Please do ISR's! Please

Rahm is angry (from our e-mail):
  • SCC,

    Heard through a little birdy that Mr. 9.5 flipped out the other day when he got the numbers from the month of January. Supposedly he started demanding answers as to why no one's doing ISR's and when told that no one wants to do a 2-page report that the ACLU is getting their hands on, he demanded that R&D fix it and fix it immediately. Have you heard anything similar
From another little birdy at CompStat, ISR's are down 96% as compared to Contact Cards for the same period as last year.

As a result, De-Escalante sent out the most recent PAX 501 to everyone in the Department begging them to initiate contacts with criminals, who will then contact the ACLU and sue you for everything you own. Check your e-mail - it's entertaining...if you like desperation.

We were also told by certain lieutenants that the Department is desperately trying to re-vamp the ISR report - something we told them had become too cumbersome. Suburbs merely added a line or two to their existing Contact Reports which are all still the size of a 5-by-7 index card and not a two page monstrosity.

But the ACLU isn't budging - they have their hammer and they are going to use it to prove, one way or another, that CPD is a racist organization stopping too many minorities. They couldn't do it with the blue "TSS cards" so they got the Combine politicians to extend what was supposed to be a two-year program into an unending bullshit study that has begun its second decade now.

Why would the ACLU negotiate with a bunch of candy-ass bosses and politicians who collapsed and threw their entire Department under the proverbial bus? The entire command structure is nothing but a bunch of craven cowards and Rahm is the head bully.

This is the result. Welcome.

It's true. HR sent their people to take a 15 person survey from each of the 3 area sat teams. That's a sample size of 45 people. They gave out 3 sample scenarios with 3 versions of ISR reports all timed to try and find data on the most efficient version. But like you said it doesn't matter anyway cause the aclu has Rahm by the curlies. It doesn't matter anymore even if they do revise it. The street stop is dead.

R&D came into our unit this week for a ISR focus group. They were timing how long it took to complete (3) prototype ISR's. The scenarios were obviously written by people who haven't worked the street in decades, as they contained half the information needed to accurately complete the ISR, numerous grammatical errors, one scenario that included violating a persons civil rights, and far fetched situations. At the end there was a survey on your thoughts of the current ISR, which you can imagine garnered some very humorous responses.

I don't think Rahm gives a shit about ISRs. Nobody is demanding them or asking for them from his little fucked up police dept. McCarthy is gone. That was his thing. Rahm's probably happier less are being done which means less payouts in lawsuits which means rahm can use the money that would've gone to the lawsuits for whatever personal interest he thinks of, like making his campaign donors (controllers) more rich.

I don't think they get it. It's not that the ISR is 2 pages, although that doesn't help. If it was half a page I still wouldn't do anymore than necessary. What they don't get is this

PRO-ACTIVE POLICING IS DONE!

Sure I'll wear my uniform, answer my calls, write paper and such because I'm required to, but all that other stuff? No thanks. I don't want to put my job, my financial security, my freedom, my safety at risk. In today's climate, in today's society, more often than not things will not work out in a cop's favor.

It's a lovely little document that you fill out for 20 minutes after handing the angry criminal you stopped a card with your information . If you fill it out wrong your sgt must forward it to a unit that will investigate you . If you fill it out right , it gets sent to 28 lawyers of the aclu to be evaluated for possible DOJ action . Don't forget that the aclu is also contacting the subject of your stop to ask if they feel that you treated them unjustly . I can't imagine why they are down 96% yoy.

Six flags says in his email the ISR is due to a state law. If you read the law, our existing contact cards would've been in compliance had we just put in a check box for pat down. It's especially pathetic when six flags calls the retired federal judge honorable. I would love to see this guy's record. Please don't think the ACLU isn't fishing. Please don't think they don't have access to the same database that we do. There's a reason they want you to explain your actions in such detail. There's a reason they want every edit of every copy archived and searchable. The city doesn't care about you. The ACLU hates you.

