Too Little, Too Late?
Something about this sounds so very familiar...almost like the brass is getting all their feedback from some place we've heard about....somewhere...insignificant::
- Interim Chicago Police Supt. John Escalante said Tuesday he hopes to counter a severe downturn in street stops by responding to cops’ complaints about the “burdensome” reports they’ve been filling out since the beginning of the year.
Escalante told the Chicago Sun-Times that officers will start using a new, streamlined form on March 1.
Escalante has met with officers for almost two weeks to hear their complaints about the “investigatory stop report” implemented on Jan. 1. He said he listened to their concerns at roll calls and at police headquarters.
Or maybe he read it somewhere. Proactive Policing is dead for all intents and purposes.
Hey, here's a bright f#$%ing idea no one downtown has ever heard of before:
Hey, here's a bright f#$%ing idea no one downtown has ever heard of before:
- How about you ask for and receive the input from the end users of this ACLU shit show? You know, the Patrol Officers? Not desk jockeys who haven't seen or smelled the inside of a blue-and-white for three, five, ten years or more. No Academy "instructors." No one from a Unit or a HQ spot. And absolutely no one who "volunteers" for a panel discussion about this crap in order to land a spot.
You come out to District Roll Calls and you ask the boys and girls what's what, what works, what's nonsense and what's wasting their time. Start treating Patrol like the backbone it's supposed to be instead of the handing us the ass end of the stick time and time again and telling us it's a sweet smelling rose.
Just because you avoided Patrol by dint of birthright, political connections, or who you happened to be sleeping with doesn't mean Patrol doesn't have valuable insight into how to run the Department efficiently and yes, better than you're doing right now. It wasn't Patrol that got us into this DOJ mess right now - it was the connected, the politicians, the clouted, running it into the ground where survival is the name of the game.
Of course, it's easy to forget where you came from - especially if you were never there.

It's bullshit. "New" ISR is same as the old one. Don't let this jag off fool you.
You can smell the fear in their words. And their bad breath.
Stay Fetal!
Fuck this hump mayor and all his exempt yes men, sit on your hands and show them who we are.
The department thinks by shortening up he form officers will do more of them? Lol what a fucken joke!
These "bosses" will continue to ignore the length of the form isn't the problem it's the involvement of the ACLU
The stupidity is unbelievable!
Fuck em let the bodies pile up
Lol the ACLU insisted they were not contacting people who have been stopped, nope just passing out flyers with their contact info on it so they can be easily reach in the event some asshole wants to file a lawsuit. Oh and by the way, Escalante never came to my roll call, because if he had I would have told him the ISR form set has nothing to do with why I'm not stopping people, it's his new bs force mitigation policy and the mayor and ASA waiting to serve my head to shitheads on a platter.
The ISR is fucked. Everything goes to the ACLU. Do not do them unless you need to. And if you need to or think you need to DO THEM. Policing the old way is going to get you fired. ACLU is currently reviewing all isrs, they are handing out flyers. Your going to get jammed up, fired, sued. Cover your ass. Work smart. We are in a new age and the police department they want is here. Now they have to suffer the repercussions.
They will always treat patrol like "pee ons" it will never change
http://youtu.be/7AwKVFUXCb0
Crime is down on the cta and who do they want? oh that's right the police!!!
What a joke. All they'll do is reduce it from 2 pages to 1.5 pages. That will definitely encourage us to do more stops.
Who is coming up with this shit?
Very little difference. With the ACLU reviewing every form and looking to stick it to officers any way possible, this changes very little. And it's still 1 1/2 pages.
They can shorten the ISR all they want, the smart coppers won't do anymore than they have to do. Proactive policing is dead. Your word in court doesn't mean shit unless it's backed up by video. Everyone and anyone who can will throw you under the bus. They hand out suspension days like Halloween candy. You're expendable so firing you also isn't a problem. Most bosses nowadays are scared and NO they do NOT have your back. The media feeds biased and slanted info to the sheep, most of who hate your guts. Go to work, do the minimum and back up other smart coppers.

