FOP Speaks

So the misinformation train got up a full head of steam based on a report in the Retired Chicago Police Association newsletter. The FOP responded in an official manner thus:
  • There is misinformation that originated in the Retired Chicago Police Association newsletter and also on Facebook regarding Senate Bill 777. Individuals that are completely misinformed and who have had no participation in the development of or the language contained within Senate Bill 777 are suggesting that members contact the Governor’s Office in an attempt to get the Bill vetoed. The threat of the $515 million that is being circulated is completely inaccurate.

    Lodge 7, Firefighter Union Local 2, a team of accountants and lobbyists worked tirelessly to ensure that Senate Bill 777 would contribute to benefiting the future solvency of our pension funds. Representatives from the Nationally recognized Center for Tax and Budget Accountability who are proficient in securing retiree benefits and annuities participated in, reviewed, and assisted with drafting the language prior to the bill being submitted to the legislature.

    If vetoed any funding that is currently dedicated as part of Senate Bill 777 could be rewritten to allow those funds to be reallocated into a different city pension system and not into the Police and Fire Funds as presently guaranteed.

    I have addressed these erroneous claims with the President of Retired Chicago Police Association who will be printing a retraction. In the mean time we strongly suggest everyone refrain from contacting the Governor’s Office in regard to vetoing Senate Bill 777. As always, if you have any questions or need clarification please call the Lodge.

    Now that you have everyone's attention this is the time to post a topic. Without a property tax increase what are your ideas to find funding for our pension? We are at the crossroads, this problem has been in the making for the past 50 years and going back to then is not an answer. You can point fingers and assign blame but that is not an answer. Passing a Bill to increase the funding ratio without legislating where the funds will come from is not an answer. Just post comments that have actual ideas and block the nonsense make our officers think this through. I hope we get 1,000 comments but the over and under is set at 38.

  • Raising property tax is no different than just asking us to pay more because WE are the ones that own property. It is NOT YOUR PLACE to suggest HOW rahm funds our pensions.... it is your place to simply make sure that he does it. Property tax? really? That would be the last place I would suggest. I'd suggest cutting services to the leeches that don't pay in to anything in the first place. CPS kids get breakfast. and lunch. and a snack. Start there maybe. The savings per kid ought to more than pay for what is owed. Cut back on festivals. Hell, unscrew every other light bulb in the street light. Do anything but raise the tax on the city worker.  
  • How Rahm comes up with the money is not the FOPs or our problem. He is trying to squeeze blood from a stone. He can make a contribution right now, if he has to. Last thing the city should do is raise taxes, on the people who already pay a large some of the city's taxes. 
  • There is no reason for 50 alderman, make it one alderman per police district which will slice that budget in half and lead to more continuity. No money on Lucas Museum, no more money on DePaul Stadium, go after Nabisco/Mondalez for all the TIF monies paid for their expansion since they are moving half of the 600 jobs to Mexico. No more free fests, charge admittance fees just as Milwaukee does, that is double bubble as it will keep problem people out. Cut the CPD and CFD brass to proper levels. No money to hotel at Navy Pier and gondola rides over the Chicago River. Just a few ways to save and make money. 
We've been suggesting these ideas and more for years now. We've advocated a full scale financial accounting with the City regarding all sorts of crooked contracts, overpriced material, connected "minority" firms adding their portion of the skim to all sorts of financial transactions. How many of those has the FOP brought up to the mayor? the aldercreatures? the media? the membership? Zero?

Under how many FOP administrations now? And we've been doing this for almost eleven years now. In case anyone forgot, the FOP's job is to hold the politicians feet to the fire, to ensure the contractual promises made to the membership are carried out, and not kicked down the road. And if that means suing the city, embarrassing politicians or fronting out the connected people making a crooked living at the expense of promises made to us, then do the fucking job. Don't write to an "insignificant blog" demanding ideas that we've already been giving for a decade now, especially on the eve of your paying the ex-president many tens of thousands of dollars for past misbehavior.

We're sensing another "Dougherty" moment approaching.

This is such BS to read and I am not even a member of FOP.

CUT, CONSOLIDATE, and COLLECT some cash out of all these BS programs and little fiefdoms that should be consolidated.

CUT the Aldermen AND their staffs down to 20 - now THAT is real savings and REAL money. Do just that and you have this problem solved.

