- The Chicago Police Department spent a record $116.1 million on overtime in 2015 — up 17.2 percent from the previous year — to mask a manpower shortage that has mushroomed under Mayor Rahm Emanuel, with police retirements outpacing hiring by 975 officers.
“Overtime is totally out of control. Arrests are down. Stops are down. Crime is up. All we’re doing is paying people to do nothing,” said Ald. Anthony Beale (9th), former chairman of the City Council’s Police Committee.
Golly, Mr. Beale - we could say the same thing about 25 aldercreatures, their fully funded pensions and their $1 million slush funds. And you aren't paying them to do nothing - you're paying them for their service based on a negotiated Contract. Asshat.
- “If we’re not getting the bang for the buck, we need to stop paying overtime and do the resources allocation I’ve been talking about for years” by reassigning officers to districts where crime is highest, Beale said.
Which of course mean, "Take all the police out of the high-tax/low-crime areas and put them in the out-of-control/low-tax/subsidized/high crime/Thunderdome areas."

Let's try this experiment: make 3 big districts in the city. Black, Hispanic, and white. Assign all black officers to patrol the black districts, Hispanics to their own district and whites to their own. See how that works. At minimum, I guess we could eliminate any chance of racial profiling and the white cops would not been in the black communities. On a realistic note, I thought we already assigned a heavy majority of cops to these same areas - but you didn't like the fact that cops tried to do their jobs. Bottom line these are war zones and should be treated as such. Known gang members SHOULD be stopped every time they walk down the street. But you didn't like that. Now live with what you created. How about this - if any of your children are involved in gangs - and you're on public assistance - you don't get a check. That certainly will save some tax payer $$. Quit blaming the police - start blaming your own communities.

Maybe the city could save money by cutting alderman positions. They're are 50 alderman in Chicago that get paid 104,000 to 114,000 a year. That's a lot of alderman. Instead of 50 alderman we can have 10 alderman instead and the city would save roughly 4 million dollars a year .

Haven't read the article, but if Walters is at issue, I can say I have never seen a guy who uses every second of his time doing police work like Walters. He doesn't lounge around, he doesn't lean and chat. He works. And nobody knows DUI like he does.
I'm retired now, but I've signed a lot of o.t. slips for him and never had a qualm about it. My only complaint is I wish we had ten more like him.

I don't disagree that manpower in 016 needs to be increased, but the highest taxed ward in the city? That's actually pretty funny. Go talk to the people in the Gold Coast, Lincoln Park and Lakeview about what they pay in taxes and how many officers their districts have lost in the last few years. Those people pay $20k in property taxes and probably de squad cars as infrequently as we do in 016.
The only reason these alderscum have such a high paying do nothing job is because they are able to fool their residents. Otherwise they wouldn't be qualified to manage a pumpkin patch.
Last time I checked, some of the activity required to work VRI generates revenue for the city. It's not like the city isn't partially paying for VRI with activity revenue.
Just sit on your ass and do nothing just look for the 1st and the 15th !

VRI is working. They saturate an area with police cars on most blocks and there's no calls for service and no one getting shot. That's what it was intended to do. Reduce crime in those areas. High visible patrol works.

The Contract doesn't need to expire! The DOJ has the authority to render your contract NULL & VOID! All they have to do is convince a "Federal" judge is that the disciplinary funtions (read - your right to due process) hinders the "timely administration of transparency" and they can suspend the contract. They did it in L.A. after the Rodney King investigation. Google it. You will not even HAVE a contract very shortly. The ONLY thing that they cannot affect is the pay scale. EVERYTHING else (watches by seniority, etc.) cam be changed! Three months to go and I am ouuta here!
There is a lot of apathy in the high crime areas and people who collaborate with criminals often lie on the victim which causes your Officers to harass and sometimes arrest the victims of crimes. Investigating "fake" crimes probably results in Officers working a lot of overtime, too. The Alderman Beale or whoever needs to shut up and work on why they are not doing anything to stop rime in their districts.
when someone says, "I scored high", that usually means that they have clout.
How do you do $137k in OT a year? It's called court. Homicide Dick, work 3rd watch, goes to court everyday 8 hours by 5 days is 40 hours at time in a half 60 by four weeks 240 hours at say $50 and hour is $12,000 by 12 months is $144,000. Give or take furloughs and late jobs as well as VRI housing and CTA. It's not for everyone but there's a few and good for them some of the best Dicks out there. Don't be a hater.