We've said it before and we'll say it again.
These clouted "scholarship" people promoted over
their level of competency are the utter ruination of this job.
Therefore:
Detective: Minimum of 15 years on the job with at least 10 years in Patrol.
Sergeant: Minimum of 20 years on the job with the last 15 years in Patrol.
Lieutenant: Minimum of 25 years on the job with at least 15 years in Patrol.
Captain: Minimum of 25 years on the job with the last 15 years in Patrol.
For tact and FTOs:
No less than 10 years in Patrol.
This will kill clout because clout is in a hurry to
get Gold Stars for the undeserving.
No more Gold Braid pensions as political payoff.
Your reward is the big pay bump to feather your nest with.
Gold Braid pensions are muni gov sanctioned thievery.
hard to re-inspire after all the damage that has been done. they brought a freight train to a halt, now have to re start it - after half the crew jumped off.
SO FUNNY! I was the real police all my career! All my bosses are merit hacks. Well all I can say is you get what you asked for. You mad your bed NOW SLEEP IN IT!!!!
You think crime is up now! Wait till we are all equipped with body cams! This will totally make every officer in his right mind go FETAL!!! You get what you asked for!
But there's really nothing wrong with the new system. I just went to i.s.r training and all those cool, sharp-dressed badasses teaching the class kept saying this is just the way it is now so we better all get used to it and make sure we check off all the right boxes however the aclu says ...
HAH!
Escalante is shitting through Rahm's hat on this one.
The ACLU as de facto heads of the Chicago Police Department,
are going to say "fuck no" to any changes to the ISR form set...
They've achieved a lofty goal so what incentive do they have
to back he screws up a quarter turn to give CPD administration
A hand in making the ISR less dangerous to the career and freedom
of a Chicago Blue Suit.
Still going home safe, sound, un-indicted, un-sued, un-fired,
un-bankrupted, un-slandered and un-imprisoned.
Motherfuck this ISR Shit-Show and everybody who sold
it as a good idea.
Police like you have no friends.
I heard the ACLU was getting tired reading the long-ass forms, and they wanted Rahm to shorten them.
Don't buy this bullshit boys and girls, neither this city nor superintendent give a shit about us, just review his force mitigation order.
I think 2012 was too late.
2015 was definitely too late.
I don't care even if they went back to the old contact cards , it's to late, I'm fetal until I retire. The city and its bosses have shown us what will happen if we do our job... They will throw us under the bus and hang out us out dry and serve us up as sacrificial lambs for the slaughter. This is what the city wants so this is what the city gets... Let it burn! Drop a match and walk away. You hate the police!?!? Well, handle it yourself. I'm a fireman now until I retire... Call me if ya need me otherwise I'm not stopping anybody on the street. Reasonable articulable suspicion is the death rattle. Stay safe and fetal for your family's sake.
It wasn't Patrol that got us into this DOJ mess right now - it was the connected, the politicians, the clouted, running it into the ground where survival is the name of the game.
Problem is Joe SixPack does not differentiate between the white shirted clouted clowns and the officers in blue. You are all painted with that same brush. Even Worse! You are the face of the police, and you are going to be catching most of the blame.
It is all one big mess. The roots of the mess start in Chicago and extend to Washington DC. Fundamental change needs to take place, especially at the top, but it won't.
They don't get it and they never will. It doesn't matter if the silly ISR was 10 ten pages long. The fact is not everyone is "suspicious" as the bosses want them to be. We can not manufacture it just to get a stat. It's our lives and carreers we have to worry about not some boss. If the crime is there we address it but we have to follow the law. These are the rules that were made. Our bosses wrote the GO on ISRs so we will follow it but the civil rights of people can not be violated for some stat. There's nothing a boss can or will do for you if this happens. Does anyone really think they will piss away their hard earned money and job for a PO?
Well said SCC. Again I'm thankful that we have your voice which is heard by all because us blue shirts are insignificant to those rat bastards who hide in the ivory tower on 35th street pretending to be patrolmen. You can cut down the old contact card in half and make it so simple to fill out that even a caveman can do it but the movement has started and for those that haven't seen it. We decided as a whole to fight the ACLU ISR bullshit and our actions have been heard. Go to hell 9.5 were staying fetal.
Scc I absolutely empathize with your anger. If a guys runs, holding his waistband, that in itself is not reason alone to stop him! WTF. You have to incorporate other elements for an ISR. Then, as you couldn't before actually, manipulate items on their person. Meaning unless it's a gun it has to be a drop case. So six flags wants more "interaction" with zero officer involved shootings when "Joe" has the backing in that they can't do anything wrong? The line has been drawn! Protect each other. God bless LEO's and their families
Rahm has that guy doing the dance from the 1920s... and fetching water too
The problem is, they can go back to 30 years. Let us do what we need to do.Society will back us. I've been on this job for 23 years. I've seen how fun it could be. I also saw the slow slope of decline. For a long time al I have heard, was the pedilum will swing back. Unfortunately, you have taken a bunch of fierce lions, that wanted to hunt, into house cats. Why would you ever want to go back into the wild after knowing you get paid the same???
Repeal illinois sb 1304 or dont. It is the root of these new policies that have fundalmentally changed policing. The law was passed while the voters where asleep as part of the fergusion effect. The law is intented to provide police oversight, when we know that it was never a police problem to begin it. As we already seen in the first few months of 2016, if you restrict policing from the folks who need it, the end impact of sb 1304 really hurts them the most. The polticians who wanted to appease didnt do the math, but all they have to do is blame the police again to wash their hands.
Well put and I have to point out that this is the first time in my 20 YOTJ that the CPD has ever come together so solidly on an issue. As one previous poster pointed out, can you imagine if we stayed together from here on out demanding better contract, medical, dental, pay raise.....
Streamlined lol. They knocked 3 narratives down to 1 but still require the same amount of information to be provided in the narrative. In other words they've changed absolutely NOTHING. What a bunch of assholes. They're just clueless. The funny thing is that they think they're so fucking smart. Let me clue you in on something de-escalante. Street stops aren't down because the form is too fucking long. They're down because officers no longer trust any of you fucking assholes and are no longer willing to risk their careers, freedom, and livelihood to proactively police for any of you ungrateful bastards.
Oh, but all those Academy personnel and people with inside jobs at Hq. will tell you what "great" police officers they were. How they went out and did the job. 90% of those at the Academy are blowing smoke up their own asses.
If you're all so good, go ride in a beat car for a few months. Show us "how it's done." You people go from one inside job to another all over this dept. You don't know jack!
That Sgt. in recruit training that is an expert on the use of force model hasn't seen a beat car in over a decade and never saw the inside of a patrol sgt. car.
My fetalness is only about 10% because of the ISR. There are many other contributing factors.
Another brilliant and dead bang on analysis SCC. As of 1 Mar my fetality will also streamline. It's all just lipstick on a pig.
Stay safe, stay (streamlined) fetal.
No pension. No peace.
It's not about the lenght of the form. It's the fact that it is being submitted to the ACLU that made me stop doing stops. Changing the form won't change that.
so... a seasoned cop needed other cops to tell him the new contact card system was a joke and were not going to be done? Not the brightest bulbs running the show.
Let's see......
Alvarez throws us under the bus.
Rahm throws us under the bus.
Escalante comes up with some bs de-escalation non sense.
Dean Angelo no where to be found.
And they expect us to be proactive, they must be out of their minds.
They always told us that patrol was the backbone of the police department. I have always maintained that it is a few inches lower.
Now, kees me you fool!!!!
Seeing that the ACLU will bee reviewing these forms, there should be a review by attorneys for the union prior to their submission. There should also be a responding supervisor to agree or disagree whether a stop should be made. LIBERAL PROGRESSIVISM FOLKS>
I don't care if these ISR's go back to the old contact card format I am not doing them. The ACLU is making attempts to discredit police officers by contacting the people that get stopped. They ask leading questions and encourage them to file complaints on the officers. The DOJ is in town looking for a pattern of civil rights violations. They now notice that an officer has several recent complaints for fourth amendment violations. Now ,all of these complaints may be bullshit , but now the officer is on the radar of the DOJ and ACLU. What happens next ? The officer is all over the local news and is portrayed like some rogue individual who is going out of his way to harass citizens? Rahm and John , the ship is sinking and summer is right around the corner. The murder rate is going to rise and the only ones to blame are the elected officials, who pandered to a certain group. Policing as we used to know it is dead. If you are still going out on patrol and stopping individuals you may want to stop and think about what the repercussions are. I implore all of the police to stay safe and stay fetal.
They can change anything they want on the report I am still not going to fill it out, as along as it goes to the ACLU they can kiss my ass. I need the ACLU to tell what is racial profiling in a area were all the Inhabitants are black or brown? until that happens I will be fetal. If a supervisor screws with me, well I will see what legal action I can take against the department and the supervisor for a hostile work environment and will make it racial if need be, I am tired of being dumped on by incompetent merit hacks and a department with no balls
Zacha!ry Fardon is digging deep!
stay fetal my friends