And reading about these other things that I did NOT know about. How come kids get breakfast, lunch AND a snack when Mommy, Auntie - or Grandma is getting Food Stamps/EBT Money for them?

Oh, I know. So that they don't have to spend that money for food, and they can get tattoos, weaves, and other "necessities" while the schools provide meals. That is BS!!

The problems in Chicago is that there are too many wasteful programs built up over time that need to be unraveled.

It's also YOUR fault (ALL OF YOU) for letting this grow as you continue voting these people in, OR not even showing up at the Polls to vote them out.

Would you get off your asses if I told you your pension was going to be cut 50%?

I think we have idiots on this board. Our pension is close to 1 billion underfunded. Thats bilion. Cuttting a couple aldermen and taking food away from kids is bread crumbs. The citys main income generator is property taxes. A casino would be great bit that will not be happening. They couldn't accomplish a casino with a Democrat in the governors office, it isn't going to happen in this climate. We contribute 9% of our paycheck to potentially get paid 75% of our last salary for the rest of our lives. Thats something most of the public doesn't receive. We should be grateful and protective of this.

Taxpayers need to get organized. They need to protest. They need to march. They need to vote in every election. The current situation is due to apathy. Normal is not normal anymore. The village idiots have taken over and are dictating policy. Nobody that is in a position of decision making gives a rat's ass what you think because you don't hold them accountable.

Maybe the people who keep the wheels on the bus should do what my retired parents do, pay all their income tax once a year in April. The rest of the year they have that money making interest. It takes finanical discipline but my old man is a stubborn bastard that hangs onto his money as long as he can.

Can you imagine if people paid taxes only once a year? Government would come to a stand still. Politicians would have to start thinking like we do, which is, I can only spend what I have in my pocket. Overnight, the vanity museums and social net for able bodied people would evaporate.

Someone should look into THAT.

Yeah, that's it, change the whole business system of the city. It is a great idea, but it ain't gonna happen. Besides the basic pension legislation requires that the city levy a tax to meet its part of the obligation. The only realistic alternative is to raise taxes AND to increase member contributions

Maybe because so many retired mayors are in IMRF and trustees didn't give away the store to politicians. Those mayors? It takes a crook to know a crook and pols knew many of the other pensions were underfunded. Property taxes have to go up, start with Trump Tower, and that will only stave off the inevitable since the debt is impossible.

No extra pension cash for merits. If the City thinks these great thinker are worth advancement let the City compensate them for the rest of their lives. If they don't want the merit pick they will refuse and be promoted by test taking (a whole another problem)

Raise property taxes...sorry. Property taxes are the lowest in Chicago than most major cities and much much lower than where I live in Gurnee. (Retired suckers!)...they are never going to cut entitlement programs because that's too republican and the somehow empowered community leaders would go ape shit. They are never going to charge for festivals or for admission to them because that finna be racist. They are never going to scrap big ticket items such as DePaul or the river walk etc because that would take money away from the connected. They will never root out the corruption because it is waaayyyyyy too deep. The only way to shore this up is to raise property taxes...sorry. Keep complaining and they will raise taxes only in non-TIF wards-which includes Mary Oconnor.

I keep re-reading this sentence wondering what the hell it means and who wrote it. Did Dean write this? It doesn't even really make sense does it? It seems awkward and improper. Is this the moronic representation we have now? Why would 515M by itself be a threat? Failure to pay the 515M would be a threat, but that's not what the sentence says. Did Dean get his degree from Sally Struthers Univ. or what?

To who it may concern at FOP7 the regular working rank and file members are asking for the FOP7 web site to address the matter of releasing topic information on the FOP 7 web site.

I’m hearing the Shields lawsuit is coming up soon. WE will have to pay for it because the million-dollar insurance policy is gone because of four lawsuits that were filed under Mark Donahue’s tenure. And at least one of them the plaintiff did not ask for a gag order it was Dougherty’s lawyer who is known as “he who cannot be named.”

When the Shields lawsuit is over Dougherty, Aguliar, DiMaria, Davis, Graham, and former state president Street should all be sued for the cost of the settlement.

Does Donahue - the puppet master- walkaway from this unscathed?

If you liked the movie Gladiator I say throw them all in a ring and say this is how much is owed. Let them fight it out as to how much each one has to pay. These people are all known as back stabbers. Let's see who is the biggest back stabber and survives the coliseum.

