Taser = Time and Money
Everyone remembers these day, right? The article is from the Lib-tards at "Gawker" in 2010:
- Over the last year, Chicago police have used tasers on people 683 times — an increase from just 197 times in 2009. That's because the police department more than doubled its taser arsenal, and stopped investigating every taser-related incident.
In an annual report released today by the Independent Police Review Authority, the department's decision last year to increase taser use is said to be making people safer, as well as helping to "defuse" tense situations. And really, what better way to break up an argument than by electrocuting someone? According to Chicago's WGN News:
As a result, the agency said it has decided against investigating every time an officer uses a Taser, saying the hundreds of incidents were "overwhelming" its resources. Instead, it will do so only if allegations of misconduct are made, serious injury or death resulted, or a minor or senior citizen was targeted.
So basically the only way for a police taser incident to be investigated in Chicago is if someone dies, or if children or old people are fried by a trigger happy cop. At this rate, pretty soon they'll be tasering people for jaywalking.
So back then, we were Tasering anything that moved, so folks (and people) were unhappy about it. Now, we're killing anything that attacks us, and people (or folks) are unhappy about it. Now once again, we're doubling the Taser inventory to over 1,400 devices. Anyone want to guess how long until the lib-tards are up in arms again?
But now we're remembering something that everyone seems to have forgotten - if a Taser is deployed, who has to show up immediately? Oh yeah, CFD. And we're pretty sure that CFD is required to transport anyone who was Tasered to the nearest approved hospital for a cardio workup. And while we haven't been to every single hospital lately, more than a few are keeping offenders for a 24-hour EKG readout to make sure that they aren't experiencing "cardiac distress."
Which means that every person we Taser will be getting a free ambulance ride in a city already plagued by ambulance shortages, tens of thousands of dollars in medical services from hospitals already operating on shoestrings, and a 24-hour police hospital detail from a department already short a few thousand coppers on the street.
Makes perfect sense to us!

If a guy needs to be shot, he will still be shot.
a tazer , or any less lethal device , is no substitute for a firearm when faced with lethal force .
Dead on Scc, I've seen the ambulance shortage. People may have died. I've seen the police shortage too. Facts: Bad people do bad things, even in front of the police. More cameras = more bad people engaging the police and laws, already on the books, being enforced. Even when police shoot and individual justified, they ask, why didn't they tase them? Tasers = Danger or Liabilily. Pay me more. we are in a lose lose situation.
Ya can't win for loosing when the liberal media is involved.
Has anyone coined, "fetality" yet?.. I think any homicide in a given month that is north of 2015 #'s will be just that. Lots of fetal gunshot wounds already this year. Bang! Bang! "black lives" bang! Bang! Bang! "Matter" bang!
Mean while, I've given up proactive policing and have been less stressed for doing so. I get paid to drink coffee, drive around and bullshit.
STAY FETAL.
Exactly!! When they start dropping like flies because of their poor health choices.
We're still going to be held liable and scrutinized!!!
We're at that point where if you pull the trigger (gun or a taser) this might be the last thing you do as a Chicago Police Officer!!
So the question you got to ask yourself? Before you pull that trigger!?! Is it worth it???
"But this time is DIFFERENT because you
COPS are out of control and killing all of those
young rapping, singing ball throwing honor students
who are in the midst of turning their lives around!"

"... every person we Taser will be getting a free ambulance ride..."
Well, every person you shoot gets one too (though it may be to the morgue instead of the hospital). It might be interesting to compare the average medical cost of a tasering and a shooting.
It might also be interesting to examine a random sample of taserings to see if any of them would have been shootings if the taser wasn't used.
And vice versa: how many shootings could have been taserings instead? (Few or none, I suspect, but I wouldn't know.)
And finally: in how many incidents was there a choice?
In any case, if the Gawker story numbers are accurate, tasers are being used 10-30 times as much as guns already. (697 taserings in 2010, 22 police shootings in 2015.) How much more aggressive with the taser would police have to be to affect the much smaller number of shooting-level incidents?
And how loudly would "the usual suspects" complain about it?
Just A Civilian (who thinks the racket would be deafening)
...and fop hasn't checked if Rahm has met our pension obligation.
Yep. Time to march on city hall. I kept my daughter out of grade school the last time we did. Great time and it showed the city we cared and won't back down. After all, if the police back down no one is safe. And that is Obama and Hillarys plan to enslave Americans by taking away their guns and emasculating Americas police departments city by city. Ade and Angelo, lets go!.
Taser = Distraction From The Actual Problem
If people stop pointing guns and swinging bats and waving knives, the police won't Tase them. Or shoot them. Or do much of anything except drive past.
Half of the city has become unusable. A little electric gadget won't fix that.
Here, nicely animated in a graphic form, "three gigabytes of Chicago crime data from their Socrata portal - all crimes from 2001 to today."

