Too Little, Too Late?

Something about this sounds so very familiar...almost like the brass is getting all their feedback from some place we've heard about....somewhere...insignificant::
  • Interim Chicago Police Supt. John Escalante said Tuesday he hopes to counter a severe downturn in street stops by responding to cops’ complaints about the “burdensome” reports they’ve been filling out since the beginning of the year.

    Escalante told the Chicago Sun-Times that officers will start using a new, streamlined form on March 1.

    Escalante has met with officers for almost two weeks to hear their complaints about the “investigatory stop report” implemented on Jan. 1. He said he listened to their concerns at roll calls and at police headquarters.
Or maybe he read it somewhere. Proactive Policing is dead for all intents and purposes.

Hey, here's a bright f#$%ing idea no one downtown has ever heard of before:
  • How about you ask for and receive the input from the end users of this ACLU shit show? You know, the Patrol Officers? Not desk jockeys who haven't seen or smelled the inside of a blue-and-white for three, five, ten years or more. No Academy "instructors." No one from a Unit or a HQ spot. And absolutely no one who "volunteers" for a panel discussion about this crap in order to land a spot.
You come out to District Roll Calls and you ask the boys and girls what's what, what works, what's nonsense and what's wasting their time. Start treating Patrol like the backbone it's supposed to be instead of the handing us the ass end of the stick time and time again and telling us it's a sweet smelling rose.

Just because you avoided Patrol by dint of birthright, political connections, or who you happened to be sleeping with doesn't mean Patrol doesn't have valuable insight into how to run the Department efficiently and yes, better than you're doing right now. It wasn't Patrol that got us into this DOJ mess right now - it was the connected, the politicians, the clouted, running it into the ground where survival is the name of the game.

Of course, it's easy to forget where you came from - especially if you were never there.

Lol the ACLU insisted they were not contacting people who have been stopped, nope just passing out flyers with their contact info on it so they can be easily reach in the event some asshole wants to file a lawsuit. Oh and by the way, Escalante never came to my roll call, because if he had I would have told him the ISR form set has nothing to do with why I'm not stopping people, it's his new bs force mitigation policy and the mayor and ASA waiting to serve my head to shitheads on a platter.

ACLU is currently reviewing all isrs, they are handing out flyers. Your going to get jammed up, fired, sued. Cover your ass. Work smart. We are in a new age and the police department they want is here. Now they have to suffer the repercussions.

They can shorten the ISR all they want, the smart coppers won't do anymore than they have to do. Proactive policing is dead. Your word in court doesn't mean shit unless it's backed up by video. Everyone and anyone who can will throw you under the bus. They hand out suspension days like Halloween candy. You're expendable so firing you also isn't a problem. Most bosses nowadays are scared and NO they do NOT have your back. The media feeds biased and slanted info to the sheep, most of who hate your guts. We can not manufacture it just to get a stat. It's our lives and carreers we have to worry about not some boss. If the crime is there we address it but we have to follow the law. These are the rules that were made. Our bosses wrote the GO on ISRs so we will follow it but the civil rights of people can not be violated for some stat. There's nothing a boss can or will do for you if this happens. Does anyone really think they will piss away their hard earned money and job for a PO?

Repeal illinois sb 1304 or dont. It is the root of these new policies that have fundalmentally changed policing. The law was passed while the voters where asleep as part of the fergusion effect. The law is intented to provide police oversight, when we know that it was never a police problem to begin it. As we already seen in the first few months of 2016, if you restrict policing from the folks who need it, the end impact of sb 1304 really hurts them the most. The polticians who wanted to appease didnt do the math, but all they have to do is blame the police again to wash their hands.

