Anyone over at the Technology Section want to tell the class how big an increase or reduction there has been in citizen contacts? We're guessing there might be a light drop off:

Our jobs should not be measured by how many "contacts" or "investigative stops" we do. It should be measured by arrests made for crimes committed, and for crimes prevented. The latter is of course a number for which no stats can be created or that really can't be counted . . . . unless we can come up with some type of creative event number.

"Hey squad, I just drove by a bunch of gang members on the corner and they took one look at me and left the corner. Can I get an event number for 'person shot averted'"?

"Squad, I just drove by that beauty salon. Three suspicious characters were out front, looked at me and walked away. Give me an event number for 'robbery averted."

Then every month the superintendent can tell the public and the mayor how many event numbers we obtained, and therefore how many crimes were averted merely by our presence.

It can't be worse than the "Community Interaction" event number.

It's amazing!!!the officer that came out to the district from the ivory tower looked so professional with his dry cleaned shirt, creases and tie. However, the information this guy provided and questions he was unable to answer were not. This guy tells us that if we arrest someone an auto populate ISR will be completed, however this is not the truth. Also with anov's if a stop receipt is necessary or not. Educate these house mice before they come to the district and spew farce. Reasonable articulable suspicion........send a fucking sgt.

IPRA is going to use this one stop order to "Sustain" hundreds of complaints against police officers. They don't know how to do a proper investigation but will add this charge to any investigation so they can get around the "Sworn Affidavit" requirement.
On a stop, the chances that someone is taping you with cell phone, in-car camera, or body camera is very high and if you do not do the stop 100% by the book you will pay with your head. You might even do the stop 100% by the book but not properly fill out the stop card and again you will be the example of how IPRA is cracking down on bad police officers. IPRA needs to show the public that they are disciplining officers. We just seen how the city "PROUDLY" told the news that they are disciplining officers for the in-car cameras. The public believes that officers are corrupt and news like this tends to prove there point when in fact the two times inspectors wrote up officers and their sergeant in my district it was because of faulty cameras that kept logging off the officers every time they shut off the vehicle.
The Independent Review Authority, Internal Affairs and Inspectors are not your friend. We are still the police and will do our job but don't let any boss con you into bending the rules to do something that violates any order or law. KW

In my district there have been numerous questions on when you have to fill out a "Stop Card" and which officer has to fill it out.
Example: one officer pulls over a car, with three males and two females in the vehicle, for going through a stop sign and calls for backup to be safe. A tactical team with three officers shows up and orders all the subjects out of the car and calls for a female for a search. Before the female arrives, one of the tactical officers pats down the outer coat of one of the females. The other tactical officers search the males. A third police car arrives with a male and female officer and the tactical team takes off to a "Robbery in Progress." The male officer and female search the five people again. No one is arrested and the driver is given a warning.
Who is required to do a "Stop Card?"
Doesn't each officer that did a search have to justify their reason in a "Stop Card?"
Doesn't the tactical officers have to do a "Stop Card" on everyone they forced out of the vehicle?
Does the original stopping officer have to do a "Stop Card" even though he did not request anyone to get out of the vehicle and he did not search anyone?
We have called the law department with several questions and they don't have a clue. All I can say is officers need to E-Mail (So you have written proof)their XO and Commander with questions and if you do get an answer or don't get an answer at least you have some justification if you are the subject of a complaint. Anything short of having it in writing will not help you when you are the subject of a complaint. My Sergeant told me to do it this way will not help you unless it is taped or in writing. KW

Remember, the 3rd part of this new "ISR" training will be going to the auditorium at 35th Street. NOT THE ACADEMY. (Everyone in patrol I guess.)

That's where I imagine the command staff will beg us to keep doing these ISRs and attempt to tell us "they are not that bad.

This will give us all a great chance to basically to roll our eyes at them and non verbally tell them to go fuck themselves.

and what would be the reason for that? Sounds like you have no clue what you do... If you pull them out of the car then you do ISR and explain what you did and why. Read the order, learn basics of the law...

On the other hand, bosses in a district on west side started shitting their pants, proactive work completely stopped, so now they come to roll call and tell us that answering calls is not enough, we have to stay pro active.

Zone 7... Can I have a female for search in my stop.. Dispatcher: uuuhhh!!! What do you need again?. Male officer: (oohh shit, we are not allow to do narcotics search, how am I going to explain that in my ISR?) dispatcher I meant A female officer for my stop.. Why are PO's still doing all that non sense? We can only do pat downs with reasonable suspicious to believe that the person is or can possible be armed. What part of rule 14 you don't understand, what part of "probable cause is needed to stop, pat down, search and seizure" you Guys don't understand? Are you police officers aware that you will be thrown under the bus, indicted, fired, prosecuted, suspended, be on call back, and you will be used as an example for others and all these people are waiting for you to make a mistake. While on Duty, I will fervently discharge my duty and take ISR's as serious as a bus check.

FYI. Due to an obvious job action, the department will now put up an ISR car to meet the quotas They will do nothing but street stops, and work 2nd watch Sat Sun dog. They can work in civilian dress, and not answer to any radio assignments.

Does anyone have the actual numbers? I've only heard of 3-4 being done in my unit and that's because they were attached to an arrest ANOV or curfew. We can't be proactive anymore and we sure can't manufacture reasonable suspicion for the silly bosses anymore. Very good times for bad guys.

Let's remember that following the rules ONE HUNDRED PERCENT means delaying people until all resources have responded on name checks, license info, etc. It means no more play for citizens who seem like decent human beings. No warnings for broken tail lights. No ten minute leeway for curfews or armed security guards whose bus ran late.
One hundred percent by the rules isn't just about us being painfully polite to the citizenry and smiling nice for the cameras.