these 3/4 size ISR are still getting reviewed by the ACLU and Zachary Fardon United States District Court Office of US Attorneys and related staff at CPD Integrity Unit
Just do paper for reports, nothing more. Leave them be. It's their neighborhood, that's what they want.
It wasn't Patrol that got us into this DOJ mess right now - it was the connected, the politicians, the clouted, running it into the ground where survival is the name of the game.
--------
Um, mostly it was McContactcard pushing relentlessly at EVERY SINGLE compost meeting for more, more, more, more, more contact cards. DOJ should start by grilling that asshole. He pushed the bosses, who pushed patrol to turn in more and more of these. The pressure was intense. I know those compost mtgs were recorded. DOJ should take a listen. "We've got to put our hands on people" was one of his famous lines.
And if a shorter form prompts ANYONE to complete these things, have your head examined...yes, the form is too long--but MOST importantly, the ACLU still gets copies, and they are still on a blue witch hunt. DON'T DO THEM EVEN IF THEY'RE SHORTENED. STAY FETAL!
I dont care how much they shorten the contact cards.......Stay FETAL boys and girls,NOTHING ELSE HAS CHANGED......They will still throw you under the bus in a fucken heart beat ( just ask Rahm ) and will still force YOUR family heartship after your indicted by these Low Information Pieces of SHIT.....REMEMBER , YOUVE BEEN WARNED.!!!!!!!!!!!!
Avoid contact, and when met with violent resistance, increase distance and deescalate. This seems to be the national tend, even reflected in new use of force policies in other departments across the nation.
The A.C.L.U. had to appreciate the shortening of the form. It will make it a lot easier creating their Chicago database.

What would happen if every cop and firefighter family went to the Chicago Republican Party website below and made a commitment to not vote for socialists? What would happen if you talked to your neighbors about how the Machine sold out Chicago and that it might be time to change what is obviously not working?
www.chicagogop.com
Not a PO here but so very accurate. Thank you for sharing SCC. This has to be said.
BTW youre an ass hole Rahm. I know you're reading this blog. You're an arrogant ass.
And the form set is going is going to be deemed obsolete after how many millions were printed by some clouted printing firm.
No matter how they change the form, the Independent Police Review Authority is going to use this form, whether you do one or not, to jam more police officers than any other violation. They will use this to get around the sworn affidavit requirement so they can sustain more CR#'s. Ask anyone who has reviewed IPRA investigations over the years how many time IPRA added the charge "Officer failed to complete a contact card" so they could justify not "Unfounding" or "Exonerating" a complaint. If you fill out the "Stop Report" have a smart officer or supervisor review it before you submit it. Every watch has at least one person who knows how to write great reports.
Does this mean we need to be trained again?
Of course, the story focuses on the "work" the Officers have to do, making us look like whining cry babies. No mention of the real reason why the ISR is not being completed: COORDINATED ACLU TARGETING OF POLICE OFFICERS WITH MANIPULATED DATA. No matter what the format of the report, the efforts of the ACLU to manufacture a conspiracy so they can further hamper and curtail law enforcement activities is what is driving the lack of stops. When proactive policing really is dead, it would be great if that information really got out to the public.
Me thinks a little too late....Phuq these CLOWNS...............
Thank you. Very well said.
Stay fetal my friends, you have them on their heels, keep doing what you're not doing and soon they will beg you to do police work. Rahm and the ACLU is the enemy.
You can,t expect triple merit promoted hacks to make decisions that will assist the working police. They don,t know or care about the working police. As SCC has pointed out they have spent their whole career avoiding police work. Now all of a sudden they are knowledgeable about police work that they avoided their whole career. Go spare some more officers for not wearing their hats. That,s the kind of police they know about.
They just don't get it or pretend they don't. It was never ALL about the ISRs. It is where they are gonna go and who is reviewing them and for what reason.
This whole ISR bullshit is about bagging Police Officers, most of us know it. It's like I posted before the Genie is out of the bottle and Rham and the ACLU are the ones that pulled out the cork. No going back now. You showed us what your intentions are. Now you get the unintended consequences. Live with it.
SCC well said. You continue to provide an incredible insight to what many of us have felt for some time and unfortunately haven't articulated for fear of repercussion from those of which you speak. Keep up the good work and humor because it makes this retiree's day.
As a patrolmen for over fifteen years I can say that Ebenezer Scrooge values the input of Tiny Tim more than the department values my input. A few years ago an exempt member had a meeting with us as far as our input, and I suggested that the department approve a 3/4 length winter coat similar to the ones that the state troopers wear because the wool reefer was not practical for use as it is impossible to draw ones weapon. Also because our winters are dread full. The department already had a approved a 3/4 length coat but it was discontinued and no longer approved. I guess my input fell on deaf ears. To top it off the blue leather jacket which is one of the few pieces of equipment that will last you thirty years with proper care and was a staple of the department is no longer approved for newbies, go figure.