Was at comp stat Thursday, Diamond Dave McNaughton is the new owner of the Kool Aide stand, thought Gary was gone why are we wasting our time with this B. S. Any how 011 was up for review: last year nearly 3500 contact cards when compared same period for this year under 400 the whole screen was red - HQ wouldn't even post the legit percentages that the ISRs are down. God bless those 011 district officers for making it safe for an average Joe to be a violent Joe. We should be buying you offices some Led Robster for how well you be given it to Rahm!

Regardless of how concise they make the ISR, KEEP IN MIND that the aclu will still be obtaining all of the reports with YOUR name and star. The aclu will continue to flag ISRs that they deem to lack reasonable suspicion or don't clearly articulate the pat down. On the same note, they're also looking for patterns, both at an individual and city-wide level. With that said, any red flags they raise or patterns that they develop will be used against you in a complaint or lawsuit. DO NOT succumb to pressure from any bosses or fellow po's, remember it's your livelihood on the line. Answer your calls and back each other up. Police at your own risk and stay safe.

I understand the importance of solidarity among us officers, especially at a time where the only people who support us are each other and our families. But we have to stop taking the blame for the rise in shootings since the ISR report was introduced. Speaking from a Libertarian view point, I will definitely admit that, the way the laws are written, most of us were violating people's rights for the sake of activity. The way things are now is how it should have been done all along, except of course for the ACLU being an integral part of the system. We can't collectively think we are sticking it to the city because shootings are up because ISRs are down This hurts us in the long run in a few different ways. First, the media and public are going to assume that we are not doing our jobs. Two, it gives the perception that we have a lot more control over crime than we actually do. Three, it is going to lead us back into activity based policing, but in the current environment, more and more people will be looking to sue you for civil rights violations. Lastly, it takes away from the real problem that there is such a large amount of people in the black community who are willing to shoot another person.
I say, keep the numbers low. Only stop people if it's legit. But let's stop taking the credit for the spike in crime. That credit is going to turn into blame. Let's put the blame where it belongs, on the communities and system that perpetuates the situation.

Here's the thing, Rahm...it's not just that it's cumbersome, it's what it represents when the ACLU takes over a police department and is the final approving WC of our work. The ACLU has long stopped being a protector of people's rights and has become a protector of special interest groups that politically and financially renders them profit--their jobs depend on our missteps, and thus, we take no steps at all. And we (police) know that these people are not above putting a case on us because they need a head. By placing the ACLU and DOJ in charge of us, it is implied that there is a complete lack of institutional confidence in CPD, and we have now become the least credible voice in a criminal case. Why do I feel court used to be about the offender's presumption of innocence, and now I feel court has become the P.O. attempting to overcome the presumption of their guilt?

If you watched the democratic debate the other day, and I hoped that you found the time to do so just so you keep informed, both candidates went after the police. They want the end to " over policing" what ever that means, and the end to poor unarmed black people being shot in the back ( only by the police they said nothing about other people doing the shooting which accounts for all of the shooting). Both candidates are pandering for black voters in upcoming primaries in southern states and attacking the " racist" police is always a good starting point. I have heard this term " over policing" before from some of my more liberal friends. They claim that this police technique is responsible for all of the black people in prison and not the actual crime rate and behavior which they claim is the same in all communities. They like to use the US Justice Dept. statistics that black and white people use marijuana in the same %. No mention of violent crimes or even property crimes. So, the ACLU seems to also buy into this term and they cite the number of street and traffic stops in minority areas.

To the Supe and all the bosses -- you are still reeling from the effects of McCarthy's kool aid . . . .

It was total BS to use contact cards as a measure of police performance under Garry Mac. Contact cards were first used as an investigative tool to help solve crimes. They were used primarily on gang bangers and suspects in crimes. It was a simple 3x5 card, and one of the dollies in the station would enter them into the computer. Then it became computerized and the dollies had to go back to what dollies do. Then someone got the idea that contact cards could be used to document "contact" with anyone for any reason. So victims of crimes were documented on contact cards, even though that was not ever the intent of the contact card. It morphed then, under McCarthy who came from NYC where they had a policy of "stop and frisk" (which violated the US Constitution), into a measure of performance for police officers.