Hopefully IPRA will have "NOTHING" to investigate and might as well become a body removal service. 2016 is already looking to be a stellar year maybe it could be the highest for the last decade. I forgot what year Phat Phil got us under 500 murders; 2004, 5, 2006? cant remember. Oh the memories those hot 1990s summer nights the smell of gunfire in the air, yearly totals in the high 8s and even had some murder totals in the high 9s. We had a car tonight do a stop on a car with a bad headlight. Car ended up having a dude with weed, dude with suspended D/L, a curfew, a dude with a warrant, and two others.
Case report, curfew report, weed inventory, numerous movers, several misd complaints, two arrest reports, numerous property inventories, tow/impound report, 5 ISR's.
This is what they get stuck with for trying to do even the most simple of things, thanks to all the rules and micro-managing by the dept. Stuck in the station all night.
I'm thinking they will not be doing another traffic stop for a while, and why should they.
It used to be a given that, when you saw a car riding deep, you put a stop on it, checked it out, and went back to work in short order (maybe some contact cards and a warning to the driver). Now, there is no way you are clearing from that stop in less than an hour, and that's without citations or an arrest.

The only thing the state law requires is that if you do a pat down or search of a subject on the public way, the subject gets a receipt. That is it. It seems pretty simple.

But as usual, the city takes a simple change and complicated the shit out of it with what could best be described as a city wide bureaucratic panic. All that was probably needed was an extra box on the automated contact card system that asked if you gave a receipt. But, their knee jerk over-reaction turned a simple card into a full page (front and back) report with multiple narratives and a brand new "integrity unit" to audit and investigate discrepancies. Add in the confusion of having to do them in certain arrest situations or in instances when other enforcement action such as having a citation issued and it is no wonder officers do not want to do them. Again, this is the city doing this, not the state law which only deals with receipts. Completely ridiculous and they should have expected a drastic decline in proactive police work with such a drastic unnecessary change.

While working I used to write a couple of contact cards and ANOVs, just enough to keep the white shirts off my back. I never want to be the center of attention. Now I won't be, as you won't even know I'm at work. I carefully read the DeEscalante PAX 501, the ISR order and the new force order. I'm following them to the letter. I plan to de-escalate my work product and performance immediately.

Many commenters are not sure when to write the Isr cards, what I remember from the video, which took an hour or 2 to watch, because its tricky, you have to do Isr with arrests, tss cards, anovs. Etc, and you cannot hold someone just because the name check has not yet come back clear.

hard to interpret/ implement, unclear, political appeasement
driven policy and neither the Law Department nor the Gold
Star exempts are incapable of providing direction?

Let's remember that following the rules ONE HUNDRED PERCENT means delaying people until all resources have responded on name checks, license info, etc. It means no more play for citizens who seem like decent human beings. No warnings for broken tail lights. No ten minute leeway for curfews or armed security guards whose bus ran late. 
One hundred percent by the rules isn't just about us being painfully polite to the citizenry and smiling nice for the cameras.

Why do you morons continue to believe you don't have discretion? There is nothing saying you have to write every mover and compliance violation. Theta no reason you can't give someone leeway on any number of things. If you're on video stopping a car for no seatbelt, telling them to put their seatbelt on and have a nice day, you have done nothing wrong, and you can't be disciplined in any way for not writing a ticket. Where are you getting these idiotic ideas from, and what makes you feel like sharing them with the rest of us?

There's just a few problems with that plan.

1. That won't magically force the tac guys into finishing everything up the right way.

2. That won't alleviate you of any responsibility, since you initiated the stop, and you allowed them to get people out of the car you stopped.

3. If YOU stop someone, and they get patted down or searched while YOU have them detained, that's on YOU.

If someone else gets control over your stop, and starts patting down and searching everyone, the best you can do is suggest that they do the necessary paperwork, and inform their supervisor if they don't. If someone takes over your stop like that, get on the air, explain that the assisting tac unit has decided to take over the investigation, and clear yourself. That makes you look like a bitch, but so does allowing someone to take over a stop you initiated. If you decide to call for an assist, realize who you may get to help, and be prepared to tell them how you'd like them to assist. If you don't want anyone out of the car, tell them. If they see some reason to get someone out of the car, they have to justify that and fill out the necessary paper.

Are you shitting me? Your problem is that you think you can search all these shitheads without pc. Your traffic stop allows you to pat down occupants, not search them. Please, for the good of all of us, do not make any stops. Get the basics down first then worry about isr's

NOT ANYMORE you must have valid reason read the thing IL has eliminated the pat down FOR OFFICER SAFETY it is not one of the valid reasons

Just so you all know. If you submitt a ISR and the Sgt rejects it because it failed to meet the standards and then re submit it with the new version. Both copies are saved and sent to the ISR unit regardless and compared for any violations. If you didn't have reasonable suspicion and add it later in the re submitted version watch out hair gels.

We had a car tonight do a stop on a car with a bad headlight. Car ended up having a dude with weed, dude with suspended D/L, a curfew, a dude with a warrant, and two others.
Case report, curfew report, weed inventory, numerous movers, several misd complaints, two arrest reports, numerous property inventories, tow/impound report, 5 ISR's.
This is what they get stuck with for trying to do even the most simple of things, thanks to all the rules and micro-managing by the dept. Stuck in the station all night.
I'm thinking they will not be doing another traffic stop for a while, and why should they.
It used to be a given that, when you saw a car riding deep, you put a stop on it, checked it out, and went back to work in short order (maybe some contact cards and a warning to the driver). Now, there is no way you are clearing from that stop in less than an hour, and that's without citations or an arrest.

Exactly Office! The old catch and release is over. Actually, there is a good chance I never do a TS or SS for the rest of my career and I got 10yrs left.