Now there's a word you don't hear much anymore!
Anyone in patrol doing street stops is soft as puppy shit. The ACLU has showed us that they are illegal and a violation of citizens fourth amendment rights. If you are still doing them, don't say you weren't warned.
Your post is spot on and deadly accurate. That is also the reason why the powers to be wont sit at roll call and ask questions. They know why they are in the spot they are in and so do we.
Require no report and I'm still not doing proactive policing. Done.
Has ram paired the $500 mill to the pension yet?
De-Escalante is missing key points in that interview and in his subsequent PAX-501. 1. The vary Premise of the report is that Officers are Presumed Guilty of Racial Profiling, and now they must prove that they are not! Really, has anyone showed solid evidence that law enforcement in Illinois has been Racial Profiling? And by the way, the first time I ever heard that term, was when the Feds developed it for use at airports to stop Latinos from bringing drugs into the U.S.. So Police are denied the basic foundation of American Jurisprudence, and that is the Presumption Of Innocence. 2. The ACLU STILL RETAINS ACCESS TO ALL OF THE REPORTS, AND WILL STILL SEEK PATTERNS. Why are they still involved, if not to nail cops to the cross of White Guilt and Political Correctness. 3. All the previous theories of the Kansas City Study, the false bullshit basis for Community Policing are now being proven to be sheer bullshit! Consider that this was always touted as proof that greater police presence did not necessarily mean less crime. Well if that is the case, why are the number of people shot as police "Go Fetal" up 300%? What working cops have always said is now proven: Police Presence and Proactive Policing reduce violent crime. However, this City is not going to see that if it means cops are the targets of litigation and efforts to send them to prison. 4. In the PAX De-Escalante claims that the letters being sent to citizens by the ACLU is a false "rumor". Perhaps, but it is Standard as part of CALEA certification to send out these cards to people who have had contact with the police of an Agency going through CALEA certification. In case you have forgotten, Da Bronx Bulldog began that process for CPD. DOES THE ACLU HAVE ACCESS TO THOSE CARDS AND THEIR RESPONSES? 6.The "Bond" and "Trust" between coppers and their Department and Administration, is over for this generation. Rahm's arrogance and inability to confront reality have earned him distrust ans scorn from the rank and file! ONLY AN IMBECILE PROMISED AN INSIDE JOB WOULD TRUST THIS ASS. AND THAT INDIVIDUAL WILL BE DUMPED WHEN RAHM LEAVES, AND HE WILL LEAVE. HE HAS NO POSSIBLE CHANCE OF REELECTION. Finally, this "Stay Fetal" movement, using the term Rahm created has taken off and been one of the most unifying movements that I have seen in CPD since the Movement to unionize in the late 70's and early 80's! Officers must do only what is asked of you and stand together, because YOU ARE ALONE. NOBODY HAS YOUR BACKS, ESPECIALLY THE SPINELESS DEMOCRAT POLITICIANS WHO ARE CATERING TO THEIR GUARANTEED CONSTITUENCY. If a White Shirt tells you to stop someone, Make Sure, you state that in the beginning of the report and be sure to include his/her name and star number. Watch out for each other and: 'STAY FETAL", "STAY FETAL", "STAY FETAL"! Baby"G"
Sounds like all they're doing is combining the narratives into one. Woopty fucking do!!! Takes less time to do a supp than it does to fill out one of these. Curious to see what it looks like. And why the hell couldn't they do this to began with. Oh yeah. A private organization, ACLU, is running the department and writing policy. I forgot.
This is as Good as It Gets.
If anyone thinks the next Supt will be taking requests...get serious and think where the Dept is heading.
Enjoy the big bus ride with Mr. Six, this may just be the last time you'll be taking orders from a policeman.
It's not 6, it's 9.5.
Lay off the DOJACLU ISR, no good will come from it, no matter if it's the size of a postage stamp.
Fetal works, get some.
be wary. somehow I don't think the ACLU gave up their seat at the table. the silence should speak volumes. CYA and stay fetal my friends.
The ACLU will still get the Short Form ISR. STAY FETAL
How many guns were recovered last year as opposed to this year? The old way the mope got cut loose when the defense made the
"Motion to exclude". Police didn't care they got a gun off the street and that kept many a black man alive for a few more years.
Like they say with terrorism you have to give up a little freedom to be safe in society.
I wonder why the ACLU doesn't sue the TSA for profiling travelers and hand them fill out two page, now 1 & 1/2 page reports that are handed to the private ACLU.
SCC says, "Of course, it's easy to forget where you came from-especially if you were never there".
Reminds me of my long time line. "I think, therefore I am- I think you aren't, therefore you're not".
Stand together don't do the new version either. Fuck this dept I never thought in my 29 yrs they would change procedure to appease the fucksticks in this city. Yeah we all know who they are. Let the mayhem continue.
Game over don't do shit for this city no street stops have a good day
Stay fetal my friends don't be fooled by bullshit. The private ACLU is still getting a copy from a public police force. That is scary concept in its self. What is next your personnel records? Credit report to check that you are not stealin? Nobody thought of it but by the ACLU getting a copy of all the stop reports they can fish through sue a SUSPECT officer who they THINK is violating people's rights. Isn't that the same thing that they say the police are currently doing to the public? Think about it! Escalate and Rahm think they are running the department they are not it is the ACLU.
Anyone who completes that form, new or old is a total idiot. The only reason the ACLU is getting a copy is so that they can sue you.
Still not going to do one, not a single one, EVER. Or hand out a friggin receipt, ever. And that goes for over half of the coppers on my west side watch. The problem was never with the length, a halfway smart copper could knock one out in no time. The problem is the fact and principal that these forms and receipts even exist! That an agreement with a dirty corrupt organization such as the aclu even exists, manufactured by some dumb ignorant millennial white lady who wouldn't know reality if it was shoved in her face, that accuses us of racism at every turn. We have been thrown under the bus too many times. We don't trust you bosses anymore. No matter what you say. There's no going back. Stopping more minorities than non? Yes, more were stopped, why don't you work the streets with an aclu tag-along and see why. More of them are committing crimes. WAY MORE. There is no conspiracy here. It is what it is. Get to the root of THAT problem, how about it? Why can't you talk about black on black crime. Huh? Afraid of a little PC criticism in this Obama world we live in? What happened to your balls. I know some bosses are great but not the ones that count. Stand up to these pricks. Tell the aclu to fockoff. Talk about the dysfunctional black family structure, the consistent reliance on taxpayer funded assistance "programs" draining our already drained budget, alcoholism, drug addiction, where'd all the daddy's go, why dope dealing is so appealing. Talk about why people won't hire someone who wears their pants off their ass with their dick hanging out. It's no mystery why there's a lack of employment in these communities. Until we start talking about THESE ISSUES and many more, answer calls and not do JACK-SHIT else. What's sad, is that the innocent in these communities will suffer and are suffering because of incompetence and ignorance.
