CPD Civilian Shooting

  • A civilian Chicago Police Department employee shot a man who tried to rob him at gunpoint a few blocks from Douglas Park on the city's West Side, police said.

    Police said the 57-year-old man was trying to get on his motorcycle around 6 a.m. Monday when two male suspects, a 31-year-old man and a 17-year-old boy, walked up to him and announced a robbery near West 13th Street and South Sawyer Avenue.

    The older suspect pointed a gun at the CPD employee while the younger suspect went through his pockets, police said. When the teen tried to take his licensed concealed weapon, the victim shot man in the neck.
Nice shot there. But we don't understand this part:
  • Both suspects are in custody. Charges are pending. Area Central detectives are handling the investigation and the Independent Police Review Authority responded to the scene, police said.
IPRA? Why? They investigate and review police actions, not civilians. Hopefully, he told them to go fuck themselves. Again though, nice shot. More concealed carry, less criminals.

Ironically, when you look at the Google Street View of that intersection, there are four cops standing there talking to each other, and another one getting something from a cruiser.

Ipra should have no standing whatsoever. This is a private citizen with a legal CCW. What if the victim was a Streets and San worker with a valid CCW? They wouldn't investigate that. Fuck ipra.

This whole situation could have had a totally different outcome if the "Victim" was not armed.

Charges pending? Let's see - attempted armed robbery, No FOID card or CCW (We better see those charges), and what else?

What about a HUGE News story, front page and lead-off story on TV - Concealed Carry WORKS WELL in Chicago!

"Trying to get on his motorcycle" - It was a few years ago that PO Thomas Wortham was fatally shot by several assailants in front of his parents home while he was showing his father, a retired Sgt., his motorcycle.
This civilian should consider suing IPRA & Rahm since IPRA has no authority over him, even though he works for CPD. IPRA has been pulling some real stupid stunts, such as distributing fliers seeking witnesses to a OIS.
A great twist would be to request the ACLU's assistance since they clam to protect everyone's rights.

Did anyone in this CIVILIANS district know this person was packing heat. I've seen our civilians get into some pretty good arguments in the station. What if one day it goes to far? Also ot are the civilian desk personal trained to handle the tasers. I see them hand them out and take them

You do realize that IPRA investigates sworn law-enforcement, right, hence their title. Independent POLICE Review Authority. Glad this civilian was able to defend himself and is okay. What if it was a strong-armed robbery. The citizen should have to worry about someone getting their weapon and hurting themselves or others. The media would like to paint the offenders as victims. How about you refrain from robbing people or agree to pay the price in blood when you commit violent acts against the innocent?

Detention Aide is former Finance PEA and supposedly also a University (one of the south side colleges that don't let their campus cops carry on duty it seems) PO with a valid FOID and CCL.

My only advice is shoot center mass.

And Department member but non-sworn? Tell IPRA to go skip!

o' ipra was out posting Community Alert signs on light poles, that's all they're capable of doing, but it wasn't until 4 hrs later.
Ain't nobody getting up a 0600 understand.
Did the stand your ground robbery victim have a white sounding name?
That's probably why they came out and still posted their community alerts until they ran out of flyers.

Job well done with a CCW, too bad offenders will be back in the hood in a couple of Preckwinkled Foxx months.

Okay...first thing you do is review the City Policy about CCW and City Employees.

Speaking for myself (Finance Guy on the Bike), I've read it.

I can Carry Concealed while working for the City if I have a Valid CCL.

BUT: I can not carry In a City Building Or in a City Vehicle. SO....the Detention Aide would have stored the Firearm in a Lock Box in his vehicle while On Duty...and then strapped up after the end of the day....as is HIS/HER RIGHT.

A Point here on this topic. Are the Aldermen with their Shiny tin star....State Certified Sworn Law Enforcement Officers?

If Not...you can Report them for Carrying on City Property or in a City Vehicle to the IGO.

I carry every shift I work. It's in my lock box in my vehicle while I'm at roll call at my City Hall Assembly Room.

The Point to CCW is that you don't SEE the Damn Weapon.

That law has been eliminated except for are dumb asses on this job.

They could have dismantled to whole unit yet it still exist just to aggravate officers.

IPRA doe not even know what they investigate and are so happy when the Dicks take over a scene. yet the hover around soaking up overtime and doing nothing at a scene.

While IPRA may have authority to investigate all Department membes, what authority do they have over this incident? The IPRA cover order is "Weapon Discharge Incidents involving Sworn Members". The civilian CCW is not sworn and is not in an official capacity. Does he have to answer? Department use of force apply?

Leave the case to the D and the CCSAO.

Some of you are just damn fools. It's really no wonder that we have so many problems. OK - understand this: IPRA investigates ALL incidents that involve the use of force requiring a TRR and ANY allegations of inappropriate/excessive use of force by a DEPARTMENT MEMBER. ALL TRR's get sent to IPRA, do not confuse that with a C.R. number. They are looked at and if it is determined that excessive force was used, they will come looking for you. In addition, they investigate ALL weapon discharge incidents, ALL of them. Spray, taser, firearm discharge incidents all require a LOG Number, no not a C.R. number but a LOG number, and they are looked at. Firearm discharge incidents require IPRA to report to the scene and investigate, also understand that they can, and do, investigate other incidents at the "scene". Example: Thug gets locked up, Mama calls IPRA and says CPD spanked my Baby! IPRA can go to lockup where thug is held and interview him, can then serve officers with Administrative Rights that night and get reports or require interview, of course the P.O. has his right to secure counsel so they would not be required right away. OK, schools out. Stay safe, and remember, Stay Fetal.

Seems like part of the story is missing. Obviously, the victim was cooperating and trying to avoid trouble. Just wondering if he thought the perps wouldn't find the gun. Doesn't say where he was carrying, but he was loaded and ready to shoot before the perp could get his hands on it. I would like to know a few more details about how this went down.
