Dean Counters

  • The president of the largest Chicago police union on Thursday blasted a new report that recommends broad reforms within the department, calling the report one-sided and unfair to officers.

    Dean Angelo Sr., president of the Fraternal Order of Police, said he thinks members of Mayor Rahm Emanuel's hand-picked Police Accountability Task Force made up their minds about police before studying the issues. The report, written in occasionally scalding language, cites statistics and historic events as it calls out the department for alleged racial bias and indifference to the problems of residents.

    [...] "I believe they had an agenda or a built-in bias going in," Angelo said. "And I don't see the need to do that when the Department of Justice are the subject matter experts, not the task force.
    "
"subject matter experts"? Was that a zinger thrown in at new supernintendo Eddie Johnson, the crooked lieutenants test and the largish number of Subject Matter Experts who have sexual relationships with a sizable portion of the "top score" promotees? If so, nice one Deano!
  • The report, which encourages the dismantling and replacement of the city's police oversight agency, focuses heavily on changes that could be made to union contracts. Those suggested changes include allowing anonymous complaints against officers and removing the right of police to amend their statements after reviewing video or audio recordings during the investigative process, according to the report.
Aha, here we go. Let's strip away contract protections. You know, those things that guarantee officers due process and Rights and protections to politically charged prosecutions, and make it so difficult to railroad cops for political reasons.

In this second article Dean points out that you haven't seen the worst of the ACLU effect yet:
  • A “biased” report that portrays the Chicago Police Department as racist will cause already low police morale to take another nosedive, the police union president said Thursday.

    Dean Angelo, president of the Fraternal Order of Police, also ruled out immediate changes to a collective bargaining agreement that a mayoral task force says turns a “code of silence into official policy.”
Yeah, smart move there Dean, as you'd be out of office by the close of business the following day and the FOP would be disbanded by the following week.

He also counters the Task Force's blaming the Collective Bargaining Agreement:
  • On Thursday, Angelo made it clear that changes to the disciplinary process won’t come without a fight. He dismissed anonymous complaints as “generally baseless.”

    “Our contract protects all of our members and secures just cause in the process of discipline and separation and any other type of internal or external allegations. Those protections are there because of abuse that has occurred in the past discipline-wise,” he said.

    “Affidavits are there to protect officers from unfounded or just arbitrary allegations. If you and I are working in a gang-infested area and we’re constantly locking people up for narcotics and guns and confiscating money, their way to get back at you is to complain. If you don’t have a process in place where you have to identify yourself and actively participate in allegations you’re making against an officer, you could just speed-dial complaint after complaint to IPRA. You could complain nonstop.”

    As for the rule giving officers 24 hours before they have to give a statement about a shooting, Angelo said it’s not unusual. He noted the federal government has a 72-hour time-out for officers involved in shootings. Other big-city police departments have a 48-hour waiting period.
And giving credit where credit is due, Dean even addressed the elephant in the room:
  • “If you look at crimes and murders, gun, narcotics and homicide arrests ward by ward, the top 10 wards in the city are over 80 percent African-American. That’s where the officers are assigned and that’s where more contact occurs. Officers aren’t responding to neighborhoods of color. They’re responding to neighborhoods of crime.”
So when the Department of Justice concludes that the CPD deployment into areas where the violent crime is centralized is found to be sound policing, are the men and women of the CPD going to get an apology from these jagoffs painting us all with the broad brush of "racist!"?

There was a time when the "blue flu" would strike the city or a "ticket blitz" would overload the system. Now it is being "fetal". The city and its citizens will pay dearly for overly bashing the CPD/officers. Sadly there is no turning back. Crime will escalate and homicides will pile up. Aside from answering calls, proactive policing is dead in Chicago. And the cancer that started it all was Rahm and his backroom deal to pay off a non-existent family, suddenly coming out of the woodwork, and a failure to discipline and maybe fire a cop, in an effort to get re-elected. But it is all the fault of the CPD, not.

Rahm fucked up and in so doing so fucked every citizen and cop from here on out.

Time for job actions and not talk. Everyone else protests why should'nt the police. Protests at the Hall, Daley Center, news stations, newspapers, all tourist venues, hotels, conventions community policing events etc. Show up wherever the political hacks make appearances and take cell phone pictures of them. Fight fire with fire.

I'm calling this now. The papers will not interpret this as intended, as meaning a focus on crime is incidentally in minority neighborhoods.