What ever happened to "verbal judo" Perhaps each car should have one officer with a Taser and the other armed with a firearm.
No justice department investigation into city law department , Why ?
Another cover up
Don't put yourself in a situation to have to use it!!!! Stay fetal!!! Fuck this place!!! Let the bodies pile up where they may!
Way to go De-Escalante, 10 homicides in 7 days.
If we could just develop a bug zapper type device for bad guys!
There would never be a violent crime near a Tastee Freeze!
Go to the light! Go to the light! ZAAAAPPPPP
Still waiting for Stop Report training.
But are we going to get training or even an explanation of the new Use of Force Model? "Force Mitigation"?? Is reading their poorly written GO supposed to be good enough?
If you just stayed in your car and drove around the block a few times the situation would de-escalate, don't you know it all our fault. Just smile and wave, smile and wave.
All this hoopla because CPD shot and killed EIGHT people in 2015. For a city with 500 homicides I don't think that is cause for major concern. But I guess Rahm needs to direct the outrage somewhere away from himself.
For the most part the 24 hour hospital guard detail won't happen. If the charges allow it, the W/C (or whatever these days) will order an E.T to go to the hospital and print and photo the subject,RWOC, and rearrest on release.
"why didn't you tase him" "why did you tase him" .... F-U

All that matters to Rahm at this very moment is that the Revruns and the "community" are screaming for more tazers.
I'm sure once lots more of them start taking the electric slide their tune will change again.

Why can't some people read between the lines !
Look at the bright side, Terry and company are making an bundle!
As long as the politicians and the media support the criminals, you can't win CPD.
You'll get new tasers, but no batteries to operate them. They will go nicely with your foam rubber batons, fabreeze "pepper" spray and spring water squirt guns.
Then the city officials will have to figure out why no one will go to work at CPD even when the "no felons" restrictions are waived.
As crime skyrockets, the local media can bemoan the days of yesteryear when CPD kicked ass and took names.
Take care of each other, you're all you've got.

Who cares anymore as long as the pay check gets deposited twice a month
I can not wait to see a CMO guy use "fetal" as a method for why a crime was not stopped...
Don't forget this:
Electronic Control Device (ECD) Random Inspection
Pursuant to P.A. 098-0358
In accordance with 50 ILCS 705/10.14(b), the Training Board has been tasked with conducting random inspections of agencies deploying ECDs to determine whether the officers receive appropriate training in their use. The Board is then tasked to compile the results, analyze them and report to the Governor and the General Assembly on or before June 30, 2016.
The Board has tentatively defined “appropriate training” for the officer deploying the ECD as (1) initial training on the ECD following the manufacturer’s recommendation, (2) in-house training on the agency’s Use of Force policy involving the ECD, and (3) annual refresher training both to the manufacturer’s recommendations and on the department’s Use of Force policy involving the ECD. Such training should be documented within the agency’s training files.
Board staff will contact an agency head whose agency has been selected for a random inspection. It is anticipated that several hundred departments will be chosen over the timeframe stipulated by statute.
The CPD inspection should be fun!

Who gives a fuck about people who can't bother to stay on top of when their plates are about to expire and purchase a new sticker. Budget or no budget we should not be spending $350,000 a month in postage to remind people to renew their fucking plate sticker. Why does the government have to baby people for evrything?

The big check is not due till 01 July 16.
In other news, taxes are going sky-high.
All police officers carry a bubble encapsulator but refuse to use it because they'd rather electrocute or shoot young, black gentleman who is having a bad day. We all have bad days so its understandable. You know, bubble encapsulator, it safely surrounds young, black gentleman in a warm, soft bubble that plays soothing rap music. The officer needs merely to bounce the bubble containing the gentleman into a hospital where he will receive much needed psychological care, a sandwich, and some orange juice. I know this because I was a prisoner in the deep underground military base under Fillmore and Holman before I managed to escape.
Mean while, I've given up proactive policing and have been less stressed for doing so. I get paid to drink coffee, drive around and bullshit.

Don't think for one second these tasers, a useful tool, won't be scrutinized as well. The best approach is still to be smart. Being smart means not working proactively.

