Crunching the Numbers

The other day, we linked the "Police OT" article that pointed out how officers are earning sizable amounts of overtime.

Realize that the media buries the really interesting stuff deep in the articles - stuff that they know you aren't going to delve 15 or 20 paragraph in to learn.

This is one of those articles...and someone read deep enough to pull out some interesting numbers:
  • The records show that 2,575 Chicago Police officers have retired since Emanuel took office in May 2011.

    When the Chicago Police Department announced results of its latest minority recruitment campaign in February, the mayor’s press release included the following line: “Under the Emanuel administration, more than 1,600 police officers have joined the Chicago Police Department along with promotions at every rank to bolster strong leadership in the organization.”

    That means the city hired 975 police officers fewer than the amount needed to honor Emanuel’s longstanding promise to keep pace with attrition and to maintain police strength at the 12,538 officers authorized by the city budget.
Those are paragraphs 13, 14 and 15, and it shows a 975 officer decrease under Rahm. Read on to paragraph 18:
  • The mayor also balanced his first budget by eliminating more than 1,400 police vacancies, declaring an end to what he called the annual “shell game” of budgeting for police jobs the city had no intention of filling.
Add those 1,400 eliminated spots to the 975 fewer officers and you begin to see the problem - the force is 2,375 officers shorter than it was just since Rahm took over. That's four or five fully staffed districts. You wonder why Rahm had Garry close three districts? And close two detective areas? This was (and continues to be) a planned decimation of the CPD. And we aren't even counting the hiring freeze Shortshanks put into effect that led to the 1,400 vacancies. It ended up being a lot more than 1,400.

You think this might have something to do with the increasing homicide numbers?

In a move by Shanks, I was written out of a budget, and then was moved to another unit, where my title code was changed a month in the new unit. Within 6 months, two positions were eliminated.

Less police means more crime. And crime and homicides will only increase since those committing the criminal acts have no moral compass, in a community that has been used the by the demorats of the city since the 1920s.

The Daleys and Rahm view the police as a necessary evil, as are the CFD. Too much monies spent on payroll, equipment, overtime and pensions. Monies better suited for political paybacks for those who contribute to campaigns.

There's also 250,000 fewer city residents who primarliy resided in the Projects and those that are remained are fighting for their own fragmented fiefdoms and are murdering each other in the process.If you think the Dept will return to it's same level of staffing prior to Rahms election in 2011, keep wishing.

The department is so short on POs it's beyond dangerous. Morale is crushed way below sea level and with the manpower shortage time off is severely restricted which puts morale even lower. Thanks Rahm!

The real reason for the lack of hiring and the "passive layoffs" (through 55 and out with medical with 20 YOJ) has everything to do with defunding and bankrupting the pension. The city wants to have less police officers so the city's pension cost is lowered.

Anyone know how many retirements are expected in the coming next few months? There has to be quite a few of the 87 class ready to pull the pin, which makes the manpower shortage even more pronounced.

some simple math:

Original Budgeted authorized positions: 13,500
Positions removed from budget: 1,400
Remaining Budgeted positions: 12,100

So if there are 12,500 plus officers, then there are at least 400 greater than
authorized.

So next time my gas tank gets half empty, I will just reduce the capacity, and....TA-DAAAA! Completely full!!!

Increase in backlogs too. There's nobody available to take any calls. Throw in the scammers who find out when calls are pending on their beat and hold themselves down on traffic stops that they're not really on for 45 minutes (rule 14 violation anybody?), premise checks that they're not checking for 45 minutes or the obligatory ghost hand waiver for 45 minutes and what have you to avoid answering calls with no sergeant saying anything about it and you have yourself an officer safety problem, pissed off citizens who have to wait hours for the police to show up and some disgruntled p/o's handling most of the calls in the districts getting pulled off of their beat and sector constantly. Somebody could end up getting hurt because of this.

So that explains the billboard that was advertising 'apply to become a Chicago Police Officer '(in Spanish print !! ) near the Ogden exit ramp off the Kennedy. Hmmm... As a Latino copper who speaks Spanish, I am offended actually. What kind of a hell of a message is this sending? That the CPD doesn't care if you can't speak or write English properly, we'll take you anyway. Wow. The dumbing of America. Quite frankly we have enough people on this job who cannot put together a grammatically correct sentence and who have horrible language skills. We don't need any more. We're police officers for chrissakes! We need to elevate ourselves regardless of our ethnic backgrounds not dumb down. The name of the campaign itself is an insult to anyone who is college educated, has a brain, and is not Caucasian.

