Someone to Verify?

FOP? Weren't you staking your futures on this?
  • Seriously Need your help. Senate Bill ( SB-777), was passed last May 2015, and it extends Chicago’s payment (of 515 million dollars) into the Police and Fire Pension for another 10 to 15 years. The money is presently due by 31 Dec 2016.

    The police and fire accepted this bill because there was to be a bill providing for a casino in Chicago, and all the profits from that casino would go into the police and fire pension for 5 years or until both were 90% funded.

    This bill, (SB-777) was sent to the governor on the 31st of March this year. THERE IS NO CASINO BILL ATTACHED NOR IS THERE ANY RECORD OF ONE BEING PROPOSED. The governor can sign the bill, or leave in on his desk and in 60 days it will automatically become law.

    We need you and your friends to call Governor Rauner in Springfield at 217-782-0244 and request that he VETO SB-777. Please do this as soon as possible. All you are required to do is to tell the person who you are and that you want the governor to veto SB-777.

    You can also contact your elected state official and asked them to also contact the governor with this request.
Someone want to tell the class what the heck is going on? We certainly hope that the FOP wasn't sold a bill of goods for a decade-plus grace period for a "casino" that isn't going to happen?

Can someone out there tell us why we are still paying dues for this
FOP7 disaster? I do not need a news letter, or vehicle sticker, or a screwed
up pocket phone book.

I need my contract honored and my retirement secured.

There have been additions to this bill such as the "casino funding our pensions". So don't get all worked up for nothing unless you care about the can getting kicked down the road. The city has still increased their contribution, just longer and slower.

According to Bella, this bill is dependent on the casino bill, and does not go into effect unless/until a funding source (casino) is in operation.
I would expect an update from FOP about this soon.

It looks like the lobbyist (or whoever is in Springfield) has some explaining to do. I would like to know who the FOP actually has down in Springfield. The book say there is a meeting on May 17th.

who would be the dumb ass to believe that given the history of Chicago politics, that anyone in political office would allow a penny of such funds that would be generated from a Chicago casino--- would be freely given to the Chicago police and fire pension without delay or stealing it.

I know of some stupid people, but this takes the cake.... also, why isn't anyone trying to get any pension money out of those bars that have slot machines.

Somehow I think all of the facts are muddy on this. The city is on the hook for funding 777 even if the casino is not built. If the gov does not sign it we revert back to 1495. There is no funding mechanism for 1495. If the city does not pay it's payment we can sweep the city's grant money of amount 120 million. But if I've read this right we would only get 33% of that for 2016, 66% in 17 and 99% of the 120 in 18. But we also have to share with the fire department. If the casino is built we get all the proceeds even if it goes beyond what's required in 777 till we're 90% funded.

There is no teeth in 1495. It's like your brother in law owes you 550 dollars and he says you can have my state income tax return next year of about 28 dollars. The money for 777 is all ready in the bank.

Maybe someone who goes to the union meetings can tell us what month this was discussed so we can go back on line to see what was said at the meeting or Angelo could put out a position paper or article.

Also think about this, this could also be the most prime opportunity to use this payment as an opportunity to secure a very good contract for us with a respectable raise.....This my friends is huge leverage and we did this once before when we forgave the city of a $20 million dollar payment owed to our union.

Yes this bill must be vetoed. That is the only way us teachers can get a percentage of casino profits dedicated to our fund. Al the funds are in trouble without a dedicated way to fund the pensions the only answer is to raise property taxes again. 70% of casino profits would go to the police fund and 30% to the fire fund. It might be a pipe dream but we deserve our piece of your pie. Call Rauner.

Dave Sullivan is one of our lobbyist. He is a former state senator from Des plaines who resides in Park Ridge.

Nice guy, but I'm not even sure this bill can be moved without the casino bill. Kind of a two for one punch. Last I read if the casino bill isn't put together than this bill falls to the trash. I'll keep researching.

Under SB-777 (our pension), section 5-168 (financing) subsection (i) it still explains that any revenue generated by a city operated casino must be used to fund the pensions. This bill as it sits on the governors desk is to amend the date the city MUST pay its portion, kick the can down the road. The actual casino bill is SB-744 which is still in play. do your due diligence and make educated decisions.

The following is a short explanation of this bill. If you would like to see a full explanation log in to FOP website and watch the videos explaining the bill.

Ok, so there was previous pension legislation enacted(near the end of Daley's term)to ensure that the City began increasing contributions to the Police and Fire pension funds because the funding levels were getting too low. This legislation had some teeth because it had a penalty attached to it that said if City didn't pay these increased amounts then the money would be taken from State grant money that the City received. It also had a funding schedule that said payments would be large at the beginning and then lessen over the years until 2040 when, after all the increased payments, the pension would be funded at 90%. Sounds good, right?

Well, the fund became so depleted (due to increased number of retirements, disability officers and bad investments), accountants determined that the initial Actuarial Required Contributions would have to be very large payments. The first required payment would have been around $580 million (and that was just for the Police pension and not including the Fire pension)! This is kind of like paying off a huge credit card bill...hopefully you pay a bunch of big payments in the beginning and then pay smaller payments over time until you are out of the hole.