-a black cop who grew up on the west side
(Would it matter if I was white?)
We are all blue. Stay safe. Semper Fi
WHAT PART OF ACLU DON'T THEY UNDERSTAND???? I do not care the new form is the same as the old contact or shorter, I am not doing them. We have not been doing them because of lazyness, we have not done because of lawsuits!
Why is there training still ongoing for the dumb ass form we have to use now if there is a more streamlined form coming out in 7 days????????
The law in regards to stop, search and seizure won't change because it is all based on constitutional and case laws. Yes you need a reasonable articulable suspicion- you must specifically state the reason for the stop; what crime was about to occur, did occur or occurred. Why did you search the person? Why did you search their car or other property? What led you to obtain probable cause for his/her arrest? Always remember a stop and a search are two distinct categories. Just because you make a stop does not mean you can automatically search. You still need a valid reason for searching the person or property like a car.
The bottom line is the department and the city wants you to do your job 100% by the book. So do your job- 100% BY THE BOOK.
The fact remains that these cards go directly to the devils at the aclu . If they feel we are rogue or bad cops than subpena the contact card or arrest info, to forward it alk to them for inspection is to kill the mockingbird...that is policing .
I'm retired now, so I can spout off.
Many years ago, I made several suggestions for improving things and getting better equipment.
As a reward, I was called down to 11th street, have a face to face with the Superintendent and received a direct order not no make another suggestion.
But then, I was in patrol and certainly not getting a piece of the pie.
You can't un-kick my balls. The damage is done.
They made it shorter by making font smaller and decreasimg margins. Boom. Half a page less.
What I would like to know is what was promised to who for the city to enter into this "agreement" with the ACLU? There is no discernible benefit for the city. The city claims the ACLU will not sue if they get the data and changes, but there is nothing to stop the ACLU from sharing the info with member lawyers who will sue. Does Rahm see the writing on the wall and hope to get a job at one of these law firms like his predecessor? (I know he doesn't have a law degree, but dick devine could pass the bar for him.) Or is he hoping to get paid in campaign contributions? There has to be something more at play to make Rahm sell the city out like this.
I don't care if they shorten the damn things to three lines, I refuse to do one proactively.
Doesn't matter if it's 3 lines or 333 lines - if they're still allowing the ACLU to pick them apart you are at risk.
Do not provide them the rope with which they will hang you.
P.S. - Fuck you, Rahm. Come and ask me to be proactive after you make that half billion-plus payment to my pension.
This would make common sense and the r & d doesn't make its decisions by common sense.
I've seen the state police stop card and it's fine by me. No more GMAC, smaller, quicker cards and I'm fine with that. I'll go back to stopping people march 1st and not a day earlier
Apparently last night Doj was riding around in a squad in 008 with a po and ppo . The p.o got in a car chase with doj in the back seat over traffic. The car ended up striking numerous cars and was ultimately a hot car... thats really really dumb.. great job numb nuts
Wow, you got rid of half a page! I may do one now! Then again, I won't. Work smarter, not harder.
This happens when your Department, City, State, and Country is run by Communists.
OT- Is civilianizing the medical really a good idea? Civilians hate the Police now. Imagine some vindictive affirmative action, entitled hire that now has complete access to all your personal and private info. PO's are already treated like shit when they use the med. Imagine the scrutiny and disrespect that you'll be subject to because that new civilian now thinks they have some kind of power over you to approve whatever illness or IOD you have. Don't change what isn't broken. Yes I know the medical could run more efficiently, but that doesn't mean civilians will achieve that. In a dept as big as CPD, there is a place for PO's to work in admin spots. This dept is doomed.
They never, ever check with the people with the working knowledge when coming up with something new.
They fuck it up first..... then, as in this case, if it's REALLY fucked up then they begin talking to the people with the working knowledge and revise and redo. They do all this without ever admitting fault, nor ever learning their lesson not to do things this way time and time again.
That report could be half the size of the old contact cards and still there will be no street stops because it is no longer a matter of questioning the bad guy, but questioning the police why they think the bad guys is, well, bad. The constant second guessing of the police, the lying of the brass that they have our backs, and the non-stop vilification of law enforcement is AT LEAST three reasons why street stops should not be done. Those days are over, boys and girls. Even if you do the right thing, if you do it to the wrong person, you will be the headline.
Answer your calls. Back one another up. Go home safely and alive. That is your new mission.
LT was telling us at roll call that he wants ISR's. Then he was asked a question about the ISR to which he did not have a clue. Ends up that LT's and command staff have not gone to the training. What a joke they tell us to do ISR's and they have not even been to the class. How can they tell someone to do something when they have no idea on how to do a ISR.
Seriously? The ACLU is still in charge!
The rules have changed boys and girls. It was not done by us blue shirts. Now they have what they want. Police by the rules. Answer jobs and arrest when you have signed complaints or probable cause. However, forget about preventative street stops. The legislature, black elected officials and our incompetent leadership has determined on their own and without evidence that our "street smarts, experience and hunches" aka reasonable suspicion, are invalid and "racist"
The contact card/ISR is over and will never come back, never, throw us under the bus time and time again and then ask us to stand in front of it again, no thanks, you and the ACLU can find someone else to blame. Here's your report sir, have a good day.
You can streamline the report all you want, it won't change the reason why so many of us won't do them. The reason why we won't do them is because the treasonous aclu gets to look at them and will sue us in a few years for mistakes. The ACLU? Rahm, you bent over for the radical left and their buddies in the blm movement. The only part of our backs that you have is our asshole that you are going to assist in being sodomized by radical bastards that hate our society. Do the damn ISR yourself. I'm not ever going to do one unless I can't get out of it.
Do not do them until the formula for profiling is changed. Percentage of people stopped should compare to the percentage of the race of offenders reported, not the general population of same.
Answer your calls - you'll still be tied up all day/night.
Until Rahm pays the city's obligation to out Pension fund and Terminates this agreement he made with the aclu, I will remain FETAL
Anyone doing arrests for "Reckless while Running" need to have their head examined by a proctologists. This means is for all those hard charging "tac teams" .