They will read it as alleging minority neighborhoods as naturally being neighborhoods of crime. Might even be a headline. Might even be regarded as proof of the report thesis. You gotta know how they think to do that job, Dean.

to be fair here SCC I think Angelos response was actually pretty good. I liked that he stuck to his guns and said absolutely nothing will be touched in the contract until it expires. He also said that if the city thinks its just gonna change things come negotiations they are crazy and that they will have to give us something in return. Listen, with all that is going on right now I think its safe to say that disciplinary guidelines, procedures and investigations all are going to change either way... Might as well get something for those inevitable changes. pretty much he told the panel, the city, protesters and anyone else to go shit in their hat... I dont approve of much of what angelo does but this time he did pretty good... Now he just needs to keep going harder

Rahm's task force was set up by him to defend his job as mayor. It takes the spotlight off of him and throws Cpd under the bus. He knew the outcome of the report on 01 Dec 15 and he couldn't be happier. He's resting easy now that he has black lies matter off his back.

I read the report and the stats reflect Chicago's criminal element. There is nothing pointing to racism in the report. It's defamatory and criminal. It's an outrage.

I would like to see at least a preliminary report by the DOJ that counters some of this witch hunt report. We'll see. I watch Chicago Tonight last night and it turned my stomach, especially Ricky Wooten. F-ing slime ball retiree, pandering charlatan, scumbag. And Lightfoot has aspirations, mark my words. If Karen Lewis headed your union, she would have mobilized ahead of that bogus report and how the local and national media presented it. BTW, I really, really dislike Karen Lewis.

If fact, any organization would have been prepared and countered the B.S. of that report ahead of time. BLM and every other leftist organization would have had a strong and forceful response. As biased as our media are, they wouldn't have been able to throw you under the bus so easily.

It's the police officers fault. Not one word about reductions in man power.

Whats to stop the police from arresting the entire city council, 9.5 included, for any number of serious crimes that they have or have not committed? Unfortunately, no - that's not how Rahm works. He can look to this report as proof of another "crisis" that needs immediate attention and correction, money be damned. He'll be holding up this report in one hand, while saying the city can't afford pension contributions because that money needs to go into fixing the deep-rooted racism in the department. Gotta "fix" the department and repair the city before you can give those damned racist retired cops their pension, right? And all the citizens with common sense and who see this whole thing as BS, like the VAST majority of the commenters on the media sites reporting on this piece of fiction, will have no say or representation in the decision. Because this is Rahm's Chicago.

On the flip side, maybe my neighborhood will get some of our officers back from the south and west sides...

I'm numb, I'm empty, working comatose and fetal. Too far into the game to leave or change and too long to the finish line. I joined law enforcement with a genuine desire to serve and help people who need help and protection from evil. I still feel that law enforcement is a calling, like service to our country but I have lost the will to affect some small, even temporary change or relief to those who demean and belittle me. I will continue to provide enough service to keep the checks coming but nothing more. There will be no return to proactive or even active policing. I am sure that is what the community wants. I hate it here in the ghetto but I am stuck with it for now. I will NOT become a target (literally or figuratively) because of the color of my uniform, my skin or my gender. I have had to quit drinking because it was starting to consume and control my life and it was this environment that was pushing it along. It was not tasting good any longer, just numbing me even further. My focus now is to leave with my family from this fetid and festering sewer of a city, county and state as soon as I can and never look back. Thanks for letting me bend an ear or two.

We have a guy in 009 that tells it like it is and has no problem challenging top brass and politicians, this guy has a set of balls, in fact when the DOJ came to 009 a few days ago at roll call this particular P.O put it all out there and you should have seen the face of the DOJ employee she was stunned by what is going on in the city and the department. He speaks the truth and does it pretty well, in fact the supervisors appear to be supportive of him. This guy is what our union needs somewhere, some place. P.O's are always telling him to get involved with the union because he has been a voice for all us. Just saying.

While I do wonder where Dean has been all this time I do appreciate him coming to our defense.
He makes quite a few solid, logical, rather obvious, points.
His points don't feed into the very obvious media anti police agenda so don't expect Dean to get a whole lot of coverage.

This city, and department, are so far gone with the current climate of anti police that I don't see either bouncing back anytime soon.

Now, that will rarely take place, and the officer who is willing to take those chances, will receive nothing but grief for his/her efforts. Riding with beat coppers, responding to domestics, shootings or dope calls?
Attending roll calls, interviewing coppers or district intelligence officers?
Have they observed the CPD in action patrolling 011, 015, 007 vs 001 and 018?
Do you think they may have seen all the wanted photos, officer alerts, daily bulletins depicting wanted persons or actual photos of offenders committing said offenses in the loop, el stops?
Has 1 copper had any interaction with this task force?
Or did they compile this report in the confines of 4 walls, temperature controlled and a well catered setting?
Seems to me no task force or person would be able to develope any report when important information, knowledge and data is missing..

