D.O.J. Document Dump

Everyone just got a letter from the Department in their e-mail. The Department of Justice just got thousands, tens-of-thousands, maybe more of documents so they can "evaluate" the CPD. Among the documents:
  • A list of internal complaints of misconduct against CPD employees, including the employee’s name, date, type(s) of misconduct alleged, name of employee, and any tracking or identifying number of signifier.

    A list of civilian complaints of misconduct against CPD employees, including the employee’s name, date, type(s) of misconduct alleged, name of employee, and any tracking or identifying number or signifier.

    A list of all current or former CPD employees recommended for termination or other disciplinary or corrective action, the reason for the recommended disciplinary or corrective action, whether disciplinary or corrective action was imposed, and the nature and duration of any discipline or corrective action imposed.

    A list of each incident in which a CPD employee used force, including the report number or other tracking number or signifier, date of the use of force incident, district in which the incident took place, type(s) of force used in the incident, and any injuries to CPD employees and/or members of the public.

    A list of incidents in which CPD officers were involved that resulted in injuries to suspects, members of the public, and police officers, including report number or other tracking number or signifier, and date.
That pretty much sounds like all CR files, SPAR files, TRR's and associated files like Taser usage and IOD's.

It certainly would be interesting if someone from the D.O.J. subpoenaed "merit" lists and tried to determine how certain people "earned" a promotion out-of-rank order.

It would be even more interesting to see if the D.O.J. could cross-reference those "merit" people with CR files...and assorted lawsuits at the State and Federal levels.

No mention the number of event # or contacts with the public in which there are no problems, or all the agg batt to po cases and iod's, etc. That's the red flag it's just for show. That list will soon be foia'd so we'll all be able to see it along with ISR's.

A guy on our watch got an earful at a burger king today. I guess the manager thinks cops are all racists and kill innocent people. I might have to start bringing my lunch from home, these people are really getting on my last good nerve.

Will this work both ways?

Where officers got their rights violated by slipshod investigations of OPS, IPRA and IAD? I doubt that.

if you let them touch your food your insane! Bring lunch or stop at a place like petes market where they have prepacked hot food, burger king hires thugs and criminals like macdonalds if they don't like you why have them touch your food? I know many coppers "if it is free it is for me" but not worth it. My story came on the job in 1986 27 years old in good shape, ate at a restaurant in 010 district that is still opened was never sick in my life, all of the sudden has massive internal bleeding, made it to Christ hospital coded out 2X, 33 pints of blood hundred of plasma surgery had a pinhole in my main artery in stomach, doctor said not sure what happened but could of been something ingested that left as i bleed rectally and orally! My lesson learned just recently retired never ever ate again at places like this forget the "discount" not worth it!

I just read an article about the US Congress disciplinary committee. In 9 years with over 600 complaints against members of Congress not one complaint was sustained. No forms of punishment or censure. Nothing. The freaks out there complaining about cops not being punished for so called infractions should sound off at their elected federal representatives first.

Especially the allegedly so talented, smart and too good to pass up people (and folks)
who REPEATEDLY "earned" promotions out of rank order.

Also... The big reveal would by why the department "practice" of NEVER putting your
graded test back in your hands so you can actually SEE where you went wrong/what areas
you're weakest in so you can STUDY and make the necessary CORRECTIONS to do better
the next-go-'round?

... Because they were flat out STEALING exams from Coppers?
... Because they wanted to rig the testing process so that THEIR

Then wait for the complaint by the very person who called you, or by the person you issued a citation too. No problem, you didn't do anything wrong.

But ah, here in lies the problem.

Afterwards, endure IPRA's bullshit along with the Police Review Board's bullshit. Now, while that's going on, deal with a shaky ASA who clearly has to much to process and too little time to do so right before court, or is to inept to properly argue your case. And then when you believe it just can't get any worse you can sit in the jury room waiting to hear the ASA tell you, you didn't do anything wrong but the judge enforced not the law but his/her biased opinion regardless of video, paperwork and testimony. Don't worry though, after all, you didn't do anything wrong.

But wait they're not done with you. IPRA feels you did do something wrong, the Police Board is gong to fall right inline and the media, well the media, they're just selling themselves so forget about a fair and in partial media. So now your fate is in their hands. How hard is the media selling the news? How bad does IPRA need a head? How scared is the Police Review Board? All deciding factors. But don't worry you didn't do anything wrong.

Again, never mind the facts, your under public scrutiny. They need your head. So, fire you? Thirty days pending? After all you didn't do anything wrong. As it turns out though it's not that bad, so you're only going to take thirty days.

Now comes the lawsuit. The money sharks are out. But don't worry kid, you didn't do anything wrong. How many civil charges are you charged with? Wrongful arrest, illegal seizure, aggravated battery (but you never hit him) and a few more just to make it look good. But remember you didn't do anything wrong.

After a year or two of prep-ing the city either settles or you go to court where countless officers can tell you their own outcomes.

But remember you didn't do anything wrong. Truth be told you most likely didn't. But now lets just add the DOJ and the ACUL into the mix just to make you feel self-assured how good of a job you are doing and don't forget that lawsuit you or the copper you know went through. Sure does make you want to go right out there and risk everything.