Everyone gets their pension on the highest of their last four years. Keep pushing and you'll make the city "fix this" non existent problem by averaging your last 10 years. You'll still lose and higher paid workers will still win so be careful what you wish for lad.
This would make common sense and the r & d doesn't make its decisions by common sense.

Your obviously don't know how policy is created in this department.
To the uneducated post @10:06 am. You say do the job by the book 100%. It still does not matter if you are 100% correct anymore. Thats the whole point of doing nothing. Darren Wilson was 100% in the right. Look where that got him. Keep telling yourself your the smartest copper in the room because your doing it by the book. I'll see you at Bourbon St. for your benefit.
I can't wait for the ACLU to track down Miguel Raton and Wiley Coyote from Orlando Florida to interview them about their stop.

We should also list our assets in the narrative.
OT but not to far
The State needs to end another revenue producing program. What goofs.
State lawmakers are seeking to end a little-known but controversial program that tries to recoup the costs of incarceration from current and former inmates.
State Rep. Kelly Cassidy, D-Chicago, and state Sen. Daniel Biss, D-Evanston, said they acted after reading a Nov. 30 Tribune story detailing an Illinois Department of Corrections program that sues prisoners to recover the costs of locking them up.
I hope they put doj down as a witness , court time doj !! 48-4 goodness
Blue shirts will always be treated like shit. There's a huge divide between white shirts and blue shits Come to my district where the Sgts and Lt lecture and never give the guys a duck while they go home 3-4 hours early every day. 7 Sgts come to work and at check off there's only one left. Every night one Sgt gets carried and you never see him. Total slap in the face! We are definitely not on the same side.
I am not a cop. If I was I would not do one thing over and above my basic job description until Zachary Fardon and the DOJ set up a comfy office and announce they are looking deeply into Chicago , Cook, and State corruption. Its so obvious that Stevie Wonder can see whats been going on. Why is it the Feds cant see it. Why cant they investigate it ?
It's not the length of the stupid form that's the problem.
It's the fact that every word you put on their "report" is free discovery for ACLU lawyers.
Whether that report is a card or an 18 page opus, it exists solely to burn you.
Remember, being a gang member, known whore, or standing on a corner is NOT reasonable suspicion of shit.
List your assets officer.
STAY FETAL! Making it shorter makes it easier for you to do more and make more patterns that ACLU is after. It's too late, I repeat too late. THE ACLU in an interview with rep Karen, related she was pleased that stops were down. Now the crime has doubled and soon triple, and the mayor realizes his deal with the devil/ACLU is causing this. Well, stay in solidarity give them what they wanted. If you're in a tac team, resign and return to patrol, why risk your job for a spot? Teams need to disband and stop coming in with joke arrests to justify your spot. If you are humping or getting a head a day your stupid, you are risking your job and career including possible prison time for a spot. Do not become a headliner or hash tag. Do not give in to a smoke screen of a shorter contact card. The real issue is a private company looking at government documents to fish and to justify their donations and grants.
8:38AM....
Wrong.
The leather is still approved, but only in 019 during the month of June.
In fact, it's encouraged!
Whenever a boss speaks alway ask yourself, "what is their motive?" It will always be about them. ALWAYS! If it wasn't about them they would be honest about the ISR and admitt that it's really an unknown. They would say that the agreement with the ACLU is scary and unknown. They would say these are dangerous times for police officers both physically and financially. They would admitt that the truth is "reasonable suspicion" is not alway there and to be very careful. They would say to follow the GO that they wrote. But they don't say any of that and that's suspicious! It's easy for them sitting inside out of harms way and rotating with their fellow white shirts going home early.
You can't un-kick my balls. The damage is done.

Who gives a shit how long the ISR is we're getting paid. The fact is we can not violate civil rights. PERIOD! And now the most aggressive and militant lawyers in the world are proof reading your stops. Oh did I forget the FEDs and the hostile new IPRA? Do not manufacture reasonable suspicion!

The Department? Well, you were trained Officer, you signed in with your PC# your Employee #, Badge#, Social Security, name, address, Dist of Assignment. The Department trained you in "Reasonable Suspicion" and "Probable Cause" The Department trained you on the Law... You didn't follow it, so the Department doesn't have to cover you in the Lawsuit. Punitive Damages are coming out of YOUR ass!
If an Officer, Sgt, Lt, Capt, all the way up to whatever idiot is running (or ruining) this Department cant figure it out, IT'S ON THEM!

Hey S.C.C. let the kids know that DOJ wants to interview non-exempt supervisors about their process of approving Use of Force in T.R.R.'s. A notice was recently sent out from Commander Buslik reminding everyone thst his office must review any and every report orior to it being released to DOJ. The hunt has begun. Beware!
It's very easy for the bosses to yell about doing more ISRs while they sit inside watching TV out of harms way physically and financially. They know their names are free and clear. It's kinda like the amature rope bridge builder telling someone else to walk across his new bridge over the Grand Cayon while he watches from safety while saying "you should be ok"
This is the FIRST time I've ever seen most of the POs come together on an issue in 32yrs. You can see they, Rham and the Bosses are VERY worried. The POs are now controlling the narrative. Stick together.

I understand Officers need the money from VRI, CTA. the parks, etc., but I think we can make a HUGE statement if we all stuck together for just ONE DAY, such as the 3rd of July and NOBODY signs up for any of the previous named special employment opportunities.
Let's be heard!
The shortened version of the ISR is just cutting down time for coppers to be off the street and up for a job. That's all. They are still going to use it to jam you up down the line. Don't let any boss tell you different and blow happy smoke up your ass. They are getting pressure from City Hall. I don't care how much easier they make it. I'll continue to refuse to write them as long as I have to give a receipt. My name and star are right on my chest. That should be sufficient enough. If it's not then crime can keep climbing. I'll be glad to give you a report for your pumpkin head sir...

