- Mayor Rahm Emanuel on Wednesday branded as “totally unacceptable” the bloodbath that has Chicago on pace to reach 600 homicides in 2016.
The mayor also acknowledged that the police shooting of Laquan McDonald and the sweeping federal civil rights investigation triggered by dash cam video of a white police officer pumping sixteen rounds into the body of a black teenager has resulted in an unfortunate decline in pro-active policing.
“Our officers — and I can tell you this first hand—are sensitive and aware of the last two months of the discussion,” Emanuel said of the police shooting of Laquan McDonald that triggered a sweeping federal civil rights investigation and the firing of Police Superintendent Garry McCarthy.
“We have to be able as a city to hold up those who are an example of the community policing we want to see in our Police Department while we hold accountable individuals who do not uphold the best standards and the highest standards.”
You mean like the accountability everyone saw when someone sat on a controversial video for a year while a $5 million settlement was approved by a rubber-stamp City Council? The accountability we're seeing as whomever was responsible for burying that video manages to avoid any sort of .....um..... accountability?

I was at one of those community meetings last week and this tracks what he said down to the 12th District CAPS officer who is starting the basketball program. What he didn't tell the reporter was that he also was told at that meeting by a community leader that the 12th District now has just 60% of the number of officers it had pre-merger. (She said 532 before the merger and 315 in early Feb.) He acted shocked and appalled at the numbers especially when she said on more nights than not, there aren't enough officers to man all of the beat cars in the district. He said everyone wanted more police, to which she said, "We're not asking for more police; we're asking for the number of officers we used to have." He said he'd "look into it." Right...

Most criminals have been arrested numerous times and for their whole life they have been given free hand outs. The schools are out of control because you cannot kick out the trouble makers. Democrats teach them that there is no consequences for being bad. Police lock people up and the courts and sheriff put them right back on the street. How long is the black community going to believe that "Guns" "Slavery" and the "Police" are the problems? Area central gang/gun/sat officers are being forced to "create" ISR's. Sgts are being held "accountable" for their officers not doing them. Therefore Sgts are letting their officers do ISR's when they are not needed just to fill a quota. Bosses have said to stop doing blue cards because they "don't count." Last I heard they are state law. Every day officers in these units are being threatened to produce or get dumped. Even if you are working, bringing in activity, if it's not an ISR it doesn't count. Bosses need to be held accountable for pressuring their officers to make questionable stops just to satisfy the mayor. The same mayor that has dragged the CPD through the mud over and over again. The same mayor holding press conferences with fake tears completely throwing the whole department under the bus. The same mayor empowering criminals for votes and handcuffing the police. From a former LEO, I feel all of your pain and that of Aldo. Police officers are being looked at under a microscope, and if there is a case they are scrutinized at such a level that would never be acceptable for the most recidivist felon...some would call it racism. My question is where has the Attorney General been during this time and why doesn't she take a stand?
If Hillary is indicted, will the DNC select Rahm to run for president in her place?

There is literally nothing they can do about this. Unless they get rid of ISRs. The days of jumping out on 20 people a day are gone. Even if you did still do that and articulated it in an ISR it would take forever. It's unreasonable to think any officer would be able to stop 20 people a day and do 20 ISRs. I don't know what else to tell these bosses. You guys are asking for something that is an impossible task. Your expectations are unrealistic. If it wasn't for the ISRs and giving of receipts a lot of police would still do work. Even in despite of the anti-police climate.

I thought area central officers were told not to long ago that they would no longer be judged on activity but to concentrate on high visibility resulting in reductions in shootings. Which is it? And as for the Blue cards. I thought the GO read that if an officer stopped a motor vehicle and doesn't pat the driver down, search the vehicle and so on, that an officer is required to complete Blue card not an ISR and if I write the driver a citation I'm required to fill out and affix the sticker to the back of the citation. I disagree, there is good percentage at the bottom of folks and people who are never held responsible. Laqquan and Michael Brown are just 2 that come to mind. This is also the same Chief that is telling every politician, every alderman, every minister and every community leader to contact his girl Lori Lightfoot, the Mayor's puppet Jane Roundtree and anyone in the Mayor's office to push for him to be the next Superintendent. He is about to turn 63. Who is he going to lead? Who is going to follow him? He is a dinosaur and needed to retired 3 superintendents ago, he is plagued with scandal from women, one of which was arrested, to his ex secretary YB who made sergeant because she is alleged to have had the test, to having personally walked her to the bathroom during the Sergeant's test through an area that officers were not allowed to go through (I wonder what help she got on her way), to the current lieutenant's test through FOIA requests it was found that he did have direct access to the test and everyone around him made Lieutenant in the first class, including newly retired First Deputy Alfonza Wysinger's wife who doesn't use his last name.

If your ultimate bosses, the citizens, do not want police enforcement, then really you should not be giving to them. The people on his jury I would strongly bet were never victims of a crime, and have no contact with police officers who risk their very lives each and everyday on the streets of Chicago! Aldo patrolled in "terror Town" general public what kind of area do you imagine that would be? Gene Williams posturing yesterday was just a show for the Aldermen who were in the audience so he could give them a taste of what is to come so they would also support his antics. According to his girl, he has already been promised the job, will be one of the final three and will be sworn in by the end of March. CPD keeps going from bad to worse. Two wrongs don't make a right morons. Meritorious promotions were created to draw capable minorities into positions of supervision that did not test well. Meritorious positions were given to even out the promotions a little. Still wrong in my opinion, but whatever. Cheating on tests is a whole different ball game. It is shameful, unethical, and lacks integrity....all of the values that should exist in a supervisor but not on this department. These M & F/1's are typical now of their M & F/1 exempt members, exact replicas, promoted beyond their capabilities, yet they only make up 30% of Chicago's ,17% of the state's, and 13% of the national population. These liars/cheaters and those that helped them, lack character and can't even see the wrong they have done. They are the reason for low moral. They will have promotion parties to pat themselves on their back for screwing the truly deserving. You will all be in hell one day.

SCC, this is a thread that needs to be examined. Let's take a look at all of these "leaders" on this job. Let's look at heir arrest history, the districts they worked in, their assignments while in those districts. I would suggest their complimentary history, but that has been so diluted over the years that now it means nothing. How many CR#s were leveled against them. It used to be understood that the harder you worked, the more CR's you would get. It was all part of being an Aggressive, proactive officer. It would be very interesting to see what, if anything, these "leaders" did as street cops to mold them into the stellar exempts they are now.
If you lose your position, they split you and your partner up, whatever it is, stay blue and stick together. This is a huge deal. They only take care of who they want, remember that. Nobody cares.