It's not just the shrinking Department you have to worry about. What is the real agenda of the Progressive Democrat? Why have they demonized the police? They have emboldened the criminal mindset with their media coverage, right up to the office of the President who claimed they acted "stupidly" when dealing with his friend and never offered a retraction. Why have they made it impossible to do our job? Nobody really wonders why violent crime is spiking, murders and shootings are almost double and the murder of police officers is up well over 100%.

What's really going on here? What is the end game?

When I came on in 86 in a massive hiring, we were told that in 25-30 years there would be a sea change in the department, as all those hires would retire approximately at the same time. They didn't tell us that we wouldn't be replaced. Instead of doing more with less, how about doing less with less. Good luck and God bless you guys.

How about looking past your next overtime check and at your pension check.

Start hiring now. (kind of hard with the LESS THAN 5000 that signed up for the next test!) Decrease the VRI as the new hires hit the streets so we can have people actually CONTRIBUTING to the pension fund after Officers like you and I retire!

Twenty some years ago I considered creating a paid study group that would teach ways of being a dog ass, i.e. winning wagon wars, avoiding jobs, lengthy lunches, handwaver 101, keying out bosses, hanging out at home, hiding in plain sight, running under the radar, and, well before it's time, in general, staying FETAL.

Maybe, now is the time to come out of retirement and follow through with that idea since it's time has come and the department can no longer hold a stick over my head.

There could be 2,000 more officers or 10,000. It wouldn't matter with regards to crime statistics. Much else must change in City and County politics before the police will start being proactive again.

You have activist racist judges advocating from the bench with an axe to grind, finding no probable cause or letting frivolous lawsuits go forward or releasing felons early; aldermen and the Mayor all too ready to blame the police for the shortcomings of the politicians themselves; coddling of thugs, generations of welfare recipients, protesters who disrupt and assault normal everyday people shopping and working. You get the idea.

This game is rigged against law and order, and will remain so until the people of Chicago want change and demand reform, and replace these rotten corrupt faithless dishonorable politicians and judges.

The generational welfare and section 8 scam must also end. And quit dicking around about the street gangs, declare them outlawed as criminal conspiratorial organizations that promote public disorder and urban terror, and let's start putting these 100,000 gangbanger assholes in jail.

But it won't happen. So it doesn't matter how many cops we have on the dept., except perhaps where officer safety is concerned, of course.

On another note, the vehicle I am forced to patrol in has 130k miles. And smells it. How about some new cars? Or at least some new seats? These cars smell like a bum's asshole.

If you want to lessen the pension costs allow officers to forego pension in exchange for no residency requirement but a bump in pay. Lay out a plan that would allow officers who have 10 years or more of service to "opt-in" the plan or something of that nature. As long as you keep up with attrition the number of officers that would actually take the option would be less than new hires that have to stay minimum of 10 years. I doubt there are many officers that would choose the plan because they would then have to dilligently invest and manage their money, but for those that would like it, it would eliminate a full individual pension obligation for the city.

The 'end game' is to have the cities burn and riot and have homicides go through the roof. Eventually the ghetto dwellers will branch out to the 'suburbs' and in the interests of 'public safety' radical gun control (confiscation?) will be pushed through, even if it takes 'executive action'. The last 8 years have shown that as long as the R's get to wet their beaks they won't upset the apple cart. There will be more and more 'unarmed citizens unjustly killed by the police' until the beneficent federal government decides that it can't allow the po-leece to kill any more voters. Again by executive order there will be formed a Federal Police agency that will be in charge of all local policing activities, and run by people of the like McCarthy and the other backstabbers of the 'de escalation' ilk. Anybody that won't agree to be 'retrained' is gone. Then the G has all the control, no guns, Federal Police who can't or won't talk back, a socialist paradise.

The door opened when richie delay started the 55 n out to reduce the payroll by eliminating the top salaries and that was years before 1/2 digit. The payroll/ budgeted numbers game was going on for years and as long as he fed us a fish, albeit a lean one FLOP bit their tongue on saying anything. They always counted the district manpower, detailed out and specialized units together. SCAM !!!!

Gps not working, PDT for squad cars not repaired for months, printer down yet nobody has answer.

And the Commander and exempts whose jobs it is to monitor these equipment needs? SILENT hell most of us could not even name whose is in charge of issuing vehicles!

Schools being closed police station being closed and millions of dollars in real estate remains abandoned in premium areas of the city.

Off Topic:

I was checking out the city of Chicago data portal and noticed that FOIA request made to the Police department has not been updated for a few years.