I don't care if these ISR's go back to the old contact card format I am not doing them. The ACLU is making attempts to discredit police officers by contacting the people that get stopped. They ask leading questions and encourage them to file complaints on the officers. The DOJ is in town looking for a pattern of civil rights violations. They now notice that an officer has several recent complaints for fourth amendment violations. Now ,all of these complaints may be bullshit , but now the officer is on the radar of the DOJ and ACLU. What happens next ? The officer is all over the local news and is portrayed like some rogue individual who is going out of his way to harass citizens? Rahm and John , the ship is sinking and summer is right around the corner. The murder rate is going to rise and the only ones to blame are the elected officials, who pandered to a certain group. Policing as we used to know it is dead. If you are still going out on patrol and stopping individuals you may want to stop and think about what the repercussions are. I implore all of the police to stay safe and stay fetal.

Um, mostly it was McContactcard pushing relentlessly at EVERY SINGLE compost meeting for more, more, more, more, more contact cards. DOJ should start by grilling that asshole. He pushed the bosses, who pushed patrol to turn in more and more of these. The pressure was intense. I know those compost mtgs were recorded. DOJ should take a listen. "We've got to put our hands on people" was one of his famous lines.

And if a shorter form prompts ANYONE to complete these things, have your head examined...yes, the form is too long--but MOST importantly, the ACLU still gets copies, and they are still on a blue witch hunt. DON'T DO THEM EVEN IF THEY'RE SHORTENED. STAY FETAL!

No matter how they change the form, the Independent Police Review Authority is going to use this form, whether you do one or not, to jam more police officers than any other violation. They will use this to get around the sworn affidavit requirement so they can sustain more CR#'s. Ask anyone who has reviewed IPRA investigations over the years how many time IPRA added the charge "Officer failed to complete a contact card" so they could justify not "Unfounding" or "Exonerating" a complaint. If you fill out the "Stop Report" have a smart officer or supervisor review it before you submit it. Every watch has at least one person who knows how to write great reports.

Of course, the story focuses on the "work" the Officers have to do, making us look like whining cry babies. No mention of the real reason why the ISR is not being completed: COORDINATED ACLU TARGETING OF POLICE OFFICERS WITH MANIPULATED DATA. No matter what the format of the report, the efforts of the ACLU to manufacture a conspiracy so they can further hamper and curtail law enforcement activities is what is driving the lack of stops. When proactive policing really is dead, it would be great if that information really got out to the public.

As a patrolmen for over fifteen years I can say that Ebenezer Scrooge values the input of Tiny Tim more than the department values my input. A few years ago an exempt member had a meeting with us as far as our input, and I suggested that the department approve a 3/4 length winter coat similar to the ones that the state troopers wear because the wool reefer was not practical for use as it is impossible to draw ones weapon. Also because our winters are dread full. The department already had a approved a 3/4 length coat but it was discontinued and no longer approved. I guess my input fell on deaf ears. To top it off the blue leather jacket which is one of the few pieces of equipment that will last you thirty years with proper care and was a staple of the department is no longer approved for newbies, go figure.

De-Escalante is missing key points in that interview and in his subsequent PAX-501. 1. The vary Premise of the report is that Officers are Presumed Guilty of Racial Profiling, and now they must prove that they are not! Really, has anyone showed solid evidence that law enforcement in Illinois has been Racial Profiling? And by the way, the first time I ever heard that term, was when the Feds developed it for use at airports to stop Latinos from bringing drugs into the U.S.. So Police are denied the basic foundation of American Jurisprudence, and that is the Presumption Of Innocence. 2. The ACLU STILL RETAINS ACCESS TO ALL OF THE REPORTS, AND WILL STILL SEEK PATTERNS. Why are they still involved, if not to nail cops to the cross of White Guilt and Political Correctness. 3. All the previous theories of the Kansas City Study, the false bullshit basis for Community Policing are now being proven to be sheer bullshit! Consider that this was always touted as proof that greater police presence did not necessarily mean less crime. Well if that is the case, why are the number of people shot as police "Go Fetal" up 300%? What working cops have always said is now proven: Police Presence and Proactive Policing reduce violent crime. However, this City is not going to see that if it means cops are the targets of litigation and efforts to send them to prison. 4. In the PAX De-Escalante claims that the letters being sent to citizens by the ACLU is a false "rumor". Perhaps, but it is Standard as part of CALEA certification to send out these cards to people who have had contact with the police of an Agency going through CALEA certification. In case you have forgotten, Da Bronx Bulldog began that process for CPD. DOES THE ACLU HAVE ACCESS TO THOSE CARDS AND THEIR RESPONSES? 6.The "Bond" and "Trust" between coppers and their Department and Administration, is over for this generation. The law in regards to stop, search and seizure won't change because it is all based on constitutional and case laws. Yes you need a reasonable articulable suspicion- you must specifically state the reason for the stop; what crime was about to occur, did occur or occurred. Why did you search the person? Why did you search their car or other property? What led you to obtain probable cause for his/her arrest? Always remember a stop and a search are two distinct categories. Just because you make a stop does not mean you can automatically search. You still need a valid reason for searching the person or property like a car.