Feb 15 of 2017 will be the big one.Everyone who can will leave before the jun 1 2017 deadline for the free medical for the people 55 and over. My bet is about 1500-2000 will go between now and then. Then the big class of 1990 will max 2 years later. This city could be 4500 short by 2019.Don t c them hiring more then 1000 in next 3 years. Cfd can be called to the scene... Not required. Also, they can refuse on scene which happens 99 percent of the time so no hospital...

Only 108 signed up to retire in 2016 for the "age 55 deal" per the below FOP update.
Where are you getting your information?
http://www.chicagofop.org/news/weve-reached-our-number
Soon a new reality will st in. A reality that looks like shooting and murder rate double maybe even triple what ot is now. Less people will be challenged by the police and crime will rise. Than, the mayor will argue that due to a police force not doing thier jobs, crime is out of control. It will be the fault of the lazy police. The mayor will than attempt to push once again for a State of Illinois constitutional referendum to change the pension language. After all do the police really deserve that pension for doing nothing and causing a 300% crime increase?
Don't forget who is affiliated with Taser International for the purchase of tasers and in the future purchase of cartridges.
If you use a taser on a non compliant offender (who is usually chemically powered) you still run the risk of a fatality. Just think a dead offender for a misdemeanor. Do you think that there might be some civil action for force that turned deadly when the offender was involved in a misdemeanor. Think about using the taser when the offender is involved in a felony with a weapon.
You most likely will not go home at the end of your tour. If your lucky you will be hospitalized, if unlucky you will be dead. Never even think of placing yourself in that kind of danger. If lethal force is required to stop an offender use it, don't place yourself in any unnecessary danger. Your family and fellow officers need you alive and well. Once again a political solution made by persons who are not facing the dangerous situation. The politicians would rather have a dead officer with all of the
great publicity that goes with your funeral rather than another dead thug and all of the second guessing that will follow. Use your common sense, write accurate paper, and never needlessly place yourself in danger because our leaders can't devise a common sense use of force policy.
Cologne, Germany had groups of young North African ( Arab ) men attacking people on New Years Eve. There were numerous attacks, sexual assaults, and rapes. The police are being blamed for not stopping it. Do you think it has anything to do with their liberal immigration laws in Germany? If you say anything about a global left wing conspiracy people think you're over-reacting and hysterical. Chicago is just one of many cities world-wide that are being handed over to the dogs of society. The Cologne incident shows that we are not alone. It's international.

I was in a unit, decided I'm going to go back to a beat car and "relax" and do nothing. One month in and 3 cr numbers, 2 people tased and 2 days off denied. Folks, if you are on tac, in a unit etc stay where u are at. I left so I could have straight days for once in my career and take it easy... Well, what I had forgotten, is that trouble finds you on the watch no matter how much you don't do work. When u are in tac or in a unit you can decide to find trouble or not.. Pretty sure the one beef I already got will 100 percent be a lawsuit in the future.....
Will the city purchase the antiquated, one cartridge model or the updated two cartridge model which also has a videocam documenting the subject's behavior as the weapon is deployed? Maybe Terry Hillard can get the city a good price? Taser is also in the bodycam market - how about a Taser for each 2 bodycams purchased? Or will they buy a knock-off from China? Guess the question was just answered...
Any truth to the rumor that future recruits will be forced to by their own tasers?
Hey Deano, any info for the troops or is FOP now officially fetal?

Any idea of current strength and anticipated departures? If I had 20 or more I'd bounce asap. Just curious. I doubt we have a full 12,000-strong force now, and, certainly not in the coming months/years. I fully expect a mass exodus.

As a CFD Paramedic this is retarded. First, the retarded medical directors dictate everyone that is tazed must go to the hospital. In the suburbs we removed the prongs, check out an EKG (maybe) and cut them loose to go to jail. Maybe the medical directors can learn a lesson from the burbs. We don't have time for all these assholes in our ambulance. People that get tazed don't end up being nice to us anyways.

Rahm isn't giving a fuck.
He wants CPD under 5000
and with no indemnification from the city.
No legacy costs either.
(Healthcare, pension etc.)
Rahm wanted to do all the above,
claw back Billions, call it a savings
and be declared the financial hero of Chicago
and worthy of the Presidency because he
"Made hard choices as mayor of Chicago."
>Loud & Long Passing of Gas<
Massive media propaganda campaign:

"Chicago Cop Code of Silence"
"Chicago Cops get a $100K Pension and

"Chicago Cops Allowed to Retire Too Soon"
"Chicago Cops are Brutal Mount Greenwood Inbreds"
&c...
Now that everybody is pissed off at The Police,
Rahm can blow the bottom out and scuttle
the current notion of public safety and replace it
with who knows what...
The funny part is that Rahm does seem to have
finally out-smarted himself.