Dear public, bosses, IPRA, politicians and Pfleger, you have us wrong. We love the job. It's you we can't stand. From the politicians who have stolen our pension, to you Pfleger who has obviously failed with his Catholic flock and remains in power with impunity. To the many bosses who still push for numbers. Are you paying attention DOJ. And finally the public that looks at us as a lottery ticket.

To you Mr. Mayor or the next Superintendent, no, we still love the job. We just can't see sacrificing our freedom, or our family when trying to do the right thing. So no need to worry. We will answer our calls. We will be polite. We will respond to all persons shot. And we will ensure when we do our cameras and mics are in working order before evoking the four pillars of Procedural Justice to the crying mother.

FUCK that. The guy should make a complaint on the manager and report this to the better business bureau. This person is representing a large company and must be professional and provide proper service. Acting hostile toward the police is a no no if you're, at the present moment, working for and representing a company. If the guy is distraught, losing sleep or angry about it he should file a lawsuit.
If people like this manager realized that they are gonna face repercussions for acting hostile and unprofessional toward the police then maybe the police will get treated better but its on the cop to take action. Until then cops make a stand and defend themselves they will be treated like shit by anybody who wants to.

What we were told was the Justice Department was looking at pattern and practice of how CR#'s are investigated not the outcomes. My Sgt has been interviewed this past week on how he goes about it not the outcomes. Sounds like there will be a lengthy G.O. when they are done setting standards. No more two sets of standards one for tact and one for the watch.

Just watched republican debate again Trump speaking out for police everywhere talked about law and order the only candidate that at least talks good about us go Trump thank you Mr. President!

Ever notice how Trump never has any details? Never says how he'll do what he says he'll do. Just that he'll do it.

But ah, here in lies the problem.

Afterwards, endure IPRA's bullshit along with the Police Review Board's bullshit. Now, while that's going on, deal with a shaky ASA who clearly has to much to process and too little time to do so right before court, or is to inept to properly argue your case. And then when you believe it just can't get any worse you can sit in the jury room waiting to hear the ASA tell you, you didn't do anything wrong but the judge enforced not the law but his/her biased opinion regardless of video, paperwork and testimony. Don't worry though, after all, you didn't do anything wrong.

But wait they're not done with you. IPRA feels you did do something wrong, the Police Board is gong to fall right inline and the media, well the media, they're just selling themselves so forget about a fair and in partial media. So now your fate is in their hands. How hard is the media selling the news? How bad does IPRA need a head? How scared is the Police Review Board? All deciding factors. But don't worry you didn't do anything wrong.

Again, never mind the facts, your under public scrutiny. They need your head. So, fire you? Thirty days pending? After all you didn't do anything wrong. As it turns out though it's not that bad, so you're only going to take thirty days.

Now comes the lawsuit. The money sharks are out. But don't worry kid, you didn't do anything wrong. How many civil charges are you charged with? Wrongful arrest, illegal seizure, aggravated battery (but you never hit him) and a few more just to make it look good. But remember you didn't do anything wrong.

After a year or two of prep-ing the city either settles or you go to court where countless officers can tell you their own outcomes.

But remember you didn't do anything wrong. Truth be told you most likely didn't. But now lets just add the DOJ and the ACUL into the mix just to make you feel self-assured how good of a job you are doing and don't forget that lawsuit you or the copper you know went through. Sure does make you want to go right out there and risk everything.

Dear public, bosses, IPRA, politicians and Pfleger, you have us wrong. We love the job. It's you we can't stand. From the politicians who have stolen our pension, to you Pfleger who has obviously failed with his Catholic flock and remains in power with impunity. To the many bosses who still push for numbers. Are you paying attention DOJ. And finally the public that looks at us as a lottery ticket.

To you Mr. Mayor or the next Superintendent, no, we still love the job. We just can't see sacrificing our freedom, or our family when trying to do the right thing. So no need to worry. We will answer our calls. We will be polite. We will respond to all persons shot. And we will ensure when we do our cameras and mics are in working order before evoking the four pillars of Procedural Justice to the crying mother.

As I have said a million times. There is nothing about this job that sets a Police Officer up to be successful. Everything an Officer does is subject to scrutiny unless you have that phone call/chinaman to back you up.

Everything equipment wise is substandard. But as I always say, we are mostly to blame for not sticking together.

RE:017 Surrre, they have our backs!!! Remember when Sgt's were the only ones allowed to carry Tasers??? After a couple citizens had died, many of the SGT's in 017 refused to carry them and admonished anyone calling for a Taser over the air. Do as I say, not as I do is correct.

Not long ago a lieutenant meant something today not so much! you got that nice white shirt, big payday,huge pension dip but respect "not gonna happen!" They say "respect the rank not the person" if the person earned the "rank" he/she could be respected but if not your a figment of your own imagination! We had a lot of bad lieutenants (and sgts. and captains). We never layed down though because there actually are some decent people living in Englewood and Gresham and that's why some of us became cops. Guess it's different up north.