The bottom line is the department and the city wants you to do your job 100% by the book. So do your job- 100% BY THE BOOK.

What I would like to know is what was promised to who for the city to enter into this "agreement" with the ACLU? There is no discernible benefit for the city. The city claims the ACLU will not sue if they get the data and changes, but there is nothing to stop the ACLU from sharing the info with member lawyers who will sue. Does Rahm see the writing on the wall and hope to get a job at one of these law firms like his predecessor? (I know he doesn't have a law degree, but dick devine could pass the bar for him.) Or is he hoping to get paid in campaign contributions? There has to be something more at play to make Rahm sell the city out like this.

I understand Officers need the money from VRI, CTA. the parks, etc., but I think we can make a HUGE statement if we all stuck together for just ONE DAY, such as the 3rd of July and NOBODY signs up for any of the previous named special employment opportunities.

I don't think it would make any difference if it was civilians or the police down there. It's the most fucked up unit in the Department and they've institutionalized it. We all know there's abusers who milk the medical but the majority of us who have to infrequently go down there because we really got hurt or we were really ill ... are treated exactly the same. Like assholes. When I broke my hand in a scuffle a few years ago, it was the most miserable experience I ever had in my 22 years on the job. A friend told me to "go see so and so down there. She'll take are of you." I'm thinking, why should I have to "go see so and so?" Why can't they simply treat us all like adults? You are right about one thing though ... this department IS doomed.

While I think your requirement for time on the job for these ranks might be stretching it just a bit, I agree 100% that the majority of time in patrol should be a prerequisite. I think a minimum of 15 years before making sergeant would put most new sergeants in their late 30's - early 40's ... making most (and I say most, not all) mature enough to handle supervising patrol officers. I've worked a beat car for sergeants who weren't yet 30 years old and while they were nice people, they didn't have the maturity yet to handle people. When you merit promote young kids the way they do, they aren't doing us any favors.

Repeal illinois sb 1304 or dont. It is the root of these new policies that have fundalmentally changed policing. The law was passed while the voters where asleep as part of the fergusion effect. The law is intented to provide police oversight, when we know that it was never a police problem to begin it. As we already seen in the first few months of 2016, if you restrict policing from the folks who need it, the end impact of sb 1304 really hurts them the most. The polticians who wanted to appease didnt do the math, but all they have to do is blame the police again to wash their hands.

I have an idea that might help bring in some ISRs. Just reach out to all the merit Detectives, Sergeants, Lieutenants, and ALL Captains and gold stars and let them know it's time to give back. Also, anyone that received a double or triple (or quadruple) merit promotion should be pitching in that much more. The ISRs should start rolling in steadily once that happens. You could even pitch in, it’d be fun.

And please just stop trying to explain things, really just stop. It’s not dignified.

Besides having a heavy, heavy PC left wing bias amongst its teachers, apparently the students are running wild with anti CPD rhetoric. The Jones Black Student Union (BSU) sponsored a talent show in celebration of Black History Month. One of the students inthe show performed an original rap which contained the refrain, "CPDK, CPDK..., which stands for Chicago Police Department Killer. Will the media pick up on this? What will Black Lives Matter say about this? I guarantee you that besides a stern talking to, nothing will happen to the student. That would violate the state constitution.