"It might also be interesting to examine a random sample of taserings to see if any of them would have been shootings if the taser wasn't used.
And vice versa: how many shootings could have been taserings instead? (Few or none, I suspect, but I wouldn't know.)
And finally: in how many incidents was there a choice?"
As a fellow civilian who doesn't chug either side's koolaid, I'd love to see a study like this too. It would need to be done, and funded, by someone who's not got a conflict of interest. Does such an organization even exist?
If you thought your Chiraq gangs were bad, be glad you are not the police in Cologne, Stuttgart, or Hamburg Germany. The wonderful poor, innocent refugees in Cologne were attacking, robbing, assaulting, and even raping women on New Years Eve. 30-40 Islamics at a time surrounded groups of women and attacked them. Others provided cover by setting off fireworks and distracting the police.
Same thing happened in the other major German cities according to reports. And probably lots of French, Belgian, Danish, and other cities if their media did not censor their news.
Coming soon to a city near you after we import 250,000 "Syrians"?
Guys, this is the policing model that the majority of citizens want in Chicago. The politicians are merely bowing to the wishes of the public. The public doesn't want us to be aggressive, even when some of them say they want us to be.
When the people are truly ready for change, the politicians will bow to the public and all of a sudden become law-and-order tough on crime candidates.
But I don't see that happening. Not with so much of the city now a ghetto, and a sanctuary city at that. No one wants laws enforced, no one wants us aggressively taking the fight for public safety to the gangs. How many known gang members now reside in Chicago, 100,000? Add to that number the friends and family of gang members, and the people who just have a problem with the Police, and you can see we are hopelessly outnumbered.
Right now, the majority electorate of the city, including illegals voting illegally, is comprised of a coalition of ghetto dwellers and north side liberals, the Gold Coast denizens in LaLa Land and the cafe afficianados/baristas/"students". None of whom are fans of yours. Or at least not enough of them to make a difference.
Act accordingly. Particularly you guys in ghetto districts. Let your hard work and sacrifices be not in vain, for the inhabitants of the particular corner of urban jungle to which you are assigned do not love you nor appreciate your efforts.
If they did, they would cooperate much more willingly. A community supporting and cooperating with its law enforcement would make the city's neighborhoods too hot for any gang members. But we all know this not to be the case.
Act accordingly. We took oaths, but those oaths are dependent upon a certain degree of trust and support from the people. When that is not forthcoming, when one party breaks its part of the deal, then we are absolved.
Right now, we are or should be merely mercenaries, hired to make reports and go through the motions. Most of the guys I see, we are professional but our hearts are no longer in this. Just marking time, almost like a prison sentence, counting the days to retirement.
And please, no one bring up that pendulum swinging back in our direction. The damned libtards broke the thing off. There is no more pendulum.
This city has some amazing sights and features, but unless certain policies can be reversed, such as catering to the welfare class/voter and this sanctuary city nonsense, then I'm afraid it must all be abandoned by decent working people. There is no other way.
Would that I were wrong.
OT. dId the city make the $500 million pension payment due at the end of 2015?
Rahm's pen ran out of Ink!
Hey Deano, any info for the troops or is FOP now officially fetal?
They've been fetal for years.

"If this doesn't tell you to quit doing your job, well I guess you're an idiot then. The PC/ appeaser elected officials will do nothing short of selling their soul just to stay in office and get votes...."

On Feb 15th, 35th street is setting up retirement shop in the main conference hall due to the overwhelming retirements of police personnel just on that day alone. It's a big year for people leaving.
1/06/2016 10:23:00 AM
-----------------------------------------------------------------------------------------------------------------------
Only 108 signed up to retire in 2016 for the "age 55 deal" per the below FOP update.
Where are you getting your information?
http://www.chicagofop.org/news/weve-reached-our-number
1/06/2016 03:45:00 PM
-----------
I don't know where he got his information, but I do know a lot of my friends aren't using the age 55 deal. They have businesses with insurance, or spouses with insurance, or they're moving on to other jobs with insurance. Everyone doesn't need to tie their lives to signing up for the age 55 deal, so of course they wouldn't be part of FOP's totals.
And, if they're sgts and above, would they even register in FOP's numbers?

He did not pay. The pension is in big trouble. Especially with the market plunging these few days. He will pay in at the end of the year around Novemener. By then it may be too late.

When the market plunges (for a FEW DAYS), it's a BUYING OPPORTUNITY.
Let's hope our pension investors are doing what they can for us, to profit from this opportunity.

