sign up online today If your plates are due within 60 days they will send you the renewal info including the registration and PIN in one day Then you renew online. Did it yesterday.
Second is to call the SOS at a number given about the notification. They will give you the necessary info to do the renewal online. Couldn't do that yesterday because SOS is closed on Saturdays.

Is new took affect 1 January 2016. 6 to 8 weeks ago was 2015. It's very easy now and saves you from driving to the SOS and then having the to wait in line and be bearded around like cattle. Now you can do it while viewing SCC