But... the silly citizens elected Rahm Emanuel, the investment banking wizard of the post-Clinton White House. Rahm and his advisors decided all of these pension bills needed to be re-worked or else Rahm was going to look like a jagbag raising taxes through the roof in order to pay these huge required amounts.

Sooo...enter Senate Bill 777. Rahm got cozy with the heads of the Police and Fire Unions and they began talking about changing YOUR pension funding mechanisms!! And guess what...your unions never you told you they were doing it, until the legislation had already passed!

Now SB777 lessened the initial funding amounts required and spread the payments over an additional 15 years (now it will be 90% in year 2055 instead of 2040). Basically, Rahm re-financed what was owed to the pension funds. If you can't afford it, fuckin' re-finance it!! That's what I always say.

In exchange for the re-finance, Rahm dangled a carrot in front of the Unions' eyes... A CASINO!! If the Unions would be quiet and let Rahm re-finance, then when the new Casino is built, all profits would go ONLY to Police and Fire pension funds. Rahm said "WHEN" the casino is built...but those of us wise ones knew that this was a phantom casino.

So, in essence we let Rahm and the City re-finance the upfront huge pension balloon payment of $580 million to a lesser $330 million and spread payments over an additional 15 years in exchange for our pension funding being supplemented with proceeds from a non-existent casino.

Some of the Union advisors said this was a good deal, because if we didn't get on board with this re-finance then the City would just let the pensions go bankrupt. This is where I disagreed. I wanted to let the chips fall where they may and let the courts see where the City is really hiding the money. I wanted to let the courts force the City to pay. The advisors said this was too huge of a gamble and the prospect of losing our asses was very real.

Right now there are ZERO bills in the works regarding a Chicago casino. I doubt we will ever get one. In some ways, I don't mind allowing the City to re-finance the debt. My problem is that we gave up something and didn't really get anything in return. The advisors say the return is that the pension doesn't go broke. I say, what's to stop the City from kicking the can down the road again and using the money saved from the re-finance to build another DePaul stadium??

Senate Bill 777 Truth


There is misinformation that originated in the "RCPA" newsletter and also on Facebook regarding Senate Bill 777. Individuals that are completely misinformed, and who have had no participation in the development of or the language contained within Senate Bill 777, are suggesting that members contact the Governor's Office in an attempt to get the Bill vetoed. The threat of the $515 million that is being circulated is COMPLETELY INACCURATE!

Lodge 7, Firefighter Union Local 2, and a team of accountants and lobbyists worked tirelessly to ensure that Senate Bill 777 would contribute to benefitting the future solvency of our pension funds. Representatives from the Nationally recognized Center for Tax and Budget Accountability who are proficient in securing retiree benefits and annuities participated in, reviewed, and assisted with drafting the language prior to the bill being submitted to the legislature.

If vetoed any funding that is currently dedicated as part of Senate Bill 777 could be rewritten to allow those funds to be reallocated into a different city pension system and not into the Police and Fire Funds as presently GUARANTEED.

I have addressed these erroneous claims with the President of RCPA who will be printing a retraction. In the mean time we strongly suggest everyone refrain from contacting the Governor's office in regard to vetoing Senate Bill 777.

We are at the crossroads, this problem has been in the making for the past 50 years and going back to then is not an answer. You can point fingers and assign blame but that is not an answer. Passing a Bill to increase the funding ratio without legislating where the funds will come from is not an answer. Just post comments that have actual ideas and block the nonsense make our officers think this through. I hope we get 1,000 comments but the over and under is set at 38.

IMO all sb 777 does is kick the can down the road and diminish the legislation fop fought for and got passed in 2011.
Senate Bill 3538 is the Pension Reform Bill for Police and Fire in the State of Illinois. All other public employees in the State were included in SB1946, which was their pension re-form bill that passed in April of this year. The big difference between how their bill passed and how SB3538 passed is that the General Assembly chose to negotiate with Police/Fire prior to passing our reform and for that we are grateful. SB3538 was passed forcing the city of Chicago to conform with the actuarial study and granted Chicago police officers the same rights as downstate police officers enjoy regarding pension funding. Any democrat looks at our pension fund as that collection notice that we keep receiving but know it does not belong to us so we ignore the bill vowing to never pay it. Any diminishment to SB3538 should be protested by all police and fire in Chicago. As it is, they have yet to grant those who were born after 1955 the 3% COLA that they promised to renew every five years. This city is full of shit but make sure the pension they will collect from is fully funded. Fuck these jag offs.

Raising property tax is no different than just asking us to pay more because WE are the ones that own property. It is NOT YOUR PLACE to suggest HOW rahm funds our pensions.... it is your place to simply make sure that he does it. Property tax? really? That would be the last place I would suggest. I'd suggest cutting services to the leeches that don't pay in to anything in the first place. CPS kids get breakfast. and lunch. and a snack. Start there maybe. The savings per kid ought to more than pay for what is owed. Cut back on festivals. Hell, unscrew every other light bulb in the street light. Do anything but raise the tax on the city worker.