Off Topic: I spent two hours waiting to get my about to expire drivers license renewed the other day. While waiting you couldn't help but hear the bitching from the license plate renewel line! People found out the hard way about the SOS saving money by not sending out renewel notices and they were charged a late fee! The SOS office is brilliant! Now Jessie White can afford to hire his great grand kids too.
Now that's a stinger to your wallet!
--------------
If you go to the SOS website there is a place where you can get an email reminder when your plates are due. No sure if they give you the code so you can do the whole renewal on line

Really?
Do we need our government daddy to notify us?
Take out your phone and open the calendar app. Set up a notification a month before your plates expire. Do this for every car you have. Then check the box that says 'yearly'.
There you go. No need for the sec of state to notify you.
You might want to do it for your d/l, too. Set up a reminder for a month before your birthday, in the year your d/l expires.
I am shocked, shocked, I say, to think that my buddy Ben Franklin's stupendous discovery should, lo these many years later, be put to such a pointless and inevitably futile use as to attempt to thwart, impede, obstruct, delay and otherwise fuck with my rice bowl.
Gentlemen, please......
Just let my nature take it's lovely course.
After all, my clients do most of the work, anyway.

DeEscalante put out an order for the supervisors to stop policing the bad guys rather police the police👮🔨

Feisty, maybe.
Thoroughly effective, eventually.
Highly amused, always.

Still cheaper than the suburbs-well,any of them that you'd actually want to live in.

"The guy who broke me in on the job said, "A good cop is never tired, never hungry, and never wet. Use your gun only to save your ass.
The way I heard it was :" A good cop is never cold, wet or hungry."
And one of the more popular police novelist of the early '80s put it:" Kid, this is the only job that you can come to work hungry, horny, broke and sober and have all your problems solved by the end of your tour."
Ahhh, the good old days...
"I don't suppose this has anything to do with the anti-police sentiment that has softened law enforcement, but congrats to Baltimore for breaking their all-time murder record:"

Yeah, maybe for coal miners and RedLoon performers.
I am not a huge fan of Tasers. They have been abused enough by fool cops on video that the public at large has started to have a negative view of them.
Part of the problem is that you have some mental cases that need to be dealt with and police just are not well suited to dealing with them. It is a time consuming and inexact thing to deal with them in a way that ends up without violence and there is no guarantee it will end well anyway.
It is probably "better" to deploy a TASER than a gun but really if either is needed it is because the situation is pretty dire. Personally I am not convinced using a TASER as a "compliance" tool is appropriate, as it just does not look good, and that is now, for good or bad, a critical part of modern policing.
Some of these things go back to a total breakdown of trust between the citizens and police, and there is nothing that the average law abiding citizen can do to fix that. It is 100% on the heads of police to figure out. A lot of departments have figured it out, but some just have been unable to do so.
It would be nice to go back to a time when if I saw a cop I felt a little safer instead of wondering what trivial offense I might have committed that he is going to "get" me for.
Not a cop.
don't you have to take them to the hospital if you end up shooting them?
tasers are not as deadly as bullets but cops are not in a good position to determine the health of a suspect in custody. take them in and get them checked out. better than having them die a few hours later in a holding cell and sue the city and make the cops look worse.
cops pretty much get paid by the hour anyway and hanging around a nice warm ER has to be better than patrolling a wet, dark, and cold street.

Hope you feel that way when your tax bill goes up because of all the "free" ambulance rides for the offenders.
Hope you feel that way when your hospital closes due to a lack of reimbursement from money laid out to treat these offenders.
Hope you feel that way when you hear that glass breaking in your garage or worse, in your gangway, and you need the police to be there ten seconds ago - sorry, we're sitting on some indigent non-working offender who wouldn't comply with lawful orders to surrender and had to be Tasered.
We're already shorthanded as hell - and we're about to be shorter.

won't matter much in such a case. even if by some random chance there is a cop on my front porch by the time I call 911 and it gets dispatched to the cop on my front porch it will be too late.
in any case the $500 million the city has paid out the last few decades for alleged police misconduct comes out of taxes too.
it is not like there are all that many cases where a TASER is appropriate. say it happens 100 times a year. what does 100 rides to the hospital cost? my understanding is the city bills something like $3000 to those who have insurance for such rides. one might argue there is more cop time spent on such a case. there might be other ancillary costs that might arguably be involved. call it $1000, so maybe you are at $4000 for such rides. That is only $400,000 a year. One dead guy who should have been taken in but wasn't is worth a lot more than $400,000 in a lawsuit.