I don't think it would make any difference if it was civilians or the police down there. It's the most fucked up unit in the Department and they've institutionalized it. We all know there's abusers who milk the medical but the majority of us who have to infrequently go down there because we really got hurt or we were really ill ... are treated exactly the same. Like assholes. When I broke my hand in a scuffle a few years ago, it was the most miserable experience I ever had in my 22 years on the job. A friend told me to "go see so and so down there. She'll take are of you." I'm thinking, why should I have to "go see so and so?" Why can't they simply treat us all like adults? You are right about one thing though ... this department IS doomed.

While I think your requirement for time on the job for these ranks might be stretching it just a bit, I agree 100% that the majority of time in patrol should be a prerequisite. I think a minimum of 15 years before making sergeant would put most new sergeants in their late 30's - early 40's ... making most (and I say most, not all) mature enough to handle supervising patrol officers. I've worked a beat car for sergeants who weren't yet 30 years old and while they were nice people, they didn't have the maturity yet to handle people. When you merit promote young kids the way they do, they aren't doing us any favors.

Superintendent,
I have an idea that might help bring in some ISRs. Just reach out to all the merit Detectives, Sergeants, Lieutenants, and ALL Captains and gold stars and let them know it's time to give back. Also, anyone that received a double or triple (or quadruple) merit promotion should be pitching in that much more. The ISRs should start rolling in steadily once that happens. You could even pitch in, it’d be fun.
And please just stop trying to explain things, really just stop. It’s not dignified.
Good luck with everything,
A former working officer/sergeant who unfortunately won’t be pitching in
P.S. Feel free to include the "special" study group promotees. They might not be as motivated to help since they probably believe they earned their promotions but who knows.

Unrelated, but this just shows the lack of respect given to Chicago Police. Jones College Prep has become a left wing lunatic asylum. Besides having a heavy, heavy PC left wing bias amongst its teachers, apparently the students are running wild with anti CPD rhetoric. The Jones Black Student Union (BSU) sponsored a talent show in celebration of Black History Month. One of the students inthe show performed an original rap which contained the refrain, "CPDK, CPDK..., which stands for Chicago Police Department Killer. Will the media pick up on this? What will Black Lives Matter say about this? I guarantee you that besides a stern talking to, nothing will happen to the student. Will the school bother to apologize to the CPD or make any kind of announcement at all?
Due to the current cumbersome ISR form the new and improved version will have a reduced font size. Upon completion of the training all officers will receive a department issued magnifying glass. ISR receipts will be enlarged to an 8.5x11 format and include a self addressed stamped envelope to the law offices of Loevy and Loevy.
Length is irrelevant. This is sent to the aclu.
Done.
Respond when called and drive safely. Arrest subjects with square unimpeachable probable cause. Period.
It's really simple....anything the ACLU is involved in I want no part of!!! They are the most dangerous organization in the country. Where the fuck do they get off dictating policy for the CPD? And the city caves to these assholes! Even if the ACLU was handing out $100 bills I would say fuck you! No thank you. These assholes defend terrorist for crying out loud! Bring the city to its knees! From ACLU website:
FEBRUARY 24, 2016 4:11 PM
Statement on Changes to Chicago Investigatory Stop Report
Yesterday, the Chicago Police Department announced a new simplified Investigative Stops Report (ISR) that officers will use on the streets beginning on March 1. ISR is the paperwork completed by a CPD officer at the conclusion of a Terry stop, often referred to as stop-and-frisk. Last August, the ACLU of Illinois reached a landmark agreement with the CPD and the City of Chicago to begin tracking and collecting more precise data about such events. That agreement was augmented in January by a new state law requiring the collection of additional information when police stop and search individuals on the streets all across Illinois.
The modifications to the ISR announced by CPD yesterday are modest and in no way impact the data required under state law or our agreement with the City and CPD. The changes consist of the following:
Two pieces of information that CPD had wanted to collect – whether a car was “curbed” as part of a stop and whether someone was handcuffed – were eliminated from the form; and
Three separate narrative spaces were combined into one.
As a result, the form has been reduced in length from 2 pages to 1-1/2 pages.
Officers are still required to collect the most critical information about street stops – namely, who conducts the stop, who is stopped, why the individual was stopped, whether the person was searched and why, what (if anything) was found and what was the outcome of the encounter. This information is necessary to insure that street stops are consistent with applicable law and the U.S. Constitution. And assuring that all such stops are lawful remains the focus of the ACLU of Illinois.
Heard the ACLU was in 008 and these assholes in suits said they wanted to ride around with us and get to know us during the next few months.......are you fucking kidding me???? How big of balls do these people have and how stupid do they think the blue shirts are??!! Well, some idiots will gladly ride along with them and think there buddies because we do have morons in this department. These people are looking for ways to jam you up and further there career, like the Feds do when they catch a lowly cop taking money from tow drivers to get a headline from the kool aid drinkers. Let me put it to you people who don't get it yet......THEY ARE NOT YOUR FRIENDS! THEY WANT TO SERVE YOU UP TO THE DOJ LAWYERS TO SCREW YOU!!!!!! DO NOT GIVE THEM THE AMMO!!!!! Screw all your articulable suspicion needed on those forms, I didn't see a damn thing!!!!! Sorry, I don't have STUPID written on my forehead.

Pull your RD's, give out your VINs, be where you're supposed to be on GPS, and go home to your families. They give no shits about YOU. Self preservation. I still can't believe it when I hear foot chases on the radio for stupid shit. They'll learn the hard way.
There's nothing a boss can or will do for you if this happens. Does anyone really think they will piss away their hard earned money and job for a PO?
2/24/2016 02:49:00 AM
"Hard earned" money??? Not on this job.
1:11am
That would be a great timeline if we all planned on spending 45 years on the job you
mental midget.
aclUnion, think about that. For you die hard democrats, you need to wake the f&&& up. This is a private entity having access to your information due to the left wing that is in power. Umm, private political organization being cut loose to scrutinize you. Do you get it yet?
2/24/16 9:51am is right on. Your corrupt city government made a pact with a racially motivated, corrupt political organization known as the ACLU. You should reject that pact out of principle to the full extent of the law. The FOP should stand up to this but it seems from what we read over the years they have made deals with the City too. Good luck folks.