Yeah wasn't this a similar related topic to the teenager being found dead in 016 couple days ago? I've said it before and I'll say it again. I don't know why the heavily taxed burdened citizens who actually appreciate cops put up with scarce police serivces so that they can allocate the majority of the force to the south and west sides where they hate and mf police.
This guy doesn't understand that this has been the CPD strategy for a few years now and it doesn't seem to be doing jack sh*t to solve the problem of ghetto violence. It's alleged that Gene Williams had a special study group for a select few African American female Sgt.'s who worked at HQ... Nakia being one of them and Al Wysinger's wife being another.
Gene Williams is considered a subject matter expert and apparently he's such a great teacher that these few, select students did exceptionally well on the Lt.'s test.... in fact Wysinger's wife scored #1. Imagine that.
They all made Lt. in the very first class.
In the DNA Info story both Eddie and his fiancé Nakia made contradicting statements. Eddie said he didn't know anything about these secret study groups led by his buddy Gene Williams but he did say Nakia attended several study groups.

How do you do $137k in OT a year? It's called court. Homicide Dick, work 3rd watch, goes to court everyday 8 hours by 5 days is 40 hours at time in a half 60 by four weeks 240 hours at say $50 and hour is $12,000 by 12 months is $144,000. Give or take furloughs and late jobs as well as VRI housing and CTA. It's not for everyone but there's a few and good for them some of the best Dicks out there. Don't be a hater.

Haven't read the article, but if Walters is at issue, I can say I have never seen a guy who uses every second of his time doing police work like Walters. He doesn't lounge around, he doesn't lean and chat. He works. And nobody knows DUI like he does.
I'm retired now, but I've signed a lot of o.t. slips for him and never had a qualm about it. My only complaint is I wish we had ten more like him.
T-Dubs is the best. Back you up if you call for an assist, give you guidance if you had a question (especially DUI stuff), and knows 501's inside and out. His OT is all court and tour extensions, not VRI or CTA/CHA. Up yours, sun times.

VRI is working. They saturate an area with police cars on most blocks and there's no calls for service and no one getting shot. That's what it was intended to do. Reduce crime in those areas.

Actually they get a lot of OT. They get OT for all the new hire power tests which are on weekends. Those are usually 8hr days and have a decent amount a year. They also get tons of days off cancelled for all of the summer festivals, special events and parades. Trust me, there is a lot of OT at the academy.

Actually, VRI does work. Unfortunately, the hours are never adjusted properly to combat day time shootings nor are the boxes moved enough. The areas where VRI has been since it's inception it has been working. Look at 002 (55-59 King to State), 003 (61 to 65 Calumet to St Lawrence) & (65 to 68 Greenwood to St Lawrence) and 004 (75 to 79 Yates to Coles) as examples. That and McCarthy got upset when people were actually doing work at VRI (TVB's and arrest). He wanted you out there all 8 hours, not in the station for anything. The problem is that 007 and 011 are just absolute war zones and to a certain extent, 009 and 015.
I agree, VRI will never be as effective as SOS, TRU, MSF etc. But to simply write of VRI as in effective is untrue, unless you actually look at the numbers.
What I would personally do is have only 50 or so officers working VRI from Tuesday-Thursday in the worst possible areas. Through Friday-Monday have 200+ officers working VRI along with canceling days off for units + tact. It is indeed a band aid but it would probably be your most effective use of your current resources. Also give officers the option of working a few hours after their tours in "violent prone zones."
But you know... that's just me thinking aloud.
A certain Marine Unit Sgt. and PO both on days and who call themselves instructors (bullshit) have been raking in some serious overtime for no apparent reason but the powers that be (Georgass) seems to think its ok because they have been training 2 new people and a bomb guy for the last 8 fucking months and these guys still are on baby steps. This unit is definitely in an irreversible death spin with these knuckleheads at the helm !

Those Academy people work VRI on their RDO's then turn around and come to work at noon, one o'clock / never the next day! They've been pulling this scam since VRI started. Some come to work and sleep in their office or cubicle! Just more useless pretend Police officers ( those that barely worked the street or haven't in 10 or more years)