Hey Greg,
Every other police department charges events and festivals for police service. We should too. In a lot of cities if you have a gathering over a certain number of people you have to hire a cop or two to be there and pay a city fee. Political ones too. In many places when major streets are blocked the construction company pays a fee for every day the street is blocked and has to hire a cop to facilitate traffic. We can contract grease and oil to Jiffy Lube and save millions. We can start eliminating the number of paper copies for everything we do and save millions again.
There's a lot you can do to get money coming in for the pension if you really wanted to. But the city doesn't.

05:41AM on 04 May 16 is correct. 777 is a better bill. It does stretch out the payments longer, but the money is already in the bank. 1495 has a no teeth, money diverted from the city would be a drop in the bucket. Casino/No casino makes no difference, they're on the hook for 777 even if they have to have a bake sale to fund it.

Back to the PENSiON issue - I just went online and read the bill. Here is the problem with the info being put out by the lodge -

It's crap. You have to go back a few years to the creation of tier 2 pension benefits for CPD. When the tier 2 (same employee contributions lower benefits) our lobby dream team was Mark Donohue and Mark "the tool" O'Toole they traded the lower tier 2 pension for language that requires the City to make higher payment to get the pension funded sooner using a formula that actually has some link to reality. The prior formula was way out of whack having the city put way less in than needed. A bad deal especially for young guys and new hires but at least the pension would be funded right . . . Or so they said. The new funding amount went into effect with the 2015 levy (which is why Rahm raised property taxes The dill on Rauner's desk re-lowers the city's obligation but with the promise that IF Chicago gets a casino the proceeds will go fund police a fire pensions. That sounds good but we all know that the law can be and does get amended all the time. Plus that's a big IF since nobody is talking about a casino bill for Chicago. So basically if the city gets this bill through they will have gotten FOP to 1. Agree to lower benefits for police under tier 2 and 2. The city gets out of paying the higher contributions they were supposed to make under the tier 2 deal. And 3 the city gets to take a big chunk of the money they already collected in taxes for those higher pension payments and use them for something else.

At least that how I see things. Anyone can look at the bill that wants to. It'sSB 777 on the ILGA website.

I'm the original poster. Yes I know that starting a successful business is NOT easy. I'll be first to tell you that. I work tirelessly at it and I am burnt out. BUT I have something that is not related to being a LEO. I know not everyone can do what I do but I know a few others doing my line of work on CPD and the few I know are successful. I have a plan B and I am going next year with 20 years on it.

My point is to start doing something NOW. I am currently down at 376 due to an IOD and a few guys are slated to be fired. I asked each one of them what they are doing to plan for the potential demise of their careers. You know what? NOT ONE COPPER is even considering a plan B for themselves. It was the deer in the headlights. The Titanic is sinking. NONE of them are planning for another career. I just wanted to SMH and slap them all. You know you are getting fired and will need a new job but you're doing zero about it. Amazing.

I know I got sidetracked but my point is most cops don't plan past Friday let alone a side career. Guys there is SO MUCH MONEY TO BE made out there but most of you don't realize it.
Get your degree or get promoted but have a plan B from CPD. DON'T work VRI or CTA for God sake unless you are doing it to save for a business.

How Rahm comes up with the money is not the FOPs or our problem. He is trying to squeeze blood from a stone. He can make a contribution right now, if he has to. Last thing the city should do is raise taxes, on the people who already pay a large some of the city's taxes.

No money on Lucas Museum, no more money on DePaul Stadium, go after Nabisco/Mondalez for all the TIF monies paid for their expansion since they are moving half of the 600 jobs to Mexico. No more free fests, charge admittance fees just as Milwaukee does, that is double bubble as it will keep problem people out. Cut the CPD and CFD brass to proper levels. No money to hotel at Navy Pier and gondola rides over the Chicago River. Just a few ways to save and make money.

See, we along with the Firemen in Chicago (only Chicago) get a simple cola.
Everyone else in the city, county, state get a compounded cola.
I don't know how anyone thought that this is a cost of living increase, when it never increases.
And, if you were born after 1955 you do not get 3%, you only get 1.5%!

Here's a word to all the young guns out there, start saving a whole lot of money for your retirement. And I wouldn't count on deferred comp. Invest in a Roth IRA. The returns are far better than that bs deferred comp.

Idiots like you have been complaining about deferred since around 1984. I heard all the horror stories about its held in the city's name and you will never receive it. Instead of listening to the doomsayers I maxed out in the beginning and continued until I retired. After I retired I didn't immediately start withdrawing the funds. Now that I am 72 last year I was required to take the required minimum withdrawal. I have over a million dollars in deferred and have the minimum withdrawn each year for 27 yrs. they take out and send me a check each years for 6.5% of my million. That's $65,000.00 a year.
That's my experience with the deferred comp and I'm sure I didn't listened to the whiners and complainers

There is no comparison between Chicago and Detroit. None it's like comparing apples and oranges. Chicago has a strong property tax base with residents paying them them. Detroit had almost 50% of the residents not paying their property taxes water bills etc. there was a glut of vacant residences and foreclosure so Chicago also has a strong tax base. Look at downtown and the near north. All the new construction.