WHAT THE CITY COULD DO is pay all exempt bosses their NON-exempt pay only.
The extra money for being a commander, deputy chief etc. would be in the form of a stipend on the 22nd of the month which WOULD NOT BE pensionable.
If they are smart they should be MAXED out in deferred comp.

If any exempts do not like it go back to being a lieutenant / captain.

The ACLU screams that the former contact cards did not indicate when an arrest was made during a Terry stop. ACLU also screams that arrests that were made due to a Terry stop were not indicated as having done a contact card prior to the arrest. They scream that they can't track arrests made due to a Terry stop. They falsely state that New York crime went down to an all time low after ISR reporting was introduced.

Hence our weak(fetal) mayor took the bait believing that crime would go down like in New York. Due more ISR'S and crime will go down just like New York. ACLU duped you Mayor and you bought it. They do that all the time kid. 50% of your bosses have never even worked the fucking streets and that's being generous.

Perhaps some of our suburban PO's could send a photo of what their ISR looks like and we can compare.
I just don't understand why the CPD has to do more than everyone else in the state.

I don't think it would make any difference if it was civilians or the police down there. It's the most fucked up unit in the Department and they've institutionalized it. We all know there's abusers who milk the medical but the majority of us who have to infrequently go down there because we really got hurt or we were really ill ... are treated exactly the same. Like assholes. When I broke my hand in a scuffle a few years ago, it was the most miserable experience I ever had in my 22 years on the job. A friend told me to "go see so and so down there. She'll take are of you." I'm thinking, why should I have to "go see so and so?" Why can't they simply treat us all like adults? You are right about one thing though ... this department IS doomed.

They don't really push you around. They simply get a CR number on you. Ask a friend of mine who had a "heated discussion" over the phone with a female sgt. at the Medical Section. It was all over administrative BS, my friend taking the position he had been told by other Medical Section personnel, his doctor and what was quoted in the orders. The sgt. disagreed and said the order was "being revised." My friend went down theretwo days later to for an appointment (he did not talk to the female sgt. at this visit) and when he walked out, a sgt. from IAD was waiting for him with notification papers. Seems the female sgt. from the Medical Section didn't like the "tone of his voice" and found it "very threatening"; during their phone conversation; hence, a CR was obtained against the officer. The IAD guy told my buddy that the CR "wasn't going anywhere" but they still had to go through the motions. Stay healthy, friends, and avoid the Medical Section at all costs ...

Everyone gets their pension on the highest of their last four years. Keep pushing and you'll make the city "fix this" non existent problem by averaging your last 10 years. You'll still lose and higher paid workers will still win so be careful what you wish for lad.

Another poster had a good idea in that the exempt/civil service differential
should be paid as a non-pensionable supplemental.

Again... The exempt reward is the pay bump above what they're getting
at their civil service rank.

The ONLY reason Gold Braid Pensions exist is for the clouted to steal more
money then funnel some back to the Democratic Party bosses.

Nary a single blue shirt would be harmed by this revision.

First, it hasn't been civil service in over 20 years; it's career service. Secondly, none of that exempt pension goes anywhere except in the retired exempts bank account. It's NOT 1982 anymore. Third, as the apparent "champion of the blue shirts" you should know that most "blue shirts" don't really give a shit about exempt pensions; we're too busy focusing on what's going to happen to our OWN pensions, and lastly ... get over yourself. No one likes a whiny, sniffling moron who focuses on one of the least important issues facing the Department. You think taking away exempt pensions will fix everything wrong? You'll probably respond, "it's a good start." And that would verify the fact ... that you're really full of crap. I don't like the exempt pension either but some of us prefer to work on issues we have a chance of changing. Exempt pensions, right now, ain't one of them so move on.

Get up to date. For probably the last 5 years the new hires have had their pensions changed. It is now the last 8 years instead of the last four