Does anyone have a logical reason why the City would hide the medias request for videos and case reports?

I don't even see the monthly request made by Loev&Loevy for all those use of force request and copies of Feds subpoenas investigating the City?
I know they are out their because the commander hates them with a passion he actually has to read the reports so he is not blindsided.

This is actually an old idea that has been already used. In the 80's there were shortages in manning beat cars. Bad press in the papers. So what did the powers-that-be do? The city re-beated districts going from 4 sectors to 3 and 3 beats in each sector. Problem solved. Another game played is the "detail.". Every district has mystery officers in the official district tally that really work somewhere else. Only thing that does not get downsized is the bloated command staff.

CPD needs to work together with FOP to fight residency during next contract negotiations. Many municipalities are going away from the requirement. This could increase quality of candidates of all races to appease the city's desire to be more diverse. Everyone mentions "mass exodus" but that simply would not happen. Us PO's with young children have a long road ahead of us regarding education.

Save the "you knew what you signed up for". I understand. But it's time to bring to bargaining table. And, the whole be a part of your community..... Ok, let me work in 016 with my 9 years then.

Sorry off topic , but what a bunch of BS with CPD using airport parking lots to give tickets on expired tags, like many people my son didn't pay attention to his tags, expired 3 days. I am sure this is coming from the top , got to use out of towners to fund the city. I always gave 30 days grace in the good old days, but Chicago will get money any way they can.

If you had your own title code, and got moved from one special unit to another, I'd say you've been taken care of pretty well. What exactly are you complaining about? What were these specific positions that were eliminated, and why was that a problem? I'll wait patiently while you avoid answering.

some simple math:

Original Budgeted authorized positions: 13,500
Positions removed from budget: 1,400
Remaining Budgeted positions: 12,100

So if there are 12,500 plus officers, then there are at least 400 greater than
authorized.

So next time my gas tank gets half empty, I will just reduce the capacity, and....TA-DAAAA! Completely full!!!

Maybe you should forget the simple math and focus on simple reading. The budgeted number is 12,500+, which is 975 more than the current manpower. That means we're 975 below the budgeted manpower, and 2375 below the previous budgeted manpower. Simple math tells me you run out of gas a lot.

CPD is the city. They don't work with the FOP in contact negotiations. The city wants the residency requirement. If they had it their way, they'd want every P.O. living in the highest crime areas of the city. The FOP needs to fight the city to lift the residency requirement. The problem with that, is that it will never happen, at least not without giving up way more than necessary. Residency is here to stay.

They are only giving second chances to those who fail the initial power test to members of "the community". Two of my buddies failed it a year ago. No second chance. Never notified to come back and try again. Nothing. However two "community members" I work with were given a second chance weeks after they initially failed. Ironically they both failed again. So there you go. Second chance on the PT only applies to "certain people".

I have to disagree. More officers means higher visibility, and less of a chance they will begin shooting. We can't say how many shootings have been stopped just by a copper driving by, giving Shitavious cold feet.
There is another reason for the higher homicide totals back then as opposed to now, and it has nothing to do with number of officers on the streets. Since the 90's there have been improvements in the medical field, and technology like the cellphone. The lives of many persons shot now are being saved, whereas 25 years ago, those gun shot wounds would have been fatal. Cellphone enable medical attention to be administered quicker. Back then, someone had to run home or find a pay phone to call 911.
I think a better comparison might be number of persons shot those years as opposed to now.

From the city's point of view having officers stay till 65 or 67 has some benefits. One is that you will die younger therefore easing the pension burden. Another is that you will not be hard charging and less lightly to get involved in an arrest easing the pressure on the jails and court system which also means less liability for use of force, false arrests incidents etc.

Supposed to be starting in May.

16 May is the last day for Sgts to leave with 55 and out health care.

They guessing at leat 75 sgts put in their walking papers. Might go higher.

The City has EXACTLY what it wants; city workers live in the highest real estate tax paying areas.
City workers are trapped inside the city, but because they choose the best areas they can afford, they also pay a huge percentage of Chicago's real estate taxes.