The Contact Card system under McCarthy spiraled out of control especially when he demanded quotas of contact cards to work overtime initiatives. How were people who work the desk going to work VRI? They did contact cards on the citizens who came into the station. How about the dog-asses on this job? How did they make their quota? They did contact cards on the homeowners whose burglar alarms went off and traffic stops of decent looking people with drivers licenses. What would have been the logical end to McCarthy's constant demand for more contact cards every month, quarter and year? If there were 100 last year, they would want 120 this year, then 150 next year and 200 the following year. One could see that soon there would be more contact cards done than there were people in the city. Enter the ACLU who looked at all our contact cards at face value: that every single person on a contact card was "detained" for suspicion of a crime, when that was not the case at all. I would venture that 50 to 90 percent of all contact cards were just that: contact and not a detention. But the ACLU could not see that.

So now we have the ISR and receipts to give people. Let's let the ISR go back to being an investigative tool and not a measure of police performance. The dogs on this job will always be dogs, and workers will always find a way to work, even if it is less work than they would like to do. Let's face it, some on this job will see a handwaver and just wave back and say FIDO. While others cannot help themselves and will stop to help and be the police. It used to be said that 10 to 20 percent of police officers do 80 to 90 percent of the work on this job. I believe that to still be the case.

Forget the ISR. As it is today, we will never do as many ISRs as we did contact cards. It just takes too long to fill out a two page questionnaire for someone who isn't even going to jail. It's a waste of time.

I sure hope the kool aid wears off soon . . . .

No, but apparently we were doing it illegally, with the encouragement of Garry Poppins. We were always told and taught (even pre Poppins)that being in a violent area and stopping known gang members was enough for a pat down etc. It clearly is not, according to what our department has put on paper. In fact we can't even stop a guy on a description and an anonymous call anymore, according to the training. Hey Deescalante, don't hate the player. Hate the game. If they're really down 96%, that's a really amazing number. Hypothetically, if there were 10,000 contact cards completed last January, that would come out to an average of just over 13 contact cards every hour of the month. If stops are actually down 96%, under the hypothetical number of 10,000 cards in January 2015, that would mean that there was an average of just under 13 ISR's done per day in January 2016. The 10,000 cards is hypothetical, but just think about how much things have come to a screeching halt. It's actually a promising sign considering how hard it is to get cops to agree on anything. It does appear they've all agreed on this.

Up north too. I live in lincoln park. The river is dirty and the streets are full of potholes. The streetlights in many areas up north are from the 1960's. The bridges are dilapidated and full of broken concrete. I never thought I'd wish for Daley back, but I do. We pay taxes for nothing. It all goes to connected people never to the citizens. That whole song and dance about the pensions is a calculated ruse. I used to love chicago and loved going downtown. I can't afford to park as often and its no longer clean or pretty here. This town has gone down so much and why? Dishonest and inhuman politicians who create problems through greed and ineptitude then solve it by hurting citizens more.

As for the police, if society is demanding that you focus on your job only and do not go beyond that authority, why is that a problem for anyone... citizens or police supervisors? If they are saying your past practices violated civil rights, I am glad you guys changed tactics. I don't think the quantity of your reports correlate with crime. You guys went above and beyond in the past obviously and this citizen thanks you. However it looks like that's what got you guys in trouble. It's too bad that the city did not increase penalties for false citizen complaints when implementing changes. Seems all the responsibility is on the policeman's back. Good luck! Remember there are many citizens like myself who support you.