The reason that the due process protections are in the contract is not really because of the unions.

Years ago, back in the 1970's, before police unions, if a boss had a disliking towards and officer, the boss could write up and hand him a suspension with little effect recourse. Anonymous complaints were possible.

Then some officers starting taking their cases to court on due process grounds. And the departments started losing and paying out. So the discipline procedure was tightened up. Because what passed as complete, thorough investigation to the department got laughed out of court.

This racism report was written by people not only with a bias, but with a vested financial interest in promoting the the idea of racist police department to ensure easy generous civil settlements. To keep the "Ghetto Lottery" flowing.

City hall has always controlled and micro-managed the police department. The mayor and his office control the upper level command staffing. The aldermen vote on the CPD budget. They vote on the superintendent. There is a committee on the police. There is a finance committee that review every settlement made in behalf of the cpd which is then voted upon by the city council. Now they all play stupid and blame the police for doing the job that they wanted done when an incident gets out of hand. (no I do not condone lying on police reports or the excessive use of force) I was a tac Lt. in a west side district a number of years ago. I would get calls from the aldermen. Guess how many complained about the racist police? Zero. The complaints were about getting the gang-bangers, drug dealers and other thugs off the street. These were things that the community members wanted. As long as that was done they were silent. It/s amazing how they forget and change their position when the political winds shift.

As a retired cop who spent his entire career in black high crime areas,I resent this accusation that we were all racist. I am getting the feeling that the task force was only talking about white officers. If you are still an active police officer in Chicago, it would be to your benefit not to believe anything the command staff tells you, such as " we have your back". Things seem to be in transition right now, the Feds investigating, a new prosecutor coming on board who seems to be a liberal hell bent on prosecuting cops, a task force that wants to gut your contract and job rights, marches, and pretty much the entire left wing out for you scalp. If I was still on the job, I would do as little as possible. I would not stop anyone or search them, I would not stop cars or chase people on foot or in a car. You just can't win today and I would want to wait until a lot more shakes out. I feel these anti police crowd are looking for someone to jam to show that they are serious .

What about the alderman meeting and speaking loudly about union pressure from aviation police to arm DOA coppers, and help rahm put more trained coppers at airports? Deano needs to have numbers and percentages to counter this b.s. report. Those that are NOT listed in it.
How many shootings in those same seven years, by whom, what race offender/victim.
How many homicides in those same seven years, by whom, what race offender/victim.
How many calls for service by district in those same seven years.
How many recovered weapons by race/district, and on and on.

Any fool can produce a report if only taking specific data into account, leaving out other pertinent criteria.and you can bet your grandmas gold teeth that not ONE of those who authored this report ever went into any of the areas like 07, 11, 15 after dark....nor do they LIVE anywhere near where all this shit is happening.
The MSM has glommed onto this b.s. report as if it was gospel, down from the mountain itself.
Esquire magazine now has an article that really exacerbates this mess.

1. NEWSMEDIA: Are you reading this? Did the Medill School of Journalism dull all of your senses to the point where what you are reading on this blog page didn't hit home?

2. MEDIA PERCEPTION: Why, oh Why isn't the Orange one out on this? Can someone tell me why he is not out there on Homicides, being our face in the press? Rahm's task force was set up by him to defend his job as mayor. It takes the spotlight off of him and throws the Department under the bus. He knew the outcome of the report on 01 Dec 15 and he couldn't be happier. He's resting easy now that he has black lies matter off his back. And. The. MEDIA. Bought. It.

I disagree with other writers that Dean should be the front face. This is wrong. His job is to run the union. The union's PIO should be out there on front street. If Karen Lewis was running it she'd be ahead of it and not merely reacting. The woman is a total bitch, but she is the union's bitch.

3. SHERIFF: Thank God we don't work for this guy Dart. But then again, when the blue flu strikes over there at 26th Street (and it damned ought to) we'll likely be in there guarding Dart's "Guests".

They want DOA police armed, but as you can see edgeworth who is now gone resigned was an impediment to doing this.

Now the alderman of the black Caucus are pushing to arm them, because it is being said in "secret circles" the SEIU wants them armed or will stop donations to aldermatic campaigns! They want to "free up" the handful of trained CPD coppers at the airports for other duties according to reliable sources!

So instead of hiring this talk again! the airports are great assets that are an economic engine to the vitality of this very city, and with the situation in the world wouldn't it be better just to also keep CPD in the airports, or would they want coppers to be "mall cop" style?

Maybe when these people realize that cops are not a group that will tolerate being treated like shit, they will change their ways and show some respect and treat cops a little better.