Yeah, this will surely inspire more ISR's to be filled out.
They must think the Police are all Democrats.
Idiots.
2/24/2016 05:16:00 PM
That's why you need to know all the orders.Don't let them push you around.
I think Escalante was in my June 86 academy class but I don't remember him.
Where's he been at through the years?
---------------------------------------------------------------------------------------------------------
Busy losing his hair and he shrunk 4 inches.
Gold Braid pensions are muni gov sanctioned thievery.
----------------------------------------------------------------------------------------------------
Everyone gets their pension on the highest of their last four years.
Keep pushing and you'll make the city "fix this" non existent problem by averaging your last 10 years.
You'll still lose and higher paid workers will still win so be careful what you wish for lad.
----------------------------------------------------------------------------------------------------
No changes can be made to current employees anyway.
That would violate the state constitution.
WHAT THE CITY COULD DO is pay all exempt bosses their NON-exempt pay only.
The extra money for being a commander, deputy chief etc. would be in the form of a stipend on the 22nd of the month which WOULD NOT BE pensionable.
If they are smart they should be MAXED out in deferred comp.
If any exempts do not like it go back to being a lieutenant / captain.
This would be a good time to start negotiating a new contract

Apparently last night Doj was riding around in a squad in 008 with a po and ppo . The p.o got in a car chase with doj in the back seat over traffic. The car ended up striking numerous cars and was ultimately a hot car... thats really really dumb.. great job numb nuts
2/24/2016 10:40:00 AM
WTF? If this is true, then officer you are a jagoff! YOU are responsible for that PPO. If these DOJ pricks want to make something out this incident, that ppo is the first to suffer. If that ppo instigated the incident, YOU are the one to tell him/her to stand down. You're the car commander.
P.S. Unless that's your car, why should you give a rat's ass?
You don't chase with a ride-along in the back seat.

Is it true that the DOJ crapped his pants?
2/24/2016 04:56:00 PM
I am of the opinion that the ride alongs are a good thing. When they see the crap we have to endure for 8 hours a day, I think they will be more sympathetic and understanding of the job we do. I say don't hold back and let them experience the same bucket of shit we immerse ourselves in on a daily basis!
" like the Feds do when they catch a lowly cop taking money from tow drivers to get a headline"
2/24/2016 10:26:00 PM
So let me get this straight, you have a problem with them going after policemen that commit a crime? All that is going on with the media, citizens, and the feds trying to vilify police officers for taking legally justifiable actions, you decide the big injustice is a corrupt police officer being caught breaking the law? Good, go after all the police officers that are breaking the law, those are the assholes who make us look bad. Stand behind offices that act in the correct manner or even ones that make well intentioned mistakes and get hung out to dry, not the ones who are willfully breaking the laws.
The ACLU screams that the former contact cards did not indicate when an arrest was made during a Terry stop. ACLU also screams that arrests that were made due to a Terry stop were not indicated as having done a contact card prior to the arrest. They scream that they can't track arrests made due to a Terry stop. They falsely state that New York crime went down to an all time low after ISR reporting was introduced.
Hence our weak(fetal) mayor took the bait believing that crime would go down like in New York. Due more ISR'S and crime will go down just like New York. ACLU duped you Mayor and you bought it. ACLU can now track arrests on Terry stops without any foot work by them. We just hand it to them, just like traffic stops. The DOJ will order us to keep a data base so ACLU can research Terry stops that lead to arrests and then law suits for all. Stay fetal my friends.

Your obviously don't know how policy is created in this department.
And your obviously one of those needledick motherfuckers who hasnt seen the streets in a long fucking time and know whats best for the working copper, so you helped come up with this policy hoping to get the bite out of the apple at the expense of the department members who are the backbone.
D
Escalnte was not I repeat was not in the June 86 class . Would you care to make a wager in this

Stop being a coward and hiding behind "everyone"
in order to hold on to your ill-gotten gain....
Another poster had a good idea in that the exempt/civil service differential
should be paid as a non-pensionable supplemental.
Again... The exempt reward is the pay bump above what they're getting
at their civil service rank.
The ONLY reason Gold Braid Pensions exist is for the clouted to steal more
money then funnel some back to the Democratic Party bosses.
Nary a single blue shirt would be harmed by this revision.
2/24/2016 12:04:00 PM
They do that all the time kid. 50% of your bosses have never even worked the fucking streets and that's being generous.
Perhaps some of our suburban PO's could send a photo of what their ISR looks like and we can compare.
I just don't understand why the CPD has to do more than everyone else in the state.

They don't really push you around. They simply get a CR number on you. Ask a friend of mine who had a "heated discussion" over the phone with a female sgt. at the Medical Section. It was all over administrative BS, my friend taking the position he had been told by other Medical Section personnel, his doctor and what was quoted in the orders. The sgt. disagreed and said the order was "being revised." My friend went down theretwo days later to for an appointment (he did not talk to the female sgt. at this visit) and when he walked out, a sgt. from IAD was waiting for him with notification papers. Seems the female sgt. from the Medical Section didn't like the "tone of his voice" and found it "very threatening"; during their phone conversation; hence, a CR was obtained against the officer. The IAD guy told my buddy that the CR "wasn't going anywhere" but they still had to go through the motions. Stay healthy, friends, and avoid the Medical Section at all costs ...

First, it hasn't been civil service in over 20 years; it's career service. Secondly, none of that exempt pension goes anywhere except in the retired exempts bank account. It's NOT 1982 anymore. Third, as the apparent "champion of the blue shirts" you should know that most "blue shirts" don't really give a shit about exempt pensions; we're too busy focusing on what's going to happen to our OWN pensions, and lastly ... get over yourself. No one likes a whiny, sniffling moron who focuses on one of the least important issues facing the Department. You think taking away exempt pensions will fix everything wrong? You'll probably respond, "it's a good start." And that would verify the fact ... that you're really full of crap. I don't like the exempt pension either but some of us prefer to work on issues we have a chance of changing. Exempt pensions, right now, ain't one of them so move on.

Get up to date. For probably the last 5 years the new hires have had their pensions changed. It is now the last 8 years instead of the last four