I understand the importance of solidarity among us officers, especially at a time where the only people who support us are each other and our families. But we have to stop taking the blame for the rise in shootings since the ISR report was introduced. Speaking from a Libertarian view point, I will definitely admit that, the way the laws are written, most of us were violating people's rights for the sake of activity. The way things are now is how it should have been done all along, except of course for the ACLU being an integral part of the system. We can't collectively think we are sticking it to the city because shootings are up because ISRs are down This hurts us in the long run in a few different ways. First, the media and public are going to assume that we are not doing our jobs. Two, it gives the perception that we have a lot more control over crime than we actually do. Three, it is going to lead us back into activity based policing, but in the current environment, more and more people will be looking to sue you for civil rights violations. Lastly, it takes away from the real problem that there is such a large amount of people in the black community who are willing to shoot another person.
I say, keep the numbers low. Only stop people if it's legit. But let's stop taking the credit for the spike in crime. That credit is going to turn into blame. Let's put the blame where it belongs, on the communities and system that perpetuates the situation.

Now we have to follow the law (Terry v Ohio). This was SCOTUS decision from 1968?
We, police nationwide, have not follow the law. Now, because of cameras, we must comply.
We must have articulate "reasonable suspicion" before the doing a street stop.
There are several "elements" to establish reasonable suspicion (too many to fit in the space
provided on the contact card or ISR). If you don't have the elemants you cannot do a "legal" stop.

We are down IRS because we are following the law, not because we are afraid or lazy .

We are not fetal, WE ARE LEGAL.

I just had taser training. The instructor, who is a p/o, right away tells us if we don't wanna be there to get up and leave and its not his fault that we are there acting like we are all jaded assholes who were gonna complain and cause him problems. Right away he let us know he didn't like us. Real standoffish. The whole time it seemed like he was the one who didn't want to be there. Nobody was forcing him to be an instructor in the academy. He could always go back to working the street if the inside doesn't suit him. These in house 'taken care of' people bother the hell out of me.

No, but apparently we were doing it illegally, with the encouragement of Garry Poppins. We were always told and taught (even pre Poppins)that being in a violent area and stopping known gang members was enough for a pat down etc. It clearly is not, according to what our department has put on paper. Look deep in there and folks in these neighborhoods don't respond to authority or any type of accountability. It stems farther then Rahm, the police and the courts its no home, family or a foundation where they can build social skills, respect and love. Its a very sad issue cause they have trained these folks to just hate, kill or be kill, no respect or be held accountable for your actions. Folks in these neighborhoods respond mostly to violence cause that's all they know and unfortunately the police at no fault are subjected to a culture whom everyone has just left them there to create chaos and no guidance. Find a father, mother or so on with parental guidance, not many have it. Its always someone elsb ves fault or go call mama or granny but never does anyone tell these folks your wrong what are you gonna do as an individual to fix it. Oh and the best answer is BASKETBALL!!! No idiots its education, knowledge, love one another, respect, integrity and most important a family home. I've worked in these terrible neighborhoods and at points I do see the suffering but its a norm where no one cares. Go to these beat meetings and guarantee maybe 10 elderly folks are there to attend, when there are thousands in these neighborhoods. Im sorry but someone in these neighborhoods at one point or another need to step up and admit and fight off these "BLM" organizations that are misleading youths today. YES, there has been major issues in the police department, theres no doubt about it but it comes no-where near what the impoverished neighborhoods have been plagues with a culture of violence with no solution insight amongst each other.

(footage goes back 8 hours even when cameras are "off") watch what you say in the Areas, the mics pick up the main floor. In car cameras are ALWAYS on. Nothing more than the extension of the Obama study that didn't product the data the libs wanted. So the ISR report is created to give the libs the data they want. In each case the goal was/is to get the police off the backs of the gangbangers.

Who benefits from no police contact in high crime areas? The citizens? No, the criminals benefit when not being stopped by the police.

The libs use the excuse of racial profiling, etc etc, but they really don't care what excuse or who really is being stopped. The libs just hate the police and so to defang the police, the libs accuse the police of criminal conduct of violating the civil rights of minorities and to prove their accusation they demand data. And when data is supplied that does not prove the accusation, the ISR is born. And when the ISR fails to prove discrimination, racial profiling or violations of civil rights, the libs will demand another form be issued, filled out and submitted to their lawyers for review until they get the data they want.

This is not about protecting the rights of minorities, as minorities are the ones who really will suffer from the lack of proactive policing, but about destroying policing in America, one city at a time.