CHA has a budget of close to a billion dollars a year. A BILLION. A lot of that is waste through super vouchers so they can live at places for 3 grand a month in rent, or other scams.

Not to mention there is now an embedded class of GENERATIONAL welfare recipients. Dug in like bloated leeches. Coppers have to work their days off to make ends meet patrolling neighborhoods of people who don't work but live rent free just because they're a voting block. Shame on the politicians who made that deal with the devil in the first place, buying votes with welfare out of the public treasury.

Cut the Aldermen. That's a no brainer.

Cut the Command staff at CPD. No more gold braid pensions, if you're a Deputy good for you but when you retire you get a Lieutenant's pension. We have 22 districts currently, yet CPD has 47 individuals with the rank of Commander or its civilian equivalent. Can someone explain how that is even necessary?

A casino will not be a secure source of funding. Fuzzy accounting cam make profits disappear, then when it's time to pay into the pension Rahm can just shrug his shoulders and say "oh well, we didn't make money this year so you don't get a payment."

Raising taxes is not the answer. First, you CUT SPENDING. Ruthlessly cut the bloat. You will offend a lot of entrenched interests, but that's too bad.

If the politicians try and make this work on the backs of the working man, by raising taxes or pension contributions or cutting benefits, before first cutting out of control spending and freebies, then we are nothing but a bunch of sissies if we stand for it.

Welfare and entitlements for non-workers has to end.

The Democrats plan is to TAX. We already pay the highest sales tax in the country. Our property taxes are increasing. Now they want to raise the income tax. The triple whammy.Everyone is right, they keep spending money with the expectation that they can just raise taxes to cover everything. In the mean time, the streets where I live are crumbling, haven't seen a cold or hot patch truck. But, we want to spend millions on basketball stadiums no one will go to. Museums that would be great, but we can't afford. Fifty Aldermen when 25 or 30 would be fine. River walks that are cool but we can't afford right now. There are many times in my life when i have wanted something. A new car, a jet ski, a vacation trip, a new roof; but I can't afford it. I budget my money and save for the day when I can afford what I want and I prioritize. Fixing the roof comes first. When i can afford it, I get the jet ski. All these Rahm and Daley want monuments to their greatness, but their legacy is a Chicago worse of then when they started.

I like the line about FLOP working "tirelessly" for SB 777, as if it were a good thing. The heavy lifting had already been done (hate to say it, but by Citywide) when, years ago, FLOP achieved passage of a law that forced the City to bring the pension funds up to proper funding levels in our lifetimes. Now FLOP claims it worked tirelessly to essentially gut that law. For Rahm. WTF!

As 12:40 succinctly stated, doesn't FOP have a website? Wasn't the website going to be improved when Dean Angelo, PhD took the helm?
Try calling the one employee who can log you onto the member's portion of the web. I've left three requests and didn't even get a phone call and finally gave up.
Where has our Legislative Director Mark Donahue been all this time? He didn't even keep us informed about the ISR bill being passed and how it was not as strong as the bill that the ACLU pushed pushed down the city's throat. We have literally been kept in the dark by our own Union, and then criticized when we question their actions..

Oh yes you are right. The testing is all legit. When the city decides to contract the entire test to a third party then I can reasonably assume the test is legit. As long as we have insiders in the know who know what is on the test and they percolate it then it is not legit.

Officer's you are not alone...As a retired City employee of 30 years I have seen my monthly pension check cut in half to pay for health insurance..this "pension crisis" should not be borne on the backs of city employees at all. The idiots in Springfield and city unions made backroom deals and sold the membership a bill of goods,I for one never had a vote on the deals.
I do have ideas for funding our pensions, let's start with those slush funds aka "community block grants"..how many millions are being paid to reverends that should be going to pensions?

The most common sense approach to shore up money is cut spending. Prioritize then start cutting on wasteful programs and crooked contracts. Good examples to cut would be school meals, exempt member pensions and any other additional freebies and redundant positions. Another prime example of a redundant position would be alderman.

Seriously with the light bulbs. I was just thinking about that the other day driving. Do we need that many poles? You can take down every other one and the lighted road would be fine. It's overkill. I've dealt with Bella before. I like him because he's old school. He can be rough around the edges, but I don't think he was trying to be a smartass by asking. At least he's acknowledging the voices on this blog. There are a lot of retarded comments on here sometimes.