Nobody is to blame but your son. Had he taken care of business and squared away his tags there wouldn't be any ticket. Responsibility, accountability, discipline, consequences. That test has always been garbage. It's a completely biased and unfair test with lower standards across the board for women. That shitty test gets rid of a lot of good, able bodied candidates. When's the last time you chased an offender on foot for a mile and a half? What does the amount of terrible, unsafe, sit-ups you can do in a minute have to do with any function of being the police? What does bench pressing a percentage of your body weight have to do with anything? I can curl more with one arm than some of these women coming in there have to bench press. Then you have some big 6'5" guy that has to bench so much weight that he could press three of those women stacked up and he fails because he could only bench 250 and not 270. It's a stupid test that should have been changed long ago. How about they do it like the military which simply requires you to have a functioning body and be within a certain weight limit when you start the academy. Structure the academy training properly to get everyone in shape together as a unit that celebrates team work. The academy is and always has been run like shit.

I could NOT disagree with you more! If you want the fucking job, then do what you need to do...GET IN SHAPE and PASS the fucking power test! if you don't want it, fine...sit on your ass and watch it expand. Numerous generations have been hired who were fully ABLE to do whatever was required of them by the dept. in order to get hired. If you want something bad enough, work for it!I passed the completely voluntary power test every yer for 10 years until I retired. It wasn't about the crappy little $250 (until they began to take out taxes on it, which made it even crappier), it was all about the pride!

Sorry off topic , but what a bunch of BS with CPD using airport parking lots to give tickets on expired tags, like many people my son didn't pay attention to his tags, expired 3 days. I am sure this is coming from the top , got to use out of towners to fund the city. I always gave 30 days grace in the good old days, but Chicago will get money any way they can.

Nobody is to blame but your son. Had he taken care of business and squared away his tags there wouldn't be any ticket. Responsibility, accountability, discipline, consequences. Life lessons that need to be learned. Chicago doesn't get anyone's money if people have the proper stickers on their cars. It's only a ticket. He'll be ok.

Whoever responded to the complainant above, well said! And to the parent...your 'kid' is an adult, who owns a car. It's his problem, please do yourself (and your adult kid) a favor, and let THEM deal with it!

I don't understand what some of you are complaining about. CPD isn't the only Dept that requires you to pass a power test before joining. There are ALOT of Depts that require it, even in the conservative South (I know cause I'm researching them for when I leave this shithole.) With that being said, we all know it's a joke of a test and the standards arent really that high....so WHY CAN'T SOME PEOPLE PASS IT? If you're trying to get on the job, push ur ass away from the dinner table and hit the gym. Its not rocket science. If you don't have the will power to merely try and get in shape for a job you say you really want, you don't want the job. It's the same as some of you who talk about "certain" groups who wash out cause they refuse to stop smoking weed and can't pass the drug test.....

Let's just put this to bed folks......RESIDENCY CAN be lifted here no matter what anyone from the City or Dept says. Courts in other MAJOR cities have ruled in favor of not requiring residency so there is presidence. The problem we've had here is 1) we've tried to negotiate it in contract talks (the City isn't going for that) 2) The argument made in court on workers behalf was piss poor....prob cause they hired an attorney fresh out of law school. The ONLY way to get this lifted without us having to give up arm and a leg is to hire the BEST..AND I MEAN BEST attorney in the field of residency and get them to present the case. This should also happen for our contract negotiations. Quit hiring mickey mouse ass attorneys and get lawyers WELL VERSED IN THOSE FIELDS! Sure it'll cost but I'd rather pay for that and get what we ask for than pay in house attorneys to do a 3rd rate job and we get screwed. The City has some of the best negotiators and attorneys in the business to fight us, we need equal people on our side or we ll keep having to live in the City getting 1% raises and giving back other benefits we ve fought for in the past.

That test has always been garbage. It's a completely biased and unfair test with lower standards across the board for women. That shitty test gets rid of a lot of good, able bodied candidates. When's the last time you chased an offender on foot for a mile and a half? What does the amount of terrible, unsafe, sit-ups you can do in a minute have to do with any function of being the police? What does bench pressing a percentage of your body weight have to do with anything? I can curl more with one arm than some of these women coming in there have to bench press. Then you have some big 6'5" guy that has to bench so much weight that he could press three of those women stacked up and he fails because he could only bench 250 and not 270. It's a stupid test that should have been changed long ago. How about they do it like the military which simply requires you to have a functioning body and be within a certain weight limit when you start the academy. Structure the academy? Look who is in charge of the academy? A DC that does not believe in discipline and has lowered the standards in the gym. He is concerned that the gym staff was too strict with physical activities. Recruits are not in shape when they graduate.

The standards for the PT test are set by the State of Illinois, not by the CPD. A person MUST pass these minimum standards within 45 days of the academy. These are the same people when you pass your final exam give you your police powers. You are employed by the CPD but must meet the standards of the State of Illinois. So go bitch to the state if you want to change it.