However, if the SCC writers seem to be short of patience, that's because these suggestions have already been brought up ad nauseum. While I like some of the ideas, especially the aldercreature reduction, odds are slim and none of that happening. Maybe if the union was more vocal about the other bullshit going on, such as the various witch hunts, members wouldn't look at them as being so useless.

Here's the problem with the union. They are supposed to be a seperate entity from the city. Unlike the Supernintendo, and other brass, that some of you goofy posters keep hoping will be your savior, they are elected by us. The union president, should have no problem bringing up the posibilty in a press conference, to reduce the aldercreatures, in an intelligent and civilized manner. At the least it will make a splash and get these politicos a little nervous and irritated.

I'll give Bella credit, during the Weiss era, when this departments downward spiral really began, he came to roll calls and told people to stop being proactive. Nobody really listened back then, and look what happened. Cops stripped and in callback for doing police work. Especially those involved in catching the armed robbery offenders, 5 years ago, that recently surfaced in the news and two of them are stripped.

If you clowns keep bringing in activity, then of course the political scum are gonna fuck with your pensions. If I see a crime that takes place or nearby, I'll still do something, but anything else? Fuck that noise.

Lt KS in 025, was okay as a sgt. Some people didn't like him but for the most part he was a nice guy. Then he came back as a Lt and is an arrogant stroke. He'd wiz around after roll call like Batman, always on the radio, showing up to peoples jobs and ordering them to make arrests that were unnecessary. He tried to make himself look like a hard charger the first couple of hours, because he would then wander off to do lawyer stuff on company time. So if you don't want gold braid pensions, start allowing captains and above to contribute what a lieutenant contributes to the pension fund and not 9% of their pay.

Sounds like a perfect solution.
There's no way a guy should get a pension for twenty-five or thirty years at gold star level payout, when he only contributed to the fund for four years at that rate.
That golden parachute is unsustainable.
And a side benefit of restricting pensions to no higher than lieutenant is the bosses wouldn't be held hostage, living in fear of losing that higher pension. They might start standing up, standing firm, - gasp - acting like a boss, because even if they get busted down for standing their ground, they won't be punished with a lesser pension.
That gold star level pension is a bribe, a way the politician who made you can control you.

Here are some revenue ideas. I am sick and tired of seeing the same cars parked in the same spot on the street nightly that are registered outside of the city. City stickers should be required for all vehicles that are parked on the street overnight regardless of where they are registered. This would end the practice of registering autos at mommy and daddy's house or "the summer home" to avoid city sticker fees. Also how about a city income tax on all people that live outside of the city but earn a living in the city. To avoid the tax all you have to do is move back in the city. Cut the alderman to 12. Los Angeles, a city larger than Chicago, has 12 city councilman.

The problem with returning TIF is it get reallocated back to the taxing %. If they exhausted the TIF 60% of the funds would go to CPS being that 60% of your tax bill is CPS. The other 40% gets split up the same way it shows on your tax bill. City get some, county gets some and so on.

It's not a problem solver in itself.

I was confused by this article. They didnt believe he would put his pistol in the glovebox, but he kept his holster in his backpack...a pack he used EVERY DAY. I completely believe he hid the gun. Im not sure why the judge had any issue with the police officer's story. Why would he have a holster NOT on his gun that was put away? He took the gun with him, likely, everywhere. Kept it in his backpack. Had it removed from his pack, likely due to danger from doing a, hello, drug deal, which is why he was where he was, and hid the gun when the police pulled up, but didnt hide his holster, in his backpack.

This city is exhausting...I have no clue how you cops put up with this crap. Just wear your monkey suits, get coffee, drive around, watch movies and go home safe. They are doing their best to make you obsolete. When the taxes go through the roof, we will all just move. They dont want you to have a gun, they dont want you to pursue anyone, they accuse you of all the problems. Embryonic is the new black. Screw Fetal.

Dean needs to stop being such a pussy! Instead of appearing on the news to respond, our union needs representation that will demand what we need, what is contractually owed to us and to defend our officers. Stop handling the media and politicians with kids gloves. That is not unreasonable, it is what should be excepted and should be done without us begging the union. Why do we need the fop if they do nothing but screw us over. Oh wait, I forgot, they rallied for visable tattoos.
